Vì vậy, ngày 0382016, Bộ GDĐT đã ban hành Công văn 3755BGDĐTGDTX để hướng dẫn việc quy đổi như sau: Việc quy đổi sẽ thực hiện theo đề xuất của Bộ GĐĐT với Bộ Nội vụ tại Công văn 6089BGDĐTGDTX ngày 27102014:
