Keywords: economic recovery, tourism recovery, tourism management, Dong Thap province Tóm tắt Trong bối cảnh bùng phát COVID-19, ngành du lịch bị ảnh hưởng nghiêm trọng Hầu hết hoạt động du lịch, kiện, lễ hội, di tích, điểm tham quan bị hủy bỏ, tỉnh Đồng Tháp chắn nơi bị ảnh hưởng Doanh nghiệp du lịch tạm thời sa thải nhân viên hầu hết hướng dẫn viên thất nghiệp Tồn tỉnh rơi vào tình trạng chết cóng Trước diễn biến nhanh phức tạp đại dịch COVID-19, tỉnh Đồng Tháp áp dụng nhiều biện pháp liệt, hạn chế đạt kết khả quan Tỉnh xem xét nỗ lực khôi phục hoạt động du lịch, tạo việc làm địa phương góp phần phát triển kinh tế địa phương sau đại dịch Covid-19 Kết nghiên cứu cho thấy quản lý khủng hoảng dẫn đến việc đóng cửa ngành hạn chế nghiêm ngặt xã hội lại, biện pháp giam giữ phủ áp dụng tiến trình mở cửa trở lại đất nước tuân theo "Safe to open the door - Mở cửa phải an tồn " Từ khóa: phục hồi kinh tế, phục hồi du lịch, quản lý du lịch, tỉnh Đồng Tháp Overview and implementation methods 1.1 Overview domestic tourism in Dong Thap province The tourism business normally brings high profit, relatively requied low investment, fast returns on investment, and low risk compared to other industries Therefore, localities exploit the advantages of tourism products and services bringing more investment and developed rapidly Dong Thap was considered having weaknesses such as no natural wonders or mountains, sea and islands like other provinces, infrastructure serving the tourism industry and tourism products has not been developed After years of implementing the provincial tourism development project in the period 2015-2020, Dong Thap tourism has determined its position in the Mekong Delta region and the Lớp: Quản lý kinh tế - Khóa Luận văn Thạc sỹ -164- whole country In 2019, Dong Thap tourism welcomed 3.9 million visitors, bringing revenue of VND 1.050 billion If in 2014, the whole province had no private tourist spots, by 2020, 51 114 community tourist sites have been developed, with a total investment value of over VND 2.000 billion, which are being exploited to serve tourists effectively The product development is implemented seriously and effectively, focus on training human resources associated with each type of tourism service and close to the actual needs of enterprises There are now several tourist attractions such as Tan Thuan Dong tourist village (Cao Lanh city); Phuong Nam Cultural Tourist Area (Lap Vo district); Lai Vung Mandarin Garden; Con Phu My tourist village (Thanh Binh district); Buu Lam pagoda (Cao Lanh district); visit the Purple-flowered Bladderwort (aka Nhi Can Tim in Vietnamese) and Tall Yelloweyed Grass flower (aka Hoang Dau An in Vietnamese) at Tram Chim National Park However, due to the impact of the Covid-19 pandemic in 2020 and the first half of 2021, travel and tourist transportation and accommodations; relic sites and tourist attractions in the province reduced operation Especially from June 2021, the Government issued two directives requires the suspension of social events, bans gatherings and directive 16 measures on the rest of the city Although temporarily suspending business operations, business travel units still have to pay the costs of maintaining facilities, interest on bank loans, and salaries for employees Most of the units fell into running out of financial resources From that situation, the authors proposed recommendations to recovery and develop domestic tourism in Dong Thap province post-pandemic 1.2 Reseaerch question and methods The paper aims to analyze the pandemic’s impacts on the tourism industry in Dong Thap province, and how tourism recovery has responded from tourism stakeholders’ perspectives Drawing on a case study design (Crowe et al., 2011; Yin, 2017), the research is focused on secondary sources (Altmann, 1974; Johnston, 2017), which are techniques widely used in qualitative social research (Riley & Love, 2000; Silverman, 2020) (see Table 1) Secondary data analysis is a method to evaluate existing literature and to interpret data based on a research question (Creswell & Creswell, 2018; Irwin, 2013; Richards, 2021) This study performs the steps recommended by Saunders, Lewis, & Thornhill (2015): defining the research question, identifying and evaluating the dataset In this regard, secondary dataset sources included: reports by provincial tourism statistical office, newspaper articles on tourism in Dong Thap Table Methods steps data Content Analysis Secondary Reports & statistics from local organization; data from newspapers Data sets were identified, related information was extracted, variables required to answer the research question were discussed Based on secondary sources’ information, open questions were identified to interview three leaders of provincial departments, including businesses, and focus group discussion five experts in the provincial tourism office Primary Focus group participants, interview experts Questions: - How has COVID-19 affected tourism in Dong Thap in 4th epidemic? - How does recovery tourism post-pandemic? determine the position in the Mekong Delta region and 115 the whole country In the period of 2015 to 2019, the total number of visitors increased by an average of 18.28% per year, the total tourism revenue increased by an average of 20% per year The province's tourism potentials and strengths are awakened, exploited and put into service for tourism development; Tourism infrastructure has been strengthened, especially transport infrastructure connecting tourist destinations, forming many tourist routes Many new tourism products have been built and put into operation, attracting a large number of tourists to visit, experience, enjoy food and shop for typical local products, bringing practical effects The policy of supporting investment in tourism development in the province has spread