November 30, 2021 ADJOURNMENT DECLARATION: This agenda was posted on the Bulletin Board outside of the Council Chambers, where completely accessible to the public, at least 72 hours in advance of the Quang Tri Monument Committee Meeting Tammy Huynh Tammy Huynh, Senior Administrative Assistant UNAPPROVED Quang Tri Monument Committee Meeting Minutes November 2, 2021 QUANG TRI MONUMENT COMMITTEE: Meeting was called to order at 6:03 p.m ROLL CALL: Son Chi Do, Tan Ky (Kenny) Hoang, Paul Sau Van Le, Nam Tan, Au Truong, Ngoc Buu Phan, Quan Hoang Nguyen, Chi Van Tran, Man Cong Van, Robert Harrison, Conrad Gomez, Chanh Minh and Aidinh Nguyen (Alternate) PRESENT: Son Chi Do, Tan Ky (Kenny) Hoang, Paul Sau Van Le, Nam Tan, Ngoc Buu Phan, Quan Hoang Nguyen, Chi Van Tran, Man Cong Van, Robert Harrison, Chanh Minh, Conrad Gomez (Alternate), Hung Van Nguyen (Alternate) and Aidinh Nguyen (Alternate) Two committee members were absent, as a result Conrad Gomez and Hung Van Nguyen served as Committee members during the meeting ABSENT: Au Truong and Quan Hoang Nguyen STAFF PRESENT: Public Works Director, Jake Ngo and Community Services Director, Diana Dobbert SALUTE TO FLAG: Chair Le ORAL COMMUNICATIONS: Terry Rains, resident of Westminster, expressed her appreciation to the committee for conducting the meeting in English She requested that all military units both Vietnamese and American be included in the monument depiction She also questioned elements included in the project timeline She expressed her concerns about location of the proposed monument and requested that proposed monument not be placed in Sid Goldstein Freedom Park She inquired about fundraising process and requested update on the progress APPROVAL OF MINUTES: Motion was made by Robert Harrison to approve minutes from the October 24, 2021 meeting and was seconded by Man Cong Van AYES: Son Chi Do, Tan Ky (Kenny) Hoang, Paul Sau Van Le, Nam Tan, Ngoc Buu Phan, Chi Van Tran, Man Cong Van, Robert Harrison, Chanh Minh, Conrad Gomez and Hung Van Nguyen NOES: None ABSENT: Au Truong and Quan Hoang Nguyen UNFINISHED BUSINESS: A Continued from the October 24, 2021 Meeting: Monument I Depiction – Committee members presented their ideas for the monument After discussion, Chair Le requested time for the public to provide their input Depiction recommendations provided by the Committee will be included in the upcoming meeting agenda packets Public Works Director reminded Committee about the project timeline Robert Harrison spoke about creating a subcommittee to review submittals from the public Committee member’s agreed that the final selection of the depiction will be done at the next meeting UNAPPROVED Quang Tri Monument Committee Meeting Minutes November 2, 2021 Motion was made by Chair Le and seconded by Tan Ky (Kenny) Hoang to allow time for the public to provide input for the monument depiction Deadline for the public to provide input will be Monday, November 15, 2021 Motion carried by the following roll call vote: AYES: Son Chi Do, Tan Ky (Kenny) Hoang, Paul Sau Van Le, Nam Tan, Ngoc Buu Phan, Chi Van Tran, Man Cong Van, Robert Harrison, Chanh Minh, Conrad Gomez and Hung Van Nguyen NOES: None ABSENT: Au Truong and Quan Hoang Nguyen Committee allowed a member of the public to speak: Terry Rains, resident of Westminster She cautioned committee members to ensure that there should not be modifications of images or re-writing history as it pertains to the monument B Design – Committee agreed to continue this item to their next meeting on Tuesday, November 16, 2021 NEW BUSINESS: A Monument I Title – Discussion was held Motion was made by Vice Chair Tan Ky (Kenny) Hoang and seconded by Ngoc Buu Phan to name monument “Retaken Quang Tri Citadel Monument” Motion failed by the following roll call vote: AYES: Chanh Minh Nguyen, Tan Ky (Kenny) Hoang, Nam Tan, Robert Harrison, and Hung Van Nguyen NOES: Son Chi Do, Conrad Gomez, Chi Van Tran, Paul Sau Van Le, Man Cong Van and Ngoc Buu Phan ABSENT: Au Truong and Quan Hoang Nguyen II Who will be honored – Robert Harrison provided list of U.S Military that should be honored List is attached and will be included in upcoming agendas Tan Ky (Kenny) Hoang requested that all military logos that were involved in that battle need to be included in the design of the monument Public Works Director asked for a committee member to take charge to gather all the military logos, Nam Tan volunteered to gather the logos to bring to the next committee meeting Conrad Gomez volunteered to gather the U.S Military logos and requested that future distribution be done in color B Fundraising Subcommittee – No update C Next Meeting Date -
