requirements, as well as some functional and performance requirements, for catering vehicles intended for cabin re-supply and servicing or loading and unloading of catering equipment and supplies on all aircraft types commonly in service in civil air transport The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical, and practical catering vehicles Deviations from the recommended criteria should occur only after careful consideration, extensive testing, risk assessment and thorough service evaluation have shown alternative methods or conditions to be satisfactory Such deviations are outside the scope of this standard and a manufacturer should be able to demonstrate an equivalent level of protection This European Standard is a Type C standard as stated in EN ISO 12100 The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document When provisions of this Type C standard are different from those stated in Type A or B standards, the provisions of this Type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this Type C standard Deviations from requirements not fall within the presumption of conformity given by the standard BS EN 12312-2:2014 EN 12312-2:2014 (E) Scope This European Standard specifies the technical requirements to minimize the hazards listed in Clause which can arise during the commissioning, the operation and the maintenance of catering vehicles when used as intended, including misuse reasonably foreseeable by the manufacturer, when carried out in accordance with the specifications given by the manufacturer or his authorized representative It also takes into account some requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies This European Standard applies to self-propelled catering vehicles, with seated driver, equipped with a liftable van body This European Standard may be applied to catering vehicles used for other purposes provided that a suitable risk assessment is carried out to identify additional hazards or limitations in the requirements of this standard for a particular application Similar vehicles e.g cleaning equipment, equipment used for the exchange of aircraft seats, are also covered by this European Standard This European Standard does not establish requirements for noise and vibration NOTE EN 1915–3 and EN 1915–4 provide the general GSE noise and vibration requirements This European Standard does not apply to pneumatic systems This European Standard does not apply to unmodified automotive parts approved for public vehicles in the EU and EFTA., when used on a catering vehicle for the purpose for which they are designed This part of EN 12312 is not applicable to catering vehicles which are manufactured before the date of publication of this standard by CEN This part of EN 12312 when used in conjunction with EN 1915-1, EN 1915-2, EN aircraft Note to entry: It can be either an aircraft galley cart, or a ground device used to move other galley components 3.6 canopy cover or body fitted over the loading platform to provide weather protection 3.7 tail lift / tail gate lift moveable platform at the rear of a vehicle used for assisting the entry into, or exit from, the vehicle of goods or persons from the ground level 3.8 12312-2:2014 EN 12312-2:2014 (E) 5.14 Module handling systems 5.14.1 Module handling systems shall conform to the requirements of ISO 4116 On certain types of aircraft, the catering equipment is loaded using modules which are positioned in the aircraft cargo hold In order to allow safe transport the van body, and if necessary the loading platform, should be fitted with a module handling system There can be two basic layouts: demountable and permanent systems 5.14.2 Demountable module handling systems shall consist of a removable framework fitted with rollers or ball mats 5.14.3 Attachment points shall be provided on the framework and in the floor of the van body and/or the loading platform to secure demountable systems in their operating position 5.14.4 Carrying handles shall be provided on the framework of demountable systems They shall not obstruct the movement of the modules 5.14.5 During transport it shall be possible to secure the modules against unintentional movement, e.g by straps, shoring bars, locks or stops The strength of attachment points shall be calculated according to EN 12195-1 5.14.6 Vehicles with permanent module handling systems also intended to be used for the transportation of trolleys shall fulfil all requirements relevant for the use of trolleys 5.15 Refrigeration systems 5.15.1 Hot and cold surfaces of refrigeration systems shall be protected against direct contact Surface temperature shall not exceed the values given in EN ISO 13732-1 for the type of surface material and s contact time 5.15.2 A power shut-off device for the refrigeration system shall be fitted adjacent to the refrigeration unit Information for use 6.1 Marking Permanent marking of data shall consist of metal plates securely attached (e.g riveted, welded) to the structure Markings shall include at least those markings required by EN 1915-1, together with the additional markings required by 6.2 6.2 Additional marking In