C READING (5.0 points)
I The reading passage ‘Public Libraries’ has 7 sections I-VII Choose the most suitable heading for each section from the list of headings below Write the appropriate letters (A-I) in the space provided next to each section There are two extra headings which you will not need Section I has been done as an example (1.2 points)
A Financial support
B Local decisions
C Influence of people’s interests
D Materials about Morgan horses
E History of public libraries
F Certain books stay in the library
G Free services for everyone
H A wide variety
I Similar ways to arrange books
PUBLIC LIBRARIES
Section I ………G…………
The word public comes from a Latin word, publicus, meaning people A public library is for all
the people in a community to use It charges no fee for its services The public library will have available, within the limits of its budget, a wide variety of books and other materials These books or other materials may be borrowed, or taken out for a specific time, by anyone in the community The library loans its materials.
Section II ………
Public libraries are usually tax-supported There are a few that are instead supported from money that has been donated And there are some that receive part of their money from taxes and part from gifts.
Trang 4Section III ………
Few public libraries are exactly alike Not only are the shapes and sizes of the building different, but so are the number of books and other materials in each Your nearest library may be like the Los Angeles Public Library, which has over 4,538,458 books and bound periodicals (magazines and journals) in its collection Or it may be like the Cherokee County Public Library, which has only about 3,800 books in its collection.
Section IV ………
Libraries vary in other ways, too, for instance, in the number of hours (or days) they are open or
in the number of people who work there Most public libraries, however, arrange their books and other materials in similar ways They divide their collections into two basic age groups, children and adult Adult books are in one place; children’s books are in another Then the books are further separated by the kind of book Storybooks – works of fiction – are separated from information, or fact books - nonfiction.
Section V ………
People often want to refer to, that is, look something up in a certain basic information book Thus reference books, which are rarely read cover to cover, are put in a special place in the library, a reference section or perhaps a reference room Reference books are never to be taken out of the library building.
Section VI ………
Each library decides for itself how it should further arrange its books and other materials In a large city library, certain nonfiction materials may be put into a special area or separate room For instance, there may be a separate room just for all the materials a library has on music In another large city, the music materials might not be kept so separate It would depend on what the people in that city had indicated they found useful.
Section VII ………
A library’s holdings are everything the library has in its collection These holdings almost always reflect the community’s special interests Suppose, for example, there were a town where Morgan horses were widely raised and trained That town’s library would most likely have a great deal
of material about Morgan horses Since the people who were interested in Morgan horses would probably less interested in other breeds of horses, the library might have only a small amount of material on Mustangs or Appaloosas.

But are tourists really to (7) ? Or is it the (8) of the tourist industry, which has (9) to provide reasonably-priced alternatives? And if the local resort only offers a succession of bars for the tourists to visit, can we really (10) them for not doing more cultural activities?

In the early days of the United States, postal charges were paid by the recipient, and charges
varied with the distance carried In 1825, the United States Congress permitted local postmasters to
give letters to mail carriers for home delivery, but these carriers received no government salary and their entire compensation depended on what they were paid by the recipients of individual letters.
In 1847 the United States Post Office Department adopted the idea of a postage stamp, which of course simplified the payment for postal service but caused complaining by those who did not like to
prepay Besides, the stamp covered only delivery to the post office and did not include carrying it to a private address In Philadelphia, for example, with a population of 150,000, people still had to go to
the post office to get their mail The confusion and congestion of individual citizens looking for their letters was itself enough to discourage use of the mail It is no wonder that, during the years of these
cumbersome arrangements, private letter-carrying and express businesses developed Although their activities were only semi-legal, they thrived, and actually advertised that between Boston and
Philadelphia they were a half-day speedier than the government mail The government postal service lost volume to private competition and was not able to handle efficiently even the business it had.
Finally, in 1863, Congress provided that the mail carriers who delivered the mail from the post offices to private addresses should receive a government salary, and that there should be no extra charge
for that delivery But this delivery service was at first confined to cities, and free home delivery became
a mark of urbanism As late as 1887, a town had to have 10,000 people to be eligible for free home delivery In 1890, of the 75 million people in the United States, fewer than 20 million had mail delivered free to their doors The rest, nearly three-quarters of the population, still received no mail unless they went to their post office.

