quҧn lý nhà nѭӟc lƭnh vӵc văn hóa, giáo dөc có mһt cịn hҥn chӃ… Nhӳng hҥn chӃ ÿó ÿịi hӓi ngành, cҩp cҫn tiӃp tөc nӛ lӵc hѫn nӳa, tích cӵc tham mѭu giҧi pháp giúp Cҩp ӫy cҩp công tác lãnh chӍ ÿҥo, ÿiӅu hành nhiӋm vө phát triӇn kinh tӃ - xã hӝi năm 2020 nhӳng năm tiӃp theo./ 10 OVERVIEW SOCIO - ECONOMIC SITUATION IN HA GIANG IN 2019 Economic growth Gross regional domestic product (GRDP) in 2019 was estimated at 6% (equal to the average growth of 14 provinces in the Northern midlands and mountain areas) but lower than the target stated in the Provincial Resolution (8%) and lower than the growth rate in 2018 (6.64%) Out of 6% of the growth rate: the agriculture, forestry and fishery sector increased by 3.63%, contributing 1.14 percentage points; the industry and construction sector expanded 10.11%, backing 2.34 percentage points; the service sector rose by 6.35%, adding 2.52 percentage points; the product taxes less subsidies on production spread 0.23%, contributing a slight share to the overall growth rate The GRDP in 2019 at current prices reached 24,096.5 billion VND; GRDP per capita was estimated at 28.1 million VND, increasing by 1.9 million VND per person per year compared to 2018 The economic structure (by Value Added - VA) transitioned to the orientation of reducing the share of the agriculture, forestry and fishery sector and expanding the share of the industry - construction sector and service sector In 2019, the agriculture, forestry and fishery sector was estimated to account for 31.07% (a reduction of 1.5% in comparison to that in 2018); the industry and construction sector made up 25.14% (an increase of 1.23%); the service sector represented 43.79% (an expansion of 0.27%) Credit activity Credit institutions carried out the business plan in alignment with the Government’s monetary policy management measures and at the same time ensured their suitability to the local socio-economic situation It innovated loan procedures and process towards cutting down procedures, creating favorable conditions for customers to access capital Lending products were diversified to meet the demand for loans of all economic sectors, contributing to the prevention of the operation of the “black credit” 11 The total operational capital of the credit institutions in the province as of 31/12/2019 was 22,182 billion VND (particularly capital mobilized in the locality was 11,598 billion VND, accounting for 52.3%, rising by 8.9% in comparison to that at the time point of 31/12/2018) Total credit investment for the provincial economy as of 31/12/2019 was estimated at 21,625 billion VND, going up by 12.5% compared to that at the time point 31/12/2018; of which, short-term outstanding loans was 5,190 billion VND, soaring by 18.4%; medium and long-term outstanding loans was 16,435 billion VND, increasing by 7.7% The bad debt ratio was controlled at the allowed level, as of 31/12/2019, the total bad debt of the whole province was 154.4 billion VND, accounting for 0.7% of the total outstanding loans Enterprises’ operation situation As of the end of 2019, the whole province had 1,893 enterprises and 583 affiliated units, of which there were 1,291 acting enterprises (accounting for 68.2%) contributing turnover to state budget In order to encourage enterprises to develop, in 2019 the Provincial People’s Committee established and operated “Breeding ground for start-up enterprises”, held training workshop on business skills and connected to start-up advisors As a result, in 2019 the whole province had 35 projects and start-up ideas registered to take part in the program; 159 enterprises and 100 affiliated units registered as newly established ones with registered capital of 1,366.5 billion VND; 85 enterprises and 03 affiliated units reopened; 81 enterprises and 08 affiliated units registered to temporarily close; 19 enterprises and 24 affiliated units dissolved ODA project implementation and management There were 18 ODA projects and programs being implemented in the province A number of large-scale projects were being implemented such as: Urban development project of type II green cities; Ha Giang city water drainage and wastewater treatment project; commodity-based poverty reduction program; multi-objective development project of ethnic minority areas in poor communes of Xin Man district; irrigated agriculture improvement project; secondary education development program phase II; project on sustainable forest management and biodiversity to reduce CO2 emissions; 12 For non-governmental organization’s capital (NGO), there received 09 projects with a total value of over 31 billion VND that brought the total number of programs and projects being implemented by the NGO in the area to 19 projects with a total investment capital of 84.4 billion VND The projects were implemented in accordance with the approved Agreement and project documents, contributing to improving the infrastructure system and people’s life in the project area Tourism attraction activities The promotion of landscape and people in Ha Giang in 2019 achieved impressive results with the successful organization of a number of major events such as: Ceremony to welcome the first tourists to Ha Giang in 2019;
