Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines Page |6 PART III: REDD+ Background Viet Nam is one of nine countries initially identified for country programming under the UN-REDD Programme It was also one of the first countries to receive approval for a Readiness Project Identification Note (R-PIN) under the World Bank’s Forest Carbon Partnership Facility (FCPF) In 2010, MARD established the National REDD+ Network and REDD+ Working Group to create awareness of the REDD+ mechanism and built capacity at national and provincial levels to coordinate activities by ministries, other international agencies and organizations (Decision No: 2614 /QĐ-BNN- LN)1 The National REDD+ office was established in 2011 to coordinate and manage the process of developing tools to implement Viet Nam’s National REDD+ Program.2 Quang Binh Province has not yet started to set up any structures for implementing REDD+ projects This is the case for the majority of the provinces in Vietnam unless a dedicated project, mostly spearheaded and funded by an international organisation, has started to set up REDD+ activities As pointed by the authors of Portfolio for Biodiversity [28], so far national discussions and development of instruments has not yet resulted in significant implementation of REDD+ related programmes on sub-national level The recommendation of the authors was to set up REDD+ as a standalone project because it is a complex topic which requires resources beyond the envelope of a regular GIZ programme or project Additional funding will need to be identified Therefore it is fair to say that the current REDD+ activities in the programme are meant to be scoping activities and to set the groundwork as preparation for a full REDD+ project The starting points for any project lies in strengthening the provincial capacity and initialise the set up of the required structures in the form of a Working group The Working group was prescribed during a Kickoff REDD+ workshop in Dong Hoi and the PPC announced its conclusion in Ref.:1818/TB-VPUBND In order to fulfil donor’s conditions and to bring the project into implementation, PPC Quang Binh assigned DARD to take the lead in collaboration with DPI, Department of Finance, Department of Transport and other line agencies to undertake the following tasks: Elaborate a written REDD+ project proposal and send to PPC requesting GIZ support Assign relevant members from line departments to join the provincial REDD+ Working Group and concurrently provide advice to PPC on the leading agency and focal point for working with GIZ To consider and propose good members for the Provincial REDD+ Steering Committee The following authorities and agencies participate: xx A study tour has been organized to xx where SNV has been implementing REDD+ activities To start the analysis process, Carbon Forest, with seat in Laos, has been commissioned to work on the satellite image interpretation and the stratification Expertise on this is not readily available in the province and agencies on national level with the relevant expertise were found to be too busy to start the process in 2012 still Additionally, Carbon Forest, has been conducting carbon analysis for the GIZ English translation accessed here: http://www.vietnamredd.org/Upload/CMS/Content/Decision%20for%20establishment%20of%20REDD%20Network_EN.pdf Extracted from the National REDD page: http://www.vietnam-redd.org/Web/Default.aspx?tab=intro&zoneid=106&lang=enUS Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines Page |7 programme in Laos and a positive spill over effect can be expected in the light of a closer collaboration on the topics Biodiversity, Climate Change and REDD+ for both GIZ programmes REDD+ prerequisites and links with activities on National level The following UNFCCC3 REDD+ Safeguards had been agreed on in Copenhagen: Consistency with national forest programmes and international agreements (policy coherence) Transparent and effective governance structures Respect for knowledge and rights of indigenous peoples and local communities Full and effective participation of relevant stakeholders Consistency with conservation of biodiversity and ensuring against conversion of natural forests Addressing risk of reversals (ensuring permanence) Reducing displacement of emissions (addressing leakage) In the Vietnam context a study [34] assesses the importance of the safeguards as follows: Policy coherence: There is clear potential for synergy with the allocation of forestland to local communities, as Vietnam’s future REDD+ Program can help to expand forestland allocation and simultaneously benefit from the clarification of forest tenure Land allocation has been identified as an issue in PNKB Region in the assessment on forest ownership [3] and in the gender, poverty, ethnicity study [18] International agreements: Of particular relevance is the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) to which Vietnam is a signatory Transparent and effective governance: The REDD+ program offers the opportunity to address some governance problems that have reduced the effectiveness of past forestry programs, such as the 661 Program.4 There are strong overlaps between REDD+ and efforts to restrain illegal logging if both initiatives build on the recognition of local communities’ rights Respect for the knowledge and rights of indigenous people and local communities: REDD+ offers a new opportunity to reduce forest conflicts, strengthen the existing rights, and expand allocation of forestland to local communities Full and effective