the World Trade Organization (WTO) The goal is to improve the welfare of the peoples of the member countries The WTO began life on 1 January 1995, but its trading system is half a century older. Since 1948, the General Agreement on Tariffs and Trade (GATT) had provided the rules for the system. (The second WTO ministerial meeting, held in Geneva in May 1998, included a celebration of the 50th anniversary of the system.) It did not take long for the General Agreement to give birth to an unofficial, de facto international organization, also known informally as GATT. Over the years GATT evolved through several rounds of negotiations. The last and largest GATT round, was the Uruguay Round which lasted from 1986 to 1994 and led to the WTO’s creation. Whereas GATT had mainly dealt with trade in goods, the WTO and its agreements now cover trade in services, and in traded inventions, creations and designs (intellectual property). Essentially, the WTO is a place where member governments go, to try to sort out the trade problems they face with each other. The first step is to talk. The WTO was born out of negotiations, and everything the WTO does is the result of negotiations. The bulk of the WTO's current work comes from the 1986-94 negotiations called the Uruguay Round and earlier negotiations under the General Agreement on Tariffs and Trade (GATT). The WTO is currently the host to new negotiations, under the “Doha Development Agenda” launched in 2001. Where countries have faced trade barriers and wanted them lowered, the negotiations have helped to liberalize trade. But the WTO is not just about liberalizing trade, and in some circumstances its rules support maintaining trade barriers — for example to protect consumers or prevent the spread of disease. It’s a set of rules … At its heart are the WTO agreements, negotiated and signed by the bulk of the world’s trading nations. These documents provide the legal ground-rules for international commerce. They are essentially contracts, binding governments to keep their trade policies within agreed limits. Although negotiated and signed by governments, the goal is to help producers of goods and services, exporters, and importers conduct their business, while allowing governments to meet social and environmental objectives. The system’s overriding purpose is to help trade flow as freely as possible — so long as there are no undesirable side-effects — because this is important for economic development and well-being. That partly means removing obstacles. It also means ensuring that individuals, companies and governments know what the trade rules are around the world, and giving them the confidence that there will be no sudden changes of policy. In other words, the rules have to be “transparent” and predictable. And it helps to settle disputes … This is a third important side to the WTO’s work. Trade relations often involve conflicting interests. Agreements, including those painstakingly negotiated in the WTO system, often need interpreting. The most harmonious way to settle these differences is through some neutral procedure based on an agreed legal foundation. That is the purpose behind the dispute settlement process written into the WTO agreements. The organization officially commenced on January 1, 1995 under the Marrakech Agreement, replacing the General Agreement on Tariffs and Trade (GATT), which commenced in 1948. The organization deals with regulation of trade between participating countries; it provides a framework for negotiating and formalizing trade agreements, and a dispute resolution process aimed at enforcing participants' adherence to WTO agreements which are signed by representatives of member governments and ratified by their parliaments. [4][5] Most of the issues that the WTO focuses on derive from previous trade negotiations, especially from the Uruguay Round (1986–1994). The organization is currently endeavoring to persist with a trade negotiation called the Doha Development Agenda (or Doha Round), which was launched in 2001 to enhance equitable participation of poorer countries which represent a majority of the world's population. However, the negotiation has been dogged by "disagreement between exporters of agricultural bulk commodities and countries with large numbers of subsistence farmers on the precise terms of a 'special safeguard measure' to protect farmers from surges in imports. At this time, the future of the Doha Round is uncertain." [6] The WTO has 153 members, [7] representing more than 97% of total world trade [8] and 30 observers, most seeking membership. The WTO is governed by a ministerial conference, meeting every two years; a general council, which implements the conference's policy decisions and is responsible for day-to-day administration; and a director-general, who is appointed by the ministerial conference. The WTO's headquarters is at the Centre William Rappard, Geneva, Switzerland. About the IMF The International Monetary Fund (IMF) is an organization of 187 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world. History The IMF has played a part in shaping the global economy since the end of World War II. Our Work The IMF's fundamental mission is to help ensure stability in the international system. It does so in three ways: keeping track of the global economy and the economies of member countries; lending to countries with balance of payments difficulties; and giving practical help to members. The IMF works to foster global growth and economic stability. It provides policy advice and financing to members in economic difficulties