few decades, Vietnam has developed its economy in the direction of industrialization and modernization, and the industry is called for investment and development priority The development of industrial parks contributes importantly to the creation of jobs, the training of human resources, the raising of incomes, the life and the level of laborers However, in addition to the benefits brought by the industrial park, there are many problems such as environmental pollution, security and order In particular, the industrial park has use limit like other products If there are no measures to deal with the environmental problems that it leaves, it will greatly affect Topic: "the study recommends a number of technical measures to overcome the pollution to reuse the land for industrial park end of life (bien hoa 1) reasonably and sustainably" for the purpose of proposing measures to overcome soil environmental pollution and land reuse for Bien Hoa 1Industrial Zone To carry out the contents of assessing the current status of the land environment from wastewater sources, compiling the soil pollution maps, proposing pollution remedies measures and measures for land re-use By the method of scientific research: Method of collecting and synthesizing, inheriting information and data; Method of survey, field survey; Data processing methods;… The research has show the results of status of soil environment through the following indicators: pH, TSS, COD, BOD Thereby, a map of the soil pollution of Bien Hoa Industrial Zone was created, include: Heavy metal pollution; Oil pollution; opening up of the national economy, starting with the purpose of building a breakthrough model in attracting investment, to restructure the economy in the direction of industrialization and modernization The development of industrial parks play an important role to play in the creation of jobs, the initiation of workforce education They will increase wages, and improve the quality of life of laborers In terms of the environment, the concentration of production facilities in industrial zones is aimed at rational use of natural resources and energy, zoning for industrial production in a given area, then improve not only the efficiency of natural resources and energy use but also the efficient treatment of pollution sources while minimizing the impact of environmental pollution caused by production activities on surrounding residential areas The concentration of production facilities in the industrial zones enhances the efficiency of waste water treatment, solid waste , at the same time, reduces investment costs for treatment systems and treatment cost per unit of waste In addition, the environmental management of production facilities in the industrial park is also more convenient Because of the great contribution of industrial parks to the socio-economic development and environmental protection of countries and regions in the world, the development of industrial parks has become faster and has grown in both size and quantity However, with a long history of ongoing development and the emergence of the industrial zone use of more advanced technology, the elimination or closure of industrial parks has been used many years with the old technology is inevitable, this issue is a huge challenge for society by the environmental consequences of industrial parks that were closed leaving, beacause of concentrating the production base in an area where no waste water treatment system, no exhaust gas treatment systerm is like concentration polluting sources of capital distributed on a place, the surrounding population will severely affected than when dispersed factories So if the consequences of such pollution are not properly handled, then there will be very bad consequences for the people in the area unless the utilization of land of industrial parks has expired rationally and sustainably Typically in Vietnam is Bien Hoa Industrial Park was formed in 1963, the first industrial park in Vietnam, it is a model for many of Vietnam's industrial parks follow study, was and still earn a lot about our country economic resources However, after more than 50 years of operation combined with the change in the law, planning and environmental protection in our country increasingly more stringent; Moreover the technology of the factories applications in industrial areas are outdated, leading to serious environmental pollution in the region, especially the Dong Nai River basin For these reasons, the remediation of environmental pollution and land reuse of Bien Hoa Industrial Park is absolutely necessary Therefore the topic "The study recommends a number of technical measures to overcome the pollution to reuse the land for industrial park end of life (Bien Hoa 1) reasonably and sustainably" is necessary, and plays an important role in overcoming industrial pollution in Bien Hoa industrial zone and the industrial zone end of life In addition, it also helps to manage land and reuse land reasonably and sustainably Objective 2.1 General objectives - Measures to remedy environmental pollution industrial zones; - Recommended measures appropriate reusable industrial zones land, ensure sustainable development, in line with the economic development plans of the Dong Nai society 2.2 Specific objectives - Assessment the environmental quality of Bien Hoa Industrial Zone (soil, water, air) - Proposed directions for dealing with soil pollution issues in Bien Hoa 1IZ; - Recommend measures to land reuse for Bien Hoa Industrial Zone reasonable and sustainable Object and scope of the study - Environment in Bien Hoa Industrial Zone (soil, water, air); - Choosing green tree planting points and suitable tree species, ensuring dust purification, reducing air pollution, reducing noise, minimizing the interaction between factories in the industrial park Criteria 10: Communication system Communication is extremely important in any job, good communication systems not only help in productive cooperation, product exchange and waste management between enterprises and management board The good communication also helps to cope with problems quickly, minimizing damage to the smallest possible level Beacause these important reasons of the communication system, which should have the following criteria: - Ensure the needs of telephone use in each area; - Meet the telecommunication needs with multi-service types for enterprise agencies in the