Household SPS : Safeguard Policy Statement SUMMARY I GENERAL INTRODUCTION 1.1 Project overall The Government of Vietnam (GOV) has requested the Asian Development Bank (ADB) to provide a loan to construct new electricity distribution system including a 437,230 km-long Pleiku to Cau Bong The loan of 730 million USD is prepared as a multi-funded financing facility (MFF) and will delivered as a series of four tranches that will be released over years until 2020 The construction of the Pleiku- My Phuoc- Cau Bong transmission line together with the extension of the Pleiku substation will be finded under the second tranche Objective of the project includes main tasks as follows: - 500KV Pleiku- My Phuoc- Cau Bong transmission line project is to ensure power provision for development demand in the South in the period of 20142015, concurrently ensure power network of Vietnam- Laos- Cambodia in 2015 - The project also contributes to increase the reliability in power provision, reducing power loss, ensuring the maximum mobilization of capacity of power companies to provide safety and continuously power for the additional charge in the South in particular and in the whole nation in general 1.2 Project scale and scope 500KV Pleiku- My Phuoc- Cau Bong transmission line has total length of 437,230 km In Gia Lai province, the transmission line traverses 18 communes in districts with the length of 82,365 km and 173 towers In Dak Lak province, the transmission line traverses communes in 03 districts with the length of 74,593 km and 163 towers; in Dak Nong province, the transmission line traverses 20 commune in 06 districts with the length of 119,749 km and 237 towers; in Binh Phuoc province, the transmission line traverses 15 communes in 04 districts with the length of 98,125 km and 200 towers; in Binh Duong, the transmission line traverses 10 communes with the length of 47.68km and 99 towers and in HCMC, the transmission line traverses 04 communes in Cu Chi district with the length of 14,718 km and 54 towers 1.3 Project impacts The impacts of 500KV Pleiku- My Phuoc- Cau Bong transmission line are presented as follows: + Impacts on land acquisition: 371,167.13 m is permanently acquired for the purpose of pole construction; 11,011,338 m of land is ROWs and 90.472,00 m2 of land is temporarily affected + Impacts on houses and other structures: 541 houses are relocated, line routes impact on 734 other structures + Impacts on tree- crops: 368,489 industry trees, 69,940 fruit trees and 33,296 other trees + Severely affected households: 323 severely AHs, in which 270 Kinh households and 53 ethnic households + Vulnerable households: 186 female headed households, 39 poor households, households having disable person, elderly household, households under social policy and 1,119 ethnic households