stakeholder participation: The national REDD+ program will require renewed efforts by the Government to obtain active participation of underrepresented stakeholders, such as local communities and civil society organizations, in participatory carbon monitoring, for example This is of major relevance for Quang Binh province, since parts of the carbon monitoring will be conducted with involvement of the communities and local stakeholders to create awareness, to get their buy-in and to conduct capacity building United Nations Framework Convention on Climate Change, more background here http://unfccc.int/2860.php Unfortunately, the governance problems have not been specified further in the report Since 661 Program has provisions for local people to be the main beneficiaries from forestry activities, it can only be assumed that this is not conducted as it was meant or that the possibility to turn protection forest into production forest for the benefit of an organisation, household or community if in accordance with management plans has been misused Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines Page |8 Actions to address the risks of reversals5: The REDD+ program will need to introduce a robust and credible performance base for the disbursement of benefits, one that can be applied for all types of forest managers, especially local communities REDD+ will assist strengthening forestland allocation and supporting law enforcement as key measures for reducing the risk of reversals Certainly, those issues need to be addressed, to ensure that Vietnam will receive international REDD+ finance in the future Another important recommendation from the same study advocates for an inclusive approach that involves a broad range of stakeholders, particularly vulnerable and marginalized groups This fully goes in line with the project, looking at communities, especially in the villages with high percentage of ethnic minorities and linking them with the REDD activities and consequently the forest monitoring and protection activities Building on the existing platforms, such as the REDD+ Network6, REDD+ subtechnical working groups7, as well as the Vietnam Non-Governmental Organisations and Climate Change network8 will help to increase this objective and create awareness Decision No.: 799/QD-TTg, from the Prime Minister, goes into details on the scope and the target of the national REDD+ programme, the key tasks, funding as well as the implementing organisations of the REDD+ activities.9 There is also a National REDD+ strategy and a background document for the National strategy; however both have been published on the internet as draft versions only Allegedly, the Vietnamese version has evolved further It is recommended to verify this information and get a copy of the Vietnamese version The background document, compiled by UNREDD, Draft Version from February 2011 can be found here: http://www.vietnamredd.org/Upload/Download/File/Viet_Nam_National_REDD_Program_Strategy_V3_4014.pdf UNREDD also compiled a document on their REDD Program in Vietnam, which can be accessed through here: http://www.unredd.net/index.php?option=com_docman&task=doc_view&gid=7588&tmpl=compone nt&format=raw&Itemid=53 A good overview on all laws, decrees, decisions relevant to REDD and related topics like Land Use, Climate Change, PFES, Forest Management and SFE/Logging can be found here: http://vietnam5 A risk reversal is commonly used for stock markets; in Carbon monitoring the phrase is used for describing the intentional or unintentional release of carbon back to the atmosphere due to storms, fire, pests, land use decisions, and many other factors Find more information here: http://www.vietnamredd.org/Web/Default.aspx?tab=news&zoneid=108&subzone=112&child=114&lang=en-US Find more information here: http://www.vietnamredd.org/Web/Default.aspx?tab=intro&zoneid=108&subzone=113&child=147&lang=en-US Find more information here: http://www.vietnamredd.org/Web/Default.aspx?tab=intro&zoneid=108&subzone=113&child=147&lang=en-US An unofficial English translation can be found here: http://www.vietnam-redd.org/Upload/Download/File/799-QDTTg_En_3104.pdf Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines Page |9 redd.org/Web/Default.aspx?tab=newsdetail&zoneid=152&subzone=156&child=177&itemid=520&lan g=en-US Related Project activities Apart from Community Based Forestry, which has been conducted in Quang Binh since 2004 and which is currently supported by the KfW component of the project, there are also other studies and activities which are of relevance to the REDD+ activities A key document will be the Participatory Social Impact Assessment, conducted by the same consultant who also elaborated the Gender, Poverty and Ethnicity Study This Assessment will look at deforestation drivers, FPIC10, indigenous and minority rights as well as land use planning and forest management practises and will complement the quantitative analysis Additionally, the Assessment of current forest land use and ownership by SFEs and other land use in the buffer zone [3], does give a good overview on land allocations, forest management and forest inventories, which are necessary for the REDD+ activities as well Relevant for a province-wide REDD assessment are also the efforts of the second GIZ programme active in Quang Binh: Promotion of Sustainable Management of Natural Forest and Marketing of Important Forest Products The project itself is based in Hanoi and supports Truong Son SFE in setting up sustainability management practises In this capacity, it also