Media as Partners Suggestions for a process-oriented Media Concept Phong Nha-Ke Bang, Vietnam Dr Thora Amend Michael Netzhammer for: German Federal Ministry for Economic Cooperation and Development (BMZ) May 2009 Summary In August 2008, BMZ raised the idea to develop a scheme for media accompaniment in the outstanding region of Phong Nha-Ke Bang, Central Vietnam, highlighting the enormous potential of the region for conservation and for development, based on the sustainable use of natural resources In March 2009, the decision was taken to carry out a mission and come up with concrete ideas until the end of April To this end, GTZ on behalf of BMZ contracted a journalist (Michael Netzhammer) and a specialist for development-oriented nature conservation (Dr Thora Amend) to develop a concept for process oriented media work In order to support the conservation efforts of the Vietnamese government for the Phong Nha-Ke Bang World Natural Heritage Site, several German organizations engage in the region: Cologne Zoo (CZ) and Zoological Society of Frankfurt (ZGF) mainly for research and protection within the Park borders; DED, GTZ and KfW for conservation and development efforts in the Park and its buffer zone The region thus presents very favourable conditions for the design and implementation for a process oriented media and communications concept The goals for the present media concept have been defined by GTZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) as follows: to sensitize the Vietnamese and German public for the need of action for biodiversity conservation, using the example of the Phong Nha-Ke Bang National Park and World Natural Heritage Site; to highlight the Vietnamese-German partnership in the context of the 35th anniversary of the diplomatic relationships of both countries; to illustrate the ways and means of different German development organizations and research institutions, coordinating their efforts in close cooperation with their Vietnamese partners, in order to jointly protect the outstanding values of the Phong Nha-Ke Bang region In developing the media concept, the BMZ requested the consultants to not only come up with an agreed upon concept, discussed with all relevant stakeholders (esp Vietnamese organizations of importance for the Park administration and regional development, as well as the German institutions KfW, GTZ, DED, CZ and FZS, and Goethe Institute / Embassy, additionally involving media (such as Deutsche Welle and ARTE / Geo), but also wished to see proposals for first concrete actions to be taken The time available to develop the concept paper, design a strategy, propose practical actions and coordinate the steps with all stakeholders was very limited Consequently, parts of the proposed concept will need further maturing Especially the different actions will need a good follow up and potentially an external coaching, since local capacities in media / communication work are still rather incipient These recommendations would also be strongly supported by the Vietnamese side, in particular with regards to such delicate issues like developing a visual identity/ corporate design for the park region, the use of logos of the different institutions involved, etc Towards the end of the mission, a short workshop was organised to present the results and discuss them with relevant stakeholders The consultants´ ideas and suggestions were welcomed by the Vietnamese partners However, according to the perception of the consultants, these will require further “digestion” and consolidation, since some of the concepts and conclusions presented, still seem rather new to the national partners For common understanding, the consultants propose to develop all communication actions on three basic pillars or corner stones of a “strategic triangle” of the region of Phon Nha-Ke Bang: Development Conservation Research All actions taken and media / communication processes and products defined aim at integrating development and conservation actions in the region, thus leading to a closer internal and external convergence / harmonization of players / organizations A first road map for the implementation of proposed steps (focussing on products and processes) was elaborated together with Vietnamese and international partners Some practical activities were proposed by the mission, several of which discussed during the seminar (see list in Annex of report, as well as PowerPoint presentation file) It was understood by all partner institutions during the seminar, that developing the concept further, as well as preparing and implementing the various activities, will require the involvement and participation of both Vietnamese and German institutions, and the mobilisation of not only German media (TV, film, newspapers, magazines etc.), but also Vietnamese ones The proposed practical activities reflect this approach The vivid discussions with representatives of local, regional and international representatives and the very preliminary review of limitations with regards to staff, finance, as well as technical skills led to a