level Many children not have enough knowledge and skills to go to university, not have the habit of reading books and newspapers to expand their knowledge, so they just stick to the textbook According to a recent survey by PhD student Lu Quoc Vinh (2016), the leading cause of students' lack of enthusiasm in learning is that they are "unaccustomed to self-study", not knowing how to search for documents on their own to find out on the topic introduced in class by the teacher  About scientific activities The current common situation is that after having a doctorate degree, lecturers consider themselves to be familiar with scientific research, so they can apply it according to the way they know and apply, no longer learning to improve their research capacity Scientific research method is a scientific discipline, which means that there are many different levels, and new knowledge is regularly added: lecturers who not self-study will quickly become obsolete with scientific research, and the quality of research will be poor On the other hand, the results of scientific research need to be published as widely as possible, in forums and international journals - the ultimate scientific research methods, to be more and more close to the level of the region and the world To achieve this goal, the Ministry of Education and Training needs to take specific measures for
