1 PREFACE Rationale to choose the thesis Party means the combination of many Party members while the Party’s guideline is made and realized by the Party member force Without the Party member force, the Party mustn't exist or develop As President Ho Chi Minh has ever asserted that: To lead the revolution, the Party must be strong and this depends on good branches Therefore, the build-up of the Party member force is always the hot, urgent, and directly decisive issue for the Party’s leadership strength and survival; it is also the regular & crucial top task by in the build-up of the Party Committees and organizations at all levels Over the past years with fluctuations in the world, regional, and national situation, requirements for the career of boosting up industrialization, modernization, and international integration; the destruction and resistance by hostile forces, especially the plot of “peaceful evolution”, “subversive riot”, and the promotion of “self-evolution & internal self-transformation” have been placing urgent needs to enhance the quality of the Party build-up in general and that of the build-up of Party member force in particular Army Party Committee is the part of communist Party of Vietnam Upon the Army’s requirements and tasks in the new context, the Party intends to build-up Vietnam People’s Army to get revolutionary, regular, elite, and gradually modern The Resolution 51-NQ/TW was promulgated on 20th July 2005 on “Continuation to accomplish the Party’s leadership mechanism, realize the mechanism of one commander in attachment with the one of political commissar and politicians in Vietnam People’s Army” That poses a requirement to build-up Party member force to get strong in terms of politics, ideology, and morality as well competence to participate in building the Party organization as pure and strong so that its leaders will be able to fulfill all assigned tasks At present, the task to build-up and regulate the Party upon the spirit of Resolution of the Fourth Conference, the 12 th Central Party Committee and that of the 13 th Central Party Committee is being strongly deployed from the Central level to local ones, including in Army Party Committee Besides the gained achievements, the build-up of Party member force has remained limited with many shortcomings, especially there have appeared cadres and Party members, even highranking cadres & generals with signals of so bad deterioration in political ideology and moral qualities that disciplinary actions must be applied to them If the shortcomings are not punctually overcome, they will make big impacts on the Army’s status and prestige 2 So far, although there have been scientific works which generally mention the build-up of Party member force nationwide and at some Central & local Party Committees as well as that in the Army, there haven't been any scientific works which deeply or independently or systematically research the Army Party Committee’s leadership for the build-up of Party member force in the angle of History of Communist Party of Vietnam from 2005 until 2015 Upon the above-mentioned reasons, the author has selected the theme of: “Leadership by Army Party Committee for the build-up of Party member force from 2005 until 2015” as the Doctoral thesis on History, majoring in the History of Communist Party of Vietnam Research purposes and tasks Research purposes To clarify the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; upon which to make comments and conclusions of experience for references and application to the current reality Research tasks To reckon up the thesis theme-related research situation; To clarify influencers on the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; To systematize and analyze for clarity in the guideline for the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; To clarify the guiding process by Army Party Committee for build-up of Party member force through the stages of 2005-2010 and 2010 – 2015; To comment and learn experience from the leadership process by Army Party Committee for the build-up of Party member force (2005 - 2015) Research subjects and scopes Research subjects To research leadership by Army Party Committee for the build-up of Party member force from 2005 until 2015; Research scopes With respect of contents: To research and clarify the Army Party Committee’s guidelines and leadership for the build-up of Party member force; With respect of time: To research from 2005 until 2015; With respect of space: To research within the scope of the whole army range 3 Theoretical, practical foundations, and research methods Theoretical foundation To be based on Markxist – Leninist Theory, Ho Chi Minh’s Ideology, and the Party’s guidelines for the build up of Party member force Practical foundation The practical foundation is based on actual activities in the leadership by Army Party Committee for the build-up of Party member force from 2005 until 2015; via resolutions, directives, decisions, reports, and summaries on the build-up of Party member force in Army Party Committee & simultaneously, based on actual researches & surveys by the author as well as inheriting some research outcomes from publicized related scientific works Research methods Research methods of the specialty called as History of communist Party of Vietnam mainly as logical, comparison, reckoning, statistical, and practical survey ones, etc., have been utilized in the thesis to clarify contents upon research purposes and tasks Thesis’s new contributions To restore the leadership process by Army Party Committee for the build-up of Party member force from 2005 until 2015; To make comments on advantages, disadvantages, and point out reasons in the build-up process of Party member force by Army Party Committee from 2005 until 2015; To learn experience from the leadership process by Army Party Committee (2005 - 2015) Thesis’s theoretical and practical meanings