I Factors Affecting Human Resource Management Effectiveness in Tan Phu Electricity Company, Vietnam ABSTRACT Managing human resource effectively is one of the things that all companies hope However, how to manage human resource effectively is not easy at all due to the fact that not all companies can do, especially finding out factors affecting human resource management (HRM) as well as identifying the impact degree of factors affecting HRM of the company to propose practical solutions for HRM enhancement From these above ideas and for HRM enhancement in Tan Phu Electricity Company, the researcher chose the topic “Factors Affecting Human Resource Management Effectiveness in Tan Phu Electricity Company, Vietnam” This research topic solved four targets, in particularly: (1) identifying factors that might affect HRM effectiveness in Tan Phu Electricity Company (2) identifying factors really affectingHRM effectiveness in Tan Phu Electricity Company; (3) identifying the impact degree of factors affecting HRM effectiveness in Tan Phu Electricity Company; (4) proposing solutions for HRM effectiveness enhancement in Tan Phu Electricity Company The group factors can affect the efficiency of HRM in Tan Phu Electricity Company included: (1) Planning, recruiting, training and developing human resource, (2) Regimes and policies on salaries, bonus, welfare and treatment and (3) Working environment, (4) Professional development opportunities; (5) Motivation for working; (6) Business Culture To solve these four targets, the researcher carried out basic research steps such as learning and analyzing theoretical basis; surveying ideas of managers, employees of Tan Phu Electricity Company; finding out factors affecting the effectiveness of HRM in Tan Phu Electricity Company; using software SPSS 14.0 to analyze to find out factors really affecting effectiveness of HRM in Tan Phu Electricity Company; giving out practical solutions for HRM effectiveness in Tan Phu Electricity Company and so on All of these problems will be presented in the following five chapters Keywords: Human Resource, Human resource management, Effectiveness, Human Factors Affecting Human Resource Management Effectiveness in Tan Phu Electricity Company, Vietnam Chapter Introduction This chapter includes four sections: (1) research background and motivation, (2) research purpose, (3) research scope and limitations, and (4) definition of terms 1.1 Research Background and Motivation Electricity Branch is one of the most important industries in Viet Nam There are several reasons for this First, Electricity Branch has played an important role in the cause of socio-economic development, such as the contribution to hunger eradication and poverty reduction Second, Electricity Branch has increased the process of industrialization and modernization of Viet Nam In addition, Electricity Branch has ensured national defense and security Hence, the business of the Power branch is also regarded as the artery of the economy in Viet Nam On 22nd June 2006, Vietnam Electricity Branch officially shifted to a new stage of development with the approval of the pilot project that is forming Vietnam Electricity into a multi-sectors of modern industries with modern technology and management The members of the group include construction investment, production and trading electricity, public telecommunication, finance, banking, in which electro mechanics is the major business Vietnam Electricity has three main sections: electricity production, electricity transmission, and electricity distribution Tan Phu Electricity Company (Tan Phu Electricity as the former name) is one of the unit manufacturing and trading electricity, trading telecommunication directly under Ho Chi Minh City Power Corporation (a member of Viet Nam Electricity), Tan Phu Electricity Company was established on 01/07/1983, head office address is at: 42B Tran Hung Dao, Tan Son Nhi Ward, Tan Phu District, Ho Chi Minh City Tan Phu Electricity Company has 552 employees, including 141 female (rate of 25.5%) and 411 male (rate of 74.5%), and the organization consists of 12 Departments (Source: Personnel Department, 2010) As analysis above, the solutions to improve the efficiency of human resources management in Tan Phu Electricity Company are also the solutions to improve the efficiency of the groups of factors: Business Culture and Regimes and policies on salaries, bonus, welfare and treatment In which, the improvement of effectiveness of the group of Business Culture is most important Followings are some solutions to improve the efficiency of human resources management in Tan Phu Electricity Company 5.2.1 Building suitable Business Culture According to the theory presented in Chapter 2, the group of Business culture includes the following main elements: (1) business philosophy, (2) all employees show their fidelity; (3) the employee is allowed to be engaged in the management process, (4) beliefs in the development of the company and wish of a long-term association with the Company Therefore, solutions that the researcher provides to develop the suitable business culture so as to help raise the efficiency of human resource management are also the solutions to improve the efficiency of the factors mentioned above Building suitable business philosophy Business philosophy is the key element of the business culture, ruling feelings, thinking and behaviors of all members of the company and affecting the satisfaction of individuals in the company Therefore, the construction of a suitable business philosophy of the company contributes greatly to shaping the daily and long-term activities of the company, helping leaders and employees have efforts to follow that business philosophy Currently, Tan Phu Electricity Company is yet to build its own business philosophy In future, the company needs to build a business philosophy consistent with the particularities of the Company This will contribute to improving the efficiency of human resource management, thereby raising the efficiency of business operations of the company Creating conditions for employees to express their fidelity That the staff shows their fidelity for