strongly, contributing to facilitating and encouraging businesses and people to actively participate in tourism development investment Tourism promotion associated with branding and local image is increasingly confirmed The training for tourism human resources is close to the actual needs and in-depth of each job skill Tourism development linkages with domestic provinces have gradually formed and expanded In 2020, the total number of tourists in the province was only 2.7 million, down 31.6%; total tourism revenue reached VND 840 billion, down 20.05% over the same period in 2019 In 2021, in the context of the country's general difficulties, the Dong Thap tourism industry has focused all its efforts on implementing many solutions to contribute to overcoming the consequences of the Covid-19 pandemic The province has successfully organized the Cultural Tourism Week event in Sa Dec City, which is a turning point in restarting tourism activities after a long time being affected by the Covid-19 pandemic quite well, the total number of visitors to tourism reached 874,934 visitors, an increase of 5.87%, the total tourism revenue reached VND 269,383 billion, an increase of 92.2% over the same period in 2020 The Covid-19 pandemic re-emerged for the fourth time and lasted for a long time, so it had a negative impact on many aspects of tourism activities in Dong Thap in particular and the southern provinces in general The province has stopped organizing and not participating in many activities, events, cultural tourism festivals; Tourist spots continue to temporarily stop welcoming guests to ensure the safety of people and visitors, so the total tourism revenue in the first months of 2021 is only VND 400 billion, the total number of visitors reaches 1,300,000 arrivals, equal to VND 400 billion 1/3 of the normal level (if there was no Covid-19 pandemic) In 2021, there were international travel agency and domestic travel business in Dong Thap that returned the travel service business license Other businesses are holding on, maintaining and waiting for the Covid-19 pandemic in the country to be brought under control to restore tourism activities Most tourism businesses and establishments have had to cut staff and workers, temporarily give up unpaid leave, and only arrange a few core personnel to be on duty at the unit (depending on the conditions of the company) The temporary suspension of businesses has caused more than 1,000 employees in the tourism industry to face many difficulties, many of them have lost their jobs, left their jobs, temporarily stopped working or switched to Lớp: Quản lý kinh tế - Khóa Luận văn Thạc sỹ -166- business activities in other fields another area to sustain life This situation leads to a serious loss of human resources for the tourism sector Tourism businesses, tourist accommodation establishments, tourist resorts and destinations are facing a lack of financial resources to prepare for the re-activation of tourism post-Covid-19 because most of the tourism businesses in the locality The province is a small and mediumsized enterprise, and has had to go through nearly "turbulent" years with consecutive Covid-19 pandemics, so the resources are almost exhausted, there is no revenue, 116 on the other hand the number of visitors much decrease, the burden of interest on bank loans and salary costs 2.2 Orientation to recovery and develop tourism activities Tourism enterprises, travel agencies, relic sites, tourist attractions, tourist accommodation establishments, tourism service providers are only allowed to reorganize activities to welcome and serve guests when ensuring safety conditions to prevent and control the Covid-19 epidemic according to regulations, with the motto "It is safe to open the door - Open the door must be safe" 2.3 The implementation roadmaps First stages: From Oct 2021 to Nov 2021 Review and embellish the facilities and amenities for guests, renovate the landscape and landscape, clean the environment, renew tourism products and services, organize training courses to foster technical knowledge professional skills, safe process of serving tourists, getting ready to welcome guests back when the Covid-19 epidemic in the province is under control Piloting the organization of welcoming guests at Nguyen Sinh Sac relic site, following the safe reception process on the basis of the set of safety assessment criteria in tourism activities in Dong Thap province, ensuring the following criteria: Destination: Facilities and facilities for guests are green, clean, safe and airy, with full equipment and tools for the safe prevention of covid-19 Human resources to serve guests: Managers and service staff are vaccinated with doses of vaccine and tested periodically according to the guidance of functional agencies Tourist: Guests with a certificate of having fully vaccinated doses of vaccine after days from the date of 2nd vaccination; guests have a certificate of vaccination with dose of vaccine after 14 days; positive patients have recovered with a certificate within months of the authorities; Children under 18 years old or unvaccinated people must have a negative test report within 03 days Target audience: guests in the province, traveling in small groups, family Second stages: From Nov 2021 to Dec 2021 Organize the assessment of tourist destinations and tourist accommodation establishments according to the set of criteria for assessing safety in tourism activities in Dong Thap province, deploying it to a wider area in relics and tourist spots fully meet the safety criteria for the prevention of Covid-19 epidemic and have conditions to serve guests, typical and attractive tourism products, qualified human resources Facilities must meet the criteria of greens to open their doors to welcome guests and only receive 50% of their capacity at the same