ENHANCING THE EFFECTIVENESS OF SHORTTERM LENDING AT VIETINBANK THANG LONG BRANCH The purpose of thesis aims at analyzing and evaluating the status of shortterm lending activities at Vietinbank Thang Long branch. The thesis has analyzed about the quality of shortterm lending in Vietnam’s commercial banks, which led to factors affecting this lending activity. The study has been conducted by the quantitative method through data collection methods at Vietinbank Thang Long branch. Methods of qualitative, comparatives, and descriptive statistics have used in the study. With the results of the study, the research has provided information on factors affecting shortterm lending at the branch. Besides, the author has given achievements and limitations in this lending activity of the branch. Finally, through this research, the author has presented solutions based on direct analysis of factors affecting shortterm lending activities and given development directions to the branch, from there helping the branchs board of directors have solutions to improve shortterm lending activities in the future.

1: INTRODUCTION 1.1 Rationale to the research Currently, the economic development is the spearhead of many countries in the world, including Vietnam The economic organizations of Vietnam are also growing constantly, especially the changes in both the quality and quantity of the banking system Along with other economic sectors, the bank is tasked with participating in stabilizing the monetary market price, seeking and repelling inflation, creating jobs for workers, helping investors and developers, supporting capital market and foreign exchange market, participating and supporting payment Short-term lending is one of the most important business activity in the credit operations of all commercial banks The number of businesses, consumer demand, and procurement services of individual or organizations in the city are always high, so the demand for a short-term loan is very large Many banks are trying to provide the best service to meet this need of society As a commercial bank with capital potential, Vietinbank Thang Long branch has paid great attention to short-term lending activities in recent years However, due to the difficult economic situation and fierce competition among banks in short-term lending, the branch still faces some limitations Therefore, it is necessary to promote the effectiveness of short-term lending Through the research and study of lending activities with the guidance of Master Ngo Tung Anh, the author has decided to choose the title: "Enhancing the effectiveness of short-term lending operation at VietinBank - Thang Long Branch" as my thesis topic Based on the results of the research and analysis of collected data, the thesis proposes a number of suggestions to promote the credit officer also has to deal with too many stages of the loan process, selection, and appraisal of documents, supervision of loans and debt recovery leading to huge work pressure Therefore, credit officers can hardly complete all the above steps, so it may not be worthwhile to evaluate the business ability of the customers or sometimes make inefficient investment decisions The analytical capacity of the staff is still limited, especially there is a lack of qualified and general officials who have a comprehensive grasp of the bank's operations Particularly, there are some officials who have a loose attitude to management, lack of responsibility, and have not closely checked the process before, during and after lending, especially the control during and after lending leads to customers using the capital for wrong purposes without timely discovering - Lack of updated information In the current period, the bank has not had an optimal way to find customers' information effectively The information is mainly provided by customers and the branch does not have effective measures to determine whether the information is right or wrong The reason is that the system of machines serving for the process of collecting and processing information is weak, thus reducing the ability of credit officers to analyze and the effectiveness of loans The storage, classification and management of information in the branch are not really good along with the exchange of information between departments, which is also not smooth and complete, so this makes the credit analysis process easy to make mistakes Due to lack of updated information, the customer’s evaluation by credit officers faces many difficulties and does not guarantee the correctness and accuracy, leading to the status of asymmetric 67 information In addition, credit officers not timely grasp the production and business situation of enterprises so the risk of encountering is very large - The inspection, supervision and customer support after borrowing is not good It is very important to check, control and support customers after getting a loan, which ensures that the loan is used effectively and the right purpose When implementing this task well, the bank will detect quickly and take measures to promptly handle the mistakes and shortcomings of customers in order to provide support solutions to ensure the effectiveness of the loan Recently, it has been shown that the inspection and control of the branch is not good and the situation of customers using capital for the wrong purpose leads to the occurrence of overdue debts and bad debts  Cause from customers: - Poor financial capacity of customers Most of its customers are now economic organizations These businesses have limited equity and funding for working capital needs which are mainly based on the bank’s capital In addition, because the value of collateral is often low and may cause risks for banks, so they often not meet the capital needs of customers In any case, when the financial capacity of the business is not good, the effectiveness of the loan will not be high Moreover, the infrastructure of these enterprises is still weak and outdated equipment so the labor productivity is not high and