- Gross output of livestock production reached 129,679 billions dong (accounted for 24.5% of the agri total value) Resource: Statistical Yearbook of Vietnam in 2010 3500.0 3000.0 Pig production 2500.0 2000.0 1500.0 Cattle and others animals production 1000.0 500.0 Poultry production 20 10 20 08 20 06 20 04 20 02 0.0 20 00 Thousand tons live weight Comparison: pig, cattle and poultry production in the period of 2000-2010 -Total live weight pig meat reached 3.03 million tons in 2010 - Pig meat accounted around 80% meat production in Vietnam Resource: Department of Livestock production Density of livestock by ecological areas Note: North East North West Red River Delta  Very low density  Low density North Central South Central and Central coastal areas Central Highlands Mekong River Delta South East  Medium density  High density Resource: Statistical Yearbook of Vietnam in 2010 Livestock production by different types of farm    Extensive farm (27%) Semi-intensive farm (55%) Intensive farm (18%) The outcome from extensive farm reaches about 45% total livestock production There are as many as 23,000 medium- and largescale farms through out the country Intensive/Extenisive farm of Pig IV Vietnamese livestock production potential Prospects of Vietnamese livestock production  By 2020, livestock production will basically swift to farm and industrial production, majority meet the domestic demands and try exporting quality products  Livestock production will account for 38% of agricultural production by 2015 and towards 42% by 2020 Prospects of Vietnamese livestock production (cont.)  To ensure epidemic security and food hygiene and safety, and effectively control dangerous diseases in livestock production  Establishments, especially those operating on a farm or industrial scale, slaughter-houses, and cattle and poultry processing establishments must have waste treatment, and environmental pollution reduction and protection systems V Animal Quarantine Regulations in Vietnam Guiding documents (1)   In 2011, the Department of Animal Health drafted a new version of Circular to regulate on treatment of unsatisfied veterinary standard animal and animal products domestically transported, exported, imported, temporarily imported and then exported immediately, or vice versa, transit through Vietnam terrain The existing legal documents regulate activities dealing with animal and animal products quarantine those are temporarily imported to Vietnam and then exported immediately, as follows: – Decision No 45/2005/QĐ-BNN dated on 25/7/2005 issued by the Minister of Ministry of Agriculture and Rural Development regulating List of items to be compulsory quarantined Guiding documents (2) – Circular No 17/2003/TTLT/BTC-BNN&PTNT-BTS regarding inspection and supervision of import- export products under list of animal, plant and fishery products compulsory to be quarantine + In case of import or export, the products lot’s owners must present lawful requested document to Quarantine Agency at border gate accordingly + For the products’ owner, s/he must follow a multi-step procedure as (i) fill out three Quarantine Application Forms (QAF) which could be found in Annex of the Circular at http://www.vpa.org.vn/vn/regulations/tailieu/17-2003-TTLT-BTCBNNPTNT-BTS.htm ; (ii) present the certified QAF to Customs Office; (iii) if the owner decided not importing the registered lot of products, then s/he must return two unused QAFs to the Quarantine Agency where those have been certified If the Customs Office decided not giving import permission to the lot of products then the information must be included in the unused forms when the owner return them to the Quarantine Agency where those have been certified; (iv) the owner must transport the qualified import products to the QAF’s registered location, and must inform to the Quarantine Agency otherwise; (v) the owner must comply with the government regulations on animal quarantine Guiding documents (2) + For the Quarantine Agency, (i) should support the products owner to fill out three QAFs, keep one and give the owner two forms; (ii) supervises the lot of products and conduct the owner to carry out the quarantine procedure after s/he accomplish the Customs Declaration; (iii) provides Quarantine Certificate to the quarantined lot of products in case of all requirements were satisfied; (iv) if the import products must be destroyed or re-export, instructs the owner how to and send one QAF to Customs Office informing the status of processed products; (v) coordinates with Customs Offices throughout the country to apply legal enforcement to violated circumstances dealing with animal quarantine + For the Customs, (i) requests the export products’ owner to present Quarantine Certificate which applied to quarantined products by law; (ii) for import products, the owner must present one QAF which is certified by Quarantine Agency; (iii) coordinates with the Quarantine Agency at same border gate to process import products by law, supports the products’ owners follow lawful requirement whether allowing them to import products, re-export unsatisfied products requested by Quarantine Agency, and informing the Quarantine Agency about Customs Office’s decision on unsatisfied lot of products by law Guiding documents (2) – Decision No 45/2005/QD-BNN dated 25 July 2005 promulgating list of animal to be quarantined (see below slides); slides) – Decision No 15/2006/QD-BNN dated 08/3/2006 issued by the Minister of Ministry of Agriculture and Rural Development regulating Procedures, operations of animal and animal products quarantine;