project area Criteria 11: Gas supply system The demand use thermal of plants is unavoidable, so when building gas supply system or using the old gas supply system of Bien Hoa Industrial Zone, it is necessary to calculate: - Ensure gas supply to each plant; - Safety, no leakage incident, fire explosion Gas Conclusion The above are the 11 indicators that the author proposed to build Bien Hoa Industrial Zone into an environmentally friendly industrial zone, towards the industrial ecology In order to this, there is a need for strict management by the authorities and the management board of the IZ, as well as policies to assist enterprises in achieving these criteria In addition, it is voluntary to comply with the policies and self-protection of environmental protection of enterprises when investing in industrial zones b Constructing symbiosis trades in the Industrial Zone 89 Define the industry structure is an important step that has a great impact on the waste management activities of the IZ Establishing the trades structure of the industry has a great benefit in exchange of waste between production branches in the industrial zone to limit the amount of waste to be treated, increase the ability to use raw resources available through the waste exchange center of the IZ In addition, the amount of waste that can not be exchanged in IPs is still able to be exchanged with outside companies and neighboring industrial zones This packaging, wooden ballet, sawdust, wood chips), Metal scrap (scrap, aluminum, steel scrap), rags, wool, thread, cloth glove, waste rubber, leather 91 Amongst other types of wastes that can be exchanged with other industries are waste plastics, waste wood, rags, cotton and leather, which are exchange and sold to the manufacturing industries ability to use such as plastic industry, stuffed animal industry, production of furniture, leather wallets and leather belts On-site reuse wastes will be stored separately at the plants for reuse for the production process All of these wastes will be classified at each factory and collected at the waste exchange center of the IZ to store and carry out waste trading and exchange among enterprises in the IZ According to the author's assessment, the establishment of a highly symbiotic business structure has a great influence on the development of the IZ c Proposed management measures to successfully build an environmentally friendly industrial zone in the operation phase If planning for construction, scale and trades is decisive for the initial direction of the IZ, management in the operational phase is the foundation for the IZ to maintain and developing the IP in the right direction has been outlined A number of management measures are proposed during the operation phase of the IZ by author c.1 Execute the regulations on environmental protection in the Industrial Zone The investor of the industrial park and each factory or factory in the industrial park must comply with the regulations on environmental protection law, the national strategy and action plan and the state standards on environmental protection in the IZ Particularly, regulations on environmental management, prevention, control, treatment and remedy of environmental pollution, degradation and incidents, environmental improvement and improvement, scientific and technological development export and protect the environment, ensure urban and industrial hygiene, promote international economic integration Specific measures are as follows: 92 - To apply, perfect the system and comply with the environmental management system from the scale of the IZ, the enterprise, the company, the factory, the enterprise, the production establishment; - Strictly observe state mechanisms and policies on environmental protection in industrial parks; - Strictly follow the strategies and action plans of environmental protection of industrial parks (strategies and action plans for environmental protection of the whole IZ and each enterprise) - Observe strictly environmental management such as: all projects invested in industrial zones must have environmental impact assessment; management activities after evaluation of environmental impact assessment; inspection, reporting, reporting and environmental management efficiency; monitoring and supervision of environmental quality management; registration of hazardous waste sources, implementation of environmental management regulations of industrial zones; - Enhancing international economic integration, maintaining the application of international standard system ISO 14000 c.2 Organizing the Environmental Management System in the IZ Investors of IZ and enterprises form an environmental management system in the IP, at each enterprise operating in the IZ, issuing environmental protection policies with the participation of each enterprise operating in the IZ Have an environmental protection action plan to maintain operations in the IZ; to allocate human resources and funds to maintain environmental protection activities in the IZ and each enterprise in the IZ To step by step build an environmental management system according to the ISO 14000 system c.3 Maintaining the operation of the infrastructure system in a sustainable manner and meeting the environmental standards Investors of the IZ and other enterprises operating in the industrial zone cooperate to maintain the operation of the infrastructure including power supply, water supply, 93 waste collection and treatment, transportation system, water surface, communication and met environmental standards in Vietnam c.4 Applying new and modern production technologies with less impact on the environment at enterprises Encourage enterprises operating in the industrial zone to step by step invest in new and modern production technologies, saving electricity and water and raw materials, not using prohibited materials and chemicals; raw materials, little or no pollution of the environment Enterprises gradually apply appropriate technology, popular technology, new technology, best practice technology, clean technology, little or no waste technology c.5 Applying technologies reduce environmental pollution in enterprises Encourage enterprises in industrial parks to apply technologies to reduce environmental pollution including clean sane production, waste recycling and pretreatment of waste water before discharging into the concentrated wastewater treatment plants of the