Theoretical meanings The thesis theme makes contributions to summarizing the Party’s leadership via Army Party Committee for the build-up of Party member force in the new stage Experience from the leadership process by Army Party Committee from 2005 until 2015 is drawn and may be applied to the leadership for the current build-up of Party member force in Army Party Committee Practical meanings: The research outcomes from the thesis theme further contribute more argumentations to planning of Army Party Committee’s guideline and leadership for the current build-up of Party member force The thesis is the reference during the leadership process for the build-up of Party member force; Nguyen Duc Khien (Theme Head, 2012), Current build-up of Party member force in the Army toward Ho Chi Minh Ideology, etc., In many different angles, authors and scientists have mentioned theoretical and practical issues on build-up of Party and Party member force These are scientific works with profound theoretical and practical values which the thesis author has referred to, inherited, and applied during the thesis process 1.2 Values of reviewed scientific works and put-forward issues which need further studying in the thesis 1.2.1 Values of reviewed scientific works About the material Authors’ research works into build-up of Party member force are so diversified and various, including scientific books, theses, reports, and magazines, etc., This is the valuable material source for the author to explore and inherit during the process of thesis theme implementation About approach and research methods Research works into build-up of Party member force have been approached by scientists and managers in such many different angles as: Philosophy, Party Building, and Politics, etc., and many research methods in attachment with research subjects and scopes of each scientific specialty However, most of research works into build-up of Party member force are interpreted in the angles of Philosophy, Party Building, and Politics, etc., Party’s guidelines, policies, and solutions to build-up Party member force have been mentioned in some works, nevertheless, they have been mentioned in few works only They have been mainly general but not systematic Particularly, Army Party Committee’s policies on build of Party member force have never deeply been presented in any works at all About research contents Firstly, the research work for build-up of Party member force abroad has been focused on by authors to clarify theoretical and practical issues related to the build-up of Party member force mainly in Communist Party of China and Laos People’s Revolutionary Party Secondly, the researched work group into build-up of Party member force in the country has asserted the Party member force’s crucial positions and roles The actual state of the Party member force build-up has been evaluated in some works with clarification of achievements, restrictions, and their reasons; experience in build-up of Party member force in some works by Party Committees at levels can be referred to and applied to the reality whereas solutions to enhance the quality of Party member force have been proposed in some other works Upon researches and learning about scientific works presented in the overview, there haven’t been any works that profoundly study the process of “Army Party Committee’s leadership for build up of Party member force from 2005 until 2015” Therefore, this has remained one of the scientific “gaps” not having fully been studied, which requests the thesis author to profoundly learn about and clarify The systematization and reckoning of the above mentioned works play as crucial references to provide scientific arguments for the author to continue researching, building up, and accomplishing the thesis 1.2.2 Put-forward issues that need further researching in the thesis Firstly, they are the influencers on Army Party Committee’s leadership for build-up of Party member force from 2005 until 2015; Secondly, they are Army Party Committee’s policies and leadership for build-up of Party member force from 2005 until 2015; Thirdly, they are advantages and disadvantages in Army Party Committee’s leadership for build-up of Party member force from 2005 until 2015; Fourthly, they are the experience pieces gained from Army Party Committee’s leadership process for build-up of Party member force from 2005 until 2015 Conclusions in chapter Getting well aware of Party member force’s roles and importance for the Party, mechanism’s survival, the ruling Communist Parties in China, Laos, and Vietnam have always focused on leadership for build-up of Party member force in all aspects This is also the content cared about by scientists, individuals, and organizations to study in many different angles & scopes This shows diversity and variety of the works Upon researching the thesis-related works, the post-graduate has realized there haven't been any works that systematically or holistically study Army Party Committee’s leadership for build-up of Party member force in general, especially during the stage from 2005 until 2015 in particular so this is the scientific “gap” as well as the foundation for the post-graduate to interpret influencers on Army Party Committee’s leadership for build-up of Party member force; advantages, disadvantages, and experience learned from the leadership for the buildup of Party member force during the years of 2005 until 2015 Chapter ARMY PARTY COMMITTEE’S POLICIES AND LEADERSHIP FOR BUILD-UP OF PARTY MEMBER FORE (2005 - 2010) 2.1 Influencers and Army Party Committee’s policies for build-up of Party member force 2.1.1 Influencers on Army Party Committee’s leadership for build-up of Party member force 2.1.1.1 The world, regional, and national situations as well as requirements & tasks to build up the army The world and regional situations The party’s 10th National Congress of Delegates (2006) identified that during