CHAPTER I INTRODUCTION 1.1 Rationale Experiences of the fast-growing countries around the world have confirmed that gathering and accumulating funds have an important role in the industrialization and modernization of the country In Vietnam, the growth rate of the economy in general and the particular industries is primarily based on the larger amount of investment And in this process, commercial banks play an important role, since they are the biggest investors In the banking system, in order to raise funds, banks can use a variety of sources, such as a fixed budget from the state, may borrow from the economic organizations or from other banks, and possibly from the equitization For branch, this shall be a certain budget from headquarter, but most of which still comes from deposits It can be said that deposit mobilization today is one of the most important activities and involve the survival of commercial banks During the internship at BIDV Ninh Binh, I had also found that deposits mobilization is even more important for branch such as Ninh Binh branch Because the branches cannot borrow from the economic organizations or other banks but only funded from HQ, they have to put more effort in improving deposit mobilization From this importance of deposit mobilization, I had decided to study the deposit mobilization at BIDV Ninh Binh in order to understand how they are operating For this reason, I had chosen the topic “Deposit mobilization at BIDV Ninh Binh – Facts and Recommendations” 1.2 Research objectives The paper was conducted for my first objective is summarizing the theoretical framework on deposit mobilization of commercial banks in general Then, my next objective is coming to analyzing the fact of deposit mobilization in BIDV Ninh Binh According to the understanding of working mechanism of the market in general and the particular economic and social conditions of Ninh Binh, I can find out challenges and obstacles in deposit mobilization action Taking the case of BIDV Ninh Binh, I aim to penetrate not only reality but also to learn any problems in BIDV Ninh Binh’s deposit mobilization After done with the work of review the theory and analyze, I’m having some recommendations for deposit mobilization in BIDV Ninh Binh 1.3 Research methodology In order to this research, I’m using secondary database methods Based on BIDV Ninh Binh intramural financial report, I will collect all data and analyze its indicators and evaluate its deposit mobilization results Besides, I still make a comparison among the period from 2007 to 2011 following economics situation and business outcomes Additionally, I will take some information (not so specific) that regulates to some other activities such as credit and service, in an effort to access the effectiveness in operating of the Branch That trying will helps to take a more clearly look into the mutual impact between business and deposit mobilization of the Branch From collected data, I will use statistical analysis in order to analysis the fact of deposit mobilization in BIDV Ninh Binh Technically, I had drawn tables and graphs based on the database and drew conclusions from my own study It might be not perfectly correct in compared with 10 professional soft-ware that used by specialist And some are used for statistic and analysis purposes 1.4 Scope of research My thesis is just limited within the deposit mobilization of BIDV – Ninh Binh branch in the period 2007 – 2011 All the data before 2007 were somehow too old and quite hard to access Inevitably, the outcomes are not compared perfectly due to different organization structure of particular credit institutions and lack of industry data, thus I cannot compare BIDV Ninh Binh with headquarter or other commercial banks branches On the other hand, with the limitation of time to access intramural information, my findings and suggestions are just the merit on the surface 1.5 Thesis structure My thesis will include four chapters − − − − Chapter I: Introduction Chapter II: Theoretical framework Chapter III: Deposit mobilization in BIDV Ninh Binh Chapter IV: Recommendation for the operation of deposit mobilization at BIDV Ninh Binh At the end of my thesis will be conclusion and references 55 implemented immense promotion strategies BIDV Ninh Binh business was also affected by this strongly competitive environment  Appearance of various investment opportunities: A relatively large group of population was not interested in depositing money in bank, which generated stable but modest profit They were seeking for other investment opportunities such as real-estate market, gold trading or foreign currencies trading, or even storing gold… With the fluctuation of gold prices and foreign exchange rates as well as the instability of real-estate market, those investments seemed to be riskier but also more profitable in short time The concern of population for these investments was increasing which led to the narrower deposit sources 56 CHAPTER IV RECOMMENDATIONS FOR DEPOSIT MOBILIZATION AT BIDV NINH BINH 4.1 Orientations for increasing deposit mobilization at BIDV Ninh Binh 4.1.1 General orientations for the development In the new fiscal year, BIDV Ninh Binh continues chasing pre-defined targets based on common direction of all BIDV network Top priorities of BIDV Ninh Binh in this period are:  Enhancing funding capability, human resources and information infrastructure  Diversifying income sources, taking every opportunity to expand business portfolios in highly efficient and potential sectors to ensure the Branch’s firm and stable long-term profit  Promoting the Branch’s image and brand name  Building transparent business plan, carrying out thoroughly bad debts problems  Assessing efficiency of all marketing activities