Customer relation staff is focal points for marketing; receive using needs on products, services of BIDV from the customers Based on current status and credit needs of customer, Customer relation staff has responsibility to collect full information and necessary document to set up Credit proposal report - During the process to set up credit proposal report, Customer relation staff may discuss to ask for comments of Head/Deputy Head of Customer relation department regarding the suitable of loan amount for loan policy, current risk management policy of BIDV - After the accomplishment of credit proposal, customer relation staff submits to head/deputy customer relation department Head/Deputy Head of Customer relation department base on proposal report and relevant documents - Review for approval (agree/do not agree/ agree with conditions); - Or sign the control to submit to leaders in charge of Customer relation department in case of exceeding authority; - Or for the credit amount that should be assess risk, then sign for approval of credit proposal in the event agreement to convert to Risk management department (only apply at Main Operation Center for credit amount belong to risk approval authority of the Director of Risk Management Department) - Leaders in charge of Customer relation department Review for approval (agree/do not agree/ agree with conditions) and convert to Step or approval credit proposal to convert to risk management department for loan amount that needs to risk assessment 100 2nd step: Evaluate risk and approve credit - On the basis of approved credit proposal report content and proposed, risk management staff carry out the analyzing, reviewing and evaluate entire risk relating to credit amount mentioned at the report - Risk management staff sets up risk evaluation report, sign and submit to Head/Deputy Head of Risk Management Department for approval - Head/Deputy Head of risk management department review for approval or sign and submit Risk assessment report to authorized level for their approval together with credit proposal report for the case of exceeding risk approval authority - During compiling process of risk assessment report, Risk management staff may together discuss with Customer relation department to carry out the addition and accomplishment of credit proposal report content - Step of Risk assessment should be carried out independently by risk management department and with counter argument significance for the content of Credit proposal report, support to add information for authorization level in the going to credit issuance decision for customers 3rd step: Sign the contract - After receiving credit issuance approval, Customer relation staff will inform again to customer on approval content for credit issuance agree/do not agree/agree with conditions - In the event the customer agree loan conditions provided by the Bank, Customer relation staff carries out to select contract sample and compile credit contract, collateral contracts and other contracts (if any) Contracts should comply conditions of credit issuance approval and other relevant regulation of BIDV - The customer relation staff takes responsibility to take signature of customer representative and representative of the bank When all contracts 101 and loan document have been signs, stamped in full, customer relation office sends all documents to credit management department - Credit administration staff takes responsibility to compare information specified at credit approval, credit contract and collateral contract (if any) and other relevant document In case the data is not accurate, credit management staff discuss with Customer relation staff carry out to amend and adjust suitably - In the event all data are accurate, Credit administration staff carry out to input credit data to submit to Head/Deputy Head of credit management Department for their approval Then entire document, original contract and relevant documents are kept safely, scientifically 4th step: Disbursement/issuance of letter of guarantee - Customer relation staff receive, check contents, the characteristics of disbursement documents/ guarantee issuance document and set up disbursement / guarantee issuance proposal (for loan by amount/ Loan to invest to project time that conditions, foundations and disbursement form are mentioned concretely in credit proposal report, it is not necessary to set up disbursement proposal and in case of guarantee by amount, it is not necessary to set guarantee issuance proposal) - Customer relation staff compose letter of guarantee /guarantee contract to submit to leader of customer relation department/ leader of project support/ Leader of Transaction Department (Leaders of Customer Relation Department at the Main Operation Center) sign initially to control and send entire documents to credit administration department to carry out next steps - Credit management department checks the sufficient of disbursement /guarantee issuance documents, credit level of customer, conditions and having comments on disbursement /guarantee issuance proposal or set up Statement for disbursement approval for loan by amount/ loan for disbursement investment project, set up guarantee approval statement for 102 guarantee by amount to submit to authorized level for their approval - Based on disbursement /guarantee issuance proposal of Customer relation department (or the Statement to approve for disbursement statement/ guarantee request statement of Credit management Department) and document to request for guarantee, authorized level approval for disbursement/ guarantee issuance and review and giving decision: Approve for agreement/ request to accomplish document/Refuse - Credit management department receive disbursement document/ guarantee document which have been approved by authorized level to carry out disbursement / guarantee issuance and keep documents by regulations 5th step: Process arisen issue during loan process, guarantee and debt collecting, interests, charges - Before the due date of loan collecting, Credit administration staff has responsibility to print out list of debt amount to send to customer relation department for control - Customer relation staff checks the content of list of due debt amounts by list with information on the system and relating loan documents Then depending on features of each due date loan amounts to carry out the compile of Due Debt Notice to submit to Head/Deputy of Customer relation department for their approval and send to Customers - In case the Customer really meets difficulties in payment on due date by agreement, customer relation staff may consider to possibility to set up proposal report for restructure of payment time and submit for approval by decision - In case the credit amount has been return in full, Customer relation staff coordinates with Credit administration staff to complete credit document Amendment, adjust credit - Based on actual situation and requirement of customers arisen during credit contract/document establishment process, capital withdrawal process, 103 checking process after loaning Customer relation staff may review the establishment of credit amendment report (to be one type of short term credit proposal report) - Content of credit amendment proposal may be debt extension, admen of payment terms, change the interest