Spectrum policy to promote mobile applications in Vietnam Mr. Doan Quang HOAN Director general, Radio Frequency Directorate, Vietnam 1 About Market Aspect (1) • Global cellular mobile market situation 2 VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE About Market Aspect (2)  RFD’s observation: – – – – – 3 Market continues grow, mostly in Asian developing countries: India, China, Pakistan,.. Most subscribers and new subscribers are still 2G ones 3G subscribers are mainly in developed markets. However, new networks in developing markets. Revenues of mobile operators mainly come from voice and SMS applications Growing competition to 3G from mobile WiMAX in providing high data speed applications VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE About Market Aspect (3)  Viet Nam country profile: – – – – – – – 4 VIET NAM MOBILE 2007 Population: 83 millions, 65% under age of 30 Land size: 320.000 sq km Coastal line: 3200 km GDP per capita (2006): 720 USD GDP growth rate: 8% annual Recent accession to WTO Fast recent growth of foreign investment in both FDI and FII - RADIO FREQUENCY DIRECTORATE About Market Aspect (4)  Telecom market in Viet Nam – – 8 Facility Based Operators-FBO 6 nationwide cellular operators   3 GSM operators (in 900 MHz, 1800 MHz bands) 3 CDMA operators: S-phone, Hanoi Telecom operate in 800 MHz – EVN Telecom in 450 MHz – CDMA 2000 1x and 1x EV-DO technologies. – – Local “limited mobility” networks:   – 5 2 PHS based networks in Hanoi, Ho Chi Minh city 4 CDMA WLL based in 4 provinces 4 operators conduct trials of fixed WiMAX in 3.3 GHz band VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE About Market Aspect (5) 6 VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE About Market Aspect (6)  Mobile market: – – – Just growing rapidly in recent years 70.8% telephone subscribers are mobile users, 29.2% are fixed, limited mobility users at end of Mar-2007 Competition is relatively hard with 6 operators:   – – – 7 GSM providers : 92% mobile subscribers CDMA providers: 3G-style services but account only 8% subscribers Voice and SMS are main applications and revenues for operators. Content applications are still relative poor. Data applications grow but gradually. No clear evidence of consumer demand for next generation networks. Upgrading from 2G network to 3G network lacks of driving force Still low mobile penetration (26,5% at end of Mar-07)-> market continue develop in near future VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE About Market Aspect (7)  Broadband market – – – High growth in recent years Demand for higher and higher broadband access Fixed ADSL is growing fast & the key player in market   – 8 Internet penetration:4% in 2004, 18.4% in Mar 2007 Customers sometimes wait to get ADSL subscribed WiMAX trials still technical limited VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE Spectrum allocation in Viet Nam (1)  Bands used globally for commercial networks: – – –  GSM technology: GSM 900 MHz, GSM 1800 MHz, E-GSM CDMA technology: CDMA 800 MHz, CDMA 1900 MHz, CDMA 450 MHz 3G/ IMT-2000 : 1900-2200 MHz band and possible 2500-2690 MHz band In Viet Nam – – Both main technologies GSM, CDMA are given spectrum GSM:   – CDMA :   9 GSM 900 MHz and GSM 1800 MHz Current extension of spectrum from 2x13.2 MHz to 2x20 MHz/operator in 1800 MHz to facilitate their development CDMA 800 MHz and CDMA 450 MHz to provide operators more spectrum in 800 MHz band in 2010 VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE Spectrum allocation in Viet Nam (2) Detail Allocations to mobile operators 452.73 457.02 MHz CDMA MS (EVN Telecom) 1x 4.3 MHz FS 824 829 845 CDMA 2 x 8 MHz CDMA WLL 5MHz SF HT 869 MS FS 1710 874 CDMA WLL 5MHz 1785 GSM 1800 3x20MHz + 15MHz VNF MF VTL 462.73 CDMA (EVN Telecom) 1x 4.3 MHz 890 915 CDMA 2 x 8 Mhz SF HT GSM 3 x 8 MHz VNF VTL 935 1880 GSM 1800 3x20MHz + 15MHz VNF MF VTL Rs VNF 1895 MS 960 MHz GSM 3 x 8 MHz FS MS MF 1805 MS Rs 467.02 VTL MF 1900 MHz PHS (City phone) VNF= Vinaphone, MF= Mobifone, VTL= Viettel Mobile, Rs = reserved, FS=Fix Service, MS = Mobile Service 10 VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE Spectrum allocation in Viet Nam (3)  IMT-2000: – No operators at the moment – Bands allocated to terrestrial component: 1900-1980MHz, 20102025MHz and 2110-2170 MHz 1900 1920 MHz IMT2000 TDD – – – 11 1980 IMT-2000 FDD (Uplink) 2010 MSS IMT2000 TDD 2025 2110 2170 IMT-2000 MSS FDD (downlink) Each operator will be granted 2x15MHz FDD in 1920-1980/21102170MHz Each operator will be granted 5MHz TDD in 1900-1920MHz 2010-2025MHz is reserved to other IMT-2000 applications, each network will be granted minimum 5 MHz VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE 2200 Spectrum allocation in Viet Nam (4)  Spectrum for WiMAX – – – – 12 Frequency plan is being drafted and completed this year Frequency bands: 2300-2400 MHz, 3300-3400 MHz and a part or whole of 2500-2690 MHz band Band 3400-3600 MHz is reserved to Vinasat satellite.