and developing new products and services for targeted customers  Contributing actively in equitization process of BIDV 4.1.2 Deposit mobilization orientations BIDV Ninh Binh has identified key points in the direction for the deposit mobilization development of the Branch: 57  Taking active steps in deposit mobilization based on the direction of BIDV Headquarter Adjusting to suitable structure of total deposit to fulfill lending and investment demands and minimize the risks Increasing and maintaining the growth of total raised funds about 13-15% per year  Building effective customer targets strategies, providing all customers with best quality services Training and organizing extra courses to help officers enhance their professional qualifications  Extending and improving quality of international payments services Strengthening and expanding relationships with organizations involving in payment and credit activities to open up borrowing funds capability in different methods  Speeding up for providing new products and services, besides other traditional ones, for customers Researching and building a flexible interest rate strategy which is close with the trend of the market to attract funds from the population  Increasing funds using efficiency ratios, concentrating on safety and effectiveness criteria 4.2 Recommendations for deposit mobilization at BIDV Ninh Binh 4.2.1 Applying flexible, reasonable and relevant interest rate policies Interest rate is one of the most influential factors to the deposit mobilization of the bank When a customer deposits his funds into a bank, besides the safety factors, the profit those funds generate is also a big concern In fact, Vietnamese commercial banks still consider interest rate as the mostefficient competition instrument, even though high interest rate will increase the 58 deposit mobilizing cost and make the profit of the banks lower Therefore, it is necessary for the Branch to build a flexible and reasonable interest rate policy Currently, BIDV Ninh Binh as well as many other banks applies non-term interest rate with the deposits that are withdrawer before maturity date It is an insignificant difference with or months deposits but with longer term, the depositors may suffer a loss Therefore short-term deposits are more favorable with customer; this situation will lead to the lack of medium and long-term funds The Branch can use more flexible policy to attract customers to longer term deposits For example, a 12 month deposit which is withdrawn after months can be enjoyed months or months interest rate The customers will be attracted more with more-benefit calculation for them Another problem is the gap between effective interest rate and nominal interest rate It is also big concern of customers when deciding where to deposits their funds It this gap is too large, the bank can compensate their customer with other benefit such as lucky gifts or direct addition corresponding to the amount deposited One more solution which is being used by commercial banks recently is cross selling or soft selling In the condition when inflation rate is much higher than deposit interest rate, and banks cannot raise deposit interest rate over the limitation of SBV, then promotion packages have become a remedy By combining different products, the accumulated interest rate will be higher than nominal interest rate while the number on documents still stays the same This will be good for both banks and customers 4.2.2 Diversify deposit mobilization products  Increasing deposit from business organizations The amounts of funds that business organizations deposit into banks are mostly transaction deposits for payment or issuing check purpose This type of funds is preferable because of its characteristics: low cost of raised funds, no required insurance since the terms are short and the amounts deposited are usually high 59 Ninh Binh has a dynamic economic environment with high development growth rates besides various business organizations involving in tourism activities with Bai Dinh Pagoda, therefore the demand for both domestic payments and international payment demands of organization in the city are very high Hence, the Branch should consider expanding this type of fund as one of the first priorities in funds raising development strategy Even though transaction deposits from business organization has a disadvantage which is instability, its fluctuation is based on the payment demands of customers, it still brings another benefit to the Branch When a customer makes his payment, another customer has to go to the Branch to withdraw or deposit what he was paid to his own account He can be a potential customer of the Branch, and thanks to payment transactions done, the business of the Brach will be expanded In order to attract this type of deposit, the Branch should: • Strengthen and developed close relationships with business organizations • Extend both domestic and international payment services to ensure all the payments are completed quickly and safety through BIDV network • Create good condition for the customer who want to be transferred his check into another account or withdraw money can undertake services his wants in speedy and accurate, or even free, manner  Diversifying debt instruments Debt instruments are potential funds raising sources that the Branch has not exploited yet Even the Headquarter and some other Branches of BIDV has issue short-term and long-term certificate of deposits 2-4 times per year to raise funds, this source are still strange with BIDV Ninh Binh With different strategies, debts instruments issued by BIDV have attracted the attention of many investors including individuals as well as organizations and they have brought to BIDV network