CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 ENVIRONMENTAL MANAGEMENT PLAN 1/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 CONTENT: INTRODUCTION ORGANIZATION FOR ENVIRONMENTAL CONTROL THE COMMUNICATION COMMUNICATION LINE CHART, INTERACTION AND PROGRAM AND ENVIRONMENTAL MANAGEMENT APPROACH ENVIRONMENTAL RECORDS/ACTIVITIES 2/ 43 MONITORING PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 R INTRODUCTION 1.1 General All works must be in accordance with section 01300 “Environmental Obligations” of the Specifications This Environmental Management Plan will present the Contractor’s measures to minimize environmental impact of the construction works on local and public residents This Environmental Management Plan will also be a part of the site quality management Those objects to be monitored and considered are air, water, noise, vibration level This Environmental Control and Protection Plan is submitted for approval of the Engineer and Employer This Environmental Control and Protection Plan will be reviewed or revised whenever any related law is changed or any need is arisen The Contractor shall assist the Engineer and Environmental Officer to discharge his duties as required in the EMP implementation by maintaining up to date records on actions taken by the Contractor with regard to the implementation of EMP recommendations (a) Timely submission of reports, information and data, (b) Participating in the meetings conveyed by the Engineer, and (c) Any other assistance requested by the Engineer The Contractor will provide monthly reports to the Engineer on the implementation of the requirements contained in this EMP and the results of the environmental performance monitoring Contractor’s Camps will be located in areas that minimize disturbance to surrounding land uses; suitable solid and liquid waste disposal systems will be implemented by Contractor to minimize impacts to the surrounding environment The hierarchy for formulating mitigation measures can be summarized as follows: 1) avoid the impact; 2) minimize the impact; 3) rectify the impact; and 4) compensate for the impact 1.2 Definition of Works Environment Stafs: Contractor Stafs, who are in charge of environmental matters The Engineer : The Consultant of the Contract Package 1.3 Environmental Management The Contractor ensure that will carry out the work in full compliance with Vietnamese Standards (TCVN), law, ordinance, other regulations on 3/ 43 PHUONG THANH - The limit in the worked atmosphere 1.4 Environmental Management Plan The Contractor will be responsible for the remedy or mitigation measure(s) required by the environment-related efects of the works In case of an environmental problem, the Contractor will immediately notify the Engineer who will instruct the Contractor as to the next course of action to take Among the situations which may require such steps, are complaints or legal actions by third parties on matters such as environmental damage to property and natural resources, ground subsidence, interruption of groundwater flow, and surface and groundwater contamination This Environmental Control and Protection Plan will be submitted, however, it will be revised as Vietnamese law changes or for making it suitable for the situation at site Although a guide for whole view and some detail measures for environmental management are mentioned in this Environmental Control and Protection Plan, more concrete measures will be discussed in Method Statement for each construction work 8/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 Note: Key personnel of each other position will be decided and submitted as addendum of this plan separately Project manager will decide the guide for environmental measures, Environmental expert/ assistant of Environmental expert will make the detail plan Environmental expert will supervise and implement the environmental management measures during construction The environment report to engineer was also implement and take responsibility by the Environmental expert Environmental safety assistants are regularly present at site, information and reporting to environmental expert (or Project Manager as needed) to gather for periodic reporting The construction group leader, representing of the subcontractor that supervise the construction activities, if find out any environmental problems will be reported to environmental expert, project manager to be provided reasonable solutions THE COMMUNICATION LINE CHART, INTERACTION AND COMMUNICATION PROCEDURE: All the problem happened at site will be informed to Site Engineer and Environmental Engineer from workers, stafs or Sub-Contractor, and the report will be made to Project Director through Engineer or Sub-Contractors, and the report will be made to Project Director through Safety/Environmental Manager Every problem will be reported to the Engineer as well The Communication Chart for the implementation of Environment Control Plan will be as follows: 10/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 requirements Because the population density is low, so the construction transportation noise is not afect so much to the environmental quality The contractor will be given the detail environment method in the report about the original environment quality For bridge driving pile, the contractor will use diesel pile driver A covering will bw used for hammer to reduce the noise Also, the driving pile work will only be execute on day-time so it will limit the impact noise caused to people in surrounding site area