was prepared by the Joint Standards Australia/Standards New Zealand Committee FP/4, Automatic Sprinkler Installations, to supersede AS 1851.3 — 1985 This Standard is the result of a consensus among representatives on the Joint Committee to produce it as an Australian Standard This edition has been modified to reflect the changes in AS 2118, Automatic fire sprinklers (all parts) since 1985 The objective of this Standard is to provide requirements for routine maintenance for sprinkler systems and for precautions to be taken when systems are rendered inoperative The term ‘informative’ has extinguishing fires For effective operation, it is essential that regular testing and maintenance be carried out on such systems Any fault which may render the system fully or partially inoperative should be rectified with the minimum of delay The maintenance requirements for pumpsets associated with automatic fire sprinkler systems can be found in AS 1851.14, Maintenance of fire protection Maintenance of fire protection equipment Part 3: Automatic fire sprinkler systems S E C T I O N S CO P E A N D G E NE R A L 1.1 SCOPE This Standard sets out requirements for the routine maintenance of automatic fire sprinkler systems It also sets out the precautions to be taken when a system is rendered inoperative Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited NOTES: Although not classified as routine maintenance, a check on a regular basis is necessary to ensure that the installed system characteristics as shown on the block plan are adequate to protect the current occupancy and storage, and that sprinkler protection extends to all communicating sections of the building Reference should be made to AS 2118.8 for minor modifications to installed systems Maintenance requirements for residential and domestic sprinkler systems are given in AS 2118.4 and AS 2118.5 respectively 1.2 NEW DESIGNS AND INNOVATIONS Any alternative materials, designs, methods of assembly and procedures that not comply with the specific requirements of this Standard, or are not mentioned in it, but give equivalent results to those specified, are not necessarily prohibited However, the specified approval remains the prerogative of the regulatory authority 1.3 APPLICATION This Standard applies to all automatic fire sprinkler systems other than residential and domestic The procedures set out in this Standard should be carried out or directly supervised by personnel who can demonstrate experience and competency in this firefighting equipment 1.5 DEFINITIONS For the purpose of this Standard, the definitions in AS 2118 (all parts) and AS 2484.2 apply COPYRIGHT S E C T I O N W H E N AS 1851.3 — 1997 P RE C A U T I ON S T O B E T A K E N A S Y S T E M I S R E N D E R E D I NO P E R A T I V E 2.1 PRECAUTIONS The following precautions shall be taken when a system is rendered partially or fully inoperative: (a) The building owner or his or her representative shall be notified (b) Before work commences and after work is completed notification shall be given to the fire station to which the system is connected or the nearest fire station if there is no brigade connection (c) Where on-site welding is unavoidable, work shall be carried out in accordance with the requirements of AS 1674 NOTE: For additional precautions, refer to Appendix A Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited 2.2 CURTAILMENT OF WATER SUPPLIES Where a water supply is curtailed for any protracted period, e.g as in time of drought, special attention shall be given to the maintenance of any other water supplies 2.3 PRECAUTIONS FOR WATER SUPPLY CURTAILMENT During periods of water supply curtailment it is recommended that all fire extinguishing appliances be held in special readiness for immediate use, and that a watchman be on duty throughout nonworking hours COPYRIGHT AS 1851.3 — 1997 S E C T I O N R O U T I N E M AI N T E N A N C E 3.1 GENERAL All sprinkler systems shall be inspected, tested and maintained at the periodic intervals specified in this Section Records of routine maintenance shall be kept in a log held at the installation control assembly for this purpose Details of all defects observed during inspection and tests, and the date of their rectification, shall be recorded in this log Any deficiency in a system shall be reported to the building owner or his or her representative at the completion of the service and shall be advised that a test is to be conducted On completion of the test, the fire brigade shall be contacted to check that the fire call was received and to advise that the installation has been reset and left in an operative condition Where premises are protected by multiple installations, each individual installation shall be fully operational and checked with the fire brigade before work is started on the next installation 3.2 ASSOCIATED ALARM EQUIPMENT Where facilities are installed to enable continuous automatic monitoring of the fire line, the test in Clause 3.1 shall be carried out in a manner prescribed by the fire brigade Where sprinkler alarm signals are connected to automatic fire alarm and indicating equipment, such equipment shall be maintained in accordance with AS 1851.8 3.3 LEVELS OF INSPECTION, TESTING AND MAINTENANCE Inspection, testing and maintenance shall be conducted at five levels, as follows: (a) Level routines, consisting of testing and recording (b) Level routines, consisting of Level routines plus additional tests and adjustments which not necessitate taking the system out of operation (c) Level routines, consisting of Level routines plus additional testing and inspection procedures with consequential adjustments necessary to ensure correct function These routines may require the system to be taken temporarily out of operation, but shall enable rapid reinstatement to full operating condition (d) Level routines, consisting of Level routines plus the overhaul and test procedures which may necessitate the system being out of service for short periods (e) Level routines, consisting of inspection, pressure testing and testing for operating characteristics of sprinklers 24 years of age or older, and then at six-yearly intervals after the initial Level routine The precautions outlined in Section shall be observed when Level or Level routines are undertaken 3.4 FREQUENCY be as follows: The frequency of inspection, testing and S O T HE R G E N E R A L S Y S T E M S T H A N 5.1 GENERAL There are several types of special systems which require periodic inspection, testing and maintenance Owing to the wide diversity of these systems and the need for the test procedures to be individually tailored to suit, specific requirements are not laid down here The designer of such systems shall ensure that a comprehensive maintenance schedule is provided to the owner for the system ‘as installed’ 5.2 PHILOSOPHY In establishing a maintenance maintenance contained in Section should be followed schedule, the philosophy of than General Systems are given in Appendices B to E COPYRIGHT AS 1851.3 — 1997 12 APPENDIX A ADDITIONAL PRECAUTIONS (Informative) Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited The following precautions should be observed as far as is practicable whenever an inoperative condition is planned or occurs in an emergency: (a) Under all circumstances as much of the system should be kept as fully operational as is practicable Should the work extend over a number of days or weeks, the system should be reinstated as far as practicable at the end of each working day (b) Where the system is to be left impaired outside working hours, consideration should be given to the employment of a watchman at the premises for the period of impairment (c) Whenever practicable, system impairments should be undertaken when production machinery is inoperative (d) Smoking in the vicinity of the subject areas should be prohibited during the period of impairment (e) Responsible senior department/tenancy representatives should be notified so that fire extinguishing appliances can be held in special readiness for immediate use with an adequate number of trained personnel available to use them if required (f) The building owner or the building owner’s representative should notify the insurer, the insurance broker or the
