Reason for choosing the topic
In the context of the current globalization trend, Vietnam is a country that has been working harder and harder to integrate into the development stream of the global economy Along with that spirit, Vietnam is constantly expanding its international relations, in which our country has actively joined many economic organizations in the region and in the world Participation in the signing of trade liberalization agreements (FTAs) such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) or the Free Trade Agreement between Vietnam and the European Union (EU) – The EVFTA has opened up many new opportunities to help Vietnam improve its competitive position as well as integrate into the world economy Thereby, it can be affirmed that foreign trade plays an extremely important and inseparable role in the process of socio-economic development.
Vietnam is a country with an extremely favorable geographical position In terms of terrain and shape of the country's territory, Vietnam has important geo-political resources First of all, Vietnam is located in an important strategic position, which is located on an important traffic route, maritime and trade routes, which are classified as the busiest in Asia, a land of great potential and one of the most dynamically developing regions of the globe With a coastline of more than three thousand kilometers, our country has great potential in developing shipping by sea and other services related to the sea This is also a great opportunity and at the same time a big challenge for the shipping industry, which is still young and less experienced than international competitors.
However, regarding freight forwarding methods, sea freight forwarding is one of the most popular and strongly developed methods in Vietnam This is a great opportunity for the logistics market in particular and the Vietnamese economy in general Besides, every economy has two sides by its own nature As there are more opportunities, there are also more problems and pressures from the marketplace.Although it is evident that more businesses are contributing to the growth of the logistics sector, the majority of them continue to operate on a small scale and are under significant pressure from their inherently superior foreign competitors who have strong capital, extensive experience, and large scale So how can businesses offer high- quality services to keep up with the growth of goods import and export is always a crucial question for every international forwarding business.
During my internship at Global Transport and Logistics Co., Ltd - Da Nang Branch, I realized that this is a long-term enterprise with extensive experience in the field of freight forwarding Despite having modern facilities, high-quality human resources, along with an effective business model, in the process of exporting cargoes by container, the company still faces many difficulties, risks and takes a lot of time and cost to fix them As a result, it is important to analyze and research the Glotrans
Da Nang Company's export delivery process to discover ways to get over the aforementioned challenges This is not only a problem of Glotrans Da Nang, but also something that any forwarding company feels anxious when facing the context of integration along with the increase in export demand, the fierce competition of domestic and foreign enterprises Recognizing the importance and reality of the freight forwarding process in general and the export delivery process by sea in particular at Global Transport and Logistics Co., Ltd.

LITERATURE REVIEW AND THEORETICAL BACKGROUND
Forwarding service and forwarders
International trade is characterized by the fact that the seller and the buyer are in separate nations Foreign-traded goods must be carried from the exporting country to the importing country when the sale and purchase agreement is signed A number of tasks linked to transporting commodities must be completed, including packing, loading and unloading, warehousing, storage, and customs clearance Yet, not all import-export businesses have the resources and know-how to do all of the aforementioned responsibilities Thus, many forwarding service businesses were created.
According to Marciniak-Neider and Neider (2014), “Forwarding” is defined as “a type of service that includes the organization and performance of the transport of goods, using transport routes, vehicles and modes of transport appropriate for the shipment's delivery from the shipper to the consignee” “Cargo delivery and the receipt is a commercial activity where a person offering freight forwarding services receives goods from the sender, arranges transportation, storage, and warehousing, completes documentation, and accomplishes other services with regard to the delivery of the goods to the consignee under the consignment of the goods owner, the carrier, or another forwarder." In addition, there are numerous advancing concepts, as listed below, according to author Pham Manh Hien (2012) “Forwarding is a customs service that is related to transport but not transportation, and it is an economic activity associated to transportation activities to convey goods to their destination safely”.
Therefore, export freight forwarding is a collection of operations and procedures related to the transportation process in order to move goods from the place of shipment (shipper) to the place of receipt (consignee).
