In universities, lecturers are critical in improving the quality and effectiveness ofeducation and leaving a solid mark on learners' personalities Currently, in the context offundamental and comprehensive reform of higher education in Vietnam being promoted,national defense education for students and other subjects is also being promoted by ourParty and State attention To complete the above goal of comprehensive education forstudents, it is necessary to build and develop the force that carries out defense andsecurity education - the teaching staff National defense and security education lecturers,
an essential part of the teaching staff in higher education institutions, are the mostdecisive force in the quality of national defense and security education subjects atuniversities Along with developing revolutionary causes and educational units, thedefense and security education lecturers team is constantly growing in quantity andquality The international and domestic context has many complicated developments thatare increasing demands on defense and security education lecturers and defense andsecurity education Therefore, building a team of defense and security education lecturers
at universities to meet the requirements of innovation, integration, and development is anurgent task for defense and security education in the localities' current direction
The Mekong Delta is a dynamic economic development region with a criticalposition in the country's economy and society However, the region's education andtraining is currently considered a "low-lying area" because the rate of university education
or higher is the lowest in the country (5.5%), and the rate of trained workers is only 12.2%.Currently, the Mekong Delta has 19 universities, facing the innovation requirements ofVietnam's higher education and the implementation of the Fourth Industrial Revolution,requiring universities to train human resources quality to get higher and higher This is avital and urgent task for the management team working on building a team of generallecturers and defense and security education lecturers at universities in particular

National defense and security education plays a vital role in the existence anddevelopment of each country and nation Therefore, issues related to defense and securityeducation, especially the issue of building and developing a team of defense and securityeducation lecturers, are always discussed by countries worldwide, including Vietnam,which is of particular interest Under different approaches, many documents, materials,and scientific works related to building a team of defense and security education lecturershave been issued and published
Firstly, research projects have affirmed the vital position, role, and significance of
national defense education and the need to strengthen national defense education foruniversity students in the current period Along with that, the works have discussedbuilding and developing teaching staff to improve the quality of national defenseeducation; the authors have approached from many angles, mentioning many aspects,mainly to discuss the qualities and capabilities of teachers responsible for nationaldefense education; clearly explained the position, role, and necessity of educating andraising national defense awareness for all officials, civil servants, students, and people insociety
Secondly, the projects have clearly shown that the work of education and fostering
national defense and security knowledge in our country is synchronously deployed to allsubjects and implemented relatively uniformly Through this, it has created a substantialchange in awareness and responsibility in society Several projects have built conceptshighlighting the position, role, characteristics, criteria, and moral issues of fostering andimproving the quality of education and knowledge of national defense and security forsubjects, including students
