Interpret to clarify the theoretical and practical issues, propose basic solutions to implement the fostering of scientific research capacity of students training to become lecturers in the academies and military officer colleges in the current period.

1 INTRODUCTION 1. Overview of the thesis  To perform the works "Fostering scientific research capacity of   students training to become lecturers in the academies and military   officer colleges in the current period", the fellow has spent time, effort  and intelligence in working for many years, especially over 10 years of  teaching   as   lecturer   at   the   Academy   of   Politics,   Political   Officer  College, directly guiding students in scientific research and graduation  thesis. At the same time, investment in research, analysis of materials,  documents,   data   and   referring   to   research   results   of   the   scientific  works, the resolutions, directives and instructions of the Party, State,  Army,   Ministry   of   Education   ­   Training,   the   final   report   of   the  agencies and units within and outside the army related to scientific  research, scientific research capacity and fostering scientific research  capacity of trainees, students within and outside the army The fellow found that this topic has great significance, directly  improving  the quality  of  education ­  training,  contributes  to  fostering  knowledge   and   competence   of   cadres   staff,   lecturers,   trainees,  empowering the status and reputation of the academy and military officer  colleges. So the master's thesis specialized in Building the Party and the  State Government (2010); as well as conference presentations, scientific  papers of the fellow published in journals in and outside the military  revolves   around   the   issues   of   scientific   research   capacity,   fostering  scientific research capacities of the students training to become lecturers in  the academies and military officer colleges 2. Reasons for choosing the thesis topic Fostering scientific research capacity for trainees and students  is one of the important contents in the curriculum of the academies  and   colleges   to   supplement,   strengthen,   develop   the   knowledge,  experience,   skills,   and   practice   scientific   thinking   capacity   for  trainees, students, contribute to improving the quality of education ­  training and scientific research, response to the modeling and training  objectives   of   the  colleges,   as   the  basis   for   learners,   students   after  graduation to be able to participate in scientific activities, implement  their responsibilities and duties The academies and military officer colleges are the institutions of  education ­ training and scientific research, with important position and  role for training and retraining, staff training, research, development and  scientific   application   of   the   army   and   nation   Currently,   fostering  scientific research capacity for official staff, lecturers, and students has  become one of the central political tasks of the academies and military  officer   colleges;   this   activity   contributes   to   improve   the   quality   of  education ­ training Students   training   to   become   lecturers   in   the   academies  and  military officer colleges are part of the students in the military colleges,  with a very important role over the activities of education ­ training  and scientific research, the force after graduation to become lecturers,  scientific staff, management staff at the academies and military officer  colleges, the people directly teaching, scientifically researching, and  instructing students to do scientific research and will be a major force  in training master's, doctoral qualifications later Thoroughly grasping the viewpoints and policies of the Party and  the State on basic, comprehensive renovating the system of education and  development   of   science   ­   technology;   Regulation   of   the   Ministry   of  Education ­ Training on scientific research conducted by students in the  training institutions   The academies and military officer colleges have  promoted the leadership and directing to improve the quality of scientific  research activities and fostering scientific research capacity of students.  Therefore, scientific research activity is developing strongly. However,  scientific research capability and fostering scientific research capacity of  students also revealed many shortcomings and inadequacies. To meet the  requirements of the national construction, defense, military missions, tasks  of education ­ training, scientific research and requirements of training  lecturers in academies and military officer colleges in the new situation,  the author has chosen the issue "Fostering scientific research capacity   of students training to become lecturers in the academies and military   officer   colleges   in   the   current   period"   as   a   matter   of   practical  significance in both theory and practice 2. Research purpose and task  * Research purpose Interpret to clarify the theoretical and practical issues, propose  basic   solutions   to   implement   the   fostering   of   scientific   research  capacity of students training to become lecturers in the academies  and military officer colleges in the current period * Research task  Overview of research projects related to the topic. Interpret to  clarify   the   basic  issues  of   scientific   research   capacity   and   fostering  scientific research capacity;  correctly  assess the true state of  fostering  scientific   research   capacity  of   students   training   to   become   lecturers;  propose  basic solutions  to  foster scientific research capacity of students  training to become lecturers in the academies and military officer college  in the current period 4. Research object and scope  * Research object The thesis focuses on theoretical studies, status and possible solutions  to foster scientific research capacity of students training to become lecturers  in academies and military officer colleges Subjects to investigate by polled votes, mostly students training to  become lecturers; lecturers, scientific staff, management staff of education ­  training and scientific management; official staff of student management  units;   and   the   integration   of   collecting   material   on   scientific   research  activities of students training to become lecturers in the academies and  officer colleges in the northern region of Vietnam The data serves the thesis is limited from 2010 to present research   capability   of   students   training   to   become  lecturers in academies and military officer colleges * Research method The   thesis   applies   synthetic   research   