Time and activities constraints, i.e., operation will be scheduled to coincide with periods when peoples world least likely be efected; work hour and work days will be limited to less noise sensitive times Hours of work will be approved by the site engineer having due regard for possible noise disturbance to the local residence or other activities Community awareness, i.e., public notification of construction operations will incorporate noise considerations; method to handle complain will be specified Sensitive receptor will be avoided as possible (i.e., aggregate crushers, operators, etc.) disposal site and haul routes Workers will be afected so much by the construction noise Contractors and subcontractors will provide workers the labor protection equipment to reduce noise during construction, to avoid afecting their health These workers that used the noise construction machine will be change their working time regularly For sensitive areas (schools, hospitals ) can be use barrier to reduce the impact of noise (d) Preventive and corrective action In case of non-conformance problem, the Contractor will immediately notify the Engineer who will instruct the Contractor as to the next course of action to take Some noise reduction measures are include: - Ensuring that all equipment engines and motors are equipped with proper mufflers - Two following phases should be carefully supervised by the environmental engineers in order to avoid noise pollution: Land digging and embanking activities at the two approach roads Driving pile at bridge area 4.6 Soil quality control and acidification process (a) Related specification 30/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 Contractor ensure that the construction will not afect the land quality, not disturbing the soil and cause damage from erosion and sedimentation The methods of construction will comply with the specification of Vietnam on soil quality (QCVN 03 2008) (b) The potential impact The disturbing of contaminated soil during the digging can greatly afect the quality of soil and water in the region This efect may result in the shrimp farmers lake water in the site region, causing shrimp sick or dead The process of erosion and sediment during construction will alter the flow of water Erosion and sedimentation also afects the lives of aquatic species, indirect efects of people shrimp Control the drainage in the area if unnoticed will lead to change existing flow water, can cause waterlogging or flooding during the rainy season (c) Measures to reduce For the soil acidification • The contractor will make soil excavation not deeper than 0.5m comply with related specification to reduce the amount of mud mixing, reducing the risk of acid leaching • Soil after excavation will be used for embankment This measure will both save the cost and also control soil acidification that does not infect the water • For no using soil, should be treated alum, the contractor will use immersion oxidation and leaching method Soil acidification will be immersed in tank and make oxidation (by the using enough lime) After soaking the soil, water will be discharged into the ditch and to enough large channel to dilute The diluted area are downstream channel and far away from water for shrimp farming For the erosion and sedimentation • The downstream area waste water will be reinforced with concrete to prevent erosion for the needed area • Material storage area must be ensure far away from water, is separated by concrete walls, must have a roof against raining, waterproof • Water from the process of digging and pumping sand will be led by long ditches before the main channel to ensure the soil sedimentation before going into the natural flow • In case of any waste or other emissions from brick and mortar of the project in the adjacent land or any amount of sludge that poured out in any area of waste land, then, brick and mortar or material will be moved 31/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 immediately and the Contractor will take measures appropriate treatment to meet the requirements of the Consultant For the control of water • The flow, culvert, channel and drainage system in site area will be limited to change If have to change, tt need to have some replacement temporary culvert for causing no more impact to the flow • All culvert is regularly checked to ensure the flow of water is always circulating • The drainage works will be constructed, removed and restored as necessary and all other precautions will be taken to avoid damage caused by floods and mud washed down • The temporary worker house will be built at the appropriate location, equipped with drainage systems, water treatment (if needed) 4.7 Waste (a) Related regulations The Contractor will be responsible for ensuring that no earth, rock or debris to be deposited on public or private right of way as a result of its operations, including deposits arising from the movement of construction vehicles The Contractor will comply the Conditions of Contract and Vietnam’s National Law on Protection of Environment and other relevant legislation such as: Government Decree No.21/2008/ND-CP dated 28/02/2008 about some additionals of Decree No.80/2006/ND-CP dated 09/08/2006 about detail required and some instruction of implement the Environment Law (b) Potential Impact Potential waste disposal impact could occur to the improper disposal of construction waste, waste oil and solvents, and human waste from construction camps Filling materials following tidying up will be removed