concentration of 25 mol per cent; 17.18.3 Other compositions ( IGC code 17.18.3) A ship carrying other compositions than those specified in 17.18.2 is to be to the satisfaction of VR 17.18.4 Refrigeration system ( IGC code 17.18.4) A ship carrying methyl acetylene-propadiene mixtures is to preferably have an indirect refrigeration system as specified in 7.2.4(2) Alternatively, a ship not provided with indirect refrigeration may utilize direct vapour compression refrigeration subject to pressure and temperature limitations depending on the composition For the example compositions given in 17.18.2, the following features are to be provided: (1) A vapour compressor that does not raise the temperature and pressure of the vapour above 60 oC and 1.75 MPa gauge during its operation, and that does not allow vapour to stagnate in the compressor while it continues to run (2) Discharge piping from each compressor stage or each cylinder in the same stage of a reciprocating compressor is to have: (a) Two temperature-actuated shutdown switches set to operate at 60 0C or less; (b) A pressure-actuated shutdown switch set to operate at 1.75 MPa gauge or less; and (c) A safety relief valve set to relieve at 1.8 MPa gauge or less (3) The relief valve required by (2)(c) is to vent to a mast meeting the requirements of 8.2.9, 8.2.10, 8.2.13 and 8.2.14 and is not to relieve into the compressor suction line (4) An alarm that sounds in the cargo control position and in the navigating bridge when a high-pressure switch, or a high-temperature switch operates 17.18.5 Segregation of piping systems (with reference to IGC code 17.18.5) The piping system, including the cargo refrigeration system, for tanks to be loaded with methyl acetylene104 tcvn 6259 -8d: 2003, Chapter 17 propadiene mixtures is to be either independent or separate from piping and refrigeration systems for other tanks This segregation applies to all liquid and vapour vent lines and any other possible connections, such as common inert gas supply lines 17.19 Nitrogen ( IGC code 17.19) 17.19.1 Effect of high oxygen concentrations Materials of construction and ancillary equipment such as insulation are to be resistant to the effects of high oxygen concentrations caused by condensation and enrichment at the low temperatures attained in parts of the cargo system Due consideration is to be given to ventilation in such areas where condensation might occur to avoid the stratification of oxygen-enriched atmosphere 17.20 Propylene oxide and mixtures of ethylene oxide-propylene oxide with ethylene oxide content of not more than 30% by weight 17.20.1 General (with reference to IGC code 17.20.1) The provisions of 17.20 are applicable to acethylene-free products 17.20.2 Cargo tanks (with reference to IGC Code 17.20.2.2) A system is to be provided for thoroughly and effectively cleaning to remove all traces of previous cargoes from tanks associated pipework (with reference to IGC Code 17.20.2.3) Tanks and associated pipework are to be able to be checked the effectiveness of cleaning products by suitable testing or inspection to ascertain that no traces of acidic or alkaline materials remain that might create a hazardous situation in the presence of these products (with reference to IGC Code 17.20.2.4) Tanks are to be of the one capable of entering and inspecting to ensure freedom from contamination, heavy rust deposits and any visible structural defects ( IGC Code 17.20.2.5) Tanks for the carriage of these products are to be of steel or stainless steel construction (with reference to IGC Code 17.20.2.6) A cleaning system is to be provided for tanks and associated pipework are to be provided with cleaning system for loading other cargoes 17.20.3 Valves, flanges, fittings, etc ( IGC code 17.20.3) All valves, flanges, fittings and accessory equipment are to be of a type suitable for use with these products and are to be constructed of steel or stainless acceptable to VR The chemical composition of all material used is to be submitted to VR for approval prior to fabrication Discs or disc faces, seats and other wearing parts of valves are to be made of stainless steel containing not less than 11% chromium Gaskets are to be constructed of materials which not react with, dissolve in, or lower the autoignition temperature of these products and which are fire-resistant and possess adequate mechanical behaviour The surface exposed to the cargo is to be polytetrafluoroethylene (PTFE) or materials giving a similar degree of safety by their inertness Spirally-wound stainless steel with a filler of PTFE or similar fluorinated polymer may be accepted by VR Insulation and packing if used are to be of a material which does not react