Chapter 2: Use and Manage Budgets CHAPTER 2: USE AND MANAGE BUDGETS Objectives The objectives are: • Describe how to enter budget data • Describe how to use budget control on a purchase order • View the status of budget register entries and inquire about budgets • Describe the features supported by the system for transferring budget data from a third-party application or by using the Microsoft Office Excel® add-in • Reviewing budgeting integrations • Describe the steps for transferring a Ledger budget Introduction After you have set up and configured basic budgeting you can begin entering budget amounts If you plan to use Budgeting workflows, create the workflows, and then assign them to budget codes before you begin to make budget register entries Also, if you plan to use budget control, configure budget control before you enter budget amounts The Budget amounts topic reviews how to create and manage budget register entries This includes entering original budget amounts, creating recurring amounts, allocation amounts across dimensions or periods In addition the process for creating budget revisions and budget transfers is reviewed This course examines how to view the status and history of a budget The process for using budget control on source documents and accounting journals is also reviewed In addition, the integration of Cost budgeting, Service budgeting, Financials II in Microsoft Dynamics® AX 2012 Budget Amounts The budget data is entered through the Budget register entry form which consists of a header and lines The header information is applied to the whole budget register entry and the lines (account entries) are where budget amounts for specific dimension combinations are entered Procedure: Create Budget Register Entries To create budget registry entries, follow these steps: Open Budgeting > Common forms > Budget register entry Click Budget register entry in the New group of the Action Pane FIGURE 2.1 BUDGET REGISTER ENTRY FORM Select the Budget model (identifier of budget) whose budget balance will be affected by the processing of this transaction Select the Budget transaction code to classify the budget register entry Optionally, specify a Reason code for the budget register entry Set the focus in the lines grid The Date for the budget register entry line determines the period that the budget will be recorded to Select an Account structure NOTE: The step of assigning an account structure to a budget account entry is required because not all dimensions in an account structure may be enabled and the same budget enabled current services agreement Chapter 2: Use and Manage Budgets Enter the Dimension values for the budget enabled dimensions The order in which the dimensions are entered is based on the order in which the dimensions appear within the account structure Enter the budget Amount and the budget Amount type The budget amount type will default to expense, but can be changed The amount type is needed since the main account is not a required element for budgeting 10 Specify the transaction Currency 11 Click Update the budget balances on the Action Pane By taking this action, the budget balance for the budget model and dimension combination will be updated based on the amount for the period in which the line date falls Procedure: Create a Budget Transfer You can create budget transfers by creating a budget register entry that has a budget code that is associated with the Transfer budget type You decrease the budget of one or more financial dimension values, and then increase the budget of other financial dimension values by the same amount Open Budgeting > Common > Budget register entries On the Action Pane, click Budget register entry On the Budget register entry FastTab, select a budget model and a budget code that is associated with the Transfer budget type In the Budget account entries grid, click Add line Enter the account structure and financial dimension values to transfer a budget amount from Enter a negative amount, such as -1000.00 Click Add line to add a line for the account structure and financial dimension values that you want to transfer the budget amount to Then enter a positive amount, such as 1000.00 If multiple accounts must be used to increase the budget of the financial dimension values that are receiving the budget amount, add lines, and then enter a entry For example, if you notice that a manual budget reservation will exceed the budget, you can create a budget transfer to satisfy the over-budget condition You can also create budget transfers from source documents such as purchase orders and invoices, and from accounting journals Open Budgeting > Common > Budget register entries On the Action Pane, click Budget register entry to create a budget register entry On the Budget register entry FastTab, select a budget model and a budget code NOTE: You can create a transfer from any of the budget types, such as Original budget or Revision In Entries For some expenses, such as rent or lease, the amount that is budgeted will typically be the same amount for each period You can replicate a budget account entry to accommodate this need For example, you decide to create a budget account entry every month until 12/31/2010 You perform this function on 6/22/2010 Therefore, after you apply this function, you will have budget transaction line for every month through the end of the year To create a recurring budget register entry, follow these steps: Open Budgeting > Common > Budget register entries On the Action Pane, click Budget register entry to create a budget register entry On the Budget register entry FastTab, select a budget model and a budget code In the Budget account entries grid, click Add line Then enter the financial dimension values, amount, and amount type Click Enter recurrence FIGURE 2.3 ENTER RECURRENCE INFORMATION DIALOG Enter the Interval type, Interval, and Expiration date, and then click Create In the define a pre-determined allocation to dimension values by percentage For example, if specific budgeted amounts for travel are allocated based on a percentage by department; that allocation can be defined by using an allocation term that is later used when you creating budget amounts The use of an allocation term provides an automated way to create the breakdown of a budget amounts across dimension values or combinations of dimension values To perform this function setup of budget allocation terms is required Open Budgeting > Common > Budget register entry Follow the steps outlined in Procedure: Entering Budgets to create a budget account entry and save it Select the line that you just created Click the >> (more) button and select Allocate to dimensions This opens the dialog box where you can select the budget allocation term to apply FIGURE 2.4 ALLOCATE TO DIMENSIONS DIALOG Select the Allocation term and then click Allocate Notice that the original budget account entry is Amounts Using a Period Allocation Key Period allocation keys let you define allocations by percent to specific periods The period allocation key functionality is not new to Microsoft Dynamics AX 2012 and can be defined from General ledger > Setup > Periods > Period allocation key Define the Period allocation key and give it a name on the Period allocation key form Click Lines and create lines You can allocate percentages by month You can also specify the dimension values that should be allocated the defined