Currently, besides Thailand and China, Vietnam has also become one of the largest rice exporting countries in the world Despite exporting such large quantities, Vietnamese rice grains are still absent in the market of developed countries Therefore, in addition to increasing the quantity and quality of exports, the tastes of consumers in each region should also be considered In 2020, the COVID-19 epidemic had a negative impact on global trade in goods when supply chains were disrupted, and quarantine measures caused a shortage of labor The slow delivery has been severely affected in the two largest rice exporting countries in the world, India and Thailand For the first time in three decades, China, the world's largest rice consumer, had to buy Indian rice in December Bangladesh, the world's third largest rice producer, also had to import rice due to domestic prices Geography increased to record levels due to scarce supply In the Vietnamese market, 2020 is a favorable year for the rice industry, although still negatively affected by the COVID-19 pandemic At the beginning of the crop, it was lost due to weather, and the end of the season was drought, causing the output to decrease by 2%, but the export price of rice increased by more than 13%, which is the best increase in Vietnam's rice export history By researching and analyzing the current situation at Hanoi Food Import - Export Joint Stock Company, I have partly understood the trading occupation in general and export in particular Since equitization until now, the company has obtained many achievements, asserting its position in the domestic and international markets I believe that with the current situation, the company will achieve new and great success in the future By combining the knowledge aims to give the most general references on the business production activities of the Hanoi Food Import - Export Joint Stock Company Research Objectives 1.1 General objective The general objective of this subject is to analyze and assess the exporting activities of Hanoi Food Import – Export Joint Stock Company during the Covid19 epidemic in 2020 From that basis, solutions are proposed to improve with a reasonable, stable, sustainable and efficient scale, market structure, and product structure for export In addition, the company also focuses on strengthening traditional and key export markets and developing new and potential export markets to strengthen production linkages with markets in the value chain, ensuring quality amount of rice exported from the production stage, deeply participating in the global rice value chain Moreover, increasing the introduction of Vietnamese rice products into direct distribution channels in markets With the change of State policy, the company also introduced some changes in rice export With many new points in the management of the Ministry of Industry and Trade and the Government in this area, the company can significantly reduce the cost of entering the market for traders, freeing rice for farmers With Decree 107/2018 / ND-CP, the company can invest in the production and export of highquality products with high added value, contributing to the implementation of the rice industry restructuring orientation Besides, the company offers solutions to improve and develop the rice export These solutions are divided into three groups The first solution is to create impacts on the supply side, focusing on promoting the restructuring of rice production, orienting production in association with market signals to gradually improve and stabilize the quality of exported rice ensuring the satisfaction of increasingly stringent regulations of import markets on food quality and safety Furthermore, this solution aims to promote international cooperation in rice production and processing, facilitating the application of advanced and high technology to production, deep processing and preservation of rice, reducing postharvest losses The second group of solutions impacts the demand side It includes open-door negotiation solutions and market development, measures to maintain stable export markets, and strengthen rice trade cooperation between government and 36 business channels This solution focuses on diversifying and improving the efficiency of trade promotion and branding The third group of solutions has the effect of supporting and influencing the organization of exports, linking supply and demand This solution strengthens and renews market information work, proposes policies to accelerate the reform of administrative procedures to remove difficulties in payment, credit, and ensure capital sources for production and export rice import of enterprises The company is in the process of institutional up the review of the conditions to participate in trade decrees Besides, the strengthening of trade promotion and branding is also being focused In addition, the company also strengthened measures on payment, credit, ensuring capital for export 2.2.2 Evaluate the results of the company’s policies 2.2.2.1 Achievements In 2020, the company has exported rice to 15 countries and territories around the world with major markets such as China, the Philippines, Of which, the Asian market accounted for nearly 77%, up growth of nearly 24%, the Middle East market accounts for over 1.2%, an increase of nearly 33% in volume over the same period in 2019 The traditional key export markets of Vietnam have basically been maintained and increased significant growth According to statistics of the Vietnam Food Association, the Philippines market grew by over 37 285%, the Indonesian market grew by nearly 128%, the Middle East market grew by nearly 33% in volume compared to the same period in 2017 The structure of rice export categories continued to shift in a positive direction, low-grade rice has decreased by over 28% in volume, instead of a strong growth in aromatic rice exports, up nearly 35% in quantity compared to the same period in 2017 The rice export management has basically achieved the objectives and principles of export control, contributing to the consumption of all paddy and commodity rice, with prices being maintained at a stable level in the year to benefit farmers; contribute to ensuring the supply-demand balance, the domestic paddy and rice market is stable The rice export business divisions and the Vietnam Food Association have been making efforts to link rice production and consumption with farmers, gradually improving the quality and branding of rice in Vietnam The company's rice export also has the advantage of establishing stable rice trade relations with many important markets in Asia and America In addition, the company is continuously