with, dissolve in, or lower the autoignition temperature of these products 105 tcvn 6259 -8d: 2003, Chapter 17 The following materials are generally found unsatisfactory for gaskets, packing and similar uses in containment systems for these products and would require testing before being apporved by VR: (1) Neoprene or natural rubber if it comes into contact with the products; (2) Asbestos or binders used with asbestos; (3) Materials containing oxides of magnesium, such as mineral wools 17.20.4 Filling and discharge pipes (IGC code 17.20.4) Filling and discharge piuping is to extend to within 100 mm of the bottom of the tank or any sump 17.20.5 Loading and discharging of products (with reference to IGC code 17.20.5) Loading and discharging systems are to be of such that venting of the tanks to atmosphere does not occur If vapour return to shore is used during tank loading, the vapour return system connected to a containment system for the product is to be independent of all other containment systems A system is to be provided to maintain the pressure in the cargo tank above 0.007 MPa gauge The cargo is to be discharged only by deepwell pumps, hydraulically operated submerged pumps, or inert gas displacement Each cargo pump is to be arranged to ensure that the product does not heat significantly if the discharge line from the pump is shut off or otherwise blocked 17.20.6 Ventilation of cargo tanks ( IGC code 17.20.6) Tanks carrying these products are to be vented independently of tanks carrying other products Facilities are to be provided for sampling the tank contents without opening the tank to atmosphere 17.20.7 Cargo hoses ( IGC code 17.20.7) Cargo hoses used for transfer of these products are to be marked "FOR ALKYLENE OXIDE TRANSFER ONLY" 17.20.8 Monitoring of hold spaces ( IGC code 17.20.8) Hold spaces are to be monitored for these products Hold spaces surrounding type A and B independent tanks are also to be inerted and monitored for oxygen The oxygen content of these spaces is to be maintained below 2% Portable sampling equipment is satisfactory 17.20.9 Disconnection of shorelines (with reference to IGC code 17.20.9) Prior to disconnecting shore-lines, the pressure in liquid and vapour lines is to be relieved through suitable valves installed at the loading header Liquid and vapour from these lines are not to be discharged to atmosphere 17.20.10 Maximum design pressure of cargo tanks ( IGC code 17.20.10) Tanks are to be designed for the maximum pressure expected to be encountered during loading, carriage or unloading of cargo 17.20.11 Design vapour pressure ( IGC code 17.20.11) Tanks for the carriage of propylene oxide with a design vapour pressure of less than 0.06 MPa and tanks for the carriage of ethylene oxide-propylene oxide mixtures with a design vapour pressure of less than 0.12 MPa are to have a cooling system to maintain the cargo below the reference temperature For reference temperature see 15.1.4(1) 17.20.12 Set pressure of pressure relief valves ( IGC code 17.20.12) Pressure relief valve setting are not to be less than 0.02 MPa gauge and for type C independent cargo tanks 106 tcvn 6259 -8d: 2003, Chapter 17 not greater than 0.7 MPa gauge for the carriage of propylene oxide and not greater than 0.53 MPa gauge for the carriage of ethylene oxide-propylene oxide mixtures 17.20.13 Separation of cargo piping systems ( IGC code 17.20.13.1) The piping system for tanks to be loaded with these products is to be completely separate from piping systems for all other tanks, including empty tanks, and from all cargo compressors If the piping system for the tanks to be loaded with these products is not independent the required piping separation is to be accomplished by the removal of spool pieces, valves, or other pipe sections and the installation of blank flanges at these locations The required separation applies to all liquid and vapour piping, liquid and vapour vent lines and any other possible connections such as common inert gas supply lines (with reference to IGC Code 17.20.13.2) Approved cargo handling plans are to be provided on board the ship 17.20.14 List of maximum allowable tank filling limits (with reference to IGC code 17.20.14) A copy of the list is to be permanently kept on board 17.20.15 Padding nitrogen gas (with reference to IGC code 17.20.15) An automatic nitrogen make-up system is to be installed to prevent the tank pressure falling below 0.007 MPa gauge in the event of product temperature fall due to ambient conditions or malfunctioning of refrigeration system Sufficient nitrogen is to be available on board to satisfy the demand of the automatic pressure control Nitrogen of commercially pure quality (99.9% by