and also works with developing nations to help them achieve macroeconomic stability and reduce poverty. The International Monetary Fund was conceived in July 1944 originally with 45 members and came into existence in December 1945 when 29 countries signed the agreement, [6] with a goal to stabilize exchange rates and assist the reconstruction of the world's international payment system. Countries contributed to a pool which could be borrowed from, on a temporary basis, by countries with payment imbalances (Condon, 2007). The IMF was important when it was first created because it helped the world stabilize the economic system. The IMF works to improve the economies of its member countries. [7] The IMF describes itself as "an organization of 187 countries (as of July 2010), working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty". UNESCO works to create the conditions for dialogue among civilizations, cultures and peoples, based upon respect for commonly shared values. It is through this dialogue that the world can achieve global visions of sustainable development encompassing observance of human rights, mutual respect and the alleviation of poverty, all of which are at the heart of UNESCO’S mission and activities. The broad goals and concrete objectives of the international community – as set out in the internationally agreed development goals, including the Millennium Development Goals (MDGs) – underpin all UNESCO’s strategies and activities. Thus UNESCO’s unique competencies in education, the sciences, culture and communication and information contribute towards the realization of those goals. UNESCO’s mission is to contribute to the building of peace, the eradication of poverty, sustainable development and intercultural dialogue through education, the sciences, culture, communication and information. The Organization focuses, in particular, on two global priorities: The Organization's history As early as 1942, in wartime, the governments of the European countries, which were confronting Nazi Germany and its allies, met in the United Kingdom for the Conference of Allied Ministers of Education (CAME). The Second World War was far from over, yet those countries were looking for ways and means to reconstruct their systems of education once peace was restored. Very quickly, the project gained momentum and soon took on a universal note. New governments, including that of the United States, decided to join in. Upon the proposal of CAME, a United Nations Conference for the establishment of an educational and cultural organization (ECO/CONF) was convened in London from 1 to 16 November 1945. Scarcely had the war ended when the conference opened. It gathered together the representatives of forty-four countries who decided to create an organization that would embody a genuine culture of peace. In their eyes, the new organization must establish the “intellectual and moral solidarity of mankind” and, in so doing, prevent the outbreak of another world war. At the end of the conference, thirty-seven countries founded the United Nations Educational, Scientific and Cultural Organization. The Constitution of UNESCO, signed on 16 November 1945, came into force on 4 November 1946 after ratification by twenty countries: Australia, Brazil, Canada, China, Czechoslovakia, Denmark, Dominican Republic, Egypt, France, Greece, India, Lebanon, Mexico, New Zealand, Norway, Saudi Arabia, South Africa, Turkey, United Kingdom and United States. The first session of the General Conference of UNESCO was held in Paris from 19 November to 10 December 1946 with the participation of representatives from 30 governments entitled to vote. The political divisions of the Second World War marked the composition of the founding Member States of UNESCO. It was not until 1951 that Japan and the Federal Republic of Germany became Members, and Spain was accepted in 1953. Other major historical factors, such as the Cold War, the decolonization process and the dissolution of the USSR, also left their trace on UNESCO. The USSR joined UNESCO in 1954 and was replaced by the Russian Federation in 1992 alongside 12 former Soviet republics. Nineteen African states became Members in the 1960s. As a consequence of its entry into the United Nations, the People's Republic of China has been the only legitimate representative of China at UNESCO since 1971. The German Democratic Republic was a Member from 1972 to 1990, when it joined the Federal Republic of Germany. Some countries withdrew from the Organization for political reasons at various points in time, but they have today all rejoined UNESCO. South Africa was absent from 1957 to 1994, the United States of America between 1985 to 2003, the United Kingdom of Great Britain and Northern Ireland from 1986 to 1997 and Singapore from 1986 to 2007. Located on the Place de Fontenoy, in Paris, the main building which houses the Headquarters of UNESCO was inaugurated on 3 November 1958. The Y-shaped design was invented by three architects of different nationalities under the direction of an international committee. The Food and Agriculture Organization of the United Nations leads international efforts to defeat hunger. Serving both developed and developing countries, FAO acts as a neutral forum where all nations meet as equals to negotiate agreements and debate policy. On any given day, dozens of policy-makers and experts from around the globe convene at headquarters or in our field offices to forge agreements on major food and agriculture issues. As a neutral forum, FAO provides the setting where rich and poor