goals, directions, and map out a suitable path manage and allocate resources optimally to ensure reaching the set goal within the allowed time Administrators who make the right plans will change the landscape of the entire enterprise Wherever there is a need for a well-operated, professional management system, a good administrator is indispensable in everything, especially in performing the planning function Therefore, the top task of any administrator is to understand and be properly aware of this job so as not to make mistakes that sometimes cost us the survival of the business To review Definition and importance of planning 1.1 Definition of planning  Planning is the process of coping with uncertainty by formulating future courses of action to achieve specified results Planning involves both determining the organization’s goals and defining the means for achieving them  A goal is a desired future circumstance or condition that the organization attempts to realize (purpose of an organization)  A plan is a blueprint for goal achievement and specifies the necessary resource allocations, schedules, tasks, and other actions effects that are difficult to reverse It tries to equip the organization with the capabilities needed to confront future uncertainties, by taking a holistic view of the entire organization Its focus is clearly on the ‘jungle, not the trees’ The main objective is to position the firm in an advantageous position in relation to the environment, keeping the firm’s own capabilities in mind Example: In business, it means how much money is going to be dedicated to a project, and when you expect the project completed In personal life, suppose you plan a wedding, it means deciding on the budget and the date Tactical planning: help execute the major strategic plans and accomplish a specific part of the company’s strategy (~1 year forward) Tactical planning translates broad strategic goals and plans into specific goals and plans that are relevant to a definite portion of the organization, such as a functional area like marketing or human resources Tactical plans focus on major actions a unit must take to fulfill a part of the strategic planning They are often focused on 1-2 years in the future This is the implementation of the strategic plan stage combining your available resources, looking at obstacles, and reviewing alternatives Example: In business, it means an analysis of resource combination, planning for obstacles, and a general timetable In personal life, for the wedding, it means, finding the place, developing a guest list, deciding on a menu and music Operational planning: specify action steps toward achieving operational goals and support tactical plans (daily and weekly basis) Operational planning identifies the specific procedures and processes required at lower levels of the organization Frontline managers usually focus on routine tasks such as production runs, delivery schedules, and human resource needs, etc They typically focus on the short term, usually 12 months or less These plans are the least complex of the three and rarely have a direct effect on other plans outside of the department or unit for which the plan was developed Example: In business, it means engaging the team, developing and answering the who, what, when, where, and how management questions In personal life, for the wedding, it means, choosing the band, finding the caterer, deciding on flowers, etc To be fully effective, the organization’s strategic, tactical and operational plans must be aligned – that is, they must be consistent, mutually supportive and focused on meeting the common purpose and direction 2.2 Principles of planning Although many other principles can be added, the basic principles guidance when planning include:  Planning must contribute to the accomplishment of organizational goals  Planning must be effective  Planning must always come before other activities  The premises of planning must be unified  Policies must be clear  The plan must be appropriate to the time and place  The plan must be flexible and flexible  Long-term plans must be combined with product director ( Product-line) 3.3 Operational planning     Operational planning is determining plans to implement tactical plans with shorter time and narrower scope of tactical planning Clearly plan tasks how the specialization is accomplished with available resources Operational plans are developed and implemented by grassroots managers Planning support tools SWOT model:  Assess the internal and external environment  Identify opportunities, threats, strengths and weaknesses  Determine strategic plans BCG model:  Build development matrix and market participation  Applied in strategic planning at organizations with many branches,  multiple strategic business units (SBUs) Econometric model:  Apply econometric theory  Forecasting environmental changes III Case study 2021… The planning function of Vinamilk company during the Covid 19 pandemic 2.1 The economic-social situation and difficulties of Vinamilk company during the Covid 19 pandemic The COVID-19 pandemic has been changing the world, having a direct negative impact on all countries, on economics and international trade, to all domestic businesses and economic sectors Disease waves, especially the 4th outbreak from the end of April 2021 and spread to many provinces, disrupting production and rotation of goods, making it difficult for businesses In addition to social issues, the economy is seriously affected in four respects:  The global supply chain is interrupted locally, the circulation of goods, services and labor is delayed  The COVID-19 pandemic has reduced the consumption of people and