the profit is not as much as the bank expects leading to the inability to pay debts - Poor ability to use loans In the operation process, due to many objective and subjective factors, the production and business activities of enterprises are not 68 favorable The subjective cause may be due to the management level of the business owner does not adapt to the market changes The objective cause can come from business partners, competitors, and adverse fluctuations in the market On the other hand, customers are mostly small and medium-sized economic organizations with weak financial ability When customers not earn profits without the State's protection, the ability to manage capital is not good so it is easy to lead to risks - The customer’s morality A problem that can affect the efficiency of lending operations is the customer's sense of debt repayment When customers have borrowed money from banks, the capital usage is entirely dependent on customers If customers not use capital for the right purpose, the loan cannot be highly effective When customers fail to pay debts and commit frauds to credit officers, they also affect the bank's credit performance which reduces the bank’s profit In addition, a long-standing fact is the situation that borrowers are always dealing with the bank by providing untrue figures even though these figures have been censored by agencies This makes it difficult for the bank to grasp the situation of business operations as well as the management of customer’s loans 4.3 Sub-conclusion Through research and analysis of organization and short-term lending activities, we know the status of short-term loan performance at VietinBank Thang Long branch Short-term lending at the branch as well as any credit institutions has a success and shortcoming The problem is that the bank needs to promote the achieved results and find out solutions to overcome and limit risks, thereby improving the efficiency of short-term lending and serving 69 customers better In chapter 5, the author gives conclusions, finds the achievements and limitations of this thesis, thus giving recommendations for short-term lending at the branch CHAPTER 5: SUMMARY, FINDINGS, CONCLUSION AND RECOMMENDATION 5.1 Summary Although studying the current status of short-term lending is not a new topic, short-term credit activities have new things at different times and different banks Through chapters, the author has analyzed short-term lending activities from the overview of credit activities in the commercial banking system in Vietnam to the details of short-term lending activities at VietinBank Thang Long Chapter 1, the author introduces and gives the reason for choosing a research topic under the direction of the instructor: Mr Ngo Tung Anh (MA, MBA) In chapter 2, the researcher gives general theories about short-term lending activities of commercial banks, introduces Vietinbank Thang Long branch and makes comments on the previous thesis related to the author's research thesis In chapter 3, the author gives a research methodology to study the topic of this graduation thesis In chapter 4, the author analyzes the current situation of short-term lending at VietinBank Thang Long branch and makes assessments about this activity In the final chapter, the researcher makes the conclusion and solution to improve short-term lending activities of the branch Moreover, based on the references and data collected from the branch, the author has analyzed specifically short-term credit activities in the period of 2016-2018 70 From these studies, the researcher has made an assessment of this situation and provided solutions and recommendations for the branch to improve short-term lending activities at Vietinbank Thang Long branch 5.2 Findings Through this research, short-term lending is a type of activity that brings many risks to the bank In fact, this is a monetary business activity of credit institutions The risk factor comes from both the bank and customers side To limit this risk, on the bank side, credit officials need to have a good credit expertise so that they can make assessments and appraise customers before lending On the client side, the borrower must have a credibility, financial capacity, civil capacity, and collateral before proposing the loan In this study, the author has some limitations when researching the topic that there is no actual survey on the situation of using loans from borrowers but only based on data provided by VietinBank Thang Long branch This is a limited point in analyzing the situation of short-term lending by the author In addition, due to the limited professional qualification, the author only focuses on researching the effectiveness of short-term lending at one branch of VietinBank so it is impossible to give the most objective assessment Therefore, the author hopes that the following researchers who study this topic can avoid the limitations of the author in this thesis that has not been fully studied to make the next thesis more complete 5.3 Conclusion In response to the requirement of national industrialization and modernization with the motto of maximizing internal resources, the bank credit is an important solution for capital supply The birth of the stock market creates a medium 71 and long-term capital mobilization channel for the economy and is a good addition to the commercial banking system However, short-term lending to customers always plays an important role in the economy In the process of expansion and development, the bank has realized that the effectiveness of lending activities is more important than expanding the scale of lending Promoting the operational efficiency of short-term lending has always been the most important content in the development strategies of banks in Vietnam The thesis has analyzed the basic and effective theoretical issues of short-term lending of commercial banks and the status of short-term lending activities of Vietinbank Thang Long branch in the last years from 2016 to 2018 Since then, from the perspective