Gaseous Fire Extinguishing Systems to provide suitable requirements for the regular maintenance of halon 1301 total flooding systems Halon 1301 total flooding systems contain control and indicating equipment (CIE) that complies with AS 1603.4 and is installed in accordance with AS 1670 The maintenance provisions of this Standard therefore overlap those for control and indicating equipment contained in AS 1851.8 Where the CIE for a halon system forms part of a fire indicator panel (FIP) serving other zones as well as the halon protected enclosure, then maintenance in accordance with AS 1851.8 and this Standard can be undertaken simultaneously without the need for duplication This Standard, AS 1851.11, however, has been written so that it can also be used for a halon 1301 control panel that serves only a halon protected enclosure This Standard has some textual variance from its sister document, AS 1851.8, Maintenance of fire protection equipment, Part 8: Automatic fire Standard Maintenance of fire protection equipment Part 11: Halon 1301 total flooding systems SECTION SCOPE AND GENERAL Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited 1.1 SCOPE This Standard sets out requirements for the regular maintenance of halon 1301 total flooding fire extinguishing systems designed and installed in accordance with AS 3689.1 Regular maintenance includes inspection and testing procedures Although this Standard has direct relevance to systems designed and installed in accordance with AS 3689.1, the Standard may be used as a basis for maintenance of other halon 1301 total flooding systems 1.2 REFERENCED DOCUMENTS The following documents are referred to in this Standard: AS 1603 Automatic fire detection and alarm systems 1603.4 Part 4: Control and indicating equipment 1670 Automatic fire detection and alarm systems–System design, installation, and commissioning 2030 SAA Gas Cylinders Code halogenated hydrocarbons 3689.1 Part 1: Halon 1301 total flooding systems 1.3 DEFINITIONS For the purpose of this Standard, the definitions given in AS 1603.4, AS 1670, AS 2484.2 and AS 3689.1 apply COPYRIGHT AS 1851.11—1991 SECTION GENERAL REQUIREMENTS 2.1 MAINTENANCE OF INSTALLATION Given the environmental impact of halon 1301, it is essential that regular maintenance of halon 1301 total flooding systems is undertaken to prevent leakage or inadvertent discharge of halon 1301 It is also critical that maintenance procedures adopted not lead to accidental release of halon 1301 to the atmosphere Regular maintenance is classified into three levels which shall be performed as follows: (a) Weekly, only where– (i) there is an unsupervised connection to the fire control station; or (ii) the regulatory authority deems it necessary (b) Monthly on all systems (c) Yearly on all systems NOTES: Maintenance should be carried out only by persons having qualifications and experience suitable for the particular work on which they are engaged The manufacturer may have additional requirements beyond that specified in this Standard The arrangements for maintenance should ensure that a person is available on call at all times to provide service in the event of any fault developing at the installation Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited 2.2 RECORDS All system attendances, e.g inspection, testing, service and maintenance procedures, shall be systematically recorded by date with signed entries in the logbook maintained on the site (see Clause 4.2) In addition, a copy of all attendance records should be forwarded to the owner or the owner’s agent 2.3 PRECAUTIONS Prior to commencing any inspection, testing, or maintenance procedures, the service person shall carry out the following precautionary procedures as applicable: (a) Inform the building owner or agent that maintenance is to be carried out (b) Advise the fire control station if testing will transmit a fire alarm signal (c) Ensure that all halon 1301 actuating circuits are isolated or firing mechanisms are removed to ensure testing or other maintenance procedures cannot cause discharge of any halon 1301 (d) Set the detection and alarm system in the appropriate test mode and ensure that ancillary facilities, gas flooding systems, and air–handling plant (including smoke exhaust and stairwell pressurization systems, evacuation warning systems, and the like) are isolated to the extent that the testing or maintenance will not cause inadvertent operation NOTE: The action to be taken when any circuit is isolated should be covered by the maintenance contract The following actions are recommended: (a) When any part of an installation is to be isolated ensure there are no obvious safety or fire risks associated with the section being isolated Where there is any risk of fire arising from the isolation of any part of the installation, the fire control station and the owner or agent should be notified (b) When any section of an installation is to be isolated and left unattended the owner