volume) is to be used for padding A battery of nitrogen bottles connected to the cargo tanks through a pressure reduction valve satisfies the intention of the expression "automatic" in this context 17.20.16 Oxygen content of vapour space (with reference to IGC code 17.20.16) Means for testing the cargo tank vapour space is to be provided to ensure that the oxygen content is 2% by volume or less 17.20.17 Water spray system (with reference to IGC code 17.20.17) A water spray system of sufficient capacity is to be provided to blanket effectively the area surrounding the loading manifold, the exposed deck piping associated with product handling and the tank domes The arrangement of piping and nozzles is to be such as to give a uniform distribution rate of 10 l/m2 per minute The water spray system is to be capable to both local and remote manual operation and the arrangement is to ensure that any spilled cargo is washed away Remote manual operation are to be arranged such that remote starting of pumps supplying water spray system and remote operation of any normally closed valves in the system can be carried out from a suitable location outside the cargo area, adjacent to the accommodation spaces and readily accessible and operable in the event of fire in the areas protected 17.21 Vinyl chloride (with reference to IGC code 17.21) 17.21.1 Consideration for carriage of product In cases where polymerization of vinyl chloride is prevented by addition of an inhibitor, 17.8 is applicable In cases where no or insufficient inhibitor has been added, any inert gas used for the purposes of 17.6 is to contain not more oxygen than 0.1% A system is to be provided to analyse inert gas samples from the tanks and piping before loading When vinyl chloride is carried, the tanks are to be able to maintain a positive pressure, also during ballast voyages between successive carriages 17.22 Operating requirements 17.22.1 Application 107 tcvn 6259 -8d: 2003, Chapter 17 The provisions in this 17.22 are not the conditions for maintenance of classification for which examinations are required but the conditions to be observed by the ship owner, ship master or other persons who may concern with the ship operation 17.22.2 Refrigeration systems (with reference to IGC code 17.4.3) If the ship is to carry consecutively products as specified in 17.4.2 with a ballast passage between, all uninhibited liquid is to be removed prior to the ballast voyage If a second cargo is to be carried between such consecutive cargoes, the reliquefaction system is to be thoroughly drained and purged before loading the second cargo Purging is to be carried out using either inert gas or vapour from the second cargo, if compatible Practical steps are to be taken to ensure that polymers or peroxides not accumulate in the cargo system 17.22.3 Exclusion of air from vapour spaces (with reference to IGC code 17.16) Air is to be removed from the cargo tanks and associated piping before loading and then subsequently excluded by: (1) Introducing inert gas to maintain a positive pressure The inert gas is to be in accordance with 17.6.1(1) (2) Control of cargo temperatures such that a positive pressure is maintained at all times 17.22.4 Inhibition (with reference to IGC code 17.8) Care is to be taken to ensure that the cargo is sufficiently inhibited to prevent polymerization at all times during the voyage Ships are to be provided with a certificate specified in 17.8.1 17.22.5 Flame screens on vent outlets (with reference to IGC code 17.10) Ordinary protection screens are to be fitted after removal of the flame screens required in 17.10 17.22.6 Maximum allowable quantity of cargo per tank ( IGC code 17.11.1) When carrying a cargo referenced to 17.11, the quantity of the cargo is not to exceed 3,000 m3 in any one tank 17.22.7 Submerged electric cargo pumps ( IGC code 17.12) The vapour space of cargo tanks equipped with submerged electric motor pumps is to be inerted to a positive pressure prior to loading, during carriage and during unloading of flammable liquids 17.22.8 Ammonia (with reference to IGC code 17.13) Liquid ammonia is never to be sprayed into a tank containing air as there is a risk of creating a static electrical charge which could cause ignition To minimize the risk of stress corrosion cracking occurring when ammonia is carried at a temperature above -20 0C (vapour pressure 0.19 MPa), the oxygen content of the vapour space in pressure vessels and in pipelines made of carbon steel (and other steels which require special consideration) is to be reduced to the minimum practicable before liquid ammonia is introduced 17.22.9 Chlorine (with reference to IGC Code 17.14.1.6) The Administration and the