prioritization of activities Participants agreed upon three concrete products to be developed within the next few months: exercise books / writing pads for school children (resp Park administration, with external support) Exhibition in form of panels, in which different topics/issues can be presented, such as biodiversity, geological and cultural values of the region, income generation for locals i.e via sustainable tourism or scientific research / rescue work (under the potential lead of PPMU, together with their German partners and other relevant organizations, contributing to the exhibition with photos, maps, info, etc.) Both above mentioned products could be produced in a relatively short time span Approximate cost estimates are available (see report) The production of a photo-text brochure about the park and/or another one in the multi-media series “Sustainability has many Faces” was proposed and seen as an interesting option, directed mainly to German public and international visitors These alternatives, however, will require more time and a higher budget Considering the challenges but also the opportunities for the conservation of the outstanding values of the Phong Nha-ke Bang World Heritage Site, the mission strongly recommends BMZ, to look into the option of allocating more means (personal and financial resources) for the development of the different activities and processes Especially when seeing the chances of promoting the Phong Nha-Ke Bang cooperation in the context of the upcoming celebrations of the 35th anniversary of the German-Vietnamese diplomatic relations, decisions should be taken soon In the year to come, it might also be an interesting option, to include a CIM-expert for press / media work and the (participatory) elaboration of educational materials for the Phong Nha-Ke Bang region, to work in coordination with local / national partners, journalists and the GTZ-office in Hanoi (media adjunct), as well as in the context of the UN-Decade “Education for Sustainable Development” (2005 – 2014) Other important communications opportunities include:  the UN-Year of Biodiversity (2010),  the 10th Anniversary of the International Biodiversity-Day (always carried out in close cooperation of GEO and GTZ, in which the PNKB National Park could be selected as one of 20 sites around the world to host B-day)  International Youth Summit (“Go4BioDiv”), with the potential participation of two young adults from PNKB region, to travel to Japan (COP 10 of Convention on Biological Diversity in October 2010) and present the ideas for sustainable development together with other youth to the world leaders and media representatives Additionally, the mission recommends looking at the option of redefining the already existing partnership with the German National Park Bavarian Forest In the context of the International Wilderness Camp, amongst other traditional housings from all parts of the world, also a Vietnamese longhouse was erected Many education initiatives are carried out in this little global village, which has won the recognition of the UNESCO as an outstanding project and was built in close cooperation with German Development Cooperation projects in different countries The original Vietnamese partner was identified as Tam Dao National Park However, since the German project support will soon be running out for Tam Dao, Phong Nha-ke Bang might be a good option to be included into this partnership for joint learning Apart from offering good entry points for media and communication work between Germany and Vietnam, the chance of building a strong partnership between the two protected areas could also offer (free) training and exchange possibilities for the Vietnamese partners with the German side (park personnel, environmental education, management experience) Last, but not least: the consultants would like to thank all persons and institutions who Partners and Contact Details 39 List of Abbreviations 42 Fotos 43 Introduction Phong Nha-Ke Bang: a World Heritage Site The Phong Nha-Ke Bang region comprises outstanding natural values It was therefore declared a National Park by the Vietnamese Government in 2001, and recognized as a World Natural Heritage Site by UNESCO in 2003, based on its geological and morphological features with extensive cave systems and karst manifestations Originally the park area consisted of about 85.000 ha, in 2008 its total surface has been enlarged to about 125.000 consisting mainly of forest areas The surrounding is distributed in three districts 13 communes and it comprises an area of around 225,000 hectares The entire area has a population of about 55.000 persons The natural values of the park are outstanding: In addition to being the largest connected limestone mountain range in Southeast Asia, the karst formations of the region range amongst the oldest and most important areas in Asia – in these very days, an expedition of British explorers seems to have discovered the world’s largest cave within the park limits In terms of biodiversity, the Park has been recognized scientifically as one of the 200 