MINISTRY OF HEALTH SOCIALIST REPUBLIC OF VIETNAM Independence – Freedom – Happiness - No.: 50/2016/TT-BYT Hanoi, December 30, 2016 CIRCULAR REGULATIONS ON MAXIMUM RESIDUE LEVELS OF PESTICIDE IN FOOD Pursuant to the Law on food safety dated June 17, 2010; Pursuant to the Government's Decree No 38/2012/ND-CP dated April 25, 2012 detailing the implementation of some articles of the Law of food safety; Pursuant to the Government's Decree No 63/2012/ND-CP dated August 31, 2012 defining the functions, tasks, powers and organizational structure of Ministry of Health; At the request of Director of Vietnam Food Administration; Minister of Health promulgates Circular introducing regulations on maximum residue levels of pesticide in food Article Scope and regulated entities This Circular deals with the maximum residue levels of pesticide in domestically produced foods and imported ones This Circular applies to producers and traders of foods, and authorities and entities involved Article Interpretation of terms In this document, these terms are construed as follows: Maximum Residue Level (“MRL” for short) refers to the highest concentration of a pesticide residue in a food (unit: mg/kg of food) Pesticide residue refers to any specified substance in food resulting from the use of a pesticide The term "pesticide residue" includes residues from unknown or unavoidable sources (e.g., environmental) as well as known uses of the chemical It includes any derivatives of a pesticide, such as conversion products, metabolites, reaction products, and impurities considered to be of toxicological significance Extraneous Maximum Residue Limit (“EMRL” for short) refers to the maximum concentration of a pesticide residue or a contaminant in food arising from environmental sources (including former uses of chemicals in agriculture), exclusive of the residue arising from the use of a pesticide or contaminant substance directly or indirectly on food (unit: mg/kg of food) 4 Acceptable Daily Intake (“ADI” for short) is the daily intake of a chemical which, during an entire lifetime, appears to be without appreciable risk to the health of the consumer (unit: mg/kg of the body weight) Pesticide Code (“Code” for short) means the code of a pesticide used by the Codex Alimentarius Commission (CODEX) Article Announcement of MRLs in food MRLs in foods are regulated in the Appendix enclosed to this Circular Article Implementation This Circular takes effect as of July 01, 2017 Part “Maximum Residue Levels of Pesticide in Food" promulgated under Decision No 46/2007/QD-BYT dated December 19, 2007 by Minister of Health on “Regulations on maximum levels of biological and chemical contaminants in food” shall be null and void as from the entry into force of this Circular The Vietnam Food Administration shall take charge and coordinate with relevant competent authorities in organizing the implementation of this Circular Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Health Công ty Luật Minh Gia www.luatminhgia.com.vn THE MINISTRY OF TRANSPORT Circular No 61/2015/TT-BGTVT dated November 02, 2015 of the Ministry of Transport on regulations on cargo transportation on inland waterways Pursuant to the Law on Inland Waterway Navigation dated June 15, 2004; Law on amendments to the Law on Inland Waterway Navigation dated June 17, 2014; Pursuant the Government’s Decree No 24/2015/NĐ-CP dated February 27, 2015 detailing the implementation of a number of articles of the Law on Inland Waterway Navigation and Law on amendments to the Law on Inland Waterway Navigation; Pursuant to the Government’s Decree No 110/2014/NĐ-CP dated November 20, 2014 regulating conditions for inland waterway transport business; Pursuant to the Government’s Decree No 107/2012/NĐ-CP dated December 20, 2012 defining the functions, tasks, entitlements and organizational structure of the Ministry of Transport; At the request of Director of Department of Transportation and General Director of Vietnam Inland Waterway Agency; The Minister of Transport promulgates the Circular providing on cargo transportation on inland waterways Chapter I GENERAL PROVISIONS Article Scope of adjustment This Circular provides for activities of transport, loading, unloading, delivery, receipt and storage of cargo on inland waterways Article Subject of application This Circular applies to organizations and individuals involved in activities of transport, loading, unloading, delivery, receipt and storage of cargo on inland waterways This Circular does not apply to transport of dangerous cargo Article Interpretation of terms In this Circular, some terms are construed as follows: LUẬT SƯ TƯ VẤN PHÁP LUẬT 24/7: 1900 6169 Công ty Luật Minh Gia www.luatminhgia.com.vn Cargo mean any property including containers, flooring, pallets, dun age or other similar transport and packaging means that are not provided by organizations and individuals involved in transport of cargo Packages include bags, chests, packages, barrels, containers Dockers mean organizations and individuals trading in services of loading and unloading of cargo at ports and inland wharves Loading/unloading service buyers mean organizations and individuals concluding contracts with ducker for loading and unloading services Storage sellers mean organizations and individuals trading in services of storage of cargo at ports, inland wharves Storage buyers mean organizations or individuals concluding contracts with storage sellers for storage of cargo Cargo recipients means organizations or individuals having names included in the bill of lading as consignees Super-size cargo means the cargo with actual inseparable size over 10 m, 40 m or 4.5 m in width, length and height respectively Super-weight cargo means inseparable cargo of over 100 tons 10 Ports, wharves include inland wharves and ports belonging to sea ports publicly announced and licensed by competent authorities Article Packages Packages should meet specifications and standards as prescribed; be highly durable; have clear symbols, codes, size; ensure