xà hội năm tới (2006-2010), mục tiêu đặt tốc độ tăng tổng sản phẩm nước (GDP) đạt bình quân 7.58%/năm GDP tới năm 2010 đạt khoảng 1,760 ngàn tỷ đồng, tương đương 9498 tỷ USD GDP bình quân đầu người đạt 1,050-1,100 Đi đôi với phát triển mạnh mẽ kinh tế xà hội, vấn đề sử dụng lượng quan tâm đặc biệt, lượng đầu vào cho lĩnh vực, trình hoạt động Hệ thống điện hệ thống quan trọng hệ thống lượng quốc gia Điện sản phẩm đặc biệt kinh tế quốc dân, có vai trò to lớn đời sống nhân dân đầu vào nhiều ngành kinh tế khác Điện loại hàng hoá đặc biệt, không giống loại sản phẩm khác cất vào kho hay để dành Điện sản xuất phải tiêu thụ không bị tiêu hao gây lÃng phí tiền Mỗi quốc gia có sách khác nhằm hạn chế tối đa việc sử dụng lÃng phí loại hàng hóa Bởi lý kWh điện bị chi phối nhiều yếu tố vốn đầu tư lớn, phụ thuộc vào thời tiết nguồn lượng sơ cấp (than, dầu, khí, ) Bên cạnh đó, nhu cầu điện tình trạng bị tải so với khả cung cấp Đối với nước ta, Nhà nước ngành Điện đà tích cực tìm kiếm hội giải pháp cho công tác đầu tư, xây dựng nguồn điện để đáp ứng cho nhu cầu điện tăng nhanh Tuy nhiên, công trình điện có qui mô vốn đầu tư lớn, thời gian xây dựng lâu Việt Nam hoàn cảnh nước phát triển, thiếu vốn đầu tư, trình độ khoa học công nghệ thấp Nhu cầu điện tăng trưởng cao 14-15%/năm, khả đáp ứng kinh tế thấp nên vấn đề thiếu lượng rủi ro tiềm ẩn Hơn nữa, lượng điện phụ thuộc tới 56% vào thuỷ điện có tác động không nhỏ tới độ an toàn khả cung cấp lượng điện Hậu việc không đáp ứng đủ nhu cầu điện cản trở tăng trưởng kinh tế Bởi đáp ứng cho nhu cầu tương lai cách hợp lý hiệu toán quan tâm đặc biệt Hiện nay, qui mô hệ thống điện Việt Nam ngày lớn phức tạp tương lai Bên cạnh việc xây dựng hàng loạt công trình điện, củng cố chất lượng qui mô phân phối, ngành điện phát triển theo hướng phù hợp víi xu thÕ héi nhËp kinh tÕ qc tÕ vµ khu vực đất nước Trong tương lai, thị trường điện ngày lớn mạnh hơn, dự kiến thành lập tập đoàn Điện lực để củng cố phát triển ngành điện nói riêng góp phần phát triển kinh tế chung nước Xuất phát từ thực tế luận văn chọn đề tài Nghiên cứu nâng cao hiệu sử dụng nguồn điện Luận văn không đặt mục tiêu xây dựng phương pháp khác để giải toán qui hoạch phát triển hệ thống điện mà vận dụng mô hình toán tối ưu hoá hệ thống điện để giải toán tối ưu phát triển hệ thống điện Việt Nam giai đoạn đến năm 2020 Trên sở kết thu phân tích, đánh giá hiệu kinh tế - xà hội nguồn điện hệ thống điện nhằm tìm hiểu làm rõ yếu tố ảnh hưởng đến hiệu sử dụng thực tế nguồn điện tương lai Qua nghiên cứu đề xuất hướng nâng cao hiệu sử dụng nguồn điện Luận văn tập trung vào nội dung sau: a) Tìm hiểu lý thuyết chung lập luận hiệu sử dụng hiệu nguồn điện Nghiên cứu nắm bắt phương pháp, mô hình tính toán tối ưu phát triển hệ thống điện b) Tìm hiểu tổng quan trạng xu hướng phát triển hệ thống điện Việt Nam Tính toán tối ưu phát triển hệ thống điện Việt