addition to the name-plate and markings specified in EN 1915-1:2013, 6.1, the following shall be marked on the catering vehicle: a) any relationship between travelling speed and payload; b) maximum permissible wind speed for different working heights; c) maximum load for the usable surfaces of van body and loading devices; d) operating instruction summary for emergency operation; e) function of the shut-off device for the refrigeration system 18 BS EN 12312-2:2014 EN 12312-2:2014 (E) 6.3 Warnings The following warnings shall be affixed permanently at prominent positions: a) Keep clear of moving parts; b) Keep clear of stabilizers; c) Keep clear of unpropped body; d) Do not lift van body with the doors open; e) Graphic symbol of EN 1915-1:2013, Annex G, to highlight the risk of falling from height 6.4 Instructions Operating and maintenance instructions shall be supplied with each catering vehicle They shall generally meet the requirements of EN 1915-1:2013, 6.2 In addition, the operating and maintenance instructions shall contain, depending on the design of the catering vehicle, information about: a) aircraft types and doors the catering vehicle is intended to serve; b) the positioning of the catering vehicle at the aircraft; c) possible travelling with van body raised; d) optional equipment, e.g canopy for loading platform, lifting loading platform, refrigeration system, module handling system, tail lift; e) the measures to be taken in case of emergency situations or breakdown; f) handling and stowage of loads and load securing, e.g of trolleys, containers, modules; g) cleaning techniques; h) routine checks to be carried out by the operator; i) minimum training programme for the operator; j) specification of hoses used in hydraulic systems; k) safety requirements for maintenance resulting from the specific design of catering vehicles; l) lashing points and transportation facilities; m) positioning and use of the transfer plate 19 BS EN 12312-2:2014 EN 12312-2:2014 (E) Verification of requirements The verification of requirements shall be carried out generally in accordance with EN 1915-1:2013, Clause and EN 1915-2 See also details for verification in EN 1915-3 as relevant and EN 1915-4 The following shall be verified by functional tests or measurement, as appropriate: a) visibility during positioning (see 5.4.4, 5.5.5 (c), 5.12.3); b) controls, monitoring devices and displays (see 5.8); c) auxiliary means for emergency operation (see 5.9); d) control system for half width cabin (see 5.12.5); e) control system for tail lift (see 5.13.2); f) brakes, steering, lights and warning devices (see EN 1915-1); g) guard-rails strength (see EN 1915-1); h) extending force of telescopic parts (see 5.4.7); i) interlocking systems (see 5.4.8, 5.4.9, 5.5.6, 5.6.5, 5.6.6, 5.7.8, 5.12.5 and 5.13.2); j) stabilizer speeds (see 5.7.9) The loading platform barrier's (see 5.5.5) strength shall also be verified When testing is chosen for verification, the following testing procedure shall be used: an unfactored load F of 000 N is to be applied to the barrier's handrail horizontally and perpendicular to it, using the most unfavourable transverse location, at the height of 100 mm, then at intermediate (knee-rail) height Under this load, the maximum deflection measured at any point of the handrail shall not exceed % of the barrier's length 20 (informative) Loading control C.1 Machinery Directive requirements The Machinery Directive 2006/42/EC, Annex I calls for loading control according to the following quotations: HAZARDS DUE TO LIFTING OPERATIONS 4.2.2 Loading control Machinery with a maximum working load of not less than 000 kg or an overturning moment of not less than 40 000 Nm must be fitted with devices to warn the driver and prevent dangerous movements in the event: — of overloading, either as a result of the maximum working load or the maximum working moment due to the load being exceeded, or — of the overturning moment being exceeded HAZARDS DUE TO THE LIFTING OF PERSONS 6.1.2 Loading control for types of device moved by power other than human strength The requirements of section 4.2.2 apply regardless of the maximum working load and overturning moment, unless the manufacturer can demonstrate that there is no risk of overloading or overturning C.2 Demonstration of absence of risk of overloading/overturning The risk of overloading as mentioned in 6.1.2 of Machinery Directive 2006/42/EC, Annex I does not exist for the machinery covered by this standard The reasons are: a) the machinery is exclusively designed for carriage of a defined maximum number of catering trolleys, each with a defined maximum load; b) no external overload to be expected; c) the risks due to incorrect use, such as excessive slope or use on unprepared supporting surfaces, not exist at aircraft parking areas; d) stability is automatically ensured for all configurations; e) the operating instructions delivered with each catering vehicle include information for intended and unintended use; f) the operation instructions delivered with each catering vehicle include information for the operation as well as emergency
