cooperative in recent years 61 Table 2.15 Difficulties faced by cooperatives with the youth start-up model63 CHAPTER I: INTRODUCTION REASON FOR RESEARCH Activities launched by youth unions and young startup concepts have improved in efficacy and practicality in recent years The Youth Union deployed efforts including awareness-raising, committee member training programs, and communication actions on entrepreneurship at all levels with highly helpful information, inspiring and encouraging young people Between union members and young people in society, entrepreneurship has generated collaboration and connections Numerous young people are involved in the search, development, and support of creative ideas in startups Various corporations and enterprises are also present to enhance the ideas of young people for the application and use Each model has a unique scope, productivity, quality, efficiency, and level of competitiveness outside the province, demanding the inspiration of individuals to act quickly and creatively without having to stop Models with initiative, creativity, application of scientific and technological advances, and proactive digital transformation in production and business that contribute to cost savings, labor time savings, and product quality improvement and meet the expanding market demands in the province and neighboring areas Positive contributions to new rural construction and sustainable agricultural development of Thai Nguyen province in particular and the country in general In order to establish trustful connections between the two groups, a case study has been performed to study models of science and technology application in to demonstrate the economic effectiveness of youth start-up models in the Thai Nguyen province From there, it was necessary to establish a reliable link between the production and consumption of fruits and vegetables in Thai Nguyen's Dinh Hoa district in order to fully understand the operational effectiveness of a particular modeling approach and to identify its benefits and drawbacks in order to come up with solutions that would increase the productivity of model research in particular and provide information for other startup models in the provinces The researcher then made the decision to write about "Economic efficiency from a youth start-up model in Thai Nguyen province: A typical study at Dinh Hoa ATK safe agricultural production cooperative" RESEARCH OBJECTIVES Systematize theoretical and practical issues related to economic efficiency of youth entrepreneurship models Evaluating the effectiveness of cooperative economic activities in ensuring the safety of agricultural output at Dinh Hoa ATK Proposing initiatives to improve the economic efficiency of cooperatives in safe agricultural production ATK Dinh Hoa RESEARCH METHODS Data collection methods Collecting secondary data: Collecting data from the annual financial report of Dinh Hoa ATK Cooperative to compare income, capital and loans while operating the model Data were collected through the cooperative and compiled as compared by the researcher Primary data collection: 20 cooperative members were questioned to learn more about the organization's improvements and challenges; In-depth interview with one member of the cooperative's board of directors Synthesis and analysis methods: To assess the level of production of safe agricultural products in Dinh Hoa ATK, synthesize the information that has been collected and apply the following analytical techniques 83 Introduce documents advocating the State's policies towards cooperatives in the mass media Organizing training classes for cooperative managers not only in central schools but also regularly opening many classes in provinces and districts Organize exchanges and dialogues between cooperative leaders and leaders of branches and State agencies related to cooperatives On the other hand, the use of newly graduated agricultural cadres and engineers and officials at the central and provincial levels is regularly reinforced in districts, communes and cooperatives as the models of the Ministry of Health, the Ministry of Education and Training, and the Central Committee of the Ho Chi Minh Communist Youth Union have directed Further improve remuneration policies for grassroots agricultural workers 84 CHAPTER III: CONCLUSIONS AND RECOMMENDATIONS CONCLUSIONS Since the transformation of agricultural cooperatives in Thai Nguyen province , there have been many positive changes in organization and operation in accordance with the principles of the Cooperative Law, compact organization, defined communal capital contribution, the awareness of cooperatives about their responsible role for cooperatives has increased Facilities have been strengthened and strengthened, especially the system of brackish water canals in the regions of Thai Nguyen province in recent years (2017-2021), although there are many difficulties due to the general economic decline of the global economy due to the epidemic, the economies in the regionals well as Domestically, they have maintained their service business for agricultural production with increased revenue and profitability Besides, it has boldly diversified non-agricultural service activities, initially facing the challenge of urbanization to continue to exist and develop For Dinh Hoa Cooperative, over the years, it has achieved certain successes and has brought great crop yields and high economic efficiency, from which farmers can improve their quality of life RECOMMENDATIONS 2.1 The Government Obviously, the collective economy has made great changes, but there are still many bottlenecks and barriers, what recommendations you have to the Central Government to solve the bottlenecks, barriers and bottlenecks so that the collective economic role is better promoted The firstly, is to focus on developing cooperative models in these areas The process of implementing the Resolution should set specific goals to strive for but only encourage and add targets on improving the scale of members, improving the quality and quantity of services in the cooperative, … 85 Secondly, in order to achieve the objectives of Resolution 20, the government should have more resolutions on credit support for cooperatives The central government should have a resolution assigning banks to lend to cooperatives to develop services Thus, the management of new loans does not generate personnel, business problems and cooperatives have to make mortgages like bank loans The third is the proposal related to the tax policy for cooperatives, in my opinion, this is a policy that needs to be changed to improve the quality of rural life, shorten the gap between rich and poor between urban and rural areas, raise the income of farmers Fourth, the Government needs to establish a team of professional cooperative consultants from the central to provincial levels 2.2 Cooperatives society Organizing training for cooperative managers on digital transformation content and organizing practical experience classes of cooperatives that have successfully implemented digital transformation Create conditions for cooperatives to participate in trade promotion programs, investment promotion, business support programs; applying science and technology through digital transformation to reduce costs and improve product quality 2.3 Students Individual cooperative members are always proactive in improving their knowledge and skills, knowing how to use technology and applying science and technology to cooperatives Always cultivate and learn from experiences from other units to improve the cooperative and improve the quality of the cooperative's products 86 REFERENCE Luật Hợp tác xã năm 2012 Nghiên cứu tác động kinh tế hợp tác xã Trung tâm Hợp tác xã Đại học Wisconsin sửa đổi ngày 19 tháng năm 2009 Thông tư số 01/2020/TT-BKHĐT Nguyễn Văn