a large amount of funds For example, in the time 60 issuing long-term certificate of deposits in 2010 and 2011, BIDV Headquarter decided applied floating rate policy and the rate was promised to be adjusted every year, in the beginning of the payment period This strategy has consoled many investors who were worried about the fluctuation of inflation rate and foreign exchange rate As for the issuing of short-term certificate of deposits in 2012, besides offering various terms of the deposits, the bank also attach with this program lucky casting lots for numerous valuable gifts The money gained from each time issuing certificate of deposits of BIDV was 2-3 billions VND BIDV Ninh Binh should exploit this potential sources with the experiences learned from the Headquarter and other Branches of BIDV Before issuing debts instruments, it should consider some factors: • What kinds of debt instruments are suitable? It can be certificate of deposits, which are quite popular in Vietnam and have been issued by other BIDV branches • What type of interest rate should be applied? How to calculate it? It is more preferable for fixed rate with short-term debt instruments and floating rate with long-term ones The interest rate should base on the economic growth rate, the inflation rate and foreign exchange rate • What promotion strategies should be applied to attract customers? 4.2.3 Expand non-cash payment services The service fees generate from non-cash payment services may be small, but those services are one of the most favorable funds raising channels with any commercial bank In order to making non-cash payment transactions, customers needed a card or a check issuing The required outstanding deposit in these cards is a deposit raising source for the bank which is huge, stable and low-costly With the development of the modern lifestyle and increasing living condition, people tend to use more non-cash payment services in normal life and this is great change for BIDV 61 Ninh Binh to obtain this source of funds They should have effective strategies to compete with other banks in this area:  Invest in modern ATM machines and locate them in suitable place such as populated areas, near public places, near shopping centers and supermarkets… These ATM machines should be cared regularly to ensure their work  Co-operate with business organizations to issuing various type of cards to their officers The organizations can pay their officers’ salaries through those cards BIDV Ninh Binh must have close relationship with the organizations and prove their reputation as well as their services’ quality to approach the organizations  Co-operate with high schools in the city to issue student card which can be used as a bank’s card with all functions  Links with business organization involving in selling or supplying products and services, encourage them accept BIDV’s card as a non-cash payment instrument The more widely accepted BIDV’s card, the greater amount of funds the Branch obtains 4.2.4 Improve marketing activities In order to approach new customers and enlarge its market share, the Branch should pay proper attention to the marketing activities  Market research activity: This activity provide an background about each type of customer for the Brach, their potentials, their demands…From that the Brach can develop suitable strategies for each type For example, the business organizations are main depositors for large transaction deposits and are the targets of every commercial bank Therefore BIDV Ninh Binh should approach to these customers actively, find them and introduce to them the Branch’s services and then build close relationships 62 For individual depositors, the funds raised from them are also a large amount and stable The Brach should open more transaction counters in populated area to create the convenience for individuals when they want to deposit or withdraw funds This group of depositors is also easily affected by market fluctuation factors, therefore the interest rate offered must be convinced to them and make them feel relieved  Promotion strategies and the Brach’s image and brand name The Branch should bring its image and brand name closer to the customers and let them know more about its services There are many channels to promote for it effectively such as advertisements in televisions, newspapers… Internet was one of the most important channels Information technology is developing with dramatic speed, therefore the Branch should use internet as the main channel for promotion Currently the website of BIDV just contains some general information, report and very less information about its branches BIDV Ninh Binh can build its own website in which there are updated information about the Branch’s services and product, its new strategy, its promotional campaign… 4.2.5 Improve the personnel professional skills and ethics A large percentage in total officers of the Branch are young and newly graduated from universities, therefore, they have enthusiasm and academic knowledge but are lack of experiences to solve risen problems in real situation The Branch should organize some short training courses or conferences for them to learn from experienced officers The Branch also should have policies to attract prominent people from domestic and foreign university and from other organizations In addition, BIDV Ninh Binh can hire foreign specialists to work for it Internal control activities should be carried out seriously to detect any wrongs in the officers’ professional activities as well as in ethical aspects 63 Furthermore, any great contribution to the development of the bank should be highly appreciated and rewarded deservingly 4.3 Other recommendations 4.3.1 Recommendations to BIDV HQ Applying technology