is everywhere More than 900,000 articles including the word digital being published in the last months are testament of an impressive career Independent of context, the term “Digital” stands for an eclectic potpourri of assumed positive and negative social and economic outcomes Positive assumptions imply that “digital” can open up new opportunities and provide solutions to many challenges that companies and societies are facing today The pessimistic view assumes that digital technologies will destroy jobs, making human labor redundant, causing unseen disruption in social and political life As for the state, digital transformation uses data and digital technology to change user experience with services provided by the state, change business processes, change the model and operation method of state management agencies Digital transformation is also changing people's daily lives, especially in the outbreak of Covid-19, home workers, students, online students, and meeting organizations are on duty The route is to avoid contact, ensure community separation, but still ensure the maximum possible efficiency For Vietnam's administrative management, digital transformation is the process of changing old models, traditional models to digital businesses, based on new technology applications, such as: Big data, IoT, cloud computing clouds, , to change the operating mode, work processes and labor culture in the organization That is why the research topic "digital transformation in the state administrative management in Vietnam" From research results, the topic will offer limitations in state administrative management and offer solutions in the current digital transformation era CHAPTER 2: THEORETICAL BASIS AND RESEARCH 2.1 The concept of digital transformation in Vietnam's administrative management Digital transformation of state agencies is the digital government development activity of central agencies, and correspondingly, the development of digital government, smart city of local government agencies To transform the number of state agencies to focus on developing digital infrastructure to serve state agencies in a concentrated and smooth manner; creating open data that is easy to access, use, enhance publicity, transparency, prevent and fight corruption, and promote the development of digital services in the economy; providing online public services at a high level, even on mobile devices, so that people and businesses have the best service experience, quickly, accurately, without paperwork, and to reduce costs According to the most general understanding, management is the act of orientating a certain system in order to ensure that the system develops in an orderly and consistent with the intended rules On this basis, it can be understood that state management is a form of social management but contains the power of the state and uses that power to adjust relations to ensure the goal of maintaining and develop in an orderly manner Since then, ensuring the implementation of the functions and duties of the State State administrative management is the administrative activity of the agency exercising state power (executive power) to manage and administer all areas of social life in accordance with the law, which is the Government and People's Committees at all levels Although the system of agencies: power, adjudication and supervision to exercise the legislative and judicial powers is not part of the state administrative management system, but in its operating mechanism, there is also administrative work like the regime public service, organization and personnel and this part of work must also comply with the uniform regulations of the state administration Executive power has contents: (1) One is regulation is relation to the concept of "e-government" 2.2.1 OECD Perspective In 2014, the Organization for Economic Co-operation and Development (OECD) made recommendations on digital government strategies for the first time In it, the OECD makes a clear distinction between e-government (where technology is applied to the efficient improvement of existing processes) and digital government (where services are conceptualized and delivered in ways that innovating and creating thanks to the support of modern technologies) Specifically, the OECD defines as follows: Electronic Government (e-Government) is the government using information and communications technology (ICT), particularly the Internet, as a tool to achieve better efficiency Government (Digital Government) is the use of digital technology as an essential part of the strategy to modernize the government to create public value This process builds on a digital Government ecosystem comprising actors related to governments, nongovernmental organizations, businesses, social organizations and citizens, promoting the creation and access to data materials, services and content through interaction with the Government 2.2.2 The World Bank's Perspectives The World Bank, the world's largest organization to fight poverty and improve the living standards of people in developing countries, shares similar views with the OECD In a joint report conducted with the Russian Government in 2016 titled "Government number 2020: prospects for Russia", The World Bank reiterated and agreed with the viewpoint of Gartner (USA) digital government