or agent should be notified The owner or agent should advise the appropriate authority COPYRIGHT AS 1851.11—1991 SECTION MAINTENANCE PROCEDURES Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited 3.1 WEEKLY The weekly maintenance procedure shall be performed as follows: (a) Isolate halon supply in accordance with Clause 2.3(c) (b) Initiate a simulated fire alarm on an alarm zone facility so as to transmit an alarm to the fire control station Check for proper operation of all associated alarm visual indicators Check that the alarm was correctly received at the fire control station The above test shall be carried out in a manner acceptable to the fire control station (c) Check for satisfactory operation of the fire alarm bell (d) Reset alarm zone facility (e) Check the battery condition by operating the battery test facility for min, and record the battery condition in the logbook (f) On completion of Steps (b), (c), (d) and (e), ensure that all switches are in the correct operating position, and if a faulty condition exists advise the owner or agent Re–establish system integrity (g) Record the results of weekly maintenance procedures in the logbook, including whether the fire alarm signal from the alarm zone facility was received at the fire control station (see Clause 4.2) 3.2 MONTHLY The monthly maintenance procedure shall be performed as follows: (a) Isolate halon supply in accordance with Clause 2.3(c) (b) Initiate a simulated fire alarm on an alarm zone facility so as to transmit an alarm to the fire control station Check for proper operation of all associated visual alarm indicators Check that the alarm was correctly received at the fire control station The above test shall be carried out in a manner acceptable to the fire control station (c) Check for satisfactory operation of the fire alarm bell (d) Reset alarm zone facility to normal (e) Test each alarm zone facility to confirm its ability to operate the master alarm facility (f) Check that all visual and audible indicators are operating correctly (g) Check that all control and indicating equipment is in a clean and operational condition, and effectively dust sealed (h) Ensure that all fire indicator panels, local halon control stations (LHCS), repeater panels and mimic panels are clearly visible and readily accessible (see AS 1670) (i) Simulate fault conditions on all alarm zones to ensure that fault indicators, both audible and visual where applicable, are operating correctly from each alarm zone facility (j) Inspect all halon 1301 gas containers, manual mechanical release mechanisms, and all other ancillary equipment to ensure they are secure, undamaged and unobstructed (k) Check and record the container gauge pressures (l) Any container showing a loss in pressure exceeding 5% of the nominal filling pressure, adjusted for temperature change from initial fill at 21°C, shall be reported to the owner or agent for corrective action NOTE: Pressures in halon 1301 containers can vary considerably with temperature change; there may be a considerable time delay between changes in the ambient temperature and the corresponding change in the halon container pressure (m) Check the function of all halon manual initiate switches and the halon inhibit switch on each LHCS (n) Ensure that all warning and instruction signs as required by AS 3689.1 are correctly displayed and unobstructed and that all controls, valves, switches, etc., are properly identified (o) Ensure that all controls are returned to the normal condition Re–establish the system integrity (p) Record the results of monthly maintenance procedures in the logbook, including all items requiring corrective action, adjustment and the like (see Clause 4.2) (q) Check that items previously recorded as requiring attention have been attended to, or record the reasons (if known) why corrective actions have not been completed (r) Inform the building owner or agent that maintenance is completed and of any items requiring corrective action Obtain all necessary signatures in the logbook 3.3 YEARLY The yearly maintenance procedure shall be performed as follows: NOTE: Prior to yearly maintenance procedures the maintenance person should give the owner or agent sufficient notice of testing to allow time for witnessing to be arranged (a) Isolate halon supply in accordance with Clause 2.3(c) (b) Perform monthly maintenance procedures in accordance with Clause 3.2 Items (b) to (n) COPYRIGHT AS 1851.11—1991 (c) Inspect all detectors and sampling points for any condition which is likely to adversely affect their operation, such as deposition of dust or coating of paint (d) Remove at least one detector on each alarm zone circuit and confirm the fault signal is registered at the appropriate alarm zone facility (e) Determine the sensitivity of all detectors This may take the form of either– (i) the testing of a detector in situ; or (ii) the removal of a detector and its replacement by a detector which has been