rate, changing collateral assets, change of other loan conditions, - Process to establish, approval of credit amendment proposal applied by approval procedure of credit proposal report Process overdue debt collection - Customer relation department inform by official letter to customer immediately after there is arisen overdue debt; checking and analyzing overdue debt reason, at the same time continue follow up the customers to pay overdue debts and proposal method to process overdue debts to submit to authorize level for their approval - Risk management department coordinate and support Customer relation staff in the checking, analyzing reason and propose methods to process overdue debts; monitor Customer relation department during the process to carry out processing method which have been approved by authorized level - Credit management department takes responsibility regularly to inform about overdue status of customer for Customer relation department; coordinate with Customer relation department to check, compare of original debts, interest, fees, charge to fine overdue debts - Customer service department carries out overdue debt accounting steps by Direction of Customer Relation Department Process when they have to pay debt on behalf to carry out guaranteed responsibility Staff of Customer Relation Department checks conditions to ask for payment in guarantee in comparison to evidence that beneficiary of guarantee provides 104 - In case the guaranteed person violate guaranteed duties according to regulation terms at Letter of Guarantee / Guarantee Contract Customer relation department set up the proposal statement to deny the debt payment on be haft to submit to Transaction Department, Customer Relation department for their approval, compile of Notice to deny payment on be haft to submit for signature to answer to customers - In the event the guaranteed person violates guaranteed responsibility by regulated terms and provision at Letter of Guarantee /Guarantee contract Customer relation department compile Notice to request customer to pay for beneficiary partner to guarantee Up to payment term the customer has not carry out the payment responsibility arisen Customer relation department submit to customer relation Director for processing methods 6th step: Liquidation of the contract - Liquidation of loaned contract Customer relation department coordinate with Credit management Department , Customer services check, compare of original debts, interest, fees, charge to complete credit document, settle guarantee contracts, liquidate contract (if any) Customer relation department keep settled credit documents Liquidation of guaranteed contract o In case Letter of Guarantee / guarantee contract has identified expiry date, credit management department automatically release above mentioned guarantee on TF and convert the document for leader for their checking and approve the settlement o In case letter of guarantee / guarantee contract with terms is invalid or expire before duration which has been identified in Letters of Guarantee, guarantee contract, Customer relation department set up proposal on guarantee liquidation in attachment with relevant documents to credit administration department This department will carry out the collecting of 105 remaining fee (if any) and liquidate guaranteed on TF, print out draft to submit to Leaders of Department, submit to authorized level for their approval, leaders of Department/Bard approve the fees/charge collecting (if any) and release guarantee on TF Retails credit procedure For credit issuance amount that should going through risk evaluation, carry out such as credit procedure for enterprise customers For credit amount which has not gone through risk evaluation, retails credit procedure comprising 05 following steps 1st step: Marketing, guidance of customer to set up report on credit proposal Customer relation staff of the affiliate does marketing, guidance of staff to set up credit documents: Do the marketing on banking service products: To catch needs, demands, conditions of the customers to consult for the customers most suitable product Guide the customer to accomplish loan documents in details and in full Set up credit proposal report After the evaluation of customer document on the basis: Document on customer information’s, document to prove financial capacity; credit relation history (if any), guaranteed assets, production project/method, business (if any) Staff of customer relation sets up credit proposal report to submit to authorized level for approval 2nd step: To submit to authorized level for reviewing, approval of credit issuance - Staff of customer service department submit to head/deputy head of Customer relation department , Head/Deputy of Customer relation department based on proposal report and relevant document to: 106 review (agree/do not agree/agree with conditions) and convert to step 3; Or sign to control leaders and submit to leader in charge at Customer relation department in case of exceeding authority; - Leaders in charge of Customer relation department review (agree/do not agree/agree with conditions) and convert to step 3rd step: Sign contract, disbursement to sign contract - After receiving credit issuance approval, customer relation staff inform to customer on approval content for credit issuance agree/do not agree/ agree with conditions; - In the event the customer accept loan condition that the bank issues, staff gives, customer relation staff carry out select suitable contract sample and compile credit contract, collateral contract, and other contracts (if any) The contracts should complies conditions for credit approval and other relevant conditions of BIDV; - The customer relation staff takes responsibility to take signature of customer representative and representative of the bank Submit, approve the disbursement The customer relation staff checks, evaluate proposal documents of the customers If it is suitable to regulations as well as credit approval conditions The customer relation staff guides customers set up disbursement document and submit to authorize level for their approval For the case of time disbursement and first time disbursement, the guidance for customer to set up disbursement documents and submit to authorized level to sign for disbursement approval, it is possible to carry out simultaneously with contract signing 3rd step: Update information into the system, disbursement and achieve documents - When all Contract, documents, loan documents and disbursement has 107 been signed, stamped in full, customer relation staff send all documents to credit administration department - The customer relation staff takes responsibility to compare to information specified at credit approval, credit contract and collateral contract (if any) and relevant documents In case the data is not accurate, customer relation staff discusses again with customer relation staff to carry out and amend suitably - In the event every data is accurate, credit administration staff carries out to input data to submit to Head/Deputy Head of Credit administration department for approval After that, entire documents, original contract and relevant paper have been kept safety, scientifically At the same time Credit administration staff convey disbursement document to customer service department -
