THE PLAN OF APPLYING INFORMATION TECHNOLOGY (IT) IN STATE AGENCIES- Hai Duong City PERIOD 2013 -2015

I The situation of the IT application in state agencies of Hai Duong city.

1 IT application in the internal of state agencies.

Having the attention of the Ministry of information and communication, the support of Microsoft Vietnam in 2008-2009, Hai Duong city have deployed to sync the software of managing documents,named “Job profile”, the software of specialized e-letter , Internet portal using the same port and 45 port members for state agencies The software used is based on Microsoft Connected Government Framework (CGF) ,so it has the high synchronism and cohesion, ensure the management and administration of the city People's Committee departments, the district People's Committee Currently, the units which are installed software, have checked the content

of out-in-documents, and gradually handle the job profiles through software The units will send and receive documents by the electronic-way

Many officers themselves create mailboxs from other e-mail system suppliers

to use

The applications of specialized management: 58% of departments, provincial departments have applied the specialized software serving for management such as: the software of land management database, e-map ( Department of Natural Resources and Environment), the software of project management and investment project management one (Department of Planning and Investment), the hospital management information- system and the patient management, pharmacy management, hospital charges , health insurance ones, etc (Department of Health);the software of officers and , public servants management (Department of Interior), the management software

of emulation and commendation work, education and finance ones It takes the first step to build electronic database records of complaints and denunciations

The system of online briefings has stable operation and effective in the meeting of City People's Committee’s, the departments ‘s and branches’s with DPC’s directions

The IT application in the education sector for the management, teaching and computer training, initially is effective 100% of high schools have the computer science’s teaching, 45% secondary ones have and 25 % elementary ones have this subjects

The application softwares which aimed to renew teaching methods, improve the quality of education management, include: the officer management software (Pemis); the student management one (EMIS); the point management one (ShoolView); the arranged schedule one; the test management one; the software of building and manage the bank tests; the mixing test software ; the library management one,

2 IT application serving people and businesses

The system of online public service: providing 1589 public administrative services in the units: Department of Information and Communications; Department of Planning and Investment; Municipal Tax Bureau; the city’s police

In 2010, Hai Duong city has built and put into service the following online services:

- The construction industry: Issue the licensing construction of industrial buildings, the services and civil engineering –is not house, the infrastructure; issue the certificate of construction planning,the construction practice ones, the reference norms, the price tag of basic construction

- The health sector: Issue and adjourn the practicing certificate of private examination and treatment, the pharmaceutical practice certificates

- The Natural Resources and Environment sector : issue the land-use right certificates to organizations using land, change the aim of using land with permission, and the same one without permission of the economic organization

- The Labor, War Invalids and Social Affairs sector : Module of labor,job.

- Hai Duong City: The online public services giving business license for households, IT application systems in a department store

II The goal of IT application in the state agencies's activities in the period

2013 -2015

1 The overall goal.

- Provide information and online public services at high level across the board for people and businesses

- Build a successful e-administration: Build and complete the information system; create widespread, stable electronic work environment among the state agencies in the city, to improve the productivity, work efficiency; reduce the time, activities cost of state agencies

2 Specific objectives to 2015

a / The IT application internal of state agencies.

- 75% of the documents, the official documents exchanged between state agencies (from district to higher) completely in electronic form;

- Ensure the technical conditions to 100% state agencies (DPC, municipal) have management and administration work through electronic office systems

- 100% of the People's Committees of communes, wards are connected to the Internet Striving from 20% to 30% of the communes, wards use the document management software - job profile for storage, management; receive over 60% of the direct operating documents through the mail system electronics

- 80% of officers regularly use e-mail system at work;

- 70% of the direction meeting, executive meeting of the City,Department and other branches People's Committee, the departments working in the network environment;

- 100% of the officers management records have the general management on the network;

- Over 30% of the number of state-funded package bidding online, the informations on tender (bidding plans, bidding notice, the list of contractors participating in bidding, bidding results ) are posted online;

- Strive to 10% of the agencies and departments using the digital signatures;

- Build the digital database to manage and provide informations and support for the leadership of the city, departments and branches in operating the work and making decision

b / IT application serving to the people, businesses

- 100% of state government agencies, departments, branches and People's Committees of districts, cities and older participate in the question and answer forum

on the city's e-portal 15-20% of the communes have the exchange and dialogue with people, business on the question and answer categories of e-information portal

- 100% of the online public services from level 2 to higher, 30% of the one from level 3, testing a number of online services at level 4

- 65% of business tax records and 25% of people's tax records are sent by online

- 100% of the district and city People's Committee, apply IT in the 1- store department

- Implement the permanentregistration by online at some key wards and tourist attractions;

- Enhance applying the software serving for the management and teaching, in order to improve the quality of training at 100% of the high school, the continuing education centers It promotes the teaching of computer science from 30-40% at the primary schools; 55-70% at secondary school and some key kindergartens

- Experimentalise on publishing scores by online in some training school and high school

3 The Orientation to 2020

-Improve the serving capacity through network system, create widespread network environment, serve the majority of the activities of state agencies The

officials and public employees can work anytime, anywhere based on a variety of different medias

- Over 50% of online public services are provided at the 3 and 4 level; it integrates services for people, businesses anytime, anywhere

III Contents of plan

1 The infrastructure development

- Develop the centralized database of city

- Continue to build the LAN network, servers, workstations and the connection network for the city and district, departments and branches; replace old equipment to make synchronous infrastructure meeting for the use of city;

- Equipments of LAN systems, computers, servers, auxiliary equipment and transmission line ,connect to a number of departments ,the district People's Committee, the city and a number of communal levels

- Establish the maintenance team, computer crash rescue of IT and telecommunications center in Hai Duong

- Establish the management team of digital signature’s application directly under the information and communication ,meet the using of digital signatures

2 Develop IT application internal state agencies

- Install the e-office software to 100% offices, departments of the district People's Committee, the city and other communal units

- Purchase the email software copyright; continue to provide user manual e-mail system for all officials and employees in the city

- Enhanced the internal info portal, to ensure more integrated for management systems and datas serving the executive agencies and units;

- Build the info system of household management at Hai Duong city

- Develop, upgrade, and improve the management software of officers record,of civil servants and employees in the city;

- Pilot the application of digital signatures some units in the city

3 Develop IT Application serving to the people, businesses

- Implement to extend the info system of household management in the city;

- Make the online public services of enumerating tax, the city's bidding on e-portal

- Make the online public services of enrollment registration, publish the scores

of some training-school and high school on the city's e-portal;

- Upgrade the public online services from level 3 to level 4 for one in the Department of Information and Communications (licence to publish documents without business, licence to publish news, license for printing, for press conference, for exhibition, fairs and publications)

- Upgrade the basic online public services from 1.2 level to level 3

- Develop the information systems of socio-economic integration in Hai Duong

- Build the system of 14 - key specialized database in Hai Duong city (in terms

of population, land, labor, health, education, etc.)

- Upgrad the electronic map system of Hai Duong city

4.Human resources development

- In this stage, Hai Duong city continues to implement policies of attracting and supporting IT staffs of the city;

- Continue training the IT basic level, IT applications for commune-level officials;

- Organize the training programs to improve professional ,application skills and exploit IT for 100% of civil servants on the severity and different specialized fields

- Train to improve level for IT staffs (postgraduate degree), in-depth training for network administrators;

- Train for chief information officer (CIO);

- Continue to expand and improve the quality of IT training in the secondary school, high school and training schools of the city

- Organize to study experiences for IT staff;

- Guide and spoke widely on the mass media