port Administration may require that chlorine is carried in refrigerated state at a specified maximum pressure (with reference to IGC Code 17.14.4.2) During the gas-freeing of cargo tanks, vapours are not to be discharged to the atmosphere (with reference to IGC Code 17.14.6.2) The chlorine content of the gas in the vapour space of the cargo tank after loading is to be greater than 80% by 108 tcvn 6259 -8d: 2003, Chapter 17 volume 17.22.10 Ethylene Oxide ( IGC Code 17.16.2) Deck tanks are not to be used for the carriage of ethylene oxide (IGC Code 17.16.4) Before loading, tanks are to be thoroughly and effectively cleaned to remove all traces of previous cargoes from tanks and associated pipework, except where the immediate prior cargo has been ethylene oxide, propylene oxide or mixtures of these products Particular care is to be taken in the case of ammonia in tanks made of steel other than stainless steel ( IGC Code 17.16.8) The protective padding of nitrogen gas as required by 17.20.15 is to be such that the nitrogen concentration in the vapour space of the cargo tank will at no time be less than 45% by volume ( IGC Code 17.16.9) Before loading and at all times when the cargo tank contains ethylene oxide liquid or vapour, the cargo tank is to be inerted with nitrogen 17.22.11 Methyl acetylene-propadiene mixtures ( IGC Code 17.18.1) Methyl acetylene-propadiene mixtures are to be suitably stabilized for transport Additionally, upper limits of temperature and pressure during the refrigeration are to be specified for the mixtures ( IGC Code 17.18.3) Other compositions may be accepted provided the stability of the mixture is demonstrated to the satisfaction of the Administration 17.22.12 Propylene oxide and mixtures of ethylene oxide-propylene oxide with ethylene oxide content of not more than 30% by weight (with reference to IGC code 17.20) ( IGC Code 17.20.1) Products transported under the provisions of 17.20 are to be acetylene-free (IGC Code 17.20.2.1) Unless cargo tanks are properly cleaned, these products are not to be carried in tanks which have contained as one of the three previous cargoes any product known to catalyse polymerization, such as: (1) anhydrous ammonia and ammonia solutions; (2) amines and amine solutions; (3) oxidizing substances (e.g chlorine) (IGC Code 17.20.2.2) Before loading, tanks are to be thoroughly and effectively cleaned to remove all traces of previous cargoes from tanks and associated pipework, except where the immediate prior cargo has been propylene oxide or ethylene oxidepropylene oxide mixtures Particular care is to be taken in the case of ammonia in tanks made of steel other than stainless steel (IGC Code 17.20.2.3) In all cases, the effectiveness of cleaning procedures for tanks and associated pipework is to be checked by suitable testing or inspection to ascertain that no traces of acidec or alkaline materials remain that might create a hazardous situation in the presence of these products ( IGC Code 17.20.2.4) Tanks are to be entered and inspected prior to each initial loading of these products to ensure freedom from 109 tcvn 6259 -8d: 2003, Chapter 17 contamination, heavy rust deposits and any visible structural defects When cargo tanks are in continuous service for these products, such inspections are to be performed at intervals of not more than years (IGC Code 17.20.2.6) Tanks which have contained these products may be used for other cargoes after thorough cleaning of tanks and associated pipework systems by washing or purging (with reference to IGC Code 17.20.5.1) The products are to be loaded and discharged in such a manner that venting of the tanks to atmosphere does not occur (IGC Code 17.20.5.2) During discharging operations, the pressure in the cargo tank is to be maintained above 0.007 MPa gauge (IGC Code 17.20.5.3) The cargo is to be discharged only by deepwell pumps, hydraulically operated submerged pumps, or inert gas displacement Each cargo pump is to be arranged to ensure that the product does not heat significantly if the discharge line from the pump is shut off or otherwise blocked 10 (IGC Code 17.20.13.2) The products referred to 17.20 are to be transported only in accordance with cargo handling plans that have been approved by the Administration Each intended loading arrangement is to be shown on a separate cargo handling plan Cargo handling plans are to be show the entire cargo piping system and the locations for installation of blank flanges needed to meet the above piping separation requirements A copy of each approved cargo handling plan is to be kept on board the ship The international Certificate of Fitness for the Carriage of Liquefied Gases in Bulk is to be endorsed to include