methods   of   specialized  scientific and interdisciplinary subjects; focusing on theoretical research  methods, reviewing the practice, which focuses on some basic methods  such as analysis, synthesis, logic, history, investigations, field surveys,  comparison and expert methods to clarify the content of the thesis  6. New contributions of the thesis Develop the concepts on scientific research capability and fostering  scientific  research  capability  of   students   training   to  become   lecturers   in  academies and military officer colleges From practice, draw some experience in fostering scientific research  capacity of students training to become lecturers in academies and military  officer colleges Propose  some  contents,  and  measures  to  foster  scientific  research  capacity of students training to become lecturers in academies and military  officer colleges in the current period 7. Theoretical and practical meanings of the thesis The   research   results   of   the   thesis   contribute   significantly   to  clarify   fundamental   issues   of   theory   and   practice   of   scientific  research capacity; fostering scientific research capacity of students  training to become lecturers. On this basis, it helps the committees,  officers in charge, lecturers, scientific staff, and management staff of  students at the academies and military officer colleges to orient the  activities of fostering scientific research capacity of students training  to become lecturers The   thesis   can   be   used   as   references   in   teaching,   learning,  scientific research in academies and military officer colleges 8. Structure of the thesis Include: the introduction, overview of research issues, three chapters  (6 periods), conclusion and recommendations, the list of published scientific  works of the author related to the topic, the list of references and appendices OVERVIEW OF RESEARCH SITUATION RELATED  TO THE TOPIC 1. Foreign researches related to the topic * Scientific works and groups of works in China Textbook   "The   party   work   and   political   work   in   academies,  colleges of the Chinese People's Liberation Army during the renovation  period" by the National Defense University of the People's Liberation  Army of China Publishing House, Part II of the book said that the Central  Military Commission and the people's liberation Army of China are very  interested   in,   considering   the   training   and   retraining   of   official   staff,  especially the work of fostering working capacity and consider it as one of  the long­term strategy tasks, which is crucial to the construction of the  revolutionary, modernization and regularization army In the book "Charter of the Party work, the political work of the  People's Liberation Army of China" by the Department of International  Book Editor, issued by the Vietnam People's Army Publishing House.  The   book   specifies  the  position,   role,   responsibilities,   qualities   and  capabilities of the political commissars, political instructors including a  discussion on fostering the research capacity for official staff, students  in colleges of the people’s Liberation Army of China.  * Scientific works and groups of works in Russia Russian Army and Navy promoting scientific research activities in  the military school system was mentioned by many authors such as Mark  Galeotti with the research The Russian military reform, published in the  journal "Jannes Intelligence Review". In this, Mark Galeotti analyzed the  advocacy of rearranging military school system and improvement of the  quality of training and scientific research in the academies and military  officer colleges The   author   V.V   Gierepsov,   in   the   article  "About   the   possible   development directions of Russia's armed forces", published in the journal  "Military   Thought"  from   Russia,   states:   "Federal   Republic   of   Russia  continues   the   current   modernizing   of   the   armed   forces   from   the  modernization of man. According to the author, a basic content of the new  military doctrine of Russia is developing military workforce in the twenty­ first century, especially the forces in academics, lecturers in the military  school and quality of education ­ training and scientific research there." The   above   research   works   in   China,   the   Republic   of   the  Russian   Federation   all   confirmed   the   role   of   scientific   research  activity   in   the   academies,   military   officer   colleges,   especially  fostering the working capacity of the official staff, lecturers, students  of   military   schools   are   always   been   considered   as   necessary   and  important   activities   in   order   to   carry   out   development   objectives,  modernize the army of each country. However, there is no scientific  works of foreign authors independently, intensively mentioning the  scientific research capacity and fostering scientific research capacity  of students training to become lecturers 2. Domestic researches related to the topic * Researches related to the scientific research capacity Discussing on scientific research activities, there are a number of  authors having written textbooks, reference books, and monographs on  these   activities   such   as   the   book:  "The   methodology   of   scientific   research" by Vu Cao Dam (ed), including 207 pages introducing about  the   basics   of   scientific   research   methodology   The   author   states:  Scientific research is a creative intellectual activity of scientists, in order  to perceive the world, to create a knowledge system with values and  applications in improving the objective world The topic "Improving the quality of scientific research of students in   post graduate training system at the Academy of Politics ­ Military today",  by MA. Duong Quang Bich as chairman refers to improving the quality of  scientific   research   of   students   in   post   graduate   training   system   at   the  Academy of Politics ­ Military, draws experience and suggests some basic  solutions  to improve the quality of  scientific research for   postgraduate  students The topic  "Improving the quality of scientific research for the   students   training   to  become  political   cadres   at   division  level  at the   Academy of Politics ­ Military  today"  by Master Nguyen Van Phuc as  chairman, was accepted in 2008. The authors interpreted features of  scientific research, criteria to evaluate the quality, assess the situation,  identify   the   causes,   and   draw   experience   of   raising   the   quality   of  scientific research of students training to become political instructors at  the second unit, under the Academy of Military Politics today Scientific   articles   by   the   author   Le   Van   Lam,  "Improving   the  quality  of   scientific  research   of   students   training  to  become   political   instructors   in   the   Academy   of   Military   Politics   today",   Journal   of  Education   on  Military  Political   Theory   Scientific   articles   by  Nguyen  Phuong Dong, "Mounting scientific research with doctoral training at the  Academy of Politics", published in the Journal of Education on Military  Political Theory, number 116/2009. The article "Improving the efficiency   of potential connection of scientific research ­ military technology" by the  Major General, Assoc. Prof., Dr. Doan Hung Minh, General Department  of   Defense   Industry,   published   in   the   Journal   of   national   defense.  