According to the amended and promulgated commercial law on June 14, 2005, logistics services are commercial activities in which traders organize to carry out one or more jobs such as receiving goods, transporting and storing goods, storage, customs clearance, other documentation, customer consultation, packing, marking, shipping, or other services related to goods as agreed upon with customers for compensation. Hence, to put it more succinctly, the phrase states that forwarding is a group of activities and processes related to the transportation process that is used to move items from the point of shipment to the point of receipt.
The forwarder is in charge of seeing that the products are delivered in accordance with the terms of the commission contract and acting in the assignor's best interest, according to FIATA (International Freight Forwarders Association) The forwarder is also responsible for taking care of all activities related to the commission contract such as storage, warehousing, customs clearance, goods inspection.
A forwarder could be the owner of the goods (when handling shipping themselves), the owner of the ship (when the ship owner manages the forwarding service business on the owner's behalf), the loading and unloading company or the warehouse, or a specialized forwarding business or any other kind of organization that has been authorized as a shipping service.
1.1.3 Characteristics and roles of forwarding services and forwarders
Freight forwarding services do not create products with tangible materials, but only change the location of objects in space, not technically change those objects.
Passive behavior: Depends heavily on the requirements of the client, the carrier's rules, obstacles, legal restrictions, and political institutions (of the exporting country, the importing country, and the third country).
The forwarder works as directed by the client.
A freight forwarding services business registration certificate identifies the forwarder as a trader.
It is acknowledged that freight forwarding is both a profession and an industry.Forwarding is an activity that can be further improved in terms of professionalism As a result, freight forwarding is crucial to both international trade in general and the global economy in particular Reduced transportation costs and improved business circumstances for importers and exporters are the two main outcomes of forwarding activity.
Transport expenses make up a sizable amount of the value of each shipment when goods are bought and sold across nations In addition to lowering transportation costs, the forwarding effort will increase trade and commercial competition The freight forwarder must possess a high level of experience and understand how to use both theory and practice effectively Must have a thorough understanding of import and export, be able to combine shipping and forwarding, and maintain positive relationships with businesses involved in the transportation such as customs, shipping agents.
Maximize use efficiency, assist the carrier in increasing the rotational speed of the means of transportation, and provide additional measures of assistance.
Similar to forwarding, the forwarder is extremely important The forwarder, who has a tight relationship with both the exporter and the importer, performs the job authorized to transport products from the location of export to the place of import in the quickest, safest, and most practical manner possible with the carrier and other appropriate.
A forwarder is a person who transacts with various supply chain providers(Forwarder, Forwarding agent) A trader who holds a certificate of business in forwarding services is a forwarder, according to the most recent version of Vietnamese law on commerce (Commercial Law 1997) Forwarders must possess an expert understanding of domestic and international business operations, as well as local and foreign laws and regulations At the same time, one needs to have a thorough understanding of a variety of other closely related industries, including banking, aviation, insurance, and many more Due to the rapid development of multimodal transportation in contemporary culture Currently, the forwarder serves as a carrier to provide transportation services in addition to acting as an agent, trustee, and carrier.
Full container load (FCL) shipping by sea
The container is a storage and transportation device that is rectangular in shape, has a big capacity, and a standard size The intestine is hollow, made primarily of steel, and has two doors that open and a clasp that closes The canisters are reusable multiple times.
Full container loading (FCL) is a process where the shipper/loader (exporter) loads a full container or numerous containers to deliver to the importer.
1.2.2 Benefits of sea container shipping
For containerization A homogeneous shipping unit that better protects commodities, reduces loss of goods, promotes “door to door” operations, boosts efficiency, and lowers transportation cost.
For goods owners Keep products as safe as possible to prevent theft The package may not need to be sealed, saving the shipper time and money Also, since items are loaded and unloaded more quickly, the distance traveled by the commodities is reduced Ship owners may also offer incentives to shippers called “Free time”.
For shipping lines Save time, make more voyages per year, utilize the vessel's capacity to its fullest, and hear fewer complaints.
For forwarders Combining multi-modal transport is simpler when commodities are concentrated for more easy delivery, and it also reduces shippers' concerns about issues with damaged and stolen goods.