assists in conducting forest inventories More about the project can be found in chapter Next Steps: Forest Inventories Principal steps for conducting REDD+ This chapter briefly outlines the steps commonly followed when setting up a jurisdictional REDD+ system11 This is not exhaustive, since the required actions will also depend on the situation in project, province and the links to the national level as well as the buy-in of all relevant stakeholders In general, here are the basic steps for kickstarting a REDD+ analysis, adapted from Carbon Forest: Define Area of Interest Determine Historical Analysis Period (ex 1995, 2000, 2005 and 2012) Acquire Necessary Imagery A Landsat for Classification B SPOT, RapidEye for accuracy assessment For current map (i.e 2012) Ground Truthing Points can be used for the accuracy assessment Classify most recent "benchmark" image (i.e 2012) based on nationally accepted forest classification system Determine locations for ground truthing points based on access, slope and forest class 10 Free Prior and Informed Consent, a key principle in international law, stipulates that a community has the right to give or withhold its consent to proposed projects that may affect the lands they customarily own, occupy or otherwise use More information also on challenges can be found here: http://www.forestpeoples.org/guiding-principles/free-prior-and-informedconsent-fpic 11 Comprehensive guidelines on the requirements for setting up a jurisdictional REDD+ system have been compiled by VCS [46] Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines P a g e | 15 were selected The third set will be acquired through Aruna Technology, based in Lao PDR They are authorized to sell RapidEye images The advantages of the RapidEye satellites are the following: they are cheaper than comparable satellites with similar resolution, also because they allow ordering of sub-scenes, e.g not a full image has to be purchased if only the corner of it is needed to complete an area of interest Additionally, RapidEye21 satellites have a fast turnaround time, e.g the same spot on earth gets revisited every day, therefore the waiting time until a set of images is complete can be a lot shorter.22 Forest inventories In order to assess the carbon content of a forest, new forest inventories have to be conducted The forest in Vientam are divided into units, compartments and blocks, however clear boundaries are an issue since the marker stones are not clearly visible [3] The boundaries are mostly drawn on paper, e.g without having a map and GPS it is not possible to find and distinguish them The Vietnamese legislation is clearly spelling out how many sample plots are needed, however in terms of resources and budgets in most cases is not possible to reach this coverage In most of the red books the volume is missing which in legal terms should be included, however at any rate only the growth rate can be used, the forest still belongs to the State [3] The following aspects need to be considered when conducting forest inventories: According to Decision 112/2008/QD-BNN 2% of the forested areas should be sampled with plots of 20 x 10 m.23 However, as has been expanded by the Land Allocation Study [3], the decision is somewhat contradictory compared to Circular 38 regarding sample intensity to be applied during forest resource assessment As pointed out by the Forest Advisor; when following Circular 38, the sample intensity has to be defined based on the coefficient of variation of each specific forest block and will most likely result in significant lower sample intensity than the proposed 2% Provincial implementation can therefore follow the technical and more flexible standard of Circular 38 which will result in reduced costs as compared to Decision 112 Taking the official forest coverage (though a lot of it is actually agro-forestry and shifting cultivation as well as fairly homogenous areas with primary forest in the park), and applying the national 2%, one would need to survey around 1800 plots, which is not feasible for the province However, other more reasonable estimates are available as well:  ADB FLITCH, based on 250-300 sample plots per Province, estimates €70 per plot 4-5 sample plots per day are feasible, depending on the distances that have to be covered 21 More information on RapidEye can be found here: http://en.wikipedia.org/wiki/RapidEye and here: http://www.rapideye.com/ 22 The waiting time depends chiefly on how fast can a receiving centre place their order and task the satellite to acquire the images, but also on the weather conditions For optical satellites, cloud coverage of 20% or less, ideally 10% or less, should be obtained to allow analysis since areas with clouds will have to be excluded 23 The required time per sample plot layout and tree measurement is estimated with labour days Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines P a g e | 16 SFE Inventories Certainly, a project on assessing carbon content for forests in the province would also need to look into areas under SFE management Visiting the GIZ Project in Hanoi, it was stated that the last detailed forest inventories were conducted in 2007 with 127 sampling plots.24 The forest inventory which was conducted looked at the function of the forest Beginning of 2013, these inventories should be retaken to assess the changes over the time This is ideal for combining it with the inventories for the carbon assessment and would require communication and streamlining of the process to ensure the results can be utilized by