Situation and Objectives The Town of Castle Rock Arizona a town of 38,500 residents is one of the fastest growing communities in Colorado In an effort to support this growing community with most advanced telecommunications services the Town of Castle Rock whishes to develop a statement of work for Fiber Optic Master Plan The goal to the Master Planning effort is to set standards and policy that will enable developers and utility companies to follow a standard practice to ensure the public and private sectors will have the ability to access advanced telecommunications services now and well in to the future Technology is something our society as a whole has come to expect and relies upon, making it a significant part of the overall quality of life that communities are creating for their residents With new policies and ordinances in place, The Town of Castle Rock will be capable of attracting additional services providers and plan the development of new utilities and services for their growing community At the conclusion of this project The Town of Castle Rock will be positioned to:     Work with Town Council to publish Telecommunication Infrastructure Standards and Policies for developers and utility companies Publish a Statement of Work (RFP)for the Development of a Ffiber Optic Master Plan Publish a high-level telecommunications/utilities development strategy Be positioned to develop additional standards that would foster economic growth: o Municipal fiber networks o Intelligent Traffic Systems (ITS) planning and development o Survey and publish residential and business telecommunication needs o Develop detailed telecommunications standards o Develop with the education sector k-12 networks to enhance the education of the community 2.0 General Approach        Phase I – Current public agency infrastructure , service provider and town policy assessment; Phase II – Research existing plans, policies and standards - past and present; Phase III – Develop Draft Fiber Optic Master Plan Planning SOW The Town of Castle Rock Phase IV – Assist the town Town of Castle Rock with presentations and working sessions Phase V (optional) – Design and administer two statistical surveys; Phase VI (optional) – Facilitate a Public Agency Telecommunications Summit; Phase VII (optional) – Develop a Telecommunications Policy & Action Plan Page Implementation The Town of Castle Rock, hereafter referred to as the Town, is in agreement that Manweiler Telecom Consulting (MTC) to use a multi-phase approach to the Town of Castle Fiber Optic Master Plan Planning project Phase I - Current infrastructure, service provider and town policy assessment In Phase I, MTC will perform an onsite data network assessment of the current private and public telecommunication infrastructure available to the community MTC will use a quantitative method to review and utilize Towns current permitting, policies and standards to identify any discrepancies and to build upon as needed MTC will work directly with the Town IT department officials as needed Phase II - Research internal and external plans, ordinances, standards and policies a In Phase II, MTC will research a select list of communities that have success with telecommunications policies and standards MTC has worked with several communities to provide telecommunications standards, policies, and turn-key community owned fiber optic networks, K-12 fiber networks and community telecom assessments MTC will document and review the best practices and policies so that the Town can easily review and discuss the recommendations moving forward This approach keeps the Town staff informed during the research phase of the ordinance eliminating any un-wanted surprises b MTC will conduct a comprehensive interdepartmental review of operations and performance audit of existing documents: the Comprehensive Plan, Economic Development Strategic Plan, Cable Code, Telecommunications Code, Engineering Standards, Capital Improvements Program, Fee Structure, Permitting, etc, and Identify the need for revisions and recommend how revisions to these documents could effectively move the Town forward in facilitating the enhancement of affordable high-speed telecommunications capabilities c Determine how revisions or amendments to the existing documents and processes could successfully facilitate the enhancement of affordable high-speed communications capabilities and whether the recommended strategies, goals, or priorities contained in the Plans and Policies, have clearly addressed a telecommunications strategy Determine how the Plans and Policies effectively outline implementation strategies that dovetail the need for advanced telecommunications development Determine a clear set of options, benefits and consequences of options and a clear path toward implementation of those options, and determine how the Plan effectively identifies the Borough’s infrastructure needs and telecommunications resources Page MANWEILER TELECOM CONSULTING, PO BOX 150127 LAKEWOOD, COLORADO 80215 Town