safety during transportation, loading and unloading of cargo Chapter II TRANSPORT OF CARGO ON INLAND WATERWAYS Article Obligations of cargo transport traders Establish bill of lading according to forms in Appendix I enclosed herewith after cargo is loaded onto ships Transport cargo to intended destinations and ensure shipping time as specified in the contract signed with cargo transport service buyers (hereinafter referred to as ‘transport buyers’) Other obligations as prescribed in Clause 2, Article 87 of the Law on Inland Waterway Navigation LUẬT SƯ TƯ VẤN PHÁP LUẬT 24/7: 1900 6169 Công ty Luật Minh Gia www.luatminhgia.com.vn Article Rights of cargo transport traders Request transport buyers to open packages for examination in case of any doubt about declaration of cargo types; Reject transport of packages failing to meet requirements as prescribed in Article hereof and cargo banned from transportation; Request payment of fees for storage of cargo on the ship as a result of the fault caused by transport buyers or cargo recipients; Other obligations as prescribed in Clause 1, Article 87 of the Law on Inland Waterway Navigation Article Obligations of transport buyers Provide papers, documents and other necessary information about cargo and ensure legality of such cargo; Appoint persons to take charge of delivery and receipt of cargo with cargo transport traders unless otherwise as agreed; In case a cargo escort is needed, such escort should have good knowledge about characteristics of cargo and handling measures during the transport and comply with the ship’s rules Determine moisture of cargo at loading and unloading places to calculate weight of cargo, especially cargo with moisture affecting weight unless otherwise as agreed; At the request of general director of the Agency of Medical Services Administration, the Minister of Health promulgates the Circular stipulating examination and treatment for strokes in medical facilities Chapter I GENERAL PROVISIONS Article Scope and regulated entities This Circular stipulates medical examination and treatment for strokes in medical facilities This Circular applies to state-owned and private medical facilities including Emergency 115 facilities (hereinafter referred to as ‘medical facilities’) Article Manners of medical examination and treatment of strokes in medical facilities: A health facility may choose organize its stroke treatment activities in one of following manners: Stroke team; Stroke unit; Stroke department; Stroke center Article General principles of organizing medical examination and treatment of strokes Stroke teams, stroke units, stroke departments and stroke centers in medical facilities shall work 24/7 A stroke is considered as an emergency case A medical facility must concentrate all its personnel, equipment and equipment on administration of first aid, quick diagnosis, provision of treatment and rehabilitation Chapter II FUNCTIONS, DUTIES AND ORGANIZATIONAL STRUCTURE OF A STROKE TEAM Article Functions of a stroke team A stroke team is a team which performs rapid response to strokes and is established by a medical facility Functions of the team include receiving stroke patients and performing rapid assessment, classification, initial emergency treatment and transportation of stroke patients Article Duties of a stroke team Receive stroke patients and perform rapid assessment, classification and administration of first aid a) Receive requests for administration of first aid to acute stroke patients from clinical units of the medical facility and perform rapid assessment and classification of strokes Information about stroke patients must be fully recorded using the form provided in Annex enclosed herewith b) Administer first aid to stroke patients: If a stroke patient is in a clinical unit of the medical facility, the stroke team shall cooperate with such clinical unit in administering first aid c) Make quick report on the condition of a stroke patient to the stroke unit or stroke department or stroke center of such medical facility or the most capable medical facility in order for it to prepare for the admission of the patient Assist in transportation of the patient to the stroke unit, stroke department or stroke center of the nearest medical facility Assist in administration of first aid, medical examination and treatment for stroke patients in other medical facilities as requested Making statistical and professional reports according to laws Perform other duties related to medical THE MINISTRY OF INDUSTRY AND TRADE SOCIALIST REPUBLIC OF VIETNAM Independence – Freedom - Happiness No 25/2016/TT-BCT Hanoi, November 30, 2016 CIRCULAR REGULATIONS ON ELECTRICITY TRANSMISSION SYSTEM Pursuant to the Government's Decree No 95/2012/ND-CP dated November 12, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade; h) Vietnam Electricity; i) Other organizations, individuals Generating sets of a power plant with total installed capacity greater than 30 MW connected to distribution grid must meet technical requirements of equipment connected to transmission grid and other relevant requirements prescribed herein Article Interpretation of terms In this Circular, some terms are construed as follows: AGC (Automatic Generation Control) is an automatic equipment system for adjusting active power of generating sets to maintain stability of electricity system frequency within permissible scope according to operating principles of generating sets Electricity system security is the ability of the system to supply power to meet demands for loads at a certain point of time or for a specified period with account taken of electricity system obligations AVR (Automatic Voltage Regulator) is a system used to control terminal voltage of generating sets through the impact on the excitation system of the generating set to ensure terminal voltage of the generating set within permissible limits Voltage level is one of nominal voltage values of a system, including: a) Low voltage: nominal voltage level to 01 kV;