nations can come together to build common understanding. Bringing knowledge to the field. Our breadth of knowledge is put to the test in thousands of field projects throughout the world. FAO mobilizes and manages millions of dollars provided by industrialized countries, development banks and other sources to make sure the projects achieve their goals. FAO provides the technical know-how and in a few cases is a limited source of funds. In crisis situations, we work side-by-side with the World Food Programme and other humanitarian agencies to protect rural livelihoods and help people rebuild their lives. The Food and Agriculture Organization of the United Nations (FAO, or ONUAA for French: Organisation des Nations Unies pour l’alimentation et l’agriculture) is a specialised agency of the United Nations that leads international efforts to defeat hunger. Serving both developed and developing countries, FAO acts as a neutral forum where all nations meet as equals to negotiate agreements and debate policy. FAO is also a source of knowledge and information, and helps developing countries and countries in transition modernise and improve agriculture, forestry and fisheries practices, ensuring good nutrition and food security for all. Its Latin motto, fiat panis, translates into English as "let there be bread". As of 8 August 2008, FAO has 191 members states along with the European Union and the Faroe Islands, which are associate members. [1] FAO was established on 16 October 1945 in Quebec City, Quebec, Canada. In 1951 its headquarters were moved from Washington, D.C., United States, to Rome, Italy. The agency is directed by the Conference of Member Nations, which meets every two years to review the work carried out by the organization and to approve a Programme of Work and Budget for the next two-year period. The Conference elects a council of 49 member states (serve three-year rotating terms) that acts as an interim governing body, and the Director-General, that heads the agency. FAO is composed of eight departments: Administration and Finance, Agriculture and Consumer Protection, Economic and Social Development, Fisheries and Aquaculture, Forestry, Knowledge and Communication, Natural Resource Management and Technical Cooperation. [4] Beginning in 1994, FAO underwent the most significant restructuring since its founding, to decentralize operations, streamline procedures and reduce costs. As result, savings of about US$50 million a year were realized The United Nations Educational, Scientific and Cultural Organization (UNESCO; pronounced /juːˈn ɛ sko ʊ / yew- NESK -oh ) is a specialized agency of the United Nations established on 16 November 1945. Its stated purpose is to contribute to peace and security by promoting international collaboration through education, science, and culture in order to further universal respect for justice, the rule of law, and the human rights along with fundamental freedoms proclaimed in the UN Charter. [1] It is the heir of the League of Nations' International Commission on Intellectual Cooperation. UNESCO has 193 Member States and seven Associate Members. After the signing of the Atlantic Charter and the Declaration of the United Nations, the Conference of Allied Ministers of Education (CAME) began meetings in London which continued between 16 November 1942 to 5 December 1945. On 30 October 1943, the necessity for an international organization was expressed in the Moscow Declaration, agreed upon by China, the United Kingdom, the United States of America and the USSR. This was followed by the Dumbarton Oaks Conference proposals of 9 October 1944. Upon the proposal of CAME and in accordance with the recommendations of the United Nations Conference on International Organization (UNCIO), held in San Francisco in April–June 1945, a United Nations Conference for the establishment of an educational and cultural organization (ECO/CONF) was convened in London 1–16 November 1945. 44 governments were represented. At the ECO/CONF, the Constitution of UNESCO was introduced and signed by 37 countries, and a Preparatory Commission was established. [6] The Preparatory Commission operated between 16 November 1945, and 4 November 1946 – the date when UNESCO’s Constitution came into force with the deposit of the twentieth ratification by a member state. [7] The first General Conference took place from 19 November to 10 December 1946, and elected Dr. Julian Huxley to the post of Director-General. [8] The Constitution was amended in November 1954 when the General Conference resolved that members of the Executive Board would be representatives of the governments of the States of which they are nationals and would not, as before, act in their personal capacity. [9] This change in governance distinguished UNESCO from its predecessor, the CICI, in terms of how member states would work together in the Organization’s fields of competence. As member states worked together over time to realize UNESCO’s mandate, political and historical factors have shaped the Organization’s operations in particular during the Cold War, the decolonization process, and the dissolution of the USSR. Among the major achievements of the Organization is its work against racism, for example through influential statements on race starting with a declaration of anthropologists (among them was Claude Lévi-Strauss) and other scientists in 1950 [10] and concluding with the 1978 Declaration on Race and Racial Prejudice. [11] In 1956, the Republic of South Africa withdrew from UNESCO claiming that some of the Organization’s publications amounted to “interference” in the country’s “racial problems.” [12] South Africa rejoined the Organization in 1994 under the leadership of Nelson Mandela. UNESCO’s early work in the field of education included the pilot project on fundamental education in the Marbial Valley, Haiti, started in 1947. [13] This project was followed by expert missions to other countries, including, for example, a mission to Afghanistan in 1949. [14] In 1948, UNESCO recommended that Member States should make free primary education compulsory and universal. [15] In 1990 the World Conference on Education for All, in Jomtien, Thailand, launched a global movement to provide basic education for all children, youths and adults. [16] Ten years later, the 2000 World Education Forum held in Dakar, Senegal, led member governments to commit to achieving basic education for all by 2015. [17] UNESCO’s early activities in the field of culture included, for example, the Nubia Campaign, launched in 1960. [18] The purpose of the campaign was to move the Great Temple of Abu Simbel to keep it from being swamped by the Nile after construction of the Aswan Dam. During the 20-year campaign, 22 monuments and architectural complexes were relocated. This was the first and largest in a series of campaigns including Moenjodaro (Pakistan), Fez (Morocco), Kathmandu (Nepal), Borobudur (Indonesia) and the Acropolis (Greece). The Organization’s work on heritage led to the adoption, in 1972, of the Convention concerning the Protection of the World Cultural and Natural Heritage. [19] The World Heritage Committee was established in 1976 and the first sites inscribed on the World Heritage List in 1978. [20] Since then important legal instruments on cultural heritage and diversity have been adopted by UNESCO member states in 2003 (Convention for the Safeguarding of the Intangible Cultural Heritage [21] ) and 2005 (Convention on the Protection and Promotion of the Diversity of Cultural Expressions [22] ). At an intergovernmental meeting of UNESCO in Paris in December 1951 was held which led to the creation of the European Council for Nuclear Research (CERN) [23] in 1954. The World Wide Web was born at CERN in 1989. Arid Zone programming, 1948–1966, is another example of an early major UNESCO project in the field of natural sciences. [24] In 1968, UNESCO organized the first intergovernmental conference aimed at reconciling the environment and development, a problem which continues to be addressed in the field of sustainable development. The main outcome of the 1968 conference was the creation of UNESCO’s Man and the Biosphere Programme. [25] In the field of communication, the free flow of information has been a priority for UNESCO from its beginnings. In the years immediately following World War II, efforts were concentrated on reconstruction and on the identification of needs for means of mass communication around the world. UNESCO started organizing training and education for journalists in the 1950s. [26] In response to calls for a "New World Information and Communication Order" in the late 1970s, UNESCO established the International Commission for the Study of Communication Problems, [27] which produced the 1980 MacBride report (named after the Chair of the Commission, the Nobel Peace Prize laureate Seán MacBride). [28] Following the MacBride report, UNESCO introduced the Information Society for All [29] programme and Toward Knowledge Societies [30] programme in the lead up to the World Summit on the Information Society in 2003 (Geneva) and 2005 (Tunis). UNESCO implements its activities through the five programme areas of Education, Natural Sciences, Social and Human Sciences, Culture, and Communication and Information. • Education : UNESCO is providing international leadership [citation needed] in creating learning societies with educational opportunities for all; it supports research in Comparative education; and provides expertise and fosters partnerships to strengthen national educational leadership and the capacity of countries to offer quality education for all. [32] In 2008, Iowa City, Iowa became the City of Literature. o Endangered languages and linguistic diversity projects o Masterpieces of the Oral and Intangible Heritage of Humanity o Memory of the World International Register, since 1997 o Water resources management , through the International Hydrological Programme (IHP), since 1965 o World Heritage Sites • Encouraging the "free flow of ideas by images and words" by: o Promoting freedom of expression, press freedom and access to information, through the International Programme for the Development of Communication and the Communication and Information Programme o Promoting universal access to ICTs, through the Information for All Programme (IFAP) o Promoting Pluralism and cultural diversity in the media • Promoting events, such as: o International Decade for the Promotion of a Culture of Peace and Non- Violence for the Children of the World: 2001–2010, proclaimed by the UN in 1998 o World Press Freedom Day , 3 May each year, to promote freedom of expression and freedom of the press as a basic human right and as crucial components of any healthy, democratic and free society. o Criança Esperança in Brazil, in partnership with Rede Globo, to raise funds for community-based projects that foster social integration and violence prevention. o International Literacy Day o International Year for the Culture of Peace • Founding and funding projects, such as: o Migration Museums Initiative: Promoting the establishment of museums for cultural dialogue with migrant populations.
