Class: GaMBA01.C03 Capstone project report GENERAL INTRODUCTION Tourism – a smokeless industry can bring large revenues, and high profit in which many regions of them countries in the world desire to invest However, not all of can manage to a sustainable tourism betterly , since it requires in develpoment many different factors of geographical location, nature, policy, history, and human resource as well Among these, “Geographical location” , which is up to now considered as the top decisive in tourism competition , is belonged to Ba Ria – Vung Tau of Vietnam Vietnam is a country of natural advantages for tourism development stretching beach from the north to the south Among regions in Vietnam, Ba Ria – Vung Tau (BR-VT) is one of the most wonderful location for tourism with more advantages than any other regions; however, the exploitation and development of tourism are spontaneous without right planning, orientation compared to its own potential in recent This can be blamed for the state tourism management agency as Ministry of Tourism and Culture,Sports of BR-VT Basing on the theoretical backgrounds about strategy management perceived during the course at Griggs University, we carry out a research on the topic: “Tourism Development Strategy of Ba Ria –Vung Tau in the period 2010-2020.” This assignment aims at helping Ministry of Tourism and Culture,Sports of BRVT to implement the state management of local tourism and to propose practical solutions summed up from the theory and practice to strengthen the rapid, rightscale and sustainable development of tourism in the province period 2010-2020 -Our suggested approach: The group is comprised of members on the basis of agreeing on the opinion, objectives of the topic, assigned responsibility to members to complete and assignment and to report it in front of the University Council - Class: GaMBA01.C03 Capstone project report Chapter THEORETICAL BASIS 1.1/ Theories about strategy management and basic studied arguments: 1.1.1/ Definition of strategy management: Currently, there are various statements about the definition of strategy management; however, the content is to achieve the long-term objective for a subject (organization) According to Fredr David, strategy management is defined as follows: “Strategy management can be defined as an art and science to establish, implement and evaluate the decisions related to various functions enabling an organization to achieve a proposed objective.” The process of strategy management is comprised of three stages: + Stage 1: Establishment of strategy includes the development of tasks, identification of external opportunities and risks faced by the organization, pointing out of internal strength and weakness, development of long-term objectives, proposal of alternative strategies, and selection of specific strategies for pursuing + Stage 2: Implementation of strategy refers to the fact that the organization must set annual objectives, stimulate the policies, encourage the personnel, and distribute the resources to enable the implementation of the strategy Implementation of strategy includes the development of a culture supporting the strategy to establish an effective organizational structure, to re-orient the activities, to prepare the budget, to develop and employ information system, and to provide motive for personnel to achieve efficient performance + Stage 3: Evaluation of Strategy is to monitor and comment the results of the strategy establishment and implementation This also includes the measurement and determination of achievements obtained by individuals and organization, and the proposal of adjustment, if necessary Strategy management is a process of human to achieve success Humans here mean the managers of all levels and the people implementing the strategies The Definition of Strategy Management Book by Fredr David is translated by Truong Cong Minh, Tran Tuan Thac, Tran Thi Tuong Nhu; and issued by the Statistics Publisher MBA program Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03 Capstone project report 1.1.2/ Theoretical basics related to strategy management: In strategy management, a circumstance may have various solutions, options, and actions The task of manager is to select the best strategy from the set of potential strategies to make implementing decision A good decision will lead to success, making the organization more and more develop On the contrary, a wrong decision will lead to failure According the above understanding, an organization has different types of Strategy Management in different periods: general strategy management of the whole organization (sector, business, etc); specific strategy management of functional divisions (production, marketing, human resource, finance, etc.) Specific strategies are specific solutions, actions of divisions those are selected basing on the requirements of the general strategies 1.1.3/ The factors affecting the strategy selection and decision making: To select a good and right strategy, the manager can not only base on the experience, since he may be too subjective leading to mistake, especially when the management is carried out on the large scale and in complicated manner Therefore, it is necessary to develop scientific basis for the strategy selection First of all, the factors with direct influence on the strategy selection and decision making must be considered There are two main factors as follows: - Quality factors - Quantity factors Quality factors always play the top important roles They are expressed through the objectives, tasks of