Nam có xét đến đặc tính nguồn phát đường dây truyền tải giai đoạn đến năm 2020 c) Đánh giá hiệu kinh tế - xà hội nguồn điện hệ thống d) Trên sở kết thu tiến hành tổng hợp, phân tích, đánh giá vai trò nguồn điện, đề xuất số giải pháp mang tính định hướng nhằm nâng cao hiệu sử dụng nguồn điện bối cảnh tương lai Mục đích nghiên cứu luận văn Hệ thống điện hệ thống phức tạp không đặc thù sản phẩm điện mà phương thức vận hành đặc biệt hệ thống Việc sử dụng nguồn điện cho hợp lý nhằm tối thiểu hoá chi phí vận hành mà đáp ứng nhu cầu tiêu thụ vấn đề cần giải vận hành kinh tế hệ thống điện Mục đích nghiên cứu luận văn tìm hiểu phương pháp mô hình tối ưu phát triển hệ thống điện ứng dụng vào tính toán tối ưu phát triển hệ thống điện Việt Nam giai đoạn 2015 2020 Tổng hợp kết phân tích hiệu sử dụng nguồn điện hệ thống điện nghiên cứu đề xuất số giải pháp mang tính định hướng nhằm nâng cao hiệu sử dụng nguồn điện bối cảnh xu phát triển tương lai Đối tượng, phạm vi phương pháp nghiên cứu Đối tượng phạm vi nghiên cứu luận văn hệ thống điện Việt Nam với nguồn thuỷ điện, nhiệt điện đà phê duyệt theo tổng sơ đồ Phương pháp nghiên cứu luận văn nghiên cứu tài liệu, thu thập số liệu vận dụng lý thuyết toán qui hoạch tuyến tính để tính toán tối ưu phát triển hệ thống điện có xét đến đặc tính nguồn phát đường dây truyền tải Trên sở kết thu tiến hành phân tích đánh giá hiệu kinh tế-xà hội nguồn điện nhằm tìm hiểu đề xuất giải pháp nâng cao hiệu sử dụng bối cảnh xu hướng phát triển tương lai Tôi xin trân trọng cảm ơn thầy giáo PGS.TS Trần Trọng Phúc đà tận tình hướng dẫn, giúp đỡ hoàn thành luận văn Tôi xin chân thành cảm ơn gia đình tôi, bạn bè đồng nghiệp đà khích lệ, động viên, giúp đỡ suốt trình thực luận văn Chương Lý thuyết chung hiệu sử dụng hiệu nguồn điện 1.1 Hiệu nguồn điện 1.1.1 Đặt vấn đề Chúng ta biết điện nguồn lượng quan trọng đời sống sinh hoạt người dân nói riêng đời sống kinh tế xà hội nói chung Đặc biệt đời sống ngày nâng cao nhu cầu sử dụng lượng nói chung lượng điện nói riêng lại cao Điện dạng lượng đặc biệt quan trọng kinh tế quốc dân, đóng vai trò ngành công nghiệp then chốt Ngành công nghiệp điện ý nghĩa quan trọng cho ngành công nghiệp khác mà với tất ngành kinh tế đóng góp phần cho GDP quốc gia, góp phần giải vấn đề thuộc kinh tế-xà hội, môi trường an ninh quốc phòng 1.1.2 Hiệu đánh giá hiệu kinh tế - xà hội nguồn điện Nhận định chung hiệu người ta xem xét đến vấn đề nguồn lực có sử dụng tối đa không hay nguồn lực bị tiêu phí? Hiệu nghĩa không lÃng phí Khi ta xem xét dựa khan nguồn lực cho sản xuất, sản xuất hiệu cho phép sản xuất tối đa loại hàng hóa theo nhu cầu thị trường đồng thời sử dụng đầy đủ lực sản xuất Hiệu kinh tế mối quan tâm đặc biệt khoa häc nghiªn cøu vỊ kinh tÕ cịng nh­ ®êi sèng kinh tÕ-x· héi nãi chung Sù tháa m·n tối đa số lượng, chất lượng hàng hóa theo nhu cầu thị trường giới hạn lực sản xuất cho