of bank managers, the author has offered some key solutions to boost the effectiveness of short-term lending at the branch In order to promote the efficiency of lending activities, the role of the commercial bank is the most important, however, it cannot be separated from related parties such as customers, the State Bank of Vietnam and the economic environment By selecting the topic "Enhancing the effectiveness of short-term lending at VietinBank - Thang Long branch" is the object of research The thesis has first codified the basic arguments about the bank lending and the status of its activities to improve the quality of lending at VietinBank Thang Long branch From the study of general arguments, the thesis analyzed and evaluated the status of shortterm lending activities in the period of 2016-2018 However, the content and scale research of the graduation thesis is about one branch of VietinBank, so the solution offered by the author are only proposed The author hopes that the above studies are somewhat meaningful for the branch as well as commercial banks in general 72 5.4 Recommendations 5.4.1 Development orientations of VietinBank Thang Long branch Commenting on the situation in 2019 as the next year continues to be difficult in the Vietnam Finance - Banking market, the Board of directors of VietinBank Thang Long branch sets the target of striving to promote capital mobilization The branch continues to have good relationships with traditional customers, expands more new and potential customers especially those who are businesses and enterprises in the field of trade and services in Hanoi Short-term outstanding loans continue to account for a high proportion and annual growth of its loans which has reached 12% in 2019 To carry out this task, the branch provides the following specific directions: - The branch needs to strengthen the inspection and control of short-term lending activities The branch needs to ensure the annual NPL ratio accounting for 1% of the bank's total - outstanding loans The branch should apply a modern technology to gradually reduce the cost of exploiting and checking information, managing the situation of debt fluctuations and improving the - quality of accounting The branch needs to diversify products and improve the quality of banking products and services Moreover, the bank needs maximizing the strengths of the locality and the sector in which - the branch focuses on expanding the business development The branch should develop the high-quality human resource associated with building and developing businesses In addition, the branch should strengthen customer confidence with the bank In the next years, the bank aims to become a strong, effective and reputable bank in Hanoi 73 5.4.2 Strategies for enhancing short-term operations at VietinBank Thang Long branch a) Making a good implementation of the lending process Lending process has been stipulated and detailed instructions in the Credit Handbook of VietinBank Thang Long However, the bank must also be very flexible in applying this process to each specific customer case It is suitable for this customer but not suitable for other customers, the bank need to have lending policies for each customer Flexible implementation of the lending process is closely related to the group of customers whose the branch has a credit relationship For customers who have a long-term credit relationship with the bank, the steps of guiding documents and procedures are not necessary because the information about the legal status and collateral was provided for the bank before Information collection and investigation steps can be mitigated due to inheriting available information, credit officers only need to focus more on the feasibility of the project, the profitability and the ability to pay back the project In contrast, for customers who have first-time relationships with the branch, credit officers need to fully and thoroughly follow the steps in the lending process or ensure customers understand and fulfill the bank's requirements In short-term loans, time and opportunity are very important factors for both borrowers and the bank Therefore, adopting a flexible process that helps ensure regulations, mitigate procedures and reduce time is necessary for customers b) Building flexible interest rate policies When deciding on a short-term loan at a bank, the first thing that customers care is the interest rate Although the interest rate is the main factor to attract customers, the branch needs to consider 74 carefully when offering it Interest rate not only ensure the bank's benefits but also be consistent with the customer’s benefits When the bank agrees with customers about interest rate, they need to take into account the risk, internal rate of return and competitive interest rate in the financial market If the interest rate is too low, the bank will attract more customers but the bank's profits are not guaranteed Conversely, if the interest rate for short-term loans is too high, it will not attract customers who can borrow other banks This will also reduce the profit and quality of short-term loans at the branch Currently, the interest rate policies at the branch are quite good, but to continue to improve the efficiency of short-term loans, the branch needs to perform better, more detailed, and more diverse interest rates corresponding to each short-term loan that facilitates lending c) Enhancing the customer support policy When the bank provides the capital to customers, customers are the most important factor determining the effectiveness of the loan However, it will be more secure when customers get the close inspection and supervision from the bank In the process of checking and supervising customers, if any mistakes are found, the bank should provide timely and give accurately measures At the same time, if finding out that enterprises are facing difficulties but still able to repay both principal and interest to the bank The branch needs timely have the reasonable solutions to support them