and disposed of at designated waste storage areas with the Engineer's approval or reused without topsy-turvy disposal Waste oils, chemicals, paints and other materials used or managed will be disposed such a way as not to result in damage or pollution of the Environment (c) Mitigation measures Employing well-planned material schedules, each material to be processed on site, processing will be executed in view of maximizing the efectiveness to minimize construction waste 32/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 As for the on site materials such as rocks, soils, sands or other earth materials will be utilized within the job site area as much as possible through the well considered earth moving plan While the duration of storage period, materials will be well cured and maintained to avoid the loss of materials as refusal to be disposed by its less quality When the occurrences of chemical waste disposal, waste will be properly protected and sealed to avoid the hazardous outflow While the handling and disposal of the chemical waste, the waste will be treated in full compliance with the relevant regulations The construction waste materials on site will be segregated to facilitate reuse, recycling and disposal practice in accordance with the best available technology as follows: - The construction waste deemed by the Engineer to be unsuitable for reclamation or land formation shal1 not be reused The Contractor will sort waste on site with dedicated areas for each waste stream including but not limited to wood/timber metals and plastics, etc Raw material requirements will be planned at the outset of each construction activity to avoid excess material storage and wastage on site - Waste material and rubbish will be removed from the job site areas, on continuous basis, as the job or the task proceeds Rubbish bins will not be over filled above the top lip, nor will any material protrude from bin - Waste storage sites will be approved by the Engineer and bounded in such a way to avoid loss and leakage Waste storage sites located far away from sensitive areas such as residential and groundwater areas will be maintained well and cleaned regularly (d) Corrective action In case of non-conformance problem, the Contractor will immediately notify the Engineer who will instruct Contractor as to the next course of action to take Among the situations, this may require such steps, v will response the instruction from Engineer to rectify the situation (e) Preventive action The construction waste will be properly segregated and collected with regards to the category of the material in practical manner and handled satisfactory with relevant regulations At the daily inspection, waste management also should be considered as items to be ensured in terms of the condition of segregation, handling or processing House keeping will also take into account 33/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 - Solid waste management: All the regulations on solid waste discharge issued by Ministry of Transport should be strictly followed - Liquid waste management: All wastewater should be treated before discharging to local water bodies (reaching the permitted values in QCVN 24:2009/BTNMT) - Water transport management: Transport ships and barges should be notified the given time for crossing construction site The transport of hazardous and toxic substances and the using of chemical elements during construction phase should be managed 4.8 Hazardous Substances and explosion materials (UXO) The Contractor’s attention is drawn to the conditions of contract and Vietnam National Law on Protection Environment (NLEP), and other relevant legislation (a) Storage The Contractor ensure that hazardous substances will be stored appropriately in accordance with characteristic of each substances such as flash point, fire pint, melting point, boiling point soluble characteristic In addition, to prevent the unsuitable mixture of each substance, each substance will be properly segregated in appropriate containers when stored Especially for storage of flammable substances, Contractor will provide fire/high temperature protection system for the storage area utilizing concrete block, plasterboard or similar nonflammable material For such storage area, Contractor will also provide fire extinguisher for emergency case The contractor will conduct consultations, monitoring, investigation of the potential explosives If find any information, the contractors will ask qualified units of the military authorities (Ministry of Defence) to detect explosives, explosive substances prior to application to ensure safety for construction workers (b) Handling procedures As for the handling for hazardous substances, suitably trained and detail responsibility personnel will be assigned for material control The discharge of drilling liquid should be carefully supervised (the storing locations for such liquid should be approve by local authorities) If bombs, mines were found, the contractors will ask qualified units of the military authorities (Ministry of Defence) to remove for ensure the worker safety and project progress 4.9 Chemical Management 34/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 (a) Chemical Inventory The Contractor will prepare inventory for chemical materials and material safety data sheet for the each chemical material such as solvents, lubes oils Inventory will be updated once a month or when the considerable amount of change occurred with stock quantity (b) Handling procedures As for the