percentage Click the Financial dimensions tab and enter the dimensions values To apply the period allocation key to a budget account entry click Allocate across periods from the Budget register entry form After applying the period allocation key, a reversal is created for the budget account entry The budget account entry is entered together with a new budget account entry that is based on the percent allocation by month which is defined in the period allocation key FIGURE 2.5 View the Status of Budget Register Entries You can view all of the budget register entries on the Budget register entries list page You can select multiple draft budget register entries and update the budget balances at the same time You can also work with budget register entries that are submitted to workflow If you select or open a budget register entry that is submitted to workflow, a yellow information bar appears at the top of the Budget register entries list page and the Budget register entry form This bar includes status information and options Near the right side of the workflow status bar, you can click the View workflow instructions icon for any instructions that were included when the workflow was set up The Budget register entry status field displays either Draft or Completed The Source document field displays the identifier of the source document that a budget register entry originated from For example, a Transfer budget register entry could have originated from current services agreement Chapter 2: Use and Manage Budgets Cost Accounting Budgeting Cost accounting budgeting is a forecasting feature that enables you to plan costs for the future It extends the budgeting functionality of the general ledger, and makes it possible to transfer budget amounts from the general ledger The Cost accounting module has two separate forecast functions: budgeting, which is standard functionality, and flexible planning, which is an advanced budgeting functionality and requires special licensing If you want to plan costs, you must first create a budget model using one of the following budget model types: • Cost accounting budget • Ledger budget • Flexible budgeting The Budget overview form provides an overview of all budget costs To receive an overview of budget costs using all budget models, you can aggregate these budget models by linking them to each other as submodels on the Submodel tab of the Budget model form When you create budgets, you must distinguish between the following: • Cost budget - used to create budgets based on cost categories • Service budget - used to create budgets based on service categories NOTE: You can import and export cost accounting budgets to and from the Budgeting module Cost and Service Budgeting Cost budgeting is used to plan costs for cost categories and service budgeting is used to plan services (quantities) for service categories You can enter budget values in cost and service budgets in the Cost budget and Service budget forms • Open Cost accounting > Journals > Cost budget • Open Cost accounting > AX 2012 The Budget form also shows budget costs and services for all dimensions, and cost and service categories that contain budget values for a selected Budget model You can choose between three methods of allocation for cost and service budgeting in the Method field on the General tab: • None: no allocation is used You enter an amount for a selected cost category and a date • Period: allocates budget costs for a unit of a future period You must specify: Quantity, Unit, and End date • Example: if quantity = and unit = month, the specified amount is posted every month up to the end date • Key: allocates budget costs according to a selected Period key, which is set up in General ledger NOTE: The Total amount field in the Cost budget form and the Total quantity field in the Service budget form, which display total budget costs or quantities for a certain future period, are updated automatically when you use the Period and Key methods of budget cost allocation Project Budgets Microsoft Dynamics AX supports two methods for projecting and controlling project costs and revenues: project budgeting and project forecasting By using project budgeting, you can enter estimated revenues and costs for a project and then use it to control actual project transactions Project budgeting is a simpler method than forecasting, although it does integrate with forecast models It uses a single entry form for original budget details and for revisions, and it allows projections based only on amount, category, or activity In project budgeting, all original budgets and revisions must be sent to project workflow for approval Workflow gives you increased control over the process and creates a change history record Project budgeting resembles general ledger budgeting but can be set up more quickly and efficiently Many of the options in general ledger budgeting, such as number sequences or currency, not have to be set up separately for projects Project budgets are automatically associated with two forecast models, one for original budget and one for remaining budget This is so that reports that are based on forecast models can use budget data When a project budget is committed, the system creates forecast transactions based on the associated models, which are used for reporting and control purposes 2-24 Microsoft Official Training Materials for Microsoft Dynamics® Your use of this content is subject to your current services agreement Chapter 2: Use and Manage Budgets Budget control is used in project budgeting to make it possible for actual and budgeted transactions to be compared You set up and enable project budget control individually for each project If you use the default settings, budget checking is performed when transactions are posted If you prefer to have budget checking done before transactions are posted, you can set up budget checking for specific transaction types When actual transactions are entered, the balance amounts in the remaining budget are reduced This creates an audit trail for each event, which simplifies the process of tracking revisions Fixed Asset Budgets You can create budgets for fixed asset value models The budget journal for fixed assets is very similar to the fixed assets ledger journal Both manual transaction entry and the functionality of proposals are identical to those of the fixed assets ledger journal It is possible to generate a budget-related depreciation proposal corresponding to the depreciation proposal in the fixed asset ledger journal To update fixed assets budgets in General ledger, the same accounts are used as accounts set up for realized fixed asset transactions, which are the accounts from the Fixed asset posting profiles form The transaction type of the budget line, together with the fixed asset and the value model of the budget journal line, will be used to update the accounts in the posting profile You can post fixed asset budget journals in the following ways • Open Fixed assets > Journals > Fixed asset budget • Open Budgeting > Setup > Budget models • To view and transfer fixed asset budget journals to the ledger, use the Fixed assets budget register entries form (Open Fixed assets > Inquiries > Fixed assets budget register entries.) • To view fixed asset budget journals, use the Future value of fixed assets form (Open Fixed assets > Reports > Budget > Future value of fixed assets.)