reference to the approved cargo handling plans 11 (IGC Code 17.20.13.3) Before each initial loading of these product and before every subsequent return to such service, certification verifying that the required piping separation has been achieved is to be obtained from a responsible person acceptable to the port Administration and carried on board the ship Each connection between a blank flange and pipeline flange is to be fitted with a wire and seal by the responsible person to ensure that inadvertent removal of the blank flange is impossible 12 (IGC Code 17.20.13.4) The maximum allowable tank filling limits for each cargo tank are to be indicated for each loading temperature which may be applied and for the applicable maximum reference temperature, on a list to be approved by the Administration A copy of the list is to be permanently kept on board by the master 13 (with reference to IGC Code 17.20.15) The cargo is to be carried under a suitable protective padding of nitrogen gas 14 (IGC Code 17.20.16) The cargo tank vapour space is to be tested prior to and after loading to ensure that the oxygen content is 2% by volume or less 15 (with reference to IGC Code 17.20.17) In addition to 17.20.17, a water hose with pressure to the nozzle, when ambient temperatures permit, is to be connected ready for immediate use during loading and unloading operations 17.22.13 Vinyl chloride (with reference to IGC Code 17.21) In cases where polymerization of vinyl chloride is prevented by addition of an inhibitor, 17.8 is applicable In cases where no or insufficient inhibitor has been added, any inert gas used for the purposes of 17.6 is to contain not more oxygen than 0.1% Before loading is started, inert gas samples from the tanks and piping are to be analysed When vinyl chloride is carried, a positive pressure is always to be maintained in the tanks, also during ballast voyages between successive carriages 110 tcvn 6259 -8d: 2003, Chapter 18 Chapter 18 18.1 OPERATING REQUIREMENT Operation manual 18.1.1 General Operation manual approved by VR is to be provided on board the ship This operation manual is to include the information specified in 18.2 18.2 Operating requirements 18.2.1 Application The provisions in 18.2 are not the conditions for maintenance of classification for which examinations are required but the conditions to be observed by the ship owner, ship master or other persons who may concern with the ship operation 18.2.2 Cargo information (with reference to IGC code 18.1) Information is to be on board the ship and available to all concerned, giving the necessary data for the safe carriage of cargo Such information is to include for each product carried: (1) (2) (3) (4) (5) (6) (7) (8) A full description of the physical and chemical properties necessary for the safe containment of the cargo; Action to be taken in the event of spills or leaks; Counter-measures against accidental personal contact; Fire-fighting procedures and fire-fighting media; Procedures for cargo transfer, gas-freeing, ballasting, tank cleaning and changing cargoes; Special equipment needed for the safe handling of the particular cargo; Minimum allowable inner hull steel temperatures; and Emergency procedures Products required to be inhibited are to be refused if the certificate required by 17.8 is not supplied A copy of this Part, the IGC Code or national regulations incorporating the provisions of the IGC Code is to be on board every ship 18.2.3 Compatibility ( IGC code 18.2) The master is to ascertain that the quantity and characteristics of each product to be loaded are within the limits indicated in the International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk and in the Loading and Stability Information booklet provided for in 2.2.2 and that products are listed in the International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk as required under section of the Certificate Care is to be taken to avoid dangerous chemical reactions if cargoes are mixed This is of particular significance in respect of: (1) tank cleaning procedures required between successive cargoes in the same tank ; and (2) simultaneous carriage of cargoes which react when mixed This is to be permitted only if the complete cargo systems including, but not limited to, cargo pipework, tanks, vent systems and refrigeration systems are separated 18.2.4 Personnel training ( IGC code 18.3) 112 Reference is made to the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and in particular to the "Mandatory minimum requirements for the training and qualifications of masters, officers and ratings of liquefied gas tankers" regulation V/3, Chapter V of the Annex to that Convention and to resolution 12 of the International Conference on Training and tcvn 6259 -8d: 2003, Chapter 18 Certification of Seafarers, 1978 Personnel involved in cargo operations are to be adequately trained in handling procedures All personnel are to be adequately trained in the use of protective equipment provided on board and have basic training in the procedures, appropriate to their duties, necessary under emergency conditions Officers are to be trained in emergency procedures to deal with conditions of leakage, spillage or fire involving the cargo, based on MEDICAL FIRST AID GUIDE FOR USE IN ACCIDENTS INVLVING DANGEROUS GOOD (MFAG) and the related requirements of Part A and B of STCW Code, and a sufficient number of them is to be instructed and trained in essential first aid for the cargoes carried 18.2.5 Entry into spaces ( IGC code 18.4) Personnel are not to enter cargo tanks, hold spaces, void spaces, cargo handling spaces or other enclosed spaces where gas may accumulate, unless: (1) The gas content of the atmosphere in such space is determined by means of fixed or portable equipment to ensure oxygen sufficiency and the absence of toxic atmosphere; or (2) Personnel wear breathing apparatus and other necessary protective equipment and the entire operation is under the close supervision of a responsible officer Personnel entering any space designated as gas-dangerous on a ship carrying flammable products are not to introduce any potential source of ignition into the space unless it has been certified gas-free and is maintained in that condition Following attentions are to be paid to operations in and near an internal insulation tank (1) For internal insulation tanks, special fire precautions are to be taken in the event of hot work carried out in the vicinity of the tanks For this purpose, gas absorbing and de-absorbing characteristics of the insulation material is to be taken into account (2) For internal insulation tanks, repairs are to be carried out in accordance with the procedures provided for in paragraph 4.4.7-6 18.2.6 Carriage of cargo at low temperature (IGC code 18.5) When carrying cargoes at low temperatures: (1) If provided, the heating arrangements associated with cargo containment systems are to be operated in such a manner as to ensure that the temperature does not fall below that for which the material of the hull structure is designed; (2) Loading is to be carried out in such a manner as to ensure that unsatisfactory temperature gradients not occur in any cargo tank, pipes, or other ancillary equipment; and (3) When cooling down tanks from temperatures at or near ambient, the cool-down procedure laid down for that particular tank, pipes and ancillary equipment are to be followed closely 18.2.7 Protective equipment (IGC code 18.6) Personnel are to be made aware of the hazards associated with the cargo being handled and are to be instructed to act with care and use the appropriate protective equipment as mentioned in 14.2.2 during cargo handling 18.2.8 Systems and controls (with reference to IGC code 18.7) Cargo emergency shutdown and alarm systems involved in cargo transfer are to be tested and checked before cargo handling operations begin Essential cargo handling controls are also to be tested and checked prior to transfer operations 113 tcvn 6259 -8d: 2003, Chapter 18 18.2.9 Cargo transfer operations (IGC code 18.8) Transfer operations including emergency procedures are to be discussed between the crew and the persons responsible at the shore facility prior to commencement and communications maintained throughout the transfer operations The closing time of the valve referred to in 13.3.1 (i.e time from shutdown signal initiation to complete valve closure) is not to be greater than: 3600U LR (sec) Where : U : Ullage volume at operating signal level (m3) LR : Maximum loading rate agreed between the ship and shore facility (m3/h) The loading rate is to be adjusted to limit surge pressure on valve closure to an acceptable level taking into account the loading hose or arm, the ship and the shore piping systems where relevant 18.2.10 Additional operating requirements (with reference to IGC code 18.9) Additional operating requirements will be found in the following paragraphs of this Chapter: 1.2, 3.9, 7.3, 8.6, 13.7, 14.5, 15.2, and 17.22 114 tcvn 6259 -8D: 2003, Chapter 19 Chapter 19 MINIMUM REQUIREMENTS (with reference to IGC code Chapter 19) 19.1 General 19.1.1 Application The requirements of columns "c" to "h" of Table 8D/19.1 are applied to ship depending on the products to be carried according to the provisions which refer to Table 8D/19.1 in each previous chapter The symbols of each column are as follows: (1) Products (column a) :