the REDD project team, the SFE as well as the province at a large Comparing the methods used in 2007 and the methods usually applied in Quang Binh by the authorities, there is not much of a difference, except for the plot sizes [Personal communication: 40 vs 2025] This would need to be addressed and discussed, ideally with the input of a research and REDD specialist, since simply dividing or adjusting the plot size and hence the carbon content mathematically might jeopardise the quality and usability of the results Quang Binh and the GIZ component at large have a long history on conducting participatory forest inventories and a lot of documentation is available.26 The processes have been brought into the process years ago and are allegedly well assimilated However, since both projects also work together with the same authorities, a solution can also be discussed and passed through the REDD working group The aim is to make the assessments useful to all stakeholders and at the same time avoid duplication of efforts The KfW and GIZ component in Dong Hoi both have competent Forest Advisors, familiar with inventories Additionally, several international inventory specialists as well as national agencies and research institutes regularly conducting inventories are working in the region and can be consulted or included in the process through consultation contracts The project aims at introducing Forest Stewardship Council (FSC) Management Techniques to the SFE and eventually to have Certificates issued [3, personal communication] Participatory Carbon Monitoring The ideal combination of the REDD+ activities with the project activities on Community Forestry is to tie in any of the inventory related actions and include a capacity building element for the communities This would create awareness and raise the ownership of the villages for protecting and managing the forests and will be necessary for implementing the BZDP and the Strategic Management Plan as well as any PFES related activities which are based on forest protection This is also in line with the government directive of involving the local communities in Participatory carbon monitoring (PCM): The Government has developed and tested a technical manual on participatory carbon monitoring with the aim of improving the understanding and engagement of local communities in carbon monitoring.27 24 The data which was provided as a sample revealed that in total there had been 201 plots measured; for 152, the forest type had been determined It is possible that not all of these plots were taken into account for the final analysis 25 To be verified by Forest advisor, information based on personal communication only 26 More information on the work which has been conducted can be found here: http://www.smnr-cv.org/ Manuals and other documents on community forestry compiled for Vietnam can be downloaded here: http://www.smnrcv.org/indices/smnr_vietnam_index_downloads_eng_3413600.html 27 From http://www.recoftc.org/site/uploads/content/pdf/REDD+SafeguardsVietnam_224.pdf Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines P a g e | 17 Upcoming activities At this point in time, the next steps will depend on the communication and collaboration with the provincial REDD+ working Group and their tasks, the provincial agencies usually being involved in conducting forest inventories, the SFE and relation to GIZ project in Hanoi as well as the programme on Community Forestry which is being conducted by KfW component Its forest advisor needs to be involved Ideally, the national REDD advisor, as well as the two forest advisors draft the strategy and modify the steps as buy-in and availability of the stakeholders become known The steps below are adapted from the GIZ REDD+ mission notes  Design inventory and sample plot distribution for Provincial inventory taking ownership into account Involved: two national forestry advisors with experience in participatory assessments, national REDD+ advisor., forestry advisor GIZ Hanoi Backstopping/review available through Carbon Forest, international GIZ REDD+ advisor, international Forestry Advisor from ADB Flitch programme  Determine parameters, streamline the activities at different ownership levels and identify inventory teams and potential training needs  Conduct inventory Involve sub FIPI, Bac Giang or any other relevant service if necessary  Set up database system to manage inventory data Backstopping: international Forestry Advisor from ADB Flitch programme  Define reporting standard for input of inventory data and train staff Backstopping: international Forestry Advisor from ADB Flitch programme  Link activity data and emission data Backstopping/Analysis: Carbon Forest  Provide aggregated analysis for Province and information on accuracy and precision Backstopping/Analysis: Carbon Forest Next steps/Recommendations  Seek for authorization to access the VNFOREST/JICA study data This can be useful for verification and comparison and ensures that the project is well aware of the initiatives  After successful ordering of Rapid Eye Images, Carbon Forest will start the satellite images analysis, followed by a ground truthing which is being organised by the project, involvement of stakeholders like DARD, DONRE and FPD This is necessary to calibrate the satellite images It should be organised by the project’s Forest Advisor with strong involvement of the provincial authorities, especially the members of the REDD+ Working Group Collecting the samples involves identifying representative plots for each vegetation type, taking