handling for Chemical materials, suitably trained personnel will be assigned for material control Also, the storage area will be secured for avoidance of intrusion Handling area at Storage, concrete slab with concrete dyke may be provided for spill control In case of spillage, spilt material will be properly absorbed with unwoven cloth or similar material and treated properly in accordance with relevant regulations (c) Storage The Contractor also ensure that chemical material will be stored appropriately in accordance with characteristic of each substances such as flash point, fire pint, melting point, boiling point, soluble characteristic In addition, to prevent the unsuitable mixture of each substance, each substance will be properly segregated in appropriate containers when stored Especially for storage of flammable substances, the Contractor will provide fire/ High temperature protection system for the storage area utilizing concrete block, plasterboard or similar nonflammable material For such storage area, the Contractor will also provide fire extinguisher for emergency case 4.10 Ecological Resources, Landscape preservation and Archaeological and Historical Resources The Contractor will also be cautious about the Ecological Resources, Landscape preservation and Archaeological and Historical Resources The Contractor will carry on its construction operations to minimize the impact on adjacent agriculture, flora, fauna and other natural resources including Landscape with respect to protect the local prosperity Measures to accomplish this requirement will include but not be limited to the follows: (a) Contractor’s attention is drawn to the Conditions of Contract and Vietnam's National Law on Protection of Environment (NLEP), and other relevant legislation (b) Contractor will comply and proceed with the environmental protection plans stated in the former sections such as Noise control plan, Air/Water pollution control plans, will put in serious efforts to reduce the impact on adjacent agriculture, flora and fauna 35/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 (c) Contractor will take appropriate measures to ensure that work carried out by the Contractor and by its Sub-Contractors, whether on or off the Site, will have minimum impacts to local inhabitants (d) There are no historical cultures in site area But contractors will adhere to the provisions of the law of conservation and preservation of historical monuments and archaeological culture If during the construction discovered archeological sites, the contractors will report to the Department of Culture - Sports - Tourism in Dong Thap to solve the problem (e) The contractor will replant trees were broken due to construction activities cause or make compensation with reasonable price (f) The contractor will prohibit the hunting of birds to protect biodiversity in the project area Impact to the Local population The Contractor will also consider the minimization of impact to the Local population The Contractor will conduct its construction operations to minimize the impact on population adjacent to the areas of construction The work of land acquisition, site clearance and resettlement of afected people: Those afected will be ofered the full range of benefits under the provisions and guidelines of the government According to the degree of disturbance, land owned, structures The spread of HIV / AIDS and human trafficking will also be one of the efects caused from work The contractor will also make plans for advocacy, health care for workers, people in the area of HIV, the sexual spread disease A specific programs to be launched in " health control" of this document For the waterway and road transport, the contractor will be notified in advance with local communities before construction Temporary road will be constructed for local transpotation Contractor also ensures the quality of temporary road during using (regular maintenance check ) Measures to accomplish this requirement about transportation will include; (a) The loading of all trucks used for transporting materials and equipment will not exceed the legal limits as stipulated by the DONG THAP Department of Transportation, under the Vietnamese Road Administration Bureau (b) The speed for all trucks used for transporting materials and equipment will not exceed 60 km/hr on highways (c) The Transportation of materials and equipment will be in accordance with the all relevant requirements and regulations (d) Minimizing of loading and transportation of materials during rush hours to avoid aggravating conditions on road in the construction area 36/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 (e) The installation of proper and sufficient traffic signs, which are agreed with the Local authorities 4.11 Protection of Productive Farm Lands and Aquaculture Ponds Adjoining the Project Area The road project will traverse productive farm lands such as orchards, rice fields, tree plantations, shrimp ponds and fishponds Of these, fishponds, shrimp ponds and rice fields are relatively the most sensitive To protect livelihood and maintain harmonious relationship with the local communities, the Contractor shall implement the various measures mentioned above to protect the producing farmlands and aquaculture ponds from ill the efects of construction The Contractor shall be responsible for compensating damages caused to farms and aquaculture ponds due to negligence 4.12 Related to Biodiversity Conservation Where roadside trees are lost as a result of construction