time Target audience: Local guests and guests in neighboring provinces have controlled the covid-19 epidemic as well as safe Lớp: Quản lý kinh tế - Khóa Luận văn Thạc sỹ -167- Third stages: From Jan 2022, when the Covid-19 pandemic is well controlled Continuing to carry out the assessment according to the set of safety criteria, the establishment must meet the green criteria, open its doors to all attractions of agricultural tourism, community-based tourism with large open space providing tourism services with sufficient safety conditions, closely inspecting and monitoring epidemic prevention measures at the establishment under new normal conditions, in order to prepare to welcome the segment of domestic tourists, domestic tourists families, small group guests who go by themselves, guests of travel agencies, after social distancing 117 Target audience is primarily domestic and vaccinated After countries around the world control the Covid-19 pandemic well and follow the opening schedule to welcome international visitors of the Ministry of Culture, Sports and Tourism, the province will aim to pilot international visitors has been vaccines passports , using the published vaccination certification system This stages focuses on restoring all tourism activities and renewing existing tourism products, and at the same time building new tourism products and services that are adaptive, flexible and safe 2.4 A recovery tourism post-pandemic 2.4.1 Ensure safety at destination and safety for tourists Prioritize vaccination for employees at Tourism Enterprises, Travelers, Monuments, Tourist Spots, Tourist accommodation establishments, Tourist service providers and related to tourism activities calendar Implement measures to ensure safety for tourist destinations, tourism service establishments, improve medical capacity to prevent and control the Covid-19 epidemic, respond flexibly, and handle situations occurring in the tourism industry well the process of welcoming and serving tourists and organizing the implementation of 5K regulations Create favorable conditions for travel for domestic tourists and international tourists with vaccine passports (with vaccination certificates) according to the opening schedule 2.4.2 Strengthen communication, advertising and tourism promotion Orientation of communication, introduction and opening of tourist destinations, safe travel process, update of information on new tourism programs, new tourism products and services, preferential policies, tourism stimulus calendar Diversifying forms of propaganda and promotion: Provincial smart tourism portal; Website of the Department of Culture, Sports and Tourism; Portal of the Province; Dong Thap tourism website; Ecommerce level; social network; on Dong Thap Radio and Television Station and Central, Ho Chi Minh City and Regional TV channels; implementing Sa Dec Cultural and Tourism Village project (after approval) associated with OCOP products; renew and improve the quality of existing tourism 118 products at attractions, experience services, entertainment, food and beverage services, accommodation, shopping, means of transport, public restrooms, parking lot, passenger pier Encourage businesses and tourism service establishments to improve the efficiency of linkages and cooperation in building complementary chains of products and services, increasing the attractiveness of attracting tourists and product value Developing new products and services, emphasizing diversity and quality associated with each market segment Strengthen the link between tourist destinations, between services in the chain, public-private partnership Implement tourism development cooperation programs between Ho Chi Minh City and 13 provinces of the Mekong Delta Completing the "colorful border" tourist route to introduce, promote and put into operation to serve guests in the near future Building tours to the village, waterway tourist routes; develop tourism products associated with art and cultural performances, traditional craft villages and typical cuisines, etc., and put them into operation when ensuring safe conditions for Covid-19 epidemic prevention and control and according to the route of opening to welcome guests allowed by the province Promote local cultural and tourism resources, strongly develop agricultural and rural tourism with high added value and enhance experiences for tourists, associated with OCOP products Expanding the rural tourism space in all districts and cities, exploiting indigenous cultural values in tourism products and services, associated with introducing and consuming OCOP products, souvenirs from Startups Tourist accommodation establishments, relic sites, tourist attractions in the province continue to register "Destination meets safety measures" and conduct self-assessment of Covid- 19 safety 19 in the new situation according to the "Covid-19 safety assessment table at tourist accommodation establishments" in the software system of the Ministry of Culture, Sports and Tourism and strictly implement 5K in the prevention and control of the Covid epidemic -19 as recommended by the Ministry of Health This is a necessary and important solution for disease prevention and control and creating new normal conditions for socio-economic development; digital transformation in tourism Accelerate the implementation of vaccination against Covid-19 for managers, staff directly serving tourists of travel businesses, tourist accommodation establishments, relics, tourist attractions in the province Continuing to implement the policy of supporting tour guides facing difficulties due to the impact of the Covid-19 pandemic, business households temporarily suspending operations and workers losing their jobs according to Resolution No 68/NQ-CP dated July 1, 2021 and Decision No 23/2021/QD-TTg of the Prime Minister;