1.2.3 Player of FCL shipping by sea
In the operation of freight forwarding, there will be many parties involved in an operation cycle, they can be forwarders, shippers, customs authorities and maritime authorities In addition, there are many parties involved in the forwarding business. Below are the concepts of related parties in the forwarding business.
Forwarding service business They are enterprises which dealing in logistics services including forwarding services or doing its own business in the field of freight forwarding.
Shippers They are owner of the goods or the representative of the goods owner who manages, escorts, transports and takes care of the cargoes Most of the shippers cannot take on the task of transporting themselves, but will need the support of freight forwarder transport service.
Customs The state administrative management agency is at its current location.
Based on the import and export products management mechanism, they take part in the forwarding and forwarding operation with the role of cargo inspection.
Port management division They work in a specialized division of the port, managing the entry and exit of ships, mooring, providing equipment for loading and unloading cargo, and carrying out procedures for loading, unloading, transporting, and storing cargo They also keep cargo with shipping lines, agents, shippers, and forwarders.
1.2.4 Documents used in FCL shipping by sea
Commercial contract is an agreement made between two or more traders, including related parties, that establishes, modifies, or terminates the parties' rights and obligations in the purchase and sale of goods and the provision of services trade and trade enticement.
Commercial invoice is a legal document that a seller issues to a buyer so that the seller can be paid a certain amount that the buyer of goods or services is required to pay to the seller under certain circumstances.
Bill of lading is a document used to transport products via sea It is created, signed, and issued by the carrier to the shipper and confirms receipt of specific goods for sea transport as well as the carrier's commitment to deliver the goods to the person authorized to receive them at the port of destination with the promised quality and quantity as the receipt.
Packing list is a document that specifically lists the contents of a shipment; it typically does not mention the shipment's worth The packing list is provided to customs for export inspection and sent to the importer.
Certificate of origin indicates the country of origin of the goods produced in the territory, or country Currently, there are many types of C/O, depending on each case, the C/O forms are used according to regulations.
Table 1.1 Samples of certificates of origin
C/O form A Preferential C/O form for Vietnamese exports
C/O form B Non-preferential C/O form for Vietnamese exports
C/O form EAV Vietnam – Eurasian Economic Union
C/O form ICO C/O form issued for Vietnamese coffee exports
C/O form T C/O form issued to Vietnamese textiles and garments to the EU C/O form AJ Vietnam and other ASEAN countries to Japan
C/O form S Preferential C/O form for Vietnam to Laos
Certificate of quantity and quality is intended to conclude that the shipment after production is in accordance with the standards and terms of quality and quantity committed in the contract or not.
Delivery order is a certificate of goods received by the importing enterprise to submit to the warehouse supervision agency before it can be withdrawn from the container, warehouse, yard.
The customs declaration is one of the documents used by the goods owner to declare the data of goods in it, so that the inspection force when importing and exporting goods can clearly see the information about bringing goods into their country.

The information that sales staff receive from customers includes the following:
Type of goods : The company will advise customers on the proper type of container based on the type of goods and the quantity of goods (if the goods are groceries or dry agricultural products, you can choose a normal dry container such as:20'DC, 40'DC, 40'HC or other types of containers for bulky, oversized like 20'FR,40'FR); if the goods are fresh goods, fresh vegetables and fruits, 20'RF, 40'RF cold containers will be used depending on the quantity of goods that the customer has.
Port of departure, port of destination: This is important information that determines the freight rate because the port of destination information will determine the distance to be transported to calculate the freight.
Shipping lines: The sales staff will recommend the best shipping business with great incentives for customers based on the needs of the customer and the port to which they should ship from In some cases, customers only utilize a few familiar lines, sales staff may base their freight quotes to these.
Estimated time of shipment: This is an important factor for sales staff to find the best ship schedule.
Services other than freight such as customs declaration, domestic transportation.
(2) Contact shipping lines to make reservations
When the customer accepts the freight rate and train schedule given, the CSV department will send information about the shipment to the carrier to make a Booking Request In addition to the information provided by the customer, the Booking Request also adds the following information: name of the vessel/ trip number, port of loading, port of discharge, place of empty container, estimated time of vessel arrival at the port of discharge goods, packing and unloading places.