activities, the Contractor will be required to replant trees as a ratio of one-to-one Where trees cannot be replaced at the roadside due to a lack of roadside space, the Contractor shall consult with afected residents to determine an appropriate alternative planting location and schedule The Contractor will be responsible for all works associated with tree planting including maintenance of the trees for a one-year period after planting 4.13 Related to Protection of Irrigation Systems The Contractor shall ensure irrigation channels diverted during the construction phase will be returned to their original status Where this is not possible, or where channels are irrevocably altered, consultation will be held with landowners to ensure that an adequate redesign is undertaken to ensure that irrigation channels are returned as closely as possible to their former layout The Contractor will undertake all necessary works to achieve this status, including provision of labor 4.14 Related to Protection of Utilities To avoid potential adverse impacts to utilities, the Contractor shall: 37/ 43 (a) Ascertain and take into account in his method of working the presence of utility services on and in the vicinity of the Site (a) Take into account the periods required to locate, access, protect, support and divert such services, including any periods of notice required to afect such work in consultation with authorities operating such services (b) Assume all responsibility to locate or to confirm the details and location of all utility services on or in the vicinity of the Site (c) Exercise the greatest care at all times to avoid damage to or interference with services PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 (d) Assume responsibility for any damage and/or interference caused by him or his agents, directly or indirectly, arising from actions taken or a failure to take action, and for full restoration of the damage (e) Wherever existing ground surfaces are to be disturbed for construction of the Works, carry out full and adequate preliminary investigations to locate all services in the area by means of handdug trial holes and trenches in combination with electronic and electro-mechanical devices, where appropriate Each service thus exposed shall be identified Every service at risk shall be fully exposed and adequately protected and supported in situ or diverted to the satisfaction of the appropriate authority prior to the commencement of such construction (f) When working in the vicinity of overhead power cables, ascertain and satisfy himself about the safe clearances to be maintained from the power cables in consultation with the authority operating the power line Where existing overhead power lines, communications cables or other major utilities require relocation, the Contractor will use the services of specialist enterprises with the necessary skills and technology to carry out the work (g) The Contractor will consult with Provincial Departments of Transportation (PDOTs) to determine the proposed schedule for future utilities works on the Project Road If such works, i.e cable laying, is proposed in the near future the Contractor should propose an appropriate works schedule to synchronize such activities and reduce potential disruption 4.15 Related to Reduction of Construction Operation Impact on Land Communication Construction operations will be conducted in a manner to minimize their impact on land communications in and around the areas of construction Measures to accomplish this requirement shall include but not be limited to the following: 38/ 43 The loading of all trucks used for transporting materials and equipment and shall not exceed the legal limits as stipulated by the Government of Vietnam The speed for all trucks used for transporting materials and equipment shall not exceed 60 kilometers per hour on highways The transportation of materials and equipment and shall be in accordance with the all relevant requirements and regulations The avoidance of loading and transportation of materials and equipment during rush hours to avoid aggravating conditions on road in the construction area The installation of proper and sufficient traffic signs The proper supervision of drivers to ensure awareness and adherence to regulations PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 In case of Environmental Emergency situation, environment staf will immediately investigate to find out the cause and announce to Project manager The Contractor will immediately notify the Engineer who will instruct the Contractor as to the next course of action to take 4.18 Related to Public Health and Safety Rural roads and pathways often run parallel to the canals that will be traversed by the road project and construction of the bridges is expected to obstruct pedestrian and vehicular traffic Greater concern for public safety exists in areas with high pedestrian traffic such as those where schools are located near the project site To minimize threats to public safety, the following, but not limited to the following measures shall be undertaken: (a) The contractor should coordinate with the Peoples Committee of Dong Thap and organizations such as the Women’s Union, Organization of Communist Youth Union and elderly union prior to construction (b) Contractor should provide alternate route to divert traffic and pedestrian away from the construction site if local terrain will allow (c) If access is through the construction site, appropriate warning signs should be posted to inform the