Meeting called to order at 5:00 p.m by Commission Chair Mike Butterfield A Mike Butterfield made a motion to approve the minutes from the March 4, 2019 meeting The motion approved by Mike Dryden; seconded by Stacie Johnson All were in favor to approve the minutes B Mike Butterfield welcomed everyone to the meeting, and introductions were made around the table for Coe College guests Public Input A Martin Smith noted there is a project taking place in the northeast corner of Noelridge Park, which has a substantial amount of work going on B Dave Wallace and Cara Matteson further noted, the City is adding meandering in this area; it will include rock checks and various native plantings Contains spots for public access; being close to Harding, school staff can utilize as an outdoor educational area Cedar Lake Watershed Management Plan Update – Mike Butterfield A HDR has been involved over the last eight months, and throughout the process, HDR has been providing public outreach B Cedar Lake received a tremendous amount of public involvement and public outreach over the last several years, particularly with Friends of Cedar Lake and Connect CR – all with the goal of getting into the IDNR’s Lake Restoration Program, in addition, implementing a number of recreational amenities throughout the lake One of the key aspects of the restoration program is developing a watershed management plan, which HDR is working on C The overall study objective is developing the watershed management plan to protect and improve water quality within the lake D Consistent with the guidelines of the Lake Restoration Program: 1) Developing strategies for improving water quality within the lake as well as the watershed (the lake) 2) Identifying projects within the lake itself 3) Identifying the lake’s contributing watersheds E There are two watersheds that contribute to Cedar Lake: Kenwood Watershed and McLoud Run Watershed Looked at both watersheds to identify the water quality parameters within the watersheds, what they contribute to the lake, and how to go about implementing projects throughout the watersheds that will help improve the lake F Mike presented and discussed a PowerPoint on the process, including watershed strategies G In the next few weeks, will be wrapping up a lot of study involved in the process – working on the Implementation Monitoring and Modeling Plan now and holding a public meeting on May 16 (stakeholders/property owners) Final review meeting on June 11 from studies involved At this point, will be developing a formal executive summary with Cost Share Application – Cara Matteson 1) Cara distributed review sheets to the commissioners for scoring of the application 2) The green roof project will be located in the Kenwood Basin, which is a priority watershed 3) This would be taking advantage of an area where BMPs are challenging to get practices in 4) Location of green roof installation would be on the Coe College campus at Gage Memorial Union (1220 1st Avenue NE), an exceptionally visible spot 5) Eligible project cost: $149,450 ($74,725 Cost Share Request) 6) Cara also distributed a sustainability map, which Coe College prepared Cara recommended for people to walk the campus, as Coe College has a lot of nice green infrastructure and signage already, and will continue to add to that The education component is highly valuable for the community 7) Coe College mentioned that two other departments at Coe would be involved with project, for the wildlife it will attract and water monitoring, to use for educational purposes Stacie Johnson asked Coe College if they would share the research information with the Stormwater Commission 8) Coe College said it was important to note that the campus is a destination point for people of the community to come out and see how all projects are working Coe is planning to a bioswale this fall 9) Cara recommended to look at the green roof project area before construction and then after 10) After review and discussion of the project, Stacie Johnson made a motion to approve the application and fund the $74,725 cost-share from the City Mike Dryden seconded it All were in favor and the motion carried B Storm Drain Murals – Cara Matteson 1) A Storm Drain Mural project was first created last year, with seven storm drain murals completed The project is continuing again this year 2) Economic Alliance is spearheading the project with the City of Cedar Rapids as a partner 3) Eight new storm drains in the downtown area will be painted this summer 2019 The goal is to visually transform the drains while providing education around the storm water cycle 4) RFPs were rolled out to the community for artists to submit proposals by July 1, 2019 5) stormwater projects are currently underway, e.g., Noelridge Park, by submitting a monthly list Stacie also suggested to create a SWC packet and distribute prior to meeting to have time for review B Dave Wallace mentioned a possible partnership with Coe College on a stormwater detention project, which is very preliminary at this time C Frank Bellon brought up regional detention basins from past