managers, leaders will contribute to a friendly and open atmosphere and mutual trust between managers, leaders and staff members This helps managers and leaders to easily identify mistakes in the policies, the jobs they offer, and fix these mistakes in the most suitable way Therefore, the leaders of the Tan Phu Electricity need to hear more opinions of employees, as well as creating atmosphere of frank discussion between leaders and employees in the company and so on This 48 will contribute to raising the efficiency of human resource management at the company Creating conditions for employees to participate in the management process That the staff is allowed to be involved in the management process will contribute to promoting democracy in the collective, and take advantage of many initiatives to attract more people to participate in solving difficulties Moreover, it also helps the employees feel to be paid with attention and respected by their leaders; thus making the employees work more enthusiastically Therefore, the leaders and the manager of Tan Phu Electricity Company must really take care of and enable the employees to participate in the process of managing the daily work, or participate in the proposing policies and the important solutions of the company as well as eliminating conservative and autocratic psychology in the management of leaders and managers This will contribute to improving the efficiency of human resources management at the company Creating belief and development of the company and wish of a long-term association with the company for the employees Belief in the development of the company will help employees with comfortable psychology, optimistic and have longterm dedication to the company Therefore, the leaders and managers of Tan Phu Electricity Company have to regularly offer workshops for employees to know the business performance of companies in the present moment, as well as understanding more about the development strategies and objectives of the company in the future, and popularize policies and regimes in favor of employees and so on Besides, it is necessary to create conditions for staff to be involved in planning strategies, policies with the aim of building their belief in the development of the company This will contribute to improve the efficiency of human resources management at the company 5.2.2 Building a reasonable and fair system of regimes and policies on salaries, bonus, welfare and treatment Building reasonable policies on salary That the company pays a satisfactory salary for employees means that the company recognizes properly their efforts, and also helps them have enough income to care for their lives This will help them feel secure in their work and have close and long-term dedication to the company In addition, it also helps the company attract talented people Therefore, the company 49 needs to build a reasonable policy on salary for the employees to avoid a bias among individuals However, Tan Phu Electricity Company is a state-owned company so the building a policy on salary will be met with difficulties Therefore the company needs to have proposals to the state authorities to solve these problems, as well as to further improving the basic salary in order to improve the efficiency of human resources management and motivation for sustainable development of the company Building reasonable and fair policies on recommendation and treatment The reasonable commendation and treatment for the employee will be the great spiritual motivation, making the employees work better and often have ideas to improve business management and also help increase income for the employees In addition, the satisfactory commendation and treatment also help the company attract talented people Therefore, the company should develop reasonable and fair policies on commendation and treatment for officials and employees in the company Besides, the formulation of policies on commendation and treatment should also meet requirements such as competition (bonus, compensation must be equal to other competing companies), flexibility (the reward, preferential treatment can be adjusted to suit each employee), update (rewards, preferential treatment should be adjusted promptly to changes such as inflation, workload, responsibility and so on) This will contribute to improving the efficiency of human resources management at the company Creating conditions for employees have amusement The amusement and recreation is a legitimate demand of employees after hard working hours, helping the employees re-create their labor and creating comfortable working spirit, enthusiasm, thus improving labor productivity and business efficiency Therefore, the company has to have plans to organize regular or periodical meetings and entertainment or tours for the employees on holidays This will contribute to improving the efficiency of human resources management at the company Building reasonable regimes on welfare The welfare regime will help employees feel secure in their work, while it also is a source of great spiritual motivation for the employees, expressing the attention of the leaders to the employees Therefore, the company should develop a reasonable regime on welfare, including the welfare regulated by the State and the welfare regulated by the company This will contribute to improving the efficiency of human resources management at the company 50 5.3 Implications This research has high applicability in practice, helping solve the urgent issues of Tan Phu Electricity Company at present and it is to find the real factors affecting the efficiency of human resources management at the company, thus giving solutions to improve the efficiency of human resources management However, due to limitations of time and other resources, researcher uses only quantitative research method and research subjects are just the leaders, managers and employees of Tan Phu Electricity Company, thus the analyzed and collected data is still limited In addition, the conclusions and solutions of this topic are only for the application in specific case of Tan Phu Electricity Company; if applied to other companies, there will be differences