of Castle Rock, Colorado, Municipal Telecommunications Planning Phase III - Develop Draft Fiber Optic Master Plan SOW for the Town of Castle Rock In Phase III, the Town staff, with MTC will develop and review the DRAFT High Level Fiber Optic Ma2ster Plan and SOW and make modifications as needed This approach will not only reduce the risk of miscommunication but more importantly will involve the Town staff in the Phase III process to a level that the changes/additions made to the DRAFT “High Level” Fiber Optic Master Plan and SOW are completely understood by the Town staff Phase IV- Assist the town of Castle Rock with presentations and working sessions with Town Council In Phase IV, MTC will develop presentation material and assist the Town staff with the presentation of the DRAFT High Level Fiber Optic Master Plan and SOW to Town Council (as requested by the Town IT department MTC will be present to assist and present with the Town staff as needed Additional feasibility work may be necessary and is included below Phase V (optional) – Design and administer two statistical surveys In Phase V (if such additional services are requested), MTC will Design and administer two statistical surveys to obtain information from local businesses and residents regarding current & future broadband / telecom quality and demand MTC will Administer survey questions randomly via telephone sampling, utilizing appropriate databases to determine current and future commercial and residential broadband needs and local business and resident customer satisfaction w/ local telecommunications, cable TV and Internet Service Providers Phase VI (optional) – Facilitate a Public Agency Telecommunications Summit In Phase VI (if such additional services are requested) MTC will convene one or more public agency summits to discuss gaps in existing services and infrastructure, areas of common concern, best practices, discuss lessons learned from other agency efforts, discuss individual agency goals, current and best available technologies / methods and funding opportunities Discuss the development of strategic interagency relationships toward secured commitments for interagency cooperation Phase VII (optional) – Develop a Telecommunications Policy & Action Plan In Phase VII (if requested), TC will develop a comprehensive Telecommunications Policy & Action Plan which enhances the delivery of services from all Town departments while providing immediate and tangible benefits to other government agencies, businesses, industry, residents and private telecommunications agencies This plan will include a full evaluation of current telecommunications legislation, technological alternatives, policy recommendations and implementation strategies—put into terms that a lay-person could easily understand and Community Education / Plan Implementation Phase VIII (if requested) is focused on assisting and advising staff on implementation strategies and priority setting including the preparing any statistical, financial and legal analysis, engineering, capital costs and rate of return for chosen options MTC will assist staff with ongoing interagency coordination and communication, prepare an RFP / RFI /RFQ if necessary, and negotiate with vendors and / or public institutions to secure partnerships for one or all of the following: (a) Network Engineering & Design, (b) Network Construction, (c) Network Maintenance and Operation MTC will also update key community leaders, residents and business owners with information and status (Chamber of Commerce, Town City Council meetings, etc) through the government access channel, Town website, newsletters, press releases and utility bill notices to inform and educate the public, and hold workshops, broadband open houses, and “Town square” meetings as needed 3.0 Scope of Work – Phases, Requirements, Tasks and Deliverables (Phases I – IV only) For the purpose of defining and establishing costs associated with the requirements and deliverables, MTC has provided a task list to include the cost, if any, for each item and deliverable in Table MTC will deliver one hard copy and three (3) electronic (CD) copies of all deliverables to the Town The database and all information related to the Town would become the property of the Town All data and documentation received by MTC prior to the start of the project will be returned to the Town upon completion of this project 4.0 Phase I – Current infrastructure, service provider and town ordinance/policy assessment – 15 Days TT/3 FTE’s on site on site for 5-8 days 4.0.1 For Phase I of the project MTC will focus on all of the requirements provided by the Town and the assessment of current infrastructure and services acquired by MTC At the end of Phase I, MTC will provide written recommendations for next steps including:  Verify and document with current government agencies and service providers the infrastructure available to the town (see map of Colorado Springs  Documentation will include route maps of all available fiber optic