developing, expanding new markets and improving the quality and value of rice for export According to statistics, in the last months of 2020, Vietnam's export of fragrant rice has increased by nearly 12% over the same period in 2019 Facing these developments, Vietnam's rice export in 2021 had results optimistically in achieving the government's operating goal is to consume all rice for farmers 2.2.3 Limitations However, besides the remarkable results mentioned above, the company's rice production and export still continue to face many difficulties and challenges In the complicated situation of Covid-19, the market demand for some traditional markets is not stable In addition, domestic firms also compete fiercely in price and quality Moreover, a number of markets declined such as the Philippines, causing significant financial and capital losses for production, trading and construction of raw material areas In addition, a number of urgent issues that need to be further addressed include reducing production costs, improving quality, building rice brands, trade promotion and developing a development strategy of the rice market Besides, the difficulty that the company faces when expanding its market is the price competition with some big exporting countries such as Thailand and India Importing countries have changed their import policies, diversified their supply sources and increased domestic production, reducing dependence on imports 38 Regarding the current situation, domestic rice is at a difficult level to increase, but may decrease slightly due to the decrease in import demand from markets However, the company faced many difficulties because the domestic raw material price fluctuated in the direction of increase, the goods exported through quota were bought at high prices by traders, while the export price depended on the world market Vietnam's rice export prices in 2020 fluctuate quite strongly in the context of epidemics and import restrictions of countries According to VFA's analysis, by 2021, the company will be affected even more by the disease and competition from other competitors Rice exports across the border to China were interrupted for a short time due to the strict control policy of imported rice across the borders of this country In general, exports to China in 2020 are still going well, but progress to this market is no longer as steady as in previous years 2.2.2.2 Causes of the limitations The competitiveness of Vietnamese rice is not high compared to other countries such as Thailand Among the top rice exporting countries in the world, but rice production is still on a small scale Most of the newly created rice varieties are of poor quality and put into production very little, it is difficult to control the quality of seeds in production, especially the proportion of rice export from high quality rice varieties is still low and even there is no Vietnamese branded rice variety Technology capacity in Vietnam's rice breeding industry is 46% of that of the world The quality of Vietnam's rice exports is poor This is because the farmers grow high-yield, high-quality varieties such as Jasmine85; OM4900 , but these varieties have a long growing time, a lot of pests and diseases, a lot of care work, leading to a lot of investment, while there is no unit to purchase the product Farmers have to sell to traders at the same price as low quality rice; If there is a difference, the selling price between the two types is only about 200-300 VND / kg, so people have to grow traditional varieties That is not to mention the fact that due to insufficient information on the market and science and technology, farmers often get tricked into buying seeds and fertilizers Another reason is that the number of certified varieties is insufficient compared to the demand, insufficient supply for production, limited seed quality, and the 39 use of self-produced varieties This is because the seed production and supply capacity of the units is limited, the seed processing system is still weak, the seed quality management system is not working well, the management of seed quality varieties are not yet interested Rice production in Vietnam is mainly harvested in the rainy season, while the consumption of rice by farmers in the rice growing area is done according to the following process: By the harvest season, the rice is finished drying at the field bank, sold at canal banks The rice was dried and covered with nylon Upon meeting the traders' boats come to buy the price is to sell Therefore, most of Vietnam's rice, before being exported to export, must go through the drying system The rice is not sun-dried enough, the rice has high humidity When the rice is dried, the rice grains are crushed and dull Therefore, the quality of Vietnam's export rice grain is always low Poor quality of rice grains is also caused by farmers' lack of understanding when they are dried in the field, or let rice ripen for a long time to harvest For commodity rice production, when dried overnight, rice moisture increases due to dew absorption; Then during the sunny day, the high temperature causes the moisture to drop excessively, leading to the cracking of the rice grain from the rice hull So when milling, rice is broken a lot In case the rice is dried for a long time, the humidity is low, the rice is crunchy, the rate of broken rice after milling is also large, leading to a decrease in the quality of the export rice grain, which means lower selling price Currently, the post-harvest loss rate in Vietnam is still high According to the Mekong Delta Rice Institute, this rate is about 12% -15% According to the International Rice Research Institute (IRRI), the post-harvest loss rate in Vietnam and Southeast Asian countries is about 15% -20% of output Unfavorable weather conditions Climate change is happening rapidly, directly affecting global food security due to rising temperatures, changes in rainfall, frequency of extreme events, and increasing pressure on the land system There is a high risk of desertification and land degradation Heat waves, intensification, storms, droughts, natural disasters and floods take place on a wider scale, especially in coastal cities, causing severe damage to human life and continue destroying ecosystems Sea level rise will cause large-scale refugees due to climate change In the coming time, climate change will continue to happen unpredictably and the adverse impacts will be increasingly serious According to a new report 40 published by the Mckinsey Global Institute, due to the impact of climate change, Southeast Asian countries will lose about 8% -13% of GDP each year until 2050 In Vietnam, due to the