PRECAUTION FOR DECK DEPARTMENT 1-ENTERING AND LEAVING A PORT @- Wear suitable clothes and protectors for the work properly ( protective helmet, protective shoes, gloves and clothes that cannot get caught in a machine etc.) @- Test the function of windlass, winches, and capstans to confirm normal operation @- Signs ( signals ) between working members should be established beforehand and all crew members should be familiar with them @- The condition of mooring ropes should be previously confirmed (Are there any wear and tear ,twists, or change of color ? ) @- When a stopper is used, its strength ,quality, and form should be of a proper level A worn-out stopper should not be used @- The area around the work place should be kept in order to secure a safe footing, and hawsers and other ropes should be kept properly coiled @- The operation of windlass and winches , handling of a rope at the warping end and treatment of a stopper should be performed by skilled crew-members in the correct manner @- When a hawser or cable is hauled in or let go, working member engaged in such work should pay close attention to their working postures and not approach the following areas - The area in the direction of cable’s extension - The area in the direction of hawser’s extension - When the hawser forms an arc, the area inside the arc @- When a mooring rope ,towrope, or slip wire is let go , take proper action to prevent back lash and person other than working members should be kept at a distance @- Ensure good communication with the bridge so that the hawser is not broken 2-CARGO WORK : @-Wear suitable clothes and protectors for the work properly (Clothes, protective helmet ,protective shoes, gloves, torch-lamps, etc ) @- Make good arrangements for the procedures before starting work (Number of working members, stationworking method, leader, signals, tools, etc ) @- The lifting and lowering operation of the crane should be performed by skill crew-member Winches cranes, and other cargo handling machines should be inspected carefully before starting work @-When hatch operation the duty officer should remind deck crew to check the hatch-board’s locks and confirm the hatch- coaming way gutter way is clear before closing For opening it should be check whether hatch cleats and top of the hatch-board are clear or not @- When crew-members work in the hold ,the following points should be observed: - Don’t enter the hold alone - Light in the hold sufficiently - Put on proper clothes and protectors.(helmet, working shoes, gloves, etc ) - When crew-members work where there is danger of falling ,use a lifeline or safety belt, or - Spread a safety net as preventive measures @- When crew enter an enclosed space (such as a tank ,a cofferdam, a rudder trunk, etc ) or a space where there is a danger of oxygen deficiency or a space where there is a danger of a harmful gas ,carry out gas detection to ensure safety @- Hold steps should always be maintained in good condition, and climbing up and down should be done steadily 3- WORK AT ELEVATED PLACES OR OVERBOARD @-Before starting work ,make sure sea and weather condition are suitable for the work @-The work should be performed by experienced crewmembers @-Wear suitable clothes for the work @- Always use protective helmet and a safety belt These articles should be previously checked for any wear and tear @- During the work , post a watchman unless two or more members are simultaneously engaged in the work and one of them is able to take necessary steps in case of an accident @- Tools for the work should be secured with cord or put into a suspended bag to prevent them from falling @- When a boatswain’s chair or stage is used , it should be strong and be lashed correctly To move a chair or stage , use manpower @- When work is carried out in the vicinity of the funnel, whistle, radar, radio antenna, etc., inform those concerned in such equipment previously about the time and details of the work @- The passage under the place of work should be restricted @- When overboard work is carried out, the following points should be observed in addition to the above: - When no lifeline is used ,working life jackets should be used - Reliable equipment for climbing up and down such as a jacob’s ladder should be arranged - Life buoys with lifelines should be arranged - A notice board indicating that work is in progress should be put up on the deck - Those concerned should be previously requested not to discharge or dump overboard any bilge, Sewage and other waste in the vicinity of the working space - When a hanging stage is used at a curved part of the hull, the stage should be secured with lashing - Ropes or other effective means to make it stable