checked and calibrated by the supplier NOTE: For details of detector testers, see Appendix B, AS 1851.8 (f) Check that an alarm require the owner or agent to provide other personnel to reset or restart ancillary facilities (g) Measure and record the time delay between any detector circuit’s initiation of gas release, and the operation of the halon container actuators (h) Check the operation of all remote ancillary control facilities including door closers, evacuation warning systems, air–handling systems and the like, and ensure that each controlled device can be correctly activated (i) Check the operation of all mechanical release devices (j) Check the operation of all illuminated ‘EVACUATE AREA’ and ‘DO NOT ENTER’ signs (k) Check the correct operation of the power supply supervision alarm, if applicable, by disconnecting all power supplies to the fire indicator panel (l) Inspect control and indicating equipment components for evidence of deterioration (m) Check the mass or measure the contents of all halon 1301 containers and pilot containers where fitted and record in the logbook Any container showing a loss of net weight exceeding 5% shall be reported to the owner or agent for corrective action (n) Check and record all container details for compliance with requirements for periodic inspection and pressure testing in accordance with AS 2030.1 (o) Where applicable, check the electrical resistance of actuators and insulation of actuators to earth and replace them where appropriate Pyrotechnic actuators shall be replaced in accordance with the manufacturer’s specifications (p) Check for correct operation of direction valves (q) Perform full system function check by initiating detector alarms and checking on the response of container valve actuating circuits at the halon 1301 containers This check shall include the operation of the valve actuators, where this can be done without discharging halon 1301 or damaging the actuator Where various combinations of detector circuits can initiate a halon 1301 discharge, each combination shall be checked (r) Check for building alterations, changes in the environment, openings or other factors that could– (i) cause inadvertent discharge of halon 1301; (ii) allow leakage of halon 1301 from the protected area; or (iii) require modification to the system NOTE: Leakage rate may be obtained by the fan pressurization technique, referenced in AS 3689.1, Appendix D (s) Ensure all controls are returned to the normal condition and re–establish the system integrity (t) Record the results of yearly maintenance procedures in the logbook, including details of all equipment that does not pass the visual inspection or fails to operate satisfactorily, and notify the owner or agent of any deficiencies within the installation and obtain all necessary signatures in the logbook COPYRIGHT AS 1851.11—1991 SECTION MAINTENANCE DOCUMENTATION Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited 4.1 GENERAL Maintenance documentation shall be provided for each halon 1301 total flooding system and shall include the following: (a) Installer’s report as specified in AS 3689.1 (b) Installer’s statement, as–installed diagrams, and commissioning test report as specified in AS 1670 for the control and indicating equipment The installer’s statement, as–installed diagrams, and commissioning test report shall be prepared on durable, good quality paper, clearly legible and contained in a plastics cover or alternatively bound into the operator’s manual (c) Operator’s manual as specified in AS 1603.4 (d) Logbook The maintenance documentation given above shall be housed in a secure location at the fire indicator panel, or as otherwise approved by the regulatory authority The documentation shall describe the state of the installation as it currently exists If any changes are made to the installation, the relevant records shall be updated, i.e installer’s statement, as–installed diagrams, operator’s manual, and the like 4.2 LOGBOOK A log shall be provided to sequentially record all known alarms, faults, disconnections, discharges and all maintenance and inspection procedures carried out so that there is a composite record of all events related to the installation Where a logbook is used it shall be substantially bound, not in a loose–leaf form, and in triplicate format with numbered pages Where a logbook is used, it shall include the following: (a) Name of owner or agent and the reporting location (b) Name of maintenance organization(s) (c) Identification of the halon 1301 system (d) Details of weekly, monthly and yearly maintenance procedures as given in Appendix A (e) Container pressure and weights report (f) A ‘report’ section for attendances apart from maintenance procedures (g) Required distribution of copies shall be printed on each page, i.e.– (i) original ‘owner/occupier/agent’; (ii) duplicate ‘service contractor’; and (iii) triplicate ‘retain in book’ COPYRIGHT AS 1851.11—1991 APPENDIX A HALON 1301
