ICT is a leading technology field, a driving force behind important innovations of the recent decade that has had a major impact on the society and economy at large. Arguably the most important core technology of our time, ICT produces a tremendous spillover effect on other fields: new convergence business models have been forged through integration of ICT, which has also benefited the competitiveness of the industry as a whole. Since ICT is considered as a strategic technology field in most countries, governments around the world are massively investing in related RD programs in an attempt to make headway in the hightech race. As part of a national competitiveness strategy, they are supporting research projects in various future and emerging technologies to underpin the national bid for leadership in the global marketplace. In this paper, we review support policies and plans for RD in ICT fields in advanced countries and discuss their implications. The knowledge of technology planning in other countries can preciously assist Korean policy makers in their effort to design a strategy that can ensure maximum competitiveness on a minimal investment.