E Talking to friends and family
F Checking help wanted ads
G Attending job fairs
H Using telephone directory
Section III ………
We use it every day to find doctor, dentist, plumber or anything else in town Why not use the yellow pages to find a job? Before you open the yellow pages, write down what you want to find out so that you won’t waste either your time or the employer’s time The best times to call most businesses are from 9:30 a.m to 11:00 a.m and 1:30 p.m to 3:00 p.m All you are asking is, “How
do I obtain employment with your company?” Some companies now have voicemail called “job lines” to tell you of the procedures Be ready to write down the information I recommend that you purchase a street map book of the city The book will help you pinpoint the location of the business The book will also prevent you from asking the question, “Can you give the directions?” Always thank them for their time Remember – you interrupt their day.
Section IV ………
Every Sunday thousands of employers place job openings in the major papers and smaller local community papers throughout the city to attract needed personnel to service their customers Before you seek the information, you will need to ask the following three questions: 1) Where do I want to work? 2) Which fields interest me? 3) Do I have the required skills to apply for this position? For the best results, respond to the ad within 48 hours of printing Many ads only want you to fax or apply in person – so follow the rules.
Section VI ………
Every working day we get in our cars and line up like cattle to move down the roadways, each of us alone in our cars Try taking the bus and use this time to network Think of the bus as a small informational meeting of 40 people Start your approach with a friendly “Hello” Some people may not say it back to you In time you may meet some contacts through taking the bus If networking on the bus doesn’t work for you, at least you can take advantage of the other benefits
of riding the bus – using the time to organize your day, read the paper or a good book, saving over
200 gallons of gas per year, paying no parking fees – and you can wave at your friends stuck in the slow lane.

III Read the passage and circle the correct answer (A, B, C or D) for each of the questions below (1.0 p)
It is commonly believed in the United States that school is where people go to get an
education Nevertheless, it has been said that today children interrupt their education to go to
school The distinction between schooling and education implied by this remark is important.
Education is much more open-ended and all-inclusive than schooling Education knows no
bounds It can take place anywhere, whether in the shower or on the job, whether in a kitchen or
on a tractor It includes both the formal learning that takes place in schools and the whole universe
of informal learning The agents of education can range from a revered grandparent to the people debating politics on the radio, from a child to a distinguished scientist Whereas schooling has a
certain predictability, education quite often produces surprises A chance conversation with a
stranger may lead a person to discover how little is known of other religions People are engaged
in education from infancy on Education, then, is a very broad, inclusive term It is a lifelong process, a process that starts long before the start of school, and one that should be an integral part of one's entire life.
Schooling, on the other hand, is a specific, formalized process, whose general pattern varies little from one setting to the next Throughout a country, children arrive at school at approximately the same time, take assigned seats, are taught by an adult, use similar textbooks,
do homework, take exams, and so on The slices of reality that are to be learned, whether they are
the alphabet or an understanding of the workings of government, have usually been limited by the

Trang 23Every working day we get in our cars and line up like cattle to move down the roadways, each of us alone in our cars Try taking the bus and use this time to network Think of the bus as a small informational meeting of 40 people Start your approach with a friendly “Hello” Some people may not say it back to you In time you may meet some contacts through taking the bus If networking on the bus doesn’t work for you, at least you can take advantage of the other benefits
of riding the bus – using the time to organize your day, read the paper or a good book, saving over
200 gallons of gas per year, paying no parking fees – and you can wave at your friends stuck in the slow lane.

Schooling, on the other hand, is a specific, formalized process, whose general pattern varies little from one setting to the next Throughout a country, children arrive at school at approximately the same time, take assigned seats, are taught by an adult, use similar textbooks,
do homework, take exams, and so on The slices of reality that are to be learned, whether they are
the alphabet or an understanding of the workings of government, have usually been limited by the
boundaries of the subject being taught For example, high school students know that they are not
likely to find out in their classes the truth about political problems in their communities or what the newest filmmakers are experimenting with There are definite conditions surrounding the formalized process of schooling.

