PEP project is designed to support implementation of specific priorities and activities identified in the following policy frameworks of Government of Vietnam: • The Comprehensive Poverty Reduction and Growth Strategy (CPRGS) and the Social Economic Development Plan 2006 - 2010; • The National Orientation Strategy for Sustainable Development (Vietnam Agenda 21); • The National Strategy on Environment Protection up to 2010 and Orientation to 2020 P E P p r o je c t d e v e lo p m e n t g o a l: The project on H arm onizing Poverty Reduction and Environm ental Goals in Policy and P la n n in g f o r Sustainable Development (in short PEP, for Poverty and Environment Project) has a goal to strengthen Government capacity to integrate environment and poverty reduction goals into policy frameworks for sustainable development T h e p r o je c t h a s th e f o llo w in g fiv e m a jo r e x p e c te d o u u ts: • O utput 1.1 Im proved knowledge and awareness w ith in governm ent and civil society o f barriers, ca p a citie s and op p ortu n ities for natural resource use and environm ental protection to contribute to national goals, targets and strategies for poverty reduction and sustainable development • O utput 1.2 S tren g th en ed institutional capacity to m onitor and report on poverty en v iro n m en t in d icators and o u tc o m e s, and use th o se data e ffe c tiv e ly • O utput 2.1 S tren g th en ed institutional m echanisms a n d capacity to integrate poverty reduction and environm ental concerns into d ev elo p m en t policy and p la n n in g fram ew orks - (i) across MONRE, MPI and sector Ministries; (ii) between MONRE and DONREs; and (iii) across Provincial departments • Output 2.2 Strengthened capacity in M O N R E to set strategic priorities and develop policy an d le g al instruments that encourage environmental protection and natural resource use and support poverty reduction and improved equality • Output 3.1 Strengthened institutional capacity of MONRE to coordinate donor support within a programmatic framework, regarding natural resource use and environmental protection, and links to poverty reduction S u p p o r t to s t r e n g vironm ent In dicators “ Support to Strengthen Institutional Capacity to M onitor P overty - Environm ent Indicators ” project that is one of the major important outputs under the project “H arm onizing P overty R eduction an d E nvironm ental Goals in P olicy an d P lann ing f o r Sustainable Development ” (Poverty and Environment Project (PEP) for short) will be built on the achievements o f State o f the Environment Reporting and the national monitoring network already established by the progressive development o f a single system of national indicators for keeping track of poverty - environment linkages The some outputs o f this project w ill support for output 2.1 o f PEP (S tren gth en ed in stitutional m echanism s a n d capacity to integrate poverty reduction a n d en vironm ental concerns into development policy and plan n in g fram eworks ) T he ou u ts o f the p roject w ill in clu d e a w ork plan, se r v ic e s to be p rovided by international and national consultants, including information reviews, meetings, program/project reviews, analytical reports, workshops, a capacity building plan, training materials and implementation o f capacity building