such as rescheduling and restructuring debt d) Improving the system of fund credit risk provisions Risks in the banking sector including credit risk, liquidity risk, market risk, interest rate risk, income risk and bankruptcy risk, in which credit risk is the most significant and inevitable Therefore, in order 75 to handle possible losses, the bank needs to establish a reserve fund to cover risks The risk reserve fund is used by the bank to make up for the irrecoverable loans The amount of money deducted from the fund which is treated as a bank's expense, and by the end of the year, the remaining amount of the fund will be refunded to reduce the amount of the provisional reserves In banking activities in Vietnam, the establishment of risk reserve fund is very necessary because the risks are unforeseeable Hence, in the coming time, Vietinbank Thang Long branch needs to perform this task as well as a measure to overcome and offset the risks e) Training to improve credit officials' qualifications The effectiveness of credit activities depends very much on the qualification, the ability to analyze and the experience of credit officers Credit officers often play a key role in assessing the effectiveness of loan applications, self-monitoring and checking production activities of enterprises as well as debt recovery Therefore, the branch should have many good credit officers who meet common standards such as: having a good and creative professional level in the work and grasping the changes in the economy Vietinbank Thang Long branch needs to organize a comprehensive training to create qualified and knowledgeable staff as well as serving business requirements f) Strengthening the bank marketing In the current market economy, the role of marketing is very important in promoting and introducing the image of the bank in the eyes of customers Marketing helps customers know and understand the products and services that the bank will offer them In addition, it is a bridge to help the branch get closer to customers Therefore, 76 VietinBank Thang Long branch should pay attention to developing the marketing to expand short-term lending activities to borrowers g) Modernizing and applying technology 4.0 to the banking system Banking technology is an important factor that any bank needs to be concerned about in its business development strategy Application of modern technology helps the bank minimize manual processes that take a lot of time and cost Modernizing banking technology helps the bank avoid falling into a backward state and less competitive ability in the difficult economic environment Modern equipment and technology plays a really important role in the bank's development Currently, with the development of technology, the branch should apply technology 4.0 such as Internet banking to help customers easily connect with banking products Therefore, the bank can expand many customer segments using Vietinbank's diverse products 5.4.3 General recommendations a) To the Government and other relevant organizations The government needs to create a complete, synchronous and strict legal environment for borrowers and lenders to fully exercise the rights and obligations of each bank - The government needs to create a stable macro-economic environment because this is the common environment for all - activities of the market economy The government must always update legal documents, circulars, and decrees to suit the Vietnam's money market For example, the relevant legal documents such as: Law on Credit Institutions, Civil Law, Land Law, etc need common consensus 77 and avoid overlapping laws For commercial banks, this is an important factor affecting the quality of credit information and - credit activities The government needs to take measures to definitively settle outstanding debts for loans under the government's designation and boost the debt restructuring to promote - financial health The government should have preferential policies in credit activities for commercial banks and offer credit packages to borrowers so that people not have to borrow at black credit institutions b) To the State Bank of Vietnam As the leading and managing agency of commercial banks, the State Bank of Vietnam needs to come up with credit policies to support commercial banks in business activities on the interbank market and the financial market The State Bank of Vietnam needs to improve and modernize the National Credit Information Center (CIC), regularly and promptly update information about borrowers so that the branch can conduct the verification of customer information in order to avoid risks in credit operations The SBV should have sanctions for credit institutions to strictly abide by the regulations of the credit information regime and increase the fair competition of commercial banks in credit activities In addition, AMC Vietnam Co., Ltd of the State Bank of Vietnam should regularly combine and cooperate with commercial banks in dealing with bad debts in order to bring the bad debt ratio to a safe level for the Vietnamese’s economy c) To the VietinBank 78 VietinBank is responsible for making policies and developing regulations of the entire system as a basis for developing business plans including entire branches in general and Thang Long branch in particular VietinBank Thang Long branch requests Vietnam Joint Stock Commercial Bank for Industry and Trade to consider and adjust some business plans in 2019 to suit the current condition and business environment VietinBank should be supplementing staffs to ensure sufficient a number of personnel to complete the work, limiting the situation of overloading and creating conditions for officials to improve their professional qualifications VietinBank needs to strengthen facilities, ensure a sufficient transaction space and strengthen towards modernizing technical equipment for business activities of the branch The leaders of VietinBank should pay attention and have incentive policies for officials who have a high sense of responsibility