globally most important eco-regions Its extraordinary biodiversity is characterized by a high degree of endemism In terms of “bio-cultural values” the Park also has to offer treasures, many of which have not yet been documented or scientifically explored due to their remoteness and inaccessibility: near the Laotian boundary, presumably four of the 54 Vietnamese minorities seem to have maintained their traditional way of living (i.e part of the Rukh community still live in close relationship with the surrounding caves) This should be respected as an important cultural value and part of the identity of Vietnam All of these geological, biodiversity and cultural elements are of outstanding value for the Region, for Vietnam and for the World Community They must be maintained and conserved for coming generations However, these treasures are under severe threats, primarily resulting from poaching and illegal logging The main reason for this is to be encountered in the severe poverty of the population living in the surrounding areas of the National Park Almost half of the population lives below the national poverty line, making Quang Binh province one of the poorest regions in Vietnam There are thirteen rural communes with approximately 65,000 residents living in the Park´s buffer zone Their livelihoods are based mainly on agriculture Possibilities to improve production are limited, since the soil is not very fertile and water supply is limited Because of the lack of alternative sources of income, the population depends largely on the existing forest resources Due to its size and the complex topography, the area is very difficult to protect Tourism is developing in a mostly un-directed way which poses an additional risk to the fragile ecosystems To support the Vietnamese counterparts in their protection-efforts for the park, different German organizations get involved On the one hand, NGOs like Cologne Zoo and Zoological Society of Frankfurt have a long standing presence in carrying out research and protection initiatives, on the other hand, various organizations of the development cooperation act on behalf of the German Ministry (BMZ), such as: DED - Deutscher Entwicklungsdienst, GTZ - German Technical Cooperation, and KfW Development Bank In this joint effort, German and Vietnamese partners build their strategy on three corner-stones, essential for the long-term conservation of the outstanding Phong Nha-Ke Bang area: “research”, “protection & restoration” and “development” Each of these three focal points depends on the success of the other two, implying, that none of the organizations on their own could successfully protect the park from its multiple threats on a long run In practice, Cologne Zoo and Zoological Society of Frankfurt together with the National Park Administration focus on research, protection and restoration They concentrate their work on the area within the park boundaries, where they scientifically explore and investigate plants and animal species, but also aim at rescuing confiscated or injured animals caught in traps Their work covers important aspects of biodiversity conservation and exploration of the park since many species are yet to be discovered In past years, their fundamental research has led to the discovery of several unknown species The publication of this knowledge is an important aspect for awarenessraising in locals, as well as on a regional and national level with regards to the values of nature The publication of these scientific findings also plays an important role for the increasing influx of international researchers and touristic visitors DED, GTZ, KfW on the other hand, as German Development Organizations concentrate their efforts on the park management and the buffer zone development There are two main goals to reach Firstly, they have to help their Vietnamese partners to develop income generating alternatives to lower the pressure towards the park Secondly, the weak law enforcement has to be improved and the management capacities strengthened Despite its obvious biodiversity importance, due to the lack of law enforcement the Park has not yet been inscribed into the World Heritage Site List under criterion IV for its biodiversity values Objectives of the Mission: development of a media concept The goals for like to see proposals for first concrete actions to be taken Schedule and Procedure The mission started on a very short notice The consultants left to Hanoi, having had only five days to prepare the trip Despite that, a first media analysis was carried out, which is part of the present concept paper In Vietnam, the consultants spoke with all relevant stakeholders (esp Vietnamese partners: the Provincial People’s Committee (PPC) of Quang Binh Province, the Provincial Project Management Unit (PPMU), and the Phong Nha-Ke Bang National Park Management Board (DPMU) In addition to that, they frequently consulted with German Development agencies (DED, GTZ, KfW) The Goethe Institute, as well as German Nature- and Research Organizations (Cologne Zoo and Frankfurt Zoological Society, including volunteer of the BMZ-coordinated Media strategy: guiding questions Missions´ recommendations for Steps to be taken in the Phon Nha-Ke Bang region Frame setting  Media analyses with regards to Park region o review media on a local / regional / national / international scale:  Which media are used to communicate Park-related information – print/audio/film/internet…?  