industrial zone, step by step exchanging energy, water and waste between enterprises in IZ or outside enterprises and adjacent industrial zones To sign contracts for collection, transportation, treatment and disposal of solid wastes with functional units under the control of environmental management agencies Measures to be taken include: - Apply cleaner production; - Recycling and reuse of waste at the source; - Exchange of industrial waste; - Savings on raw materials and energy; - Circulation and reuse of wastewater for irrigation, washing, cooling and sanitation purposes; - Treatment of wastes up to environmental standards of Vietnam 94 c.6 Applying ISO 14000 on eco-labeling and product life cycle assessment Enterprises in the IZ gradually apply the ISO 14000 environmental management system for environmental labeling and life cycle assessment based on ecological criteria such as products that cause less environmental pollution specific or reproducible, or can be easily decomposed in the product life cycle c.7 Propagandizing education, raising public awareness in the Industrial Zone Investors of IZ and enterprises operating in IZ should have educational, training and propaganda programs to raise environmental protection awareness for officials and employees working in IZ Forms of propaganda, training and education may include: - Provide information through seminars, training programs on cleaner production, environmental audit, mass media, industrial ecology, waste minimization at source, recycling, reuse and exchange of by-products and successful applications in practice; - The training programs will be implemented for enterprises in IZ 3.7.3.3 Conclusion The plan to build Bien Hoa Industrial Zone into an environmentally friendly industrial park, approaching the industrial ecology zone is a highly economic alternative but still brings good results for the environment We can reduce some of the initial investment costs by reusing existing facilities that are already in place, as well as minimizing treatment costs pollution in some places is not big affected by the activities of Bien Hoa IZ When operating, it will development Dong Nai economic and social sustainable, it have economic benefits and minimize impacts negative to the environment However, this is a big step, which requires the right orientation from the beginning (management measures, industry structure, infrastructure ) to be able to maintain and sustainable In addition, it is the right policy of the State to attract investment to absorb new production technologies, proper management measures avoid the gaps so that units without self-awareness of environmental protection can take advantage and affect the environment 95 CHAPTER CONCLUSIONS AND RECOMMENDATIONS CONCLUSIONS After researching the topic: “The study recommends a number of technical measures to overcome the pollution to reuse the land for industrial park end of life (Bien Hoa 1) reasonably and sustainably” The thesis has achieved the following results: Assess the current state of the environment and the current state of the land environment in Bien Hoa Industrial Zone Mapping of soil contamination in Bien Hoa IZ Proposing measures to overcome the types of soil pollution in Bien Hoa Industrial Zone Proposing some solutions to reuse land for Bien Hoa Industrial Zone According to the research results of the thesis, the problem of overcoming the quality of land environment and land reuse for Bien Hoa1 Industrial Zone is very urgent and brings many benefits The thesis proposes problems of soil pollution in Bien Hoa Industrial Zone and solutions for sustainable and rational recovery and reuse In addition, the thesis has set the premise that it can apply to other industrial zones with similar characteristics in order to lead to sustainable development both economically and environmentally RECOMMENDATIONS Due to time and budget constraints does not accept, so the job collect samples of soil analysis in Bien Hoa Industrial Zone is not enough (sample and accurate), it has limited the accuracy of the current land environment, be subjective in evaluating pollution remedies and land reuse measures Nalytical studie show that the enormous potential from overcome environmental quality and land use reuse in Bien Hoa Industrial Zone, has brought many economic benefits, environmental and social benefits, contributing to To promote the socioeconomic development of Dong Nai province and the whole country, as the foundation for sustainable economic development Therefore, the study to overcome the 96 environmental quality of land and reuse land in Bien Hoa Industrial Zone is very necessary in the current situation in Dong Nai province and need to quickly put into practice Recommend the Government to make detailed plans and to invest in the issue of environmental status analysis in Bien Hoa Industrial Zone The samples will accurately reflect the level of pollution in Bien Hoa Industrial Zone, this will help to identify precisely the extent of the environmental pollution here, and to help make the right decisions in choosing the right remediation measures and reuse land sustainable Recommendations to use mathematical models, matrix to predict the choice of land use methods for Bien Hoa Industrial Zoneis more scientific In case of relocation of factories in Bien Hoa Industrial Zone, the State has to provided support to enterprises in terms of legal as well as economic issues such as: a part of relocation costs, find suitable locations at Industrial Zone or Export Processing Zone depending on each industry so that enterprises can stabilize re-production It is imperative for enterprises to invest fully in advanced and effective environmental pollution control and treatment solutions in order to minimize environmental pollution It is imperative for enterprises to apply cleaner production methods in order to improve and improve the environmental quality of industrial zone Recommend that authorities at all levels of interest organize the establishment of a waste exchange market as a necessary market tool to assist industrial enterprises in implementing waste minimization Besides, commend and reward enterprises with good achievements in environmental protection Always educate and raise awareness of communities and enterprises in the industrial zones and residential area about the reuse of waste and environmental protection This is a very important