impact of climate change , the frequency of occurrence of extreme weather events is thicker In the Mekong River Delta and Central Vietnam, drought will continue to recur in 2019-2020 on a large scale and more severe than the drought of saline intrusion in 2016 This greatly affects the rice production in Vietnam Areas of high risk to climate change are agriculture and food security, natural ecosystems, biodiversity, water resources, public health, habitat, and technical infrastructure These are the sectors and fields with high exposure and sensitivity to natural disasters and climatic events Rice export policy still faces many limitations Recently, due to the influence of the Covid-19 epidemic, at the request of the concerned ministries, the Prime Minister has adjusted the rice export quota, specifically in April 2020, the export quota is 400 thousand tons The quota targets that many businesses cannot export rice are facing many difficulties Expanding rice export quota on the basis of balance of supply - demand and ensuring food security in the country is an issue that many businesses as well as localities are concerned about and proposed Besides, rice exports are too dependent on the Chinese market Therefore, when something goes wrong with this market, the rice export will be stopped China is a big market, so not only Vietnam or Thailand, but also other rice producing countries such as Cambodia, Pakistan and Myanmar, have recently moved to penetrate the world's most populous market In the long term, these are competitors to export Vietnamese rice to the Chinese market 41 CHAPTER 3: DIRECTIONS AND SOLUTIONS TO IMPROVE THE COMPANY’S RICE EXPORT PROMOTION POLICY 3.1 Development orientation It is forecasted that in the coming years, business production activities of the Company may still face many difficulties due to the instability in the domestic and international economic and political situation, strategic competition and trade war between countries with large economies, the world economic crisis caused by the Covid-19 pandemic, natural disasters, drought and saline intrusion in the Mekong Delta, The facilities as well as the financial potential of the Company are still low compared to the competitors in the food business Facing the above challenges requires the Board of Directors of the Company to propose specific and appropriate task orientation and leadership measures that are really flexible and dynamic to fulfill assigned tasks, develop business, preserve capital, stabilize the organization, and ensure the lives of workers to ensure the legal rights of shareholders According to Directive No 18/CT-TTg dated April 13, 2020 of the Prime Minister and Official Letter No 890/UBQLV-TH dated May 27, 2020 of the Committee for management of State capital in enterprises On June 3, 2020, the Northern Food Corporation issued Document No 453/TCTLTMB-KHQLV requesting its subsidiaries and member companies to build 5-year production business plans, investment and development as well the Company is currently making a 5-year business and development plan for the 2021-2025 period as required, submitting to the Corporation for approval and reporting to the General Meeting of Shareholders at the next meeting However, on the basis of forecasting difficulties and challenges in the coming years, the Board of Directors of the Company has built a working plan for the term of 2020 - 2025 and submitted to the General Meeting of Shareholders for approval with the basic contents The company aims to develop rice export markets with reasonable, stable, sustainable and efficient scale, market structure, and product structure for export In addition, the company focuses on strengthening traditional and key export markets and developing new and potential export markets In addition, Vihafood strengthens production linkages with markets along the value chain, ensures the quality of exported rice from production, and deeply participates in the global rice value chain 42 3.2 The company’s goals In the context of the market facing many difficulties, especially heavily affected by the Covid-19 epidemic, the Party Committee, Board of Members and Board of Management of the company focused on leading and drastically directing the implementation Winning dual goals, both preventing epidemics and ensuring production as Indonesia, Bangladesh, China have all reduced imports, the company's rice export activities have not reached the target of 600 million USD as the target set at the beginning of the year Specifically, according to the General Statistics Office, in 2020, the rice export output will reach over 6.3 million tons, an increase of 2.5%, but the export value is only 2.7 billion USD, down 9, 9% compared to 2019 According to the assessment, the cause of the decline in export value was mainly due to the sharp decline in rice prices in the year and export restrictions caused by the Covid-19 and farmers to invest in the production of high quality rice grains, confidently conquer the world market and build brands for domestic rice products Since then, the enterprise has strengthened its development to enhance the position of the rice grain and the company's reputation based on the advantage of land and natural conditions, the competitive path of our country's rice products with high products levels of Thailand, India, and Cambodia 43 Especially, the company is in the process of moving towards the production of high-quality rice, forming production chains linking with farmers and cooperatives to create stable material areas, traceable and at the same time create conditions for farmers to apply scientific and technical advances, apply mechanization in a closed cycle from the purchase and expand negotiations to export rice to other countries Other potential markets In addition, the Vietnam Food Association also said that in 2021 Vietnam's rice exports have many prospects due to the positive impact of the new generation of free trade agreements, as well as the supply and demand factor of the country there is a change in the world market For example, according to the Vietnam EU Free Trade Agreement (EVFTA), in addition to import duties, Vietnam and the EU will apply tariff quotas on a small number of goods originating from the other country Many of which are Vietnam's strengths Typically, some types of rice with a quota of 40,000 tons, will be exempt from import tax This is a golden opportunity for Vietnamese rice exports in general and for the company in particular, because so far many rice items exported to the EU market have been subject to import tax from 5-45%, even some countries in the EU Block tax rates up to 100% Therefore, this