Because the low latitudes of the Earth, the areas near the equator,
receive more heat than the latitude near the poles, and because the nature of heart is to expand and move, Heat is transported from the tropics to the middle
Trang 30and high latitudes Some of this heat is moved by winds and some by ocean
currents, and some gets stored in the atmosphere in the form of latent heat The term “latent hear” refers to the energy that has to be used to convert liquid water
to water vapor We know that if we warm a pan of water on a stove, it will
evaporate, or turn into vapor, faster than if it is allowed to sit at room
temperature We also know that if we hang wet clothes outside in the summertime they will dry faster than in winter, when temperatures are colder The energy used in both cases to change liquid water to water vapor is supplied by
heat – supplied by the stove in the first case and by the Sun in the latter case This
energy is not lost It is stored in water vapor in the atmosphere as latent heat Eventually, the water stored as vapor in the atmosphere will condense to liquid again, and the energy will be release to the atmosphere
In the atmosphere, a large portion of the Sun’s incoming energy is used to
evaporate water, primarily in the tropical oceans Scientists have tried to quantify this proportion of the Sun’s energy By analyzing temperature, water vapor, and wind data around the globe, they have estimated the quantity to be about 90 watts per square meter, or nearly 30 percent of the Sun’s energy Once this latent
heat is stored within the atmosphere, it can be transported, primarily to higher latitudes, by prevailing, large-scale winds Or it can be transported vertically to
higher levels in the atmosphere, where it forms clouds and subsequent storms, which then release the energy back to the atmosphere
1 The passage mainly discussed how heat
A is transformed and transported in the Earth’s atmosphere
B is transported by ocean currents
C can be measured and analyzed by scientists
D moves about the Earth’s equator
2 The passage mentions that the tropics differ from the Earth’s polar regions in which of the following ways?
A The height of cloud formation in the atmosphere
B The amount of heat they receive from the Sun
C The strength of their large scale winds
D The strength of their oceanic currents
3 The word “convert” in line 5 is closest in meaning to _
4 Why does the author mention “the stove” in line 9?
A To describe the heat of the Sun B To illustrate how water vapor is stored
C To show how energy is stored D To give an example of a heat source
5 According to the passage, most ocean water evaporation occurs especially _
A around the higher latitudes B in the tropics
C because of large-scale winds D because of strong ocean currents
Trang 316 According to the passage, 30 percent of the Sun’s incoming energy
A is stored in clouds in the lower latitudes B is transported by ocean currents
C never leaves the upper atmosphere D gets stored as latent heat
7 The word “it” in line 17 refers to
A square meter B the Sun’s energy C latent heat D the atmosphere
8 The word “primarily” in line 17 is closest in meaning to
_
A chiefly B originally C basically D clearly

I believe that much homework is not necessary Pupils already spend most of the day in school They need their time outside of school to do other things They need time to spend with their family, to work, and to just relax They can learn their lessons with homework two or three exercises a day, but much homework isn’t necessary All pupils need to spend time with their families They are still young and they need the guidance and support their parents can give them They need the companionship
of their brothers and sisters In addition, many families rely on their older children to help out at home They take care of the younger children and help with the cooking and cleaning If pupils have too much homework, they won’t have time for their families
Many high school pupils have jobs They go to their jobs after school and on weekends Some work in order to help their families Others works to save money for college Pupils’ jobs are very important to them If pupils have too much homework, they won’t have enough energy to go to work
Pupils need time to relax They study hard in school all day and many works at jobs after school But they are still young They need to spend their time with their friends and have fun When pupils relax with friends, they then have more energy for school and work They have a chance to develop social skills or to pursue their own interests Having free time is important for a child’s development If pupils have too much homework, they won’t have time for relaxation
In conclusion, I think homework is important for pupils, but other things are important, too
Some homework is good, but much homework can take time away from a pupil’s family, job, and relaxation There needs to be a balance Therefore, teachers shouldn’t give pupils much homework

to introduce more women to the sport, to show them how much fun it can be and to give them the confidence to get out and run I decided to start a running club for women in my area because I was annoyed by the attitude of many race organizers They complain about the lack of women in the sport but also use this as an excuse for not providing separate changing facilities
I put up posters and 40 women, young and old, fit and unfit, joined All of them
were attracted by the idea of losing weight but I don’t think they had really thought about running before When or if they did, they had a picture of painful training They didn’t think of chatting and smiling while running in beautiful places, like by a river
At first they ran for only a minute - now they can run for thirty minutes They’ve also learned from other runners about diet and keeping fit in general I want to do something for women’s running and I have had so much pleasure watching their progress – almost as much as they’ve had themselves
