Second passage: I climbed downwards towards some trees giving some shelter, where I could rest for a few minutes and watch the sea. It was then that I saw the boat. It was tied up close to a small inlet where the land curved and the water was comparatively smooth. There was no mistaking the boat; it was theirs all right. The Greek they employed as crew was seated in the bows, with a fishing line over the side, but from his relaxed attitude the fishing did not seem to be serious, and I judged he was having a sleep. He was the only occupant of the boat. I glanced directly beneath me at the sand along the shore, and I saw there was a rough stone building, more or less ruined, built against the cliff-face, possibly used at one time as a shelter for sheep or goats.There was a big bag and a big basket lying by the entrance, and a coat. Mr and Mrs Stoll must have landed earlier from the boat and were now resting. Suddenly the person in the boat sat up, and winding in his line he moved to the back and stood there, watching the water. I saw something move, a form beneath the surface, and then the form itself emerged. Then it was hidden from me by the Greek bending to assist the swimmer, and my attention was diverted to the ruined shelter on the shore. Something was standing in the entrance. I say ‘something’ because, doubtless because of a trick of the light, it had at first the hairy appearance of a horse standing on its back legs. Legs and back were covered with hair, and then I realised it was Stoll himself, naked, his arms and chest as hairy as the rest of him. He came out into the sunlight and looked towards the boat, and then, as if well pleased with himself and his world, walked forward, up and down the beach before the ruined shelter with that curious movement I had noticed earlier in the village. A new law limits exploration to an area south of the southern end of the long coastline; production limits have been laid down ( though these have been raised ); and oil companies have not been allowed to employ more than a limited number of foreign workers. But the oil industry has a way of getting over such problem, and few people believe that the Government will be able to hold things back for long. As one Norwegian politician said last week: ‘we will soon be changed beyond all recognition’. Ever since the war, the Government has been carrying out a programme of development in the area north of the Arctic Circle. During the past few years this programme has had a great deal of success: Tromso has been built upinto a local capital with a university, a large hospital and a healthy industry. But the oil industry has already started to draw people south, and within a few years the whole northern policy could be in ruins. The effects of the development of the oil industry would not be limited to the north, however. With nearly 100- per-cent employment, everyone can see a situation developing in which the service industries and the tourist industry will lose most of their workers to the oil industry. Some smaller industries might even disappear altogether when it becomes cheaper to buy goods from abroad. The real argument over oil is its threat to the Norwegian way of life. Farmers and fishermen do not make up the majority of the population but they are an important part of it because Norwegians see in them many of the qualities that they regard with pride as assentially Norwegian.