Which style (travel journalism, scientific, adventure / individual, official ?)  Which journalists have knowledge of the area / shown interest and could form part of a “core group” of media contacts?  Which media seem strategically important for conservation & development in the Park region to be included in a media / communication concept?  What would be an appropriate way of getting them involved?  Media analyses and target groups o review media imperatives in target groups (i.e page openings, reading / viewing / listening habits - time / days) o for media selection, take into account qualitative, subjective criteria of target groups (reputation of certain media, credibility of individual journalists, o select medium according to required objective / target group (tone, atmosphere, excitement, prestige, leadership, believability, impact) o document results of analyses (i.e media schedules in tabular form for each target audience, media category and combination) Designing communication initiatives  Target audience and objectives o define geographic scope, audience groups and objectives o develop appropriate messages  Media selection and procedure o Identify media categories which Briefing Sheet for Journalists (in German) compiled for the ARTE / GEO Film crew (Therese Engels), to be visiting the Phong Nha-Ke Bang region in July 2009 Deutsch-vietnamesische Zusammenarbeit im Phong Nha-Ke Bang Nationalpark Vorbemerkung Der Phong Nha-Ke Bang Nationalpark ist ein einzigartiges Weltnaturerbe und wurde als solches von der UNESCO anerkannt Es muss den nachfolgenden Generationen erhalten bleiben Daran wirken neben vietnamesischen Institutionen auch deutsche Organisationen mit Die Zielsetzung der deutschen Organisationen vor Ort richtet sich an drei sich ergänzenden Eckpunkten aus: an der„Forschung“, am „Naturerhalt“ und an „Entwicklung“ Um die Vielfalt zu erhalten und diese erforschen zu können, muss das Gebiet dauerhaft geschützt werden Denn der Park ist vielfältigen Bedrohungen ausgesetzt So werden Edelhölzer eingeschlagen und viele Tierarten im Park gejagt Diese Bedrohungen sind menschengemacht Ein Grund ist die gravierende Armut unter den 60.000 in der Pufferzone des Parks lebenden Menschen Da sie von der Landwirtschaft allein nicht leben können, schlagen sie im Nationalpark illegal Holz ein und wildern Um den Druck vom Schutzgebiet zu nehmen, muss die Lage der Menschen verbessert, gleichzeitig aber auch der Schutz des Parks intensiviert werden Mit dieser Aufgabe sind auf deutscher Seite die drei Durchführungsorganisationen DED, GTZ und KfW beauftragt Die Entwicklungszusammenarbeit ist somit eine logische Ergänzung zu den Aktivitäten des Kölner Zoos und der Zoologischen Gesellschaft Frankfurts, die sich ihrerseits auf die Erforschung, den Schutz und Maßnahmen zur Restauration des Parks konzentrieren Nur wenn beide – Entwicklungsorganisationen wie Naturschutzinstitutionen – gemeinsam mit den vietnamesischen Partnern agieren, kann der Park nachhaltig geschützt werden Die Entwicklung des Parks und der Pufferzone verlangt intensiven Personaleinsatz, aber auch massive Investitionen, sei es für Infrastrukturaufbau, die Schulung und Ausrüstung der Ranger oder für die Bekämpfung der Armut im Umfeld des Schutzgebietes Im Gegensatz zu NGOs, die aus finanziellen Gründen eher kleinere Pilotprojekte durchführen können, sind die deutschen Entwicklungsorganisationen in der Lage, mit ihren Aktivitäten in relativ kurzer Zeit sehr viele im und um den Park lebende Menschen zu erreichen Die Aktivitäten von GTZ und KfW haben erst begonnen Es gibt jedoch praktische Beispiele, an denen die Arbeit der deutschen Entwicklungsorganisationen auch filmisch aufgezeigt werden kann Aktivitäten der Entwicklungszusammenarbeit - Antoni Tielens vom DED ist massgeblich an der vorbereitung und Erstellung einer partizipativen landnuztzungsplanung beteiligt, die im Rahmen des Randzonenentwicklungsplanes eine wesnetliche grundlage fuer weitere Aktivitaeten sein wird Wie ein solcher partizipativer Prozess der Landnutzungsplanung funktioniert, kann evtl im Juli aufgezeigt, ein Meeting des Dorfs gefilmt, die Bewohner nach ihren Bedürfnissen gefragt werden (Antoni Tielens wird wahrscheinlich Vietnam Ende Juli verlassen – stünde jedoch in der Zeit davor für Begleitung / Information zur Verfügung) - Die GTZ hat die Entwicklung und den Aufbau eines Eco-Trails in enger Zusammenarbeit mit dem DED finanziert und umgesetzt Dazu gehörte auch die Schulung von Wächtern und Führern, die Besucher durch den Trail begleiten Der Trail liegt in der Nähe des Dorfes Chay Lap Der Eco-Trail bietet zahlreiche Aufhänger für einen Film So hat ein Wachmann des Parks früher im Wald illegal Holz eingeschlagen und gewildert und tut dies Dank des Einkommens