Scientific article "Promoting military scientific research in the Academy  of National Defense"  by the author Vo Tien Trung, published in the  Journal of national defense The   above   scientific   works,   the   articles,   presentations   in   the  workshops related to scientific research have certain contributions on  both theory and practice, pointing out the concepts on capacity, science,  scientific research, the position and role of scientific research activities  in   the   military   school     The   fellow   respectfully   inherits,   develops,  further   studies   to   clarify   the   issue   of   capacity,   fostering   scientific  research capacity of students training to become lecturers in academies  and military officer colleges that other works have not mentioned or  discussed but not deeply * Researches related to managing and fostering capacity The doctoral dissertation:  "Management of scientific research   activities of the lecturers at the universities" by the author Tran Thi  Thu Hien mentioning about  scientific research activities,  scientific  management of the universities in the whole country. In the thesis,  the   author   supplements   and   perfects   some   theoretical   arguments  about scientific research management activities; building the concept  on scientific research; clarify the characteristics of scientific research  of teachers in schools associated with higher education, for training In   the   book   "Fostering   practical   capabilities   of   the   Party   work,   political   work   of   students   training   to   become   political   commissars   today"  by   Nguyen   Chinh   Ly,   the   author   focuses   on  clarifying the theoretical and practical basis of fostering practicing  capacity to implement the party work and political work of students  training   to   become   political   instructors,   draw   some   experience,  identify the requirements of fostering and propose basic solution to  foster practical capability of the Party’s work and political work for  students training to become political instructors today The thesis  "Fostering working capacity of political official   staff at division level in the completion army of the People's Army   of   Vietnam   today"  by   the   author   Pham   Dinh   Bo;   The   thesis  "Fostering working capabilities of the party’s work and political   work for political instructor staff at military command board at   southeastern   commune   level   in   the   current   period"  by   Do   Duy  Anh;   The   thesis  "Fostering   youth   working   capacity   of   political   instructor staff in the base units in charge of training, ready to   fight for the Vietnam People's Army in the current period"  by Do  Hoang Ngan. The topic "Fostering scientific research capacity of   teachers of social science and humanities at Academy of Military   Politics   today",   the   topic   at   Academy   of   Politics   level   by   the  author   Pham   Xuan   Mat   as   chairman;   The   article  "Fostering   scientific research capability for students" by Phan Thi Hue  The   authors   have   analyzed   to   clarify   the   roles   of   fostering  capacity   for   staff,   trainees,   students,   assess   the   status   of   fostering  capacity for staff, trainees, students at schools are still unclear, not  indeed become a movement and fostering subjects are not actively  guiding trainees and students to conduct research projects, scientific  conferences and write articles in the newsletter, the website of the  school   to   exchange   the   method,   academic   experience,   new  professional information on the majors that they are attending  3. Overview of research results of the published scientific works confirms the views and policies of the Party and State for education ­  training  and scientific  research;  clarification of  scientific  research,  the  concept of capacity and working capacity of staff, trainees and students, as  the   basis   for   research   students   inherit,   given   the   concept   of   students  training   to   become   lecturers;   research   identifying   characteristics,  characteristics fostering scientific research capacity, building capacity and  fostering the concept of students in scientific research in academies and  military officer college  * Issues that the thesis continues to focus on solving   to   evaluate   fostering   scientific   research   capacity of students training to become lecturers    Firstly, the level of awareness, attitude and responsibility of  the subject and join forces to build the capacity of participants in  scientific research Secondly, the results of implementing contents and forms of  fostering   scientific   research   ability   of STUDENTS TRAINING TO BECOME LECTURERS IN  ACADEMIES AND MILITARY OFFICER COLLEGES  2.1. Situation fostering scientific research capacity of students  training to become lecturers 2.1.1   The   basic   advantages   in   fostering   scientific   research   capacity of students training to become lecturers Firstly, awareness and responsibility of the subject join forces  to   build   the   capacity   of   participants   in   scientific   research   is  increasingly high, to meet the mission requirements of the GD ­DT  and scientific research in academies and military officer college Secondly,   the   content   and   form   of   fostering   model   closely,  training   objectives,   gradually   changing,   in   accordance   with   the capacity building of students training to become lecturers * The cause of the limitations, weaknesses Firstly, the direction and guidance of the authorities, departments  of the academy teachers, officers with the content is not close to the  characteristics and qualifications of different learners Secondly, a number of committees, officials and party members  are acutely aware not full position, role and required training in scientific  research capability for students Thirdly, a sense of responsibility in order to study, practice on the
