MEETING SUMMARY SUBJECT: STORMWATER COMMISSION MEETING MEETING DATE: Monday – September 9, 2019 at 5:00 p.m ATTENDANCE LIST: ☐ Mike Butterfield, Commission Chair, term expires 6/30/21 ☒ Mike Dryden, Commission Member, term expires 6/30/20 ☐ Stacie Johnson, Commission Member, term expires 6/30/21 ☒ Frank Bellon, Commission Member, term expires 6/30/20 ☒ Jason Rogers, Commission Member, term expires 6/30/22 ☒ Cara Matteson, Stormwater Coordinator, City Staff ☒ Dave Wallace, Storm Utility Engineering Manager, City Staff ☒ Debbie O’Meara, Administrative Assistant, City Staff ☒ Martin Smith, Friends of Cedar Lake Organization Member DISCUSSION ITEMS Meeting called to order at 5:04 p.m by Commissioner Vice Chair Mike Dryden A Mike Dryden made a motion to approve the minutes from the July 11, 2019 meeting The motion approved by Frank Bellon; seconded by Jason Rogers All were in favor to approve the minutes Public Input A Martin Smith, thinking of the storm drain mural project, suggested having murals on the barriers at McCloud Place NE Bridge Commission Goals Update A Regional Detention Basins – Dave Wallace 1) Dave Wallace mentioned there are currently no updates; however, research continues on regional detention basins 2) Dave made a request to the Commissioners to provide him with ideas to place in a policy to work with developers in regards to regional detention basins 3) There was discussion among the Commission regarding the type of information needed for the policy 4) Frank Bellon mentioned he already sent Dave information for inclusion in a policy 5) Jason Rogers mentioned he would send Dave a write-up B BMP Cost Share Enhancements – Dave Wallace 1) This is a 50/50 cost-share program, and to date, receiving very few applications 2) There was discussion among the Commission in regards to tipping the participation/leverage private funds 3) After discussion, Frank Bellon made a motion to offer full support of the Commissioners to increase the share of private funds for the non-residential BMP Cost-Share Program (75/25) Jason Rogers seconded it All were in favor and the motion carried City Staff Reports A BMP Cost Share Applications – Cara Matteson 1) Cara Matteson shared a presentation and excitement of the completed Coe College, Gage Memorial Union Green Roof project 2) The Commission reviewed and discussed the before, during, and after pictures 3) Reminded this is the first green roof project in the cost-share program, and located in the Kenwood Basin, which is a priority basin 4) Cara mentioned Coe College submitted another application for three rain gardens to be located west of Gage Memorial Union;
