- 1 - JAPANESE GOVERNMENT (MONBUKAGAKUSHO: MEXT) SCHOLARSHIP FOR 2013 YOUNG LEADERS' PROGRAM (YLP) IN BUSINESS ADMINISTRATION I OUTLINE 1. Objectives The Young Leaders' Program (YLP) aims to contribute to the fostering of future national leaders in Asian and other countries. In addition, while deepening the participants' understanding about Japan, it should help form a network among national leaders, contributing to the establishment of friendly relationships and improved policy planning activities among Asian and other countries, including Japan. The YLP is one of the Japanese Government (Monbukagakusho: MEXT*) Scholarship Student programs. *MEXT= The Ministry of Education, Culture, Sports, Science and Technology 2. Eligible Countries and Participants Participants are selected from the countries listed below. They should be entrepreneurs, business managers, and so on, who are expected to play active roles as future national leaders in their respective countries. Target Countries: Australia, Brunei Darussalam, Cambodia, India, Indonesia, Laos, Malaysia, Mongolia, Myanmar, the Philippines, P. R. China, Rep. of Korea, Singapore, Thailand, Vietnam (15Countries) 3. Host University Hitotsubashi University, Graduate School of International Corporate Strategy (Hitotsubashi ICS) The Master of Business Administration (MBA) program at Hitotsubashi ICS is designed to prepare students for work in the business world. Courses focus on strategy, marketing, accounting/finance, etc. All classes are taught in English, and in contrast with other designated universities, YLP participants at Hitotsubashi ICS are completely integrated into the regular program; in other words, they must follow the same academic calendar and meet exactly the same academic requirements as all other students. Course grades are rendered on a strict forced curve, and students must meet overall minimum grade standards in order to graduate. 4. The Number of YLP Scholarships A maximum of 15 students. 5. Recruitment and Selection (1) Method of Recruitment The recruitment will be conducted through recommending authorities. Please ask the Japanese Embassy for further information. (2) Screening Procedure ①First screening by the recommending authorities ②Second screening by each host university ③Final screening by the YLP committee established by MEXT 6. Curriculum (Refer to the "Curriculum Guidelines" on page 5 and 6) (1) Basic Concepts The curriculum is suitable for rearing national leaders in each field, seeking to take advantage of Japan's experiences of exchanges with both Western and Asian countries and establish a human network through various activities such as special lectures and internships. (2) Course Duration and Qualification Course duration is principally one year, resulting in the conferring of a Master of Business Administration (MBA). - 2 - (3) Language All instruction will be conducted in English. 7. Commencement of the Program September 2013 II INFORMATION FOR APPLICANTS MEXT will offer scholarships to foreign students who wish to study in Japanese universities as YLP students in business administration for the academic year 2013 under the Japanese Government (MEXT) Scholarship Program. Pursuant to the Law No 83/2015/QH13 on State Budget and Resolution No.27/2016/QH14 dated November 11, 2016 on 2017’s estimation of the State budget by the National Assembly; In consideration of the Government’s Report No.466/BC-CP dated October 19, 2016, Report No.470/BC-CP dated October 19, 2016, Report No.522/CP-KTTH Dated November 09, 2016, Verification Report No.183/BC-UBTCNS14 dated October 19, 2016 by the Finance and Budget Committee; Report and presentation No.56/BC-UBTVQH14 dated November 11, 2016 by the Standing committee of the National Assembly of the Socialist Republic of Vietnam and opinions of congress persons; HEREBY MAKE DECISIONS ON Article Total government revenue and spending for 2017 The total government revenue is expected to reach 729,730 billion dong (seven hundred twenty nine thousand seven hundred and thirty billion dong) The total local revenue is expected to reach 482,450 billion dong (four hundred eighty two thousand four hundred and fifty billion dong) The total government expenditure is expected to reach 902,030 billion dong (nine hundred two thousand and thirty billion dong), including 254,630 billion dong expected to be allocated to the local budget serving specific purposes Article Allocation of central government budget for 2017 The central government budget 2017 shall be allocated for specific sectors and regulatory authorities as stipulated in Annex 1, and attached hereto The ratio of distribution of revenues between the Central government budget and local budgets of provinces (hereinafter referred to as “ ratio of revenue distribution“), additional funding and additional funding for specific purposes located to the central government budget from local budgets are presented in the Annexes 3, and attached hereto The ratio of revenue distribution of the year 2017 shall be maintained from 2017 to 2020 In case the earnings from new projects coming into operation in the above-mentioned period considerably increases the local budget, the Government shall request the National Assembly to review and make decisions in accordance with point d clause Article of the Law on the State budget The local budget surplus, amount of loans for making up for the budget deficits and paying debt principal (if any) are presented in Annex attached hereto Article Responsibilities of the Government The Government shall: Assign central and provincial authorities to take charge of the revenue, spending and allocation of the central government budget as stipulated in the law on the State budget and National Assembly’ Resolution , and send written notifications to the congressional delegations of provinces Direct the People's Committees of provinces to request the People’s Council at the same level to estimate the state budget revenue in the province, local budget expenditure, local budget ...