in baking system has boosted the effectiveness of banks’ activities, reduced considerable amounts of expenses and raise competitive capability Even though BIDV Ninh Binh is well-equipped with modern and advanced technology equipments, the Brach should always update for newest one The Data communication department should guide all officers of the Branch in order to help them use those equipments in the most efficient ways All the equipments in the Brach should be checked regularly to ensure their work If there are any old or broken down equipments, they can be sold to decrease operating cost When the government or SBV has changed policies related to banking activities, I suggest BIDV quickly issue guidance, sync to create conditions for the Branch running smoothly, and avoid unstable psychology of people which can damage the prestige of the Branch 4.3.2 Recommendations to SBV SBV is the agency which issues national monetary policies It’s needed to have a stable monetary policy to secure the people putting money in the bank People now are using a large amount of idle money to buy gold, foreign currencies, real estate is partly a result of the lack of trust in the stability of the economy In addition, with a stable monetary stability, it’s easier for banks in operating their business  Interest rate policy: The interest rate is an important tool for banks to mobilize deposit from the population, enterprises and credit institutions Using a rational interest rate policy will attract more deposit in society, stimulating economic organizations using funds 64 effectively in business activities Interest rate policy must be formulated on the basis of plans and practices in accordance with conditions of economic and social development of each period  Exchange rate policy: When exchange rates fluctuate quickly, even though interest rate of foreign currency is low and interest rate of domestic currency is relatively high, the mobilized resources of VND still not growth significantly In the other hand, enterprises which wish to borrow prefer VND This causes pressure on the market and make the lack of VND become tense Also due to exchange rate fluctuations quickly cause banks to maximize their foreign currency positions And so at the same situation, enterprises, economic organizations and individuals are cautious in the conversion of foreign currencies into domestic currency Thus create difficulties for banks in mobilizing VND unless the government can stabilize the exchange rate If the exchange rate is stable, the commercial banks can mobilize more domestic currency without having to raise interest rates 4.3.3 Recommendations to the State Administration  Stabilize the macroeconomic environment: Macroeconomic environment has great influence to the operation of deposit mobilization of banks It creates favorable conditions but also causes difficulties, hindering the deposit mobilization Macroeconomic stability is the result of a combination of policies such as fiscal policy, monetary policy, foreign policy which monetary policy has an important role for banks In general, the stability of the macro environment is the basic condition and most important for all the growth in general and for the stimulation to attract more deposit into banks in particular In Vietnam today, one of the content of creating macroeconomic stability is stabilize currency This is a necessary condition for implementing solutions to mobilize deposits through commercial banks  Create a legal environment: 65 The enactment of a comprehensive legal system not only create the belief of people in the rules and encourage of the state but also effect the adjustment of consumption and savings, moving idle parts of consumers to investment, gradually shifting the storing assets from gold, foreign currency or real estate to direct investment in manufacturing business or deposit into banks The government should have policies to encourage people to save more, but firstly the state agencies themselves must be the leader in this work 66 CONCLUSION My thesis was accomplished by analyzing the database of deposit mobilization at BIDV Ninh Binh through period 2007 – 2011 After the process of study and research, I had drawn out the conclusion, although it’s still somehow be affected by my own subjective opinion The deposit mobilization of the Branch had achieved some achievements:  The stability in total raised deposit  Safety bad-debt rate  The steady increase of deposits from business organization and individual customers However, besides, there are still some existing shortcomings:     The asymmetry between the structure of raised funds and used funds Small scale of deposit mobilization Unbalanced sources of deposit Modest growth rate of total deposit The cause of those shortcomings came from both sides, internal and external:  Internal: Lack of prominent interest rate policies; depend too much on undiversified deposit sources; and limited transaction network  External: Unstable macroeconomic environment and government tightening policies and strict regulations are main reason; besides, the fierce competition among banks as well as various nondeposit opportunities At the end of my thesis, I proposed several solutions in order to improve the operation of the deposit mobilization at BIDV – Ninh Binh branch such as:  The Branch should diversify its deposit mobilization products as well as diversify its deposit raising sources Also, it should build a flexible and 67 relevant interest rate policy, same time they should try to develop and expand non-cash payment services  The HQ of BIDV should keep the Branch up to date by continuously renewing and modernizing its banking technology Whenever the government or SBV has changed policies, the HQ need to