the years of 2005 – 2010: Peace, collaboration, and development remain the great tendency Besides, local wars, armed, national, religious conflicts, armed races, intervention, overthrow, and disputes for territory & natural sources, etc., continued arising in many places with more and more of complexity The region of South East Asia was basically stable with dynamic development and many mechanisms for collaboration among countries in the region They had been being effectively set up and deployed 8 However, factors which may cause unstability like national territorial & benefit disputes of countries and influential competition in the region were still potential right in ASEAN The national situation In the leadership by Communist Party of Vietnam, the strength of great national unity has been highly upheld to successfully perform the two strategic tasks of building up and defending the Socialist vietnamese Fatherland It was asserted at the Party’s 10 th National Congress of Delegates (2006) that: The Career of socio – economic development has made so vital achievements However, besides the achievements, there have remained shortcomings and weaknesses Requirements and tasks to build up Vietnam People’s Army during the years of 2005 – 2010 Firstly, the Army continues thoroughly deploying the enforcement of the 8th Central Resolution (IX Term) on strategies to defend the Fatherland in the new context; the Resolution 51-NQ/TW dated 20th July 2005 by the Politburo on “Continuation to accomplish the Party’s leadership mechanism, realize the mechanism of one commander in attachment with the one of political commissar and politicians in Vietnam People’s Army” and “Law on Alterations and Supplementations to some articles in the Officer Law of Vietnam People’s Army” approved by the National Assembly on 03 rd June 2008 Secondly, there is the requirement for “boosting up the build of the People’s Army to get revolutionary, regular, elite, and gradually modernized”; Thirdly, the policy of adjusting the Army’s organization and workforce to match with the requirement for defending the Fatherland in the new context shall be further enforced 2.1.1.2 Communist Party of Vietnam’s policies for build up of Party member force Orientation and goals Firstly, “to focus on strengthening and building up the Party organization & admission of Party members in places where there aren't any Party organizations or Party members or few Party members” Secondly, “to take care of build-up of commissioner force, firstly, the Party Secretary, cadres, and Party members who really are pioneers with examples, revolutionary virtues & morality, disciplines, and good fulfillment of assigned tasks” Thirdly, “be determined to replace cadres weak in terms of virtues, competence, not managing to fulfill their tasks and simultaneously dismissing unqualified Party members from the Party” Tasks and solutions Firstly, to boost up the political & ideological education to build up Party member force with steadfast political bravery, revolutionary intellectual, virtues, morality, and cognition of disciplines They will actually become pioneer, exemplary, and qualified to fulfill their assigned tasks; Secondly, to boost up the management and practice work for Party member force; Thirdly, to enhance development quality of Party member force; Fourthly, to strictly perform checks, supervision, and disciplines of the Party 2.1.1.3 Actual state of build-up work of Party member force Army Party Committee earlier than 2005 Advantages: Firstly, to regularly lead for quality & efficiency innovation and enhancement for the political & ideological education Secondly, the management and practice work for Party member force has been properly taken care of Thirdly, the development of new Party members has been boosted up, making contributions to increasing the Party’s leader ratio and fighting power, especially that at the grassroots level Fourthly, the check and discipline work of the Party has closely been to the political task to request for the build-up of the Party & campaign to build and correct the Party Disadvantages: Firstly, the ideological education and orientation for Party member force at some Party Committee levels & organizations haven't met requirements for situational development Secondly, the management and practice work for Party member force hasn’t been strict or initiatives to some extents Thirdly, the Party development at some Party organizations has remained lack of initiative Fourthly, the check and discipline enforcement of the Party has remained indecisive at some places It hasn’t really been attached with leadership or checks Causes of the disadvantages 2.1.2 Army Party Committee’s policies for build-up of Party member force (2005 - 2010) 2.1.2.1 Orientation and goals Common orientation and goals: To build up cadre and Party member forces with steadfast political bravery, actual pioneering, and exemplary for moral & lifestyle virtues, etc., Specific orientation and goals About education and cultivation for Party member force: To raise revolutionary enlightenment, master, and creatively apply Marxism – Leninism, and Ho Chi Minh Ideology, etc., About management and practice for Party member force: To attach special importance to management and practice for Party member force on “political viewpoint, attitude, moral virtues, lifestyle, cadres and Party members’ competence for actions”, etc., 10 About Party member development: To strive for “100% of company branches (navy ships) of Military zones, services, legions, and Army to gain strong committees by the end of 2008; and 100% of infantry company branches to gain branch committees” About checks, supervision, and disciplines of the Party: To take initiatives to promote and enhance efficiency of the check, supervision, and disciplines of the Party 2.1.2.2 Tasks and solutions Firstly, to focus on making intensive changes in organizations and forces’ cognition & responsibilities in the build-up of Party member force; Secondly, to strengthen education, management, and practice for Party member force; Thirdly, to attach special importance to developing Party members; Fourthly, to fulfill the check, supervision, and disciplines of the Party 2.2 Army Party Committee’s leadership for build-up of Party member force 2.2.1 The education and cultivation work for Party member force During the years of 2005 – 2010, Central Military Commission, General Political Bureau, and Organization Department had focused on leading the education and cultivation for Party member force About education and cultivation contents for Party member force: Central Standing Military Party Committee and General Political Bureau determine education and cultivation contents for Party members to be holistic but first of all, they must be cultivated with political, ideological stances & bravery of Communist Party members About the carrying-out force: The political commissar and politician forces are the main ones the most highly responsible for determining organization methods & forms for political & ideological education for the entire unit in general and Party member force in particular About education and cultivation forms & methods for Party member force: to attach special importance to innovating educational programs, contents, and methods; to attach special importance to cultivating and practicing intellectual competence, practical organization, and management & commanding competence for Party Committees, Commanders, political commissar, and politician forces which are the core ones to perform the political and ideological education for Party member force Thanks to good performance of education and cultivation for Party member force during the years of 2005 – 2010 and in the context of complicated happenings in the world, regional, and national situations, the Army had always shown its absolute loyalty to the Party, Fatherland, the 11 people, and the Socialism; the majority of cadres and Party members had gained steadfast political bravery, good political responsibilities, high combat vigilance, and readiness to undertake & fulfill all assigned tasks 2.2.2 Management and practice work for Party member force 2.2.2.1 Leadership for Party member management Central Military Commission and General Political Bureau have focused on leadership for Party member management: About Party members’ political & ideological stances, moral virtues, and lifestyle; outcomes of performing assigned tasks, working style, settlement of relations in agency collectives, units, and those with the people, ability to attract and gather the massive to effectively enforce the Party’s resolutions; management of grants, exchanges, and utilization of Party member cards, management of their profiles, and data, etc., must be made 2.2.2.2 Practice work for Party members Together with the Party member management, the practice one for Party members is always taken care by Army Party Committee The practice content focuses on: “practice for Party members in terms of political, moral virtues, lifestyle, intellectual competence, and organization for the reality The practice for Party member force is attached with the enforcement of the Campaign of “Studying and following Ho Chi Minh’s moral example” Thanks to the good performance of management and practice for Party member force, the Party member force in the Army Party Committee always clearly shows its resilient, strong, and absolute political bravery & loyalty to the Party, etc., However, the management and practice for Party members at some Party Committees and Party grassroots organizations remain loose at times 2.2.3 Development work for Party members 2.2.3.1 Source creation work for Party development Central Military Party Committee has guided Party committees directly under, Party Committees, and Party grassroots organizations to identify more norms for new Party member admission every year to enhance quality with selection and filtering the masses to become Party members Upon plans to create sources for new Party member admission, Central Military Party Committee has led branches in the entire Party Committee to assign tasks to those who are learning to become Party members This will challenge them and official Party members will be assigned to help them After the challenging period, brilliant, typical, and qualified masses will be admitted as Party members 2.2.3.2 Organization for Party member admission 12 Upon selection and cultivation to create sources, the Central Standing Military Party Committee led Party Committees and organizations in the Party Committee through steps and contents in the reviewing and admission process of new Party members rightly with the Party Charter & instructions by the Central one and General Political Bureau Upon regulations of the Party Charter, those admitted to the Party must experience the preparatory period which is crucial for them to continue striving and practicing in their assigned positions & titles During the years from 2006 until 2010, Army Party Committee had admitted 105,369 new Party members thanks to the outcomes from the Party development work which contributed to increasing the leader ratio in the entire Army In addition to the achieved outcomes, the Party development work by Army Party Committee during the period had remained with some shortcomings and weaknesses 2.2.4 Check, supervision, and disciplines of the Party 2.2.4.1 Check and supervision work The Central Standing Military Party Committee guides Party Committees and organizations to well perform the requirement for “leadership must be inspected”; key contents of enforcement of the Party, State’s resolutions, policies, policies, resolutions by Central Military Commission, regulations by Ministry of National Defense; compliance with the Party Charter, and principles of organization, etc., must be checked During