2016 – All rights reserved ISO 12480-3:2016(E) Management of the lifting operation 4.1 Safety system work ISO 12480-1 shall apply In addition, the following considerations shall be taken into account On sites where there is more than one tower crane, which are not equipped with anti-collision devices, and there is a possibility o f collision between cranes, a person, designated as the crane co-ordinator (see 5.9), and the crane operator shall coordinate the sequence of crane movements to prevent collisions Any corresponding instructions from the crane co-ordinator to the crane operators shall be via the respective signallers In such circumstances the signallers shall obtain the agreement of the crane coordinator be fore carrying out any operation Where tower cranes inter-arc, a vertical distance shall be maintained to prevent collisions This distance shall be either a) a minimum clearance of m, or b) a minimum clearance o f 600 mm when taking into account the manu facturer’s deflections, only when full details are available from the manufacturer The positioning o f the crane and components in the out-o f-service condition, as specified by the manu facturer’s instructions, shall be such that no collisions can take place [see 10.4 b)] Cranes should, where possible, be sited such that collision hazards are eliminated or minimised 4.2 Control of the crane operation ISO 12480-1:1997, 4.2, shall apply 4.3 Contractual considerations It is unlikely that tower cranes will be used in “contract operation” (i.e where an “employing organisation” enters into a contract with a “user organisation” that will undertake the work on their behalf) I f required, ISO 12480-1:1997, 4.3, shall apply Selection, responsibilities and minimum requirements of personnel 5.1 General ISO 12480-1:1997, 5.1, shall apply 5.2 Duties of the person appointed to control the crane operation (the appointed person) ISO 12480-1:1997, 5.2, shall apply In the interests o f sa fety the appointed person shall arrange the li fting programme such that no operator has to be in attendance at the control station or actually operating the crane for an unreasonably long period, taking into account environmental conditions The operator shall have breaks from the working activity in line with other personnel on the site 5.3 Crane operator ISO 12480-1:1997, 5.3.1 and 5.3.2, shall apply © ISO 2016 ic s ki l l i n d rivi ng and to i mp a r t the re qui s ite knowle dge for the corre c t u s e o f the s e s ki l l s 5.4 Slinger I S O -1 : 19 7, 4, sh a l l apply 5.5 Signaller I S O -1 : 19 7, , s l l apply 5.6 Crane erector I S O -1 : 19 7, , s l l app ly In addition, the crane erectors should be a) fu l ly convers a nt with the appropri ate s e c tion s o f the manu fac tu rer ’s i n s tr uc tion ma nua l, and b) fam i l i ar with a l l a s p e c ts o f thei r p ers ona l pro te c tive e qu ipment and c ap able o f u s i ng it corre c tly 5.7 Maintenance personnel I S O -1 : 19 7, 7, s l l apply In addition, the maintenance personnel shall be a) b) fu l ly convers a nt with the appropri ate s e c tion s o f the manu fac tu rer ’s i n s tr uc tion ma nua l, fam i l i ar with the “p erm it to work” s ys tem where it i s re qu i re d b y the s a fe s ys tem o f work (s e e I S O -1 : 19 7, 10 ) , a nd able to op erate it corre c tly; c) fam i l i ar with a l l a s p e c ts o f thei r p ers ona l pro te c tive e qu ipment and c ap able o f u s i ng it corre c tly 5.8 Inspection personnel/crane inspector (for “routine periodic inspection”) 5.8.1 Duties The inspection personnel/crane inspector shall a) veri fy th at — the documentation is available, — the crane is erected according to manufacturer’s instructions, — there is no defect or deterioration on — the steel structure, — me chan i s m s ( bra ke s) , or — the control s ys tem, fu nc tion i ng — a l l me cha n i s m s ( bra ke s) a re — a l l l i m iti ng and i nd ic ati ng device s a re © ISO 2016 – All rights reserved prop erly fu nc tion i ng prop erly, a nd ISO 12480-3:2016(E) b) give a report of the inspection to the appointed person 5.8.2 Minimum requirements The inspection personnel/crane inspector shall be for the typ e o f i n s p e c tion b ei ng c a rrie d out, a) comp e tent b) able to work fidently a nd s a fely at heights , c) conversant with the legislation relative to the crane, d) conversant with the use of a crane, and e) c ap able o f veri fyi ng and re co gn i z i ng the i mp or ta nce o f de fe c ts For non-routi ne i n s p e c tion (e g fi rs t u s e i n s p e c tion, i n s p e c tion a fter maj or rep a i r or mo d i fic ation, special assessment) an expert engineer is required See ISO 9927-1, ISO 12482 5.9 Crane co-ordinator 5.9.1 Duties The crane co-ordinator should coordinate the sequence of operations of tower cranes on sites having more than one crane, to prevent the collision of the cranes, components and/or loads 5.9.2 Minimum provisions The crane co-ordinator should be a) competent, over ye ars o f age u n le s s u nder the d i re c t s up er vi s ion o f a p ers on comp e tent b) training, c) fit, with p a r tic u lar re gard to eye s ight, he ari ng , refle xe s a nd agi l ity, d) e xp erience d for for the pu r p o s e s o f at le a s t five ye a rs i n the u s e o f tower c rane s , e) trained in the techniques of signalling and with a good understanding of hand signals for cranes, f) capable of giving precise and clear instructions, (e.g verbal, non-verbal, audio), g) where aud io e qu ipment (e g rad io) i s employe d, c ap able o f op erati ng s uch e qu ipment, and h) c ap able o f pro duci ng a c rane co ord i nator ’s pla n [s e e 5.10.1 b)] 5.10 Crane erection supervisor 5.10.1 Duties The crane erection supervisor is the “erector in charge”, as detailed in ISO 12480-1:1997, 5.6.1 The crane erection supervisor should have the responsibilities of a crane erector and in addition a) b e i n control o f a l l crane ere c tors a nd o f any add itiona l c ranage and l i fti ng e qu ipment wh ich may be used in the erection/dismantling operation, b) provide a means for ensuring that the operation is carried out in
