1 Definition and importance of planning
1.1 Definition of planning
Planning is the process of coping with uncertainty by formulating futurecourses of action to achieve specified results Planning involves bothdetermining the organization’s goals and defining the means for achievingthem
A goal is a desired future circumstance or condition that the organizationattempts to realize (purpose of an organization)
A plan is a blueprint for goal achievement and specifies the necessary resourceallocations, schedules, tasks, and other actions

of action Fixing goals and objectives is the priority of any organization Bystating the objective in advance, planning provides unity of direction Properplanning makes goals clear and specific It helps the manager to focus on thepurpose for which various activities are to be undertaken It means planningreduces aimless activity and makes actions more meaningful

2 Classification and principles of planning functions
2.1 Types of plans
Types (levels) of planning are compatible with types of goals
Strategic planning: define the action steps by which the company intends
to attain strategic goals (2~5 years)
Strategic planning involves decisions about the organization’s long-term goals such assurvival, growth, etc It involves setting long-term objectives (by top management)and deciding about the judicious deployment of resources to achieve those objectives.Strategic planning, thus, is long-term in nature It tends to be a top managementresponsibility It requires looking outside the organization for threats andopportunities It also requires looking inside the organization to find out weaknessesand strengths It affects many parts of the organization, as its decisions have enduring

Trang 12effects that are difficult to reverse It tries to equip the organization with thecapabilities needed to confront future uncertainties, by taking a holistic view of theentire organization Its focus is clearly on the ‘jungle, not the trees’ The mainobjective is to position the firm in an advantageous position in relation to theenvironment, keeping the firm’s own capabilities in mind.
Example: In business, it means how much money is going to be dedicated to a project,and when you expect the project completed In personal life, suppose you plan awedding, it means deciding on the budget and the date
Tactical planning: help execute the major strategic plans and accomplish a specific part of the company’s strategy (~1 year forward)
Tactical planning translates broad strategic goals and plans into specific goals andplans that are relevant to a definite portion of the organization, such as a functionalarea like marketing or human resources Tactical plans focus on major actions a unitmust take to fulfill a part of the strategic planning They are often focused on 1-2 years
in the future This is the implementation of the strategic plan stage combining youravailable resources, looking at obstacles, and reviewing alternatives
Example: In business, it means an analysis of resource combination, planning forobstacles, and a general timetable In personal life, for the wedding, it means, findingthe place, developing a guest list, deciding on a menu and music
Operational planning: specify action steps toward achieving operational goals and support tactical plans (daily and weekly basis)
Operational planning identifies the specific procedures and processes required atlower levels of the organization Frontline managers usually focus on routine taskssuch as production runs, delivery schedules, and human resource needs, etc Theytypically focus on the short term, usually 12 months or less These plans are the leastcomplex of the three and rarely have a direct effect on other plans outside of thedepartment or unit for which the plan was developed
Example: In business, it means engaging the team, developing and answering thewho, what, when, where, and how management questions In personal life, for thewedding, it means, choosing the band, finding the caterer, deciding on flowers, etc
To be fully effective, the organization’s strategic, tactical and operational plans must
be aligned – that is, they must be consistent, mutually supportive and focused onmeeting the common purpose and direction
Planning must always come before other activities
The premises of planning must be unified
Policies must be clear
The plan must be appropriate to the time and place
The plan must be flexible and flexible