heute nicht mehr In Chay Lap selbst ist ein Home Stay mit finanzieller Unterstützung von Counterpart International (CPI) errichtet worden, eine Mischung aus Jugendherberge und Pension, betrieben von Menschen vor Ort, der gute filmische Motive bietet Die Erfahrungen des „community eco-tourism project“ werden der deutschen Entwicklungszusammenarbeit dienen, um ähnliche kleine Initiativen zur Einkommens-Schaffung in den kommenden Jahren in vielen anderen Dörfern der Region um den Phong Nha-Ke Bang Park herum anzuregen (Antoni Tielens könnte begleiten / erläutern und den Kontakt zu CPI herstellen) - Die GTZ war eine der ersten internationalen Entwicklungsinstitutionen, die in der Region tätig wurden zunächst ab 1996 im Rahmen des Projekts Ernährungssicherung, seit 2004 im Rahmen des Projekts Sustainable Management of Natural Resources in Central Vietnam Dieses Projekt läuft 2010 aus, Methoden wie die Landnutzungsplanung und Vorgehensweisen sollen aber in der Pufferzone des Phong Kha Na Bang-Nationalparks durch die GTZ fortgeführt werden Deshalb können die praktischen Ergebnisse des Projekts Sustainable Management of Natural Resources als Beispiel dienen Ohnehin liegen fünf Kommunen des Projekts in der Erweiterungszone des Nationalparks Vor dem Hintergrund geringer Landbau-Flächen, die den Menschen zur Verfügung stehen, zielt das Projekt auf die Einführung von Cash Crops und nachhaltige Forstnutzung ab So wurden Farmer in der Bienenzucht geschult, in der Herstellung von Seide, dem Anbau von Pfeffer, Pilzen und Kautschukbäumen Einige dieser Bauern und ihre Familien können interviewt, ihre Arbeitsweisen gefilmt, ihre soziale Lage nachgezeichnet werden (Der Projektleiter Hans-Jürgen Wiemer steht im Vorfeld bis Mitte Juni für Fragen zur Verfügung und arrangiert gegebenenfalls Recherchen vor Ort Eventuelle Filmaufnahmen können Projektmitarbeiter begleiten Er empfiehlt, für einige Tage Mr Tuong zu engagieren, der als Consultant für das Projekt arbeitet, die Gegend exzellent kennt und gute Verbindungen besitzt; tuong.tranghieu@yahoo.com, Handy: 0084 9120 98422) - Ein wichtiger Aspekt zum Schutz des Parks ist ein nachhaltiges Tourismuskonzept innerhalb und außerhalb des Parks (pro Jahr besuchen etwa 300.000 Besucher die Höhlen des Schutzgebietes – 90% von ihnen sind Vietnamesen) Dieses Konzept wird derzeit mit Unterstützung der GTZ erstellt, die endgültigen Ergebnisse werden im Herbst 2009 zur Verfügung stehen Die Umsetzung des Plans wird finanziell von der KfW unterstützt Wichtige Entwicklungslinien des Plans können schon heute erläutert werden, zum Beispiel anhand der von Touristen genutzten Höhlen (Dazu ist der Projektleiter Jochen Esser gerne bereit Um den 22 Juli herum wird er jedoch für mehrere Wochen nach Deutschland ausreisen) - finanziert Studien, die die Erweiterung des Parks vorbereiten, sowie Bildungsmaßnahmen Warum diese Investitionen notwendig sind, lässt sich vor Ort trefflich recherchieren o Ein „Microfinance System“ soll eingeführt werden, um den Menschen Investitionen in die Zukunft zu ermöglichen Adressaten dieser Kleinkredite werden in der Mehrheit Frauen sein Diese Aktivität ist eng verknüpft mit einem ambitionierten Aufforstungs- und Bewirtschaftungsprojekt, das Kommunen und einzelnen Familien Parzellen im Staatsforst zuweist, die diese eigenverantwortlich bewirtschaften können Naturschutz- und Forschungsaktivitäten deutscher Organisationen - Der Kölner Zoo (CZ) engagiert sich seit 1999 im Phong Nha-Ke Bang Nationalpark Übergeordnetes Ziel des Naturschutzprojektes ist der Schutz und Erhalt der Biodiversität des Nationalparks Dabei verfolgt der Zoo vier Hauptansätze: o Aufbau, Instandhaltung und Betreuung einer Auffangstation für konfiszierte Tiere (Wildlife Rescue Center) In dieser werden die Tiere ärztlich betreut und nach einer notwendigen Quarantänezeit wieder ausgewildert o Waldschutzprogramm in Kooperation mit der Forest Protection Unit (FPU) des NP Im Rahmen dieses Programms erhalten die Ranger Unterstützung in Form von Ausrüstung, Verpflegungs- und Gehaltszuschüsse, Verbesserung der Lebensbedingungen in den Stationen sowie Trainings- und Fortbildungskurse Im Gegenzug müssen die Ranger regelmäßig auf Patrouille gehen, die Patrouillentätigkeiten dokumentieren (GPS etc.), Unbefugte ausweisen, Holz & gewilderte Tiere konfiszieren, Müll einsammeln etc Das Waldschutzprogramm wird von GEO gesponsert o Biodiversitätsforschung, in Kooperation mit Studenten, internationalen Experten und Institutionen (z.B Zoologisches Forschungsmuseum Alexander Koenig Bonn, etc.) Schwerpunkt Herpetofauna (Reptilien und Amphibien): in den letzten 10 Jahren entdeckten Experten des Kölner Zoo 12 neue Arten in Nationalpark Weiterhin aber auch Bestandserfassung von Säugern, insbesondere Primaten, Vögeln sowie weiterer Tiergruppen o Wiederansiedlung von bedrohten Primatenarten (v.a Hatinhlanguren und Rotschenklige Kleideraffen) im Nationalpark Dies ist ein Kooperationsprojekt mit der Zoologischen Gesellschaft Frankfurt Im Rahmen aller Schwerpunkte finden auch Aufklärungskampagnen und Umweltbildung statt Die Zoologin Dr Martina Vogt ist als