(3) Send Booking confirmation to customers
The shipping line confirms the booking was successful to the CSV department by sending Booking Confirmation or Empty Release Order CSV staff use the shipping line's Booking to send directly to customers for packing When sending Bookings to customers, they must request confirmation of receipt and clearly notify the shipping line's Bill of Lading Amendment Deadline (Shipping Instruction Cut Off Deadline) and the Bill of Lading Amendment Deadline After receiving the Booking Confirmation from the shipping line, CSV staff will transfer all shipment information to the Document Processing (DP) department.
In case the customer uses the company's customs declaration and domestic transportation services, the customer will send an order to issue an empty container, detailed information about the export shipment, and the time of packing to the company's forwarding company After receiving, the staff of the forwarding company will monitor and coordinate with the customer to arrange for the empty container to be packed and transported to the port or transported to the container to be packed at the port Then carry out customs clearance procedures for that export shipment.
A basic set of documents to prepare for an export shipment includes: Commercial Invoice, Packing list, Customs declaration, Booking Confirmation, Certificate of Origin (C/O), Certificate of Quality/Quantity.
(4) Packing and transporting to the port
The forwarder will get specific information about the export shipment, packing time, and cooperate with the customer to track and deliver the empty container to the designated location for the shipper after getting the Booking Confirmation from the shipping line Pack the merchandise and deliver the container to the appropriate CY (container yard).
Customers will base on documents such as commercial contracts, commercial invoices, packing slips and access electronic customs declaration software (also known as ECUSKD) to transmit data on declarations to Customs through the network Upon successful implementation, the Customs system will automatically report the number of receipts of the application, the number of declarations and selectivity of customs declaration form Streaming declarations has three streams:
- Green channel declaration: exempt from detailed inspection of documents, and detailed inspection of goods.
- Yellow channel declaration: check paper documents, exempt from detailed inspection of goods For yellow channel goods, the company will submit documents to the customs at the customs sub-department where the enterprise registers to open the declaration.
- Red channel declaration: check paper documents and check goods shipment. This is the highest level of inspection, many procedures and costs, time and effort for both shippers and customs.
(6) Issue House Bill of Lading (HBL) draft
Following the packaging of the products, the customer sends the DP (Document Processing) staff the specifics of the SI (Shipping Instruction), who uses the SI, and the booking confirmation to issue the HBL to the customer.
(7) Send Master Bill of Lading (MBL) details to shipping lines
After the customer confirms that the HBL is correct, proceed to send the details of the documents to the shipping line issuing the MBL before the SI Cut Off deadline.
Depending on each shipment, the company requires the shipping line to issue Seaway B/L, Original B/L or Surrendered B/L for MBL After submitting the details for making B/L, the company asks the shipping line to send a draft of MBL to check and compare the information on MBL and HBL If the check is incorrect, the shipping company or the exporter will be required to correct it For example, if the number of containers on the MBL is different from the HBL, the exporter will be notified to check it again, and if the case is the Kgs number, it will be correct If it is wrong, report it to the shipping company for correction according to HBL.
After the ship runs, the carrier sends the MBL to the document department The document department gives the B/L forwarding staff to the Customs Sub-Department to submit the declaration and B/L.
(8) Send Verified Gross Mass (VGM) to shipping lines
VGM is a regulation in the SOLAS convention (Convention on the safety of life at sea) that requires all shippers to perform the determination of the volume of containers containing goods, this regulation will come into effect on July 1, 2016.
Prior to the Cut off time (VGM deadline for the shipping line or port) indicated on the booking confirmation, the VGM declaration must be accepted According to the law, containers at the port of departure without a VGM will not be loaded onto the ship until the VGM is disclosed Any expenses incurred shall be the responsibility of the shipper (Re-weighing the container, closing the call back, storing, storing the container, managing, etc.).
When sending SI (Shipping Instruction), the shipper will have to attach a certificate of VGM when packing and confirming that VGM has been declared, DP
(Document Processing) staff will check on the shipping company's website again to make sure that the declared information is correct.