the organization These objectives may vary by time The objectives of an organization may be reflected through the level of striving by period, the output, the productivity, the modernism, and the stand in the market Once the objectives are defined or stabilized, quantity factors become significant to select the strategy and decide the implementation These are the MBA program Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03 Capstone project report criteria to compare the strategic methods and to select the optimum strategy as the strategies with the most effective indicators In general, the objectives must be firstly identified as for the selection of appropriate strategy to achieve such objectives The things to be implemented to achieve the objectives are the contents of the strategy, which is expressed in the form of the decision issued by the competent level 1.1.4/ Introduction of matrixes for building strategy :  SWOT MATRIX : SWOT matrix combines external and internal factors to form SO, ST, WO, WT strategic methods SWOT analysis is one of the effective skills that helps us to improve the deciding ability; technical analysis helps us to identify strengths , weaknesses to find out opportunities and threats SWOT matrix includes main factors: - Strength (S = Strengths) is advantages of the sector - Weakness (W = Weaknesses) is the weak points of the sector - Opportunity (O = Opportunities) is the possibilities of the sector - Threat: (T = Threats) is the risks faced by the sector The establishment of SWOT matrix includes basic steps : - Step 1: List of main opportunities - Step 2: List of main external threats - Step 3: List of main strengths - Step 4: List of main internal weaknesses - Step 5: a combination of internal strength and external opportunity and appropriate SO methods This strategy makes use of its strength to take advantage of opportunity - Class: GaMBA01.C03 Capstone project report studying organism , etc BR-VT with 150 km coast and 72 flat, clean hot water beaches, sunny dunes along through the beaches, pine forests and primeval jungles along the sea bank from Vung Tau- Long Dien- Dat Do- Xuyen Moc which has advantages to make advanced plan complex of tourism Making a plan development requires green, fresh, and clean area space , forests, and environment of the sea We have to save land for crops if possible, or we need to change the aim of agriculture into the stunt land It takes us to make a proper rearrangement for residential area along the coast and give them a better accommodation or to open space of urban area in order to develop tourism We also combine closely between seafood and tourism development We have to save the fund for tourism project to conduct it effectively, together with its environment affection Attracting investments are based on a balance of tourism investment such as entertainment, relaxing, excursions, other services to raise profits from tourists’ expenditures  Solution 2: Attracting investment capital We go on raising PCI to attract investment in the area We focus on investing into tourism products as entertainment, superior furlough services, tourist trading central, high quality traffics, sports, diving, climbing, parachute sport We could conduct and introduce tourism investments to businessmen through VN and overseas; or have an invitation to an open bid for tourism development  Solution 3: Improving tourism competition We can develop various kinds of tourism, design unque long tours, manufacture exciting sea travelling, poulo condore travelling, and focus on typical tourisms: - Tourism for entertainment, furlough services - Tourism for spirit - Tourism for history, culture, festival - Tourism for conference, siminar, worshop MICE - Tourism for ecology: forests, mountains, sea, island MBA program 44 Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03 Capstone project report BR-VT has historical relics like poulo condore to develop tourism based on sea travellings and recreations as furlough, relaxing, entertainment, hanging cable, games on sea, climbing, parachute, tonic bathing, phisiotherapy service, visiting art museum, casino, playing golf, enjoying movies,concerts,water music, and marionette With the strong development of technology, science, information exploration, global affiliation, tourism has more chances to hold seminars, workshops, conferences attached with recreation BR-VT with a plentiful nature of ecology areas to develop ecology tourism BR-VT has many ecology areas: Binh Chau - Phouc Buu - Xuyen Moc, national parks at Poulo Condore, ecology of coal, Long Son mangrove forests, mountains: Minh Dam, Dinh,Tao Phung,Tuong Ky, Nua, May Tau, Prince,Thanh Gia,Binh Chau tonic stream, famous sunny beaches Besides developing typical tourisms, we could make strange products in competition to overcome seasonal tourism and to satisfy more requires of tourists We need to encourage activities of tourism association, encourage competitions of businessmen, encourage quality evaluation ISO, test foodstuffs safety, and fire preven tion  Solution 4: Conserving & embellishing tourism heritages Conservation & embellishment of tourism heritages and resouces are for the lasting tourism The aim is to minimize the harm of environment, natural resources due to uncontroling exploration of tourism and the excessment of tourism areas Thus,the authority have to manage resonably an exploration of natural resources and to plan an embellishment of tourism resources We need an economic solution to tourists or tourism resource users by cashing their fines, which