Quỹ Môi trường được hình thành để nhận tài trợ vốn từ các nguồn khác nhau, từ đó phân phối các nguồn vốn này để hỗ trợ cho việc thực hiện các dự án hoặc các hoạt động cải thiện, bảo vệ môi trường. Tại Việt Nam, trong thời gian qua, hệ thống Quỹ Bảo vệ môi trường nói chung và Quỹ Bảo vệ môi trường Việt Nam nói riêng đã trở thành công cụ quan trọng đối với công tác quản lý nhà nước về bảo vệ môi trường, góp phần thực hiện hiệu quả việc thu hút đầu tư xử lý, cải thiện ô nhiễm môi trường. Với việc thể hiện được các hiệu quả trong việc áp dụng các hiệu quả kinh tế để bảo vệ môi trường, việc tìm hiểu về sự hoạt động của Quỹ bảo vệ môi trường là cần thiết nếu chúng ta cần biết nhiều hơn về một giải pháp để giảm thiểu ô nhiễm môi trường. Từ đó, em có đề tài “Tìm hiểu về Quỹ bảo vệ môi trường trong và ngoài nước” để tìm hiểu rõ hơn về Quỹ bảo vệ môi trường

phát triển kinh tế tuần hoàn, kinh tế xanh, cac-bon thấp,… [1] Chất lượng môi trường cải thiện gần chậm; môi trường số nơi tiếp tục bị ô nhiễm, đặc biệt lưu vực sông, làng nghề; số cố môi trường xảy ra; việc khai thác tài ngun khơng hợp lý, thiếu tính bền vững tiếp tục làm thất thoát tài nguyên tác động xấu lên mơi trường; tình trạng phá rừng, săn bắt, mua bán trái phép động, thực vật hoang dã, sinh vật ngoại lai xâm lấn diễn biến phức tạp,… Chính phủ Việt Nam đề nhiệm vụ Bộ Tài nguyên Môi trường là: “trong tương lai phải có giải pháp đồng chuyển đổi thành cơng cấu kinh tế, đổi mô hình tăng trưởng từ “nâu” sang “xanh”, từ khai thác thâm dụng tài nguyên thiên nhiên sang phát triển dựa vào hệ sinh thái, kinh tế tri thức, kinh tế số, kinh tế tuần hoàn, cácbon thấp; đầu tư cho vốn tự nhiên Đưa giải pháp để giải vấn đề ô nhiễm môi trường làng nghề, lưu vực sông; thúc đẩy phân loại chất thải rắn sinh hoạt nguồn; ứng dụng công nghệ tiên tiến tái chế, xử lý chất thải rắn, giảm dần việc chôn lấp trực tiếp chất thải” Tuy vậy, vấn đề khơng có giải pháp để kiểm sốt, xử lý kịp thời có khả tác động lớn đến mục tiêu phát triển bền vững Hạ tầng cho công tác BVMT đầu tư, song thiếu yếu, chưa đáp ứng yêu cầu thực tiễn Từ vấn đề giải ô nhiễm môi trường cho hợp lý, nhà môi trường học kinh tế học suy ngược lại mối quan hệ kinh tế môi trường đưa giải pháp để giải vấn đề ô nhiễm môi trường hay chí làm giảm tác động việc tăng trưởng kinh tế ảnh hướng đến mơi trường, công cụ kinh tế Bao gồm: Thuế phí nhiễm mơi trường, Thuế tài ngun, Cấp giấy phép ô nhiễm chuyển nhượng, Quỹ bảo vệ môi trường, Một số công cụ kinh tế khác như: Đầu tư cho bảo vệ môi trường, Chương trình ký quỹ, đặt cọc, Bảo hiểm mơi trường Trong đó, quỹ bảo vệ mơi trường hay cịn hiểu đến mơ hình đầu tư tài chính, có huy động nguồn vốn cho bảo vệ môi trường thành công áp dụng nhiều nước phát triển phát triển giới PHỤ LỤC Bảng: Danh sách quốc gia quỹ môi trường quốc gia Khu vực Asia Eastern Quốc gia Afghanistan Albania Quỹ National Emergency Fund Biodiversity Special Fund;