GPS coordinates28 and a picture Pictures will assist the analysis team from Carbon Forest to conduct the spectral analysis 28 It will be easier if the GPS system has been set to WGS 84 or the data is downloaded in this projection If this is not possible since partner’s GPS are used, ensure that the systems of each GPS are well recorded to avoid re-projection errors Sandra Sudhoff - Ke Bang National Park, situated in the North West of Quang Binh province, with the area of 85,754 ha, was inscribed on the World Heritage List in 2003 under Natural criterion (viii) for its outstanding geological and geomorphic features due to its karst and cave systems The World Heritage Nomination has made the Park a fast growing destination for tourists, attracting up to 300,000 visitors per year The park is surrounded by a bufferzone of around 225,000 ha, covering 13 communes in the three districts of Bo Trach (Son Trach, Phuc Trach, Hung Trach, Xuan Trach, Phu Dinh, Tan Trach, Thuong Trach), Minh Hoa (Hoa Son, Thuong Hoa, Trung Hoa, Dan Hoa, Trong Hoa) and Quang Ninh (Truong Son) The population of the buffer zone is more than 60,000 whose livelihoods have been substantially dependent on the park’s natural resources and only a limited number of local people has accessed to tourism for their livelihoods Against the importance of the park, its valuable natural resources, notably biodiversity 30 Note: The biomass survey will predominantly be conducted on forest stands and their measurements, since this approach ties in with the level of expertise available in the Province and their plans to update the current forest status and inventory in 2012/2013 Additionally, it allows the project to introduce a participatory element in the communes with community forest If found necessary and if the required expertise level is available/has been obtained, a few additional permanent plots with full biomass measurements according to the UNREDD manual on destructive measurements shall be included Sandra Sudhoff - Mission Report 2012 PART III REDD+ Phong Nha Ke Bang Buffer Zone Development Plan – Process and Guidelines P a g e | 28 values has been under high threats by illegal logging and poaching and overuse of natural resources by local population in the buffer zone as well as the fast growth of tourism The PNKB Region Project is designed to address complex and integrated interventions toward linking the nature conservation objectives and development needs of the region, notably of buffer zone local population In March 2012 a study was conducted on “Portfolio Development for Vietnam – German Technical Cooperation for Climate Change and Biodiversity in Inland Ecosystems (Christoph Feldkötter, Hans Helmrich, Isabel Renner and Ravindra Singh) The task of the mission was to assess the options for restructuring the biodiversity projects in Vietnam Based on the findings and recommendations of the mission team, plans for the assessment of REDD+ in the project region have been developed The recommendation of the mission team regarding REDD+ in Quang Binh province was to deal with REDD as an add-on project; thus not as a component of the existing PNKB NP region Project Consequently, REDD+ “should be dealt with as a single additional project with its own financing and project number The reason is that REDD+ Co-benefits is a rather complex field, which requires a resource envelope that goes well beyond a component of a project or program.” Organization: The consultant reports to the GIZ Principle Advisor, including reporting on day-today updates and draft results as requested The final deliverable is reported to the Principle Advisor in charge of the BMZ/BMU commission Tasks: Note: All work must be undertaken in a way that either uses or is consistent with existing forest cover classification maps, forest cover classification systems, forest inventory sampling procedures and/or any REDD+ technical approaches currently adopted and/or supported by the national government and REDD+ supporting bodies (i.e UN-REDD and FCPF) All work should anticipate and be consistent as much as possible with approaches and classification systems used by the 20132014 National Forest Inventory and Monitoring Program The analysis of new satellite imagery for mapping purposes should only be undertaken where necessary and approved The following tasks provide a framework and can be adjusted during the course of the consultancy to the degree necessary Phase I: Review and Acquisition of Necessary Data: Familiarization with existing Remote Sensing data, including previous work undertaken by other REDD+ and Forest Management projects in Vietnam and the acquisition of new satellite data for use Acquire imagery sufficient to conduct a 2011/2012 forest classification, including the addition of new RapidEye imagery for 2011/2012 as needed and based on pre-quotation Refer to literature for data scoping and relevant studies Historical images to be acquired for 1995 and 2005 in high resolution by PNKB Project, Landsat images obtained by consultant Assist/give input with/to ground-truthing across Quang Binh Province to collect training samples for satellite image classification Ground truthing will be conducted by Province stakeholders from DARD/SubFIPI/FPD supported by the project and is composed of taking GPS coordinates (system of all GPS to be verified) and pictures of representative land cover classes Conduct satellite image classification based on SNV/JICA classifications and the training samples and generate up-to-date forest cover map Sandra Sudhoff -