pedestrians and motorists that they are approaching a construction site, where to pass, the imposed speed limit, etc (d) The access corridor should be properly marked with temporary guard rails Barriers should be installed where pedestrians are not allowed entry In case of presence of overhead construction, passageways should be provided with overhead protection (e) The Contractor should coordinate with Peoples Committee in Dong Thap so safety traffic officer can be assigned in the construction area when needed 4.19 Public Consultation and Complaints Procedures Prior to beginning construction at any road section, the Contractors will conduct consultations with the local afected people to familiarize them with the work to be done, the predicted impacts, and the mitigation measures to be used Project Project Afected Persons (PAPs) will be identified and a schedule will be set by the Engineer for pre-construction consultation to be completed at least 28 days prior to start of construction 4.20 Contingency Provisions During construction, can produce the special circumstances, such as oil spills or toxic materials or other impacts arising from the operation of the project At that time, special environmental provisions can be applied by supervisor engineer or Environment/Safety Officer The contractor understands that the terms are so needed and pledged to comply with the requirements of supervisor engineer and Environment/Safety Officer 4.21 Procedure for resolving the emergency case 40/ 43 PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE CMDRCP / CW2C PACKAGE CW2C KM 18+200 – KM 23+450 The procedures needed to solve the case of environmental incidents occur whether a small case as chemical spills will also be of interest to consider seriously In the case of incidents on a case occurs, the Contractor will immediately notify the Consultant to take their instructions for the next act When the incident occurs, Contractor will comply with the instructions to remedy the situation When there is any environmental incidents, the environmental management staf will quickly investigate and consider the cause and submit to the Project Manager Then, notice of emergency will be submitted to the Consultant by the Contractor 4.22 General House Keeping All construction workplace by its very nature contains materials, equipment, tools and machines that must be clean and free of rubbish Flammable substances and hazardous materials requiring specific location and storage are used Dust scale, scrap metal and timber, waste liquids, etc are generated (a) Site Inspections The Contractor will conduct site inspection to ensure that house keeping to be in good manner While the inspection, not only the manner of waste disposal, also the condition of hazardous/chemical material storage will be checked (b) Pest Control The Contractor will conduct pest control in accordance with relevant legislation to maintain the health condition of personnel working for the project Pest control will be done once a half year and in case of necessary To perform the manual method or chemical to rule out other pathogens for public personnel, such as mosquitoes, flies If there is an outbreak in the region, absolutely follow the rules, measures which given by the authorities and medical center (c) General Waste Disposal - Waste material and rubbish will be removed from the job site areas, on continuous basis, as the job or the task proceeds - Rubbish bins will not be overfilled above the top lip, nor will any material protrude from the bin - Earth materials from excavation will be placed in a sack and properly piled After that, they will be removed to disposal place, accepted by local authorities - If have a large amounts of waste, contractors will perform treatment processing to ensure no impact on the environment (d) Site Cleaning With the previously mentioned procedures, Contractor will ensure the maximum Site Cleaning to be maintained through the construction period of the Project After construction, the contractor ensures that cleaning will be carried out throughout alignment (on roadway and waterway) In cooperation with local authorities to install full signs of the project ENVIRONMENTAL MANAGEMENT RECORDS/ACTIVITIES 5.1 Environmental Management Records by the Contractor The Contractor will prepare and maintain the records regarding the environmental as listed below: - Waste Disposal - Machine Licenses - Staf training records - Correspondences with authorities - Environmental complains - Person(s) responsible for the records and locations of the records The Contractor will conduct environmental monitoring to record the possible adverse and environmental impact during construction, as required under the relevant laws and regulations of the Socialist Republic of Vietnams, for the purpose of minimizing the environmental impact by utilizing acquainted data as indicator of Environmental condition Contractor will also continue monitoring after the construction period to obtain the Environmental Impact Clearance for the Project by proving the required restoration level of the Environmental conditions 5.2 Environmental Reports 5.2.1 Initial Report on Environmental After starting work, the contractor will conduct a baseline survey on the environment and conduct some necessary procedures These results will be stated in the initial report on the environment, include: o Certificate of exploit materials; o Method of material transportation o Certificate of quality control of construction machines; 42/ 43 PHUONG THANH -