infrastructure within the Town  Documentation of all telecommunications and broadband services available to the Town  The Town will Municipal Telecommunications Planning    A network topology drawing that identifies the gaps High level cost to close the gaps in the Towns existing fiber network Rout mapping and estimated costs of extending the Towns existing fiber network 5.0 Phase II Research ordinances and policies - 18 Days TT/3 FTE’s 5.0.1 At the end of Phase II, MTC will: ۰ Provide written recommendations for next steps including:  Documentation on the Town’s current policies and permitting process for utilities, and developers  Conduct a comprehensive evaluation of existing internal plans, policies, standards and practices to determine how revisions to these documents could facilitate successful telecommunications / broadband infrastructure and service development  List of proposed town/city ordinances and policies that represent the best practice available  Contact list of the cities and staff contacted during the research  MTC staff assessments of best practices of same size towns  Recommendations on DRAFT ordinance and policies 6.0 Phase III – Develop DRAFT Fiber Optic Master Plan SOW for the Town of Castle Rock - Time line 20 days TT/3 FTE’s 6.0.1 During the DRAFT SOW development phase MTC will provide:  Regular review of DRAFT documentation to the Town staff  Document, review and preparation of final DRAFT SOW documentation and a Power Point presentation for Town Council and/or IT staff  MTC will present the final DRAFT and the presentation to the TOWN staff prior to any presentation to Town Council  Deliverables include:  Final report of finding to date  DRAFT SOW for Fiber Optic Mater Plan, ordinance and policy for approval  High-level strategy for telecommunications infrastructure development  Power Point presentation for the approval process  Material and construction standards 7.0 Phase IV – Assist the Town of Castle Rock with presentations and working sessions with Town Council and officials – Time line 10 days TT/1 FTE on site Continue to make modifications to DRAFT Fiber Optic Master Plan SOW as needed MTC will assist the Town IT staff in presenting the DRAFT Fiber Optic Master Plan SOW to the Town Council for approval 7.0 Project Fees MTC has provided a breakdown of the project fees to complete all requirements, tasks and deliverables addressed in this document, using Table below Additionally, MTC has provided an estimated Timeline for completion of the project Phases V – VIII are provided as an illustration of the appropriate and recommended approach to comprehensive telecommunications and broadband strategic planning Such services are not included in this scope of work, but can be included in a written amendment to this agreement with scope of work, deliverables and expense to be negotiated 8.0 Project Timeline (Phases I – IV): The project will begin on the day the contract is executed by both parties and will be completed in 90-120 business days from that date Professional Services Rates: Sr global telecommunications industry over the past twenty-three years at N C Telecom, PNonline.com, Baxter Healthcare, Graycon Global Marketing, United Airlines, Interwest Communications, and Advanced Communications as well as past assignment as a member of the State of Colorado Multi-use Network deployment team His expertise includes tactical and strategic planning; hardware/software evaluation for voice, data, video, E-Commerce and wireless networks; information systems implementation; Internet/e-commerce development; business development; outsourcing; network operations; project supervision of the City of Fort Morgan utility departments for over 26 years For the past seven years he has supervised the City’s Electric, Gas, Wastewater, Water, and Solid Waste enterprise funds In addition, he was also in charge of Network Administration, Utility Billing, Streets, Building Inspections, Inventory Control and Building Maintenance departments Supervision of all these departments compliance order issued to the City from the Environmental Protection Agency and the Colorado Department of Public Health and Environment All requirements of the federal compliance order on the old wastewater facility were fulfilled For the new facility, Mr Shaver utilized a Design/Build concept which was new for a municipality to use on a construction project By using this approach the new facility was operational six months ahead of schedule and under budget by $570,000 The City of Fort Morgan is unique in that it owns and operates their gas system The old cast iron gas line was replaced with new PE pipe over a year period Mr Shaver had the cast iron line left in place used it to install a fiber optic system throughout the entire community This system now connects the City of Fort Morgan offices, Morgan County offices and the RE-3 school District to the State of Colorado MNT system Jerry McCarthy, M.A - MTC Partner Fairhill & Co Jerry McCarthy is an independent consultant
