151 emissions, while the economic development and technological breakthroughs are marginal The SC2 scenario addresses Vietnam’s development in terms of energy-orientation when renewable energy such as solar and biomass are considered, and the fossil energy produced by coal, gas, and oil is expected to satisfy the rise in energy demand The institutions will let private sector entities join the electricity market, and technologies for improving energy efficiency will drive the national economy The energy demand is projected to increase in line with current trends, and the government is not expected to intervene to lower this ratio The SC3 scenario illustrates various changes in Vietnamese agriculture as a foundation for development, such as rising efficiency in water, labour, and land-use, which will significantly affect food security As a result, food production will increase, and the high demand for agri-food production will play a pivotal role in the national economy Mechanisation is also needed to improve agricultural productivity and substitute conventional harvesting and planting The SC4 scenario demonstrates the dependence on water in agricultural and industrial development Water exploitation is expected to increase in Vietnam’s delta region Water-saving techniques will guarantee food security, while the industry is expected to benefit from saving water In particular, water-saving will boost the transition towards more advanced technologies, which will enhance the efficiency of production but also save resources such as water The SC5 scenario is based on a combination of energy, food, and water policies respectively described in the SC2, SC3, and SC4 scenarios In the beginning, the development of water infrastructure will play a key role in boosting agricultural production, while the energy supply will match the high demand for fuel not only in agriculture but also in the industrial sector Finally, as a result of food-processing development, agricultural production will boost economic growth, and more valuable products will be exported The inter-relationships described in the SC6 scenario suggest that environmental protection will constraint the economic development This requires many efforts on the demand side, for instance, supporting electric vehicles and the transition towards advanced electricity-saving appliances