Human resources from the age of 26-35 account for 38.89%, this is the appropriate age to accompany and share with young human resources in the working process, to create a balanced environment Nevertheless, this is also a weakness of the organization because the majority of the workforce consists of young, inexperienced individuals, which makes it difficult for them to solve problems and cause incidents during the delivery of goods In general, the structure of credentials and human resources is considered to be reasonably complete for a new company founded during the last eight years.
Table 2.4 Report on operation of Branch of Global Transport and Logistics

The problem facing of Glotrans
Besides the improvements in the process of exporting full container goods by sea, the company still has certain limitations that need to be overcome such as:
2.4.1 Slow sending quotations to customers
In the process of finding customers, updating and quoting the routes for customers is an important first step to reaching customers After receiving the shipment information from the customer, the sales staff's job is to exchange and quote for the customer However, in the process of quoting for customers, there are still many problems, the time to check the price to quote the customer has not met in time.
As shown in section 3.3.2, the process of quoting customers must go through many steps, and for each shipment, sales staff must check different prices So, with the number of customers and shipments that need a quote each day, it will take a lot of time and effort, which is a major drawback of the Pricing department In case the customer needs the price urgently, it cannot be met Specifically, the route will look like the diagram below:
Diagram 2.4 Quotation process for customers
In the illustration above, there is only a small step in the whole process of exporting goods, however, it takes a lot of time and effort for the relevant departments. This is an outstanding problem, which needs to be optimized in the process to increase productivity for a series of continuous activities in the process of doing work.
Most of the company's personnel are from the age of 20-25, so their long-term experience in the industry is still low, and the ability to handle situations is still limited This is also a plus and minus point for the company When the logistics industry is a challenging industry, with risks and unexpected situations, it requires people working in the logistics service industry to have all the elements of knowledge, experience, and experiences to solve the situation quickly and in a timely manner.
Facilities and equipment at the company still have many problems, affecting the printing process of documents, and affecting the time to complete the work.
Email systems and communication lines often have problems, greatly affecting the working process, and causing delays and inconveniences.
In addition, the company also lacks a fleet of vehicles for specialized transportation, which has an impact on its business outcomes, particularly in terms of domestic transportation costs, which are greater than those of its rivals in the market. actively involved in the car dispatching process.
The company's brand construction is still in its early stages, and the brand's competitiveness in the logistics market is significantly lower than that of other rivals. The vast majority of customers still do not identify the firm's brand, indicating that it has not yet found resonance As a result, the company must modify its marketing better.

3.2 Proposed solutions to improve the process of exporting FCL cargoes at GloTrans
3.2.1 Building the price system table
In the development orientation in section 3.1, the development goal is to retain existing customers and seek out new customers To do this well, in the process of analyzing the problem in section 2.2.2.2 Consult and quote for customers in the Goods delivery process Realizing that there is still a point of existence that is the first step in a quotation is still difficult and time consuming Specifically, from the stage of having the customer's shipment information to the stage of quoting the customer In this step, the Sales staff who receives information from customers must proceed to ask the price for the CSV department, then the CSV department will proceed to send the price inquiry to the shipping line Instead, at the stage of price making, it is necessary to organize a team, specializing in price making for each month, and this price can be effectively met within the period of customer demand, specifically as follows:
Firstly, build more Pricing team, specializing in making prices for the company, such as Customs Procedures, Trucking, Sea freight prices.
Secondly, the Price List should be valid on a monthly basis, even better, quarterly In addition, it is necessary to constantly update about price fluctuations from time to time to promptly make quotations for customers.
Thirdly, the price list should be as competitive as or better than the market's present rivals To do this, the company's Pricing team must make efforts to negotiate with shipping lines and get the best discount for the company, build relationships with shipping lines, and know the advantages of each shipping line for each line, thereby bringing the most competitive prices to the company.
Finally, for rare and unavailable routes, the CSV department and the sales department need to agree with each other by committing to the time to send the quotation, so that the sales department can quote the price to the customer timely goods.
3.2.2 Improve management and professional