educate man to preserve and embellish tourism resources Encouragement of using clean energy is necessary for minimizing waste, and recyclings It is important that “Green tourism” for clean environment, and educating residents and tourists for environment conservation Together with the authority, investors apply technology and science to conserve our environment such as: fighting against cutting forests, area mangroved, oil overflowed, polutants, waste, harmful environment, rough sea and also make fund for environment MBA program 45 Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03 Capstone project report The most important thing is an environmental police team who can protect environment and tourism from threats and harms We shoud make strengthening, improving, maintaining cutural festivals, traditional dances, country food, crafts, traditional customs and rebuild unique arts of VN even in the products of tourism  Solution 5: Reforming management, improving facilities Authority management can focus on making efficiency of tourism trading, the role of tourism association that applies technology, science, srevice quality, tour price, environment conservation The authority needs to have an open policy procedures in tourism investment and considered human resource, tourism advertising, tourism facilities investment, tourism quality and tourism security inspection The authority could make investment budget for traffics, electricity, water, environment, urbany landscapes BR-VT needs to invest into super highway, railway from HCM city to BRVT, international habor of tourism, modern public transports such as airline BR-VT to poulo condore, to insure adequate 100% elctricity for tourism, and to dissolve 100% garbage amount or pollutants  Solution 6: Training human resource We have to train our tourism employees in terms professional skills and foreign languages and send some of them abroad for tourism study because next 10 years, we need professional experts for using high technology, facilities of tourism as receptionists, chef, tour guide, marketing mangers, etc  Solution 7: Hastening marketing and advertising tourism Widening tourism introduction about BR-VT brand is to mark sea tourism of BR-VT, we need to affiliate to global tourism to propaganda and advertising tourism here and to make a deep image of BR-VT Using information media and combine with international tourism organization to contact with tourists , foreign tourists effectively It is very necessary for BR-VT’s tourism development to build sea tourism indications in many other foreign languages and combining international press to provide with BRVT’s tourism information after inviting them to visit BR-VT MBA program 46 Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03  Capstone project report Solution 8: Building a safe and secure environment of tourism Building a safe and secure environment of tourism is to resure safe destination and to attract tourists by standards of principles, organization, and management of police team to protect them from harms and riot Building reside management with simple procedures, sicurity for living are taken responsibility by BR-VT authority Police combining villagers must resolve strictly suspicious people, stealers within the law to catch criminals.Besides, we need to plan tourism traffics suitable for parking area, swimming area, and to get social policy for street children and the disables  Solution 9: Taking responsibility and a careful consideration for local people We should help local people with training traditional work, cultural education, having friendliness and hospitality for tourists and foreigners in a good behaviour or communication Besides hi-class hotel system, we need to enlarge activity space, encourage residents to attend tourism activities and services such as countrytour, citytour, providing fresh seafood in order to get the relationship and sharing profits, together with authority to mobilize the masses with responsibility in culture tourism growth  Solution 10: Widening international co-operations , applying new technology on tourism Today,VN belongs to ASEAN group and develop tourism by co-operate internatioal travelling and green triangle project discovered historical relics of Viet Nam-Lao-Cambodia BR-VT needs to suggest the international project to grow maxcrotourism as: capital, scientific technology, market and marketing enlargement, human resource training , etc in order to reach surpassing progression and strengthen competition of tourism activities A need is conducted to apply a system of geographic information GIS on tourism nature resource, encourage businessmen to invest into tourism , conserve environment, save energy, dissolve garbage and pollutants 3.3/ Recommedations: 3.3.1/Macro management : (national level) MBA program 47 Tourism development strategy of BaRia-VungTau Group - Class: GaMBA01.C03 Capstone project report - We suggest revising economic plans of BR-VT, allowing to combine planning areas of tourism investment, allowing to hire forreign planning consultants and designers in oder to conduct key projects - Tourism development requires a combination of other trades and fields.We suggest tourism strategy to 2030 and authority’s conduction to 2020 to unite an open tourism and to open an international co-operation - We suggest central leaders providing fund for provincial and central tourism to advertise VN tourism, apply informative technology for tourism activities, and suggest commercial counselor of VN embassy to advertise VN tourism overseas -