the years of 2005 – 2010, the check work had been strictly guided and led in line with the Party Charter Party Committees at all levels had checked 374,817 Party members Besides the achieved outcomes, there have remained some Committee levels and Party organizations that haven't fully got aware of the Party’s check, supervision or organization to perform the check & supervision work, etc., 2.2.4.2 Discipline work of the Party The Central Standing Military Party Committee takes initiatives to thoroughly grasp and rightly comply with orientation, guidelines, principles, procedures, and rightly with authority upon regulations of the Party Charter; regulations and instructions by Central Executive Committee, Politburo, Secretariat, and Central Inspection Committee The key goal is to continue thoroughly grasping and enforcing the Campaign to build-up and correct the Party upon the spirit of the th Central Resolution (2nd time) of VIII Course; The Instruction number 03-HD/BTCTW dated 29th December 2006 by the Central Organization Board on some issues to enforce the Party Charter, etc., After inspections, 7,585 Party members are found with signals of breaches 3,024 Party members in the entire Army Party Committee have been 13 applied with disciplines This accounts for 0.31% out of the total number of Party members in the entire Party Committee (decreasing by 0.19% compared with that of years ago) Conclusions in chapter Resolution of the Party’s 10th National Congress, resolutions, directives, and regulations by Central Executive Committees, Politburo, and 10th Secretariat Committee on build-up of the Party in general and that of Party member force in particular must be thoroughly grasped and strictly performed in the context of impacts in the world, regional, and national situations, during the years of 2005 – 2015, Army Party Committee had focused on leadership for build-up of Party member force to get strong and gradually meet task requirements in the new context Upon the orientation, goals, tasks, and solutions to build-up Party member force of the Party, Army Party Committee has clearly identified specific orientation, goals, tasks, and solutions for build-up of Party member force; simultaneously, to guide for Army Party Committee’s build-up of Party member force in contents of education and cultivation for Party member force; management, practice for Party member force, development for Party members; checks, supervision, and disciplines of the Party Chapter ARMY PARTY COMMITTEE’S LEADERSHIP FOR BUILD-UP OF PARTY MEMBER FORCE (2010 - 2015) 3.1 New influencers and Army Party Committee’s guidelines on build-up of Party member force 3.1.1 New influencers on Army Party Committee’s leadership process for build-up of Party member force 3.1.1.1 The world, regional, and national situations as well as the army’s requirements & tasks The world and regional situations The world situation continues with new happenings: “Peace, collaboration, and development have remained the great tendency with new complicated evolvements with much of potential unpredictability” Asian – Pacific region, including South East one, has remained the dynamically developed area but there have remained many destabilizing factors The national situation The political – social situation continues being stable and overcoming many difficulties & challenges Basically, the macroeconomy has been kept stable The rather good growth ratio has been 14 maintained The economy’s potential and scope have increased; education, training, sciences, technologies, culture, and social fields have gained progress, etc., However, the country has still confronted many challenges intertwined with synergistic impacts and complicated evolvements Thus, none of challenges should be underestimated The Army’s requirements and tasks during the years of 2010 – 2015 Firstly, the Party and State have continued caring for the Army to lead and guide, especially investments in purchasing some modern facilities Secondly, they are plots and actions by countries in the world 3.1.1.2 Party’s guidelines for build-up of Party member force Orientation and goals: To build up Party member force with steadfast political bravery, intellectual capacity, actual pioneering, and exemplary for political virtues, morality & lifestyle as the key force to perform tasks Tasks and solutions Firstly, to enhance the quality of political & ideological education for Party member force; Secondly, to request for build-up of Party member force in Army Party Committee to assure for quantity, quality, and rational structure to meet the task of building up the Army in the new context; Requirements for enhancing the build-up quality of Party member force during the years of 2005 and 2010 are made so that the Army Party Committee must take initiatives to overcome them, make specific plans for regular followup of the situation with sharp & punctual guiding for the build-up of Party member force; strictly comply with principles and rules of the Party Charter, managerial regulations, practice, and development of Party members during the stage of 2010 – 2015 3.1.2 Army Party Committee’s guidelines for build-up of Party member force 3.1.2.1 Orientation and goals 15 Common orientation and goals: To build-up the cadre and Party member forces with virtues & competence to meet requirements for tasks in the new stage Specific orientation and goals: - With respect of education & cultivation for Party member force: To build-up the cadre and Party member forces that are actually examples of moral virtues and lifestyle, etc., - With respect of practice & management for Party member force: “respecting responsibilities for leadership, guidance, management, compliance, and practice”, etc., - With respect of developing Party members: to attach the build-up of the cadre force with that of Party member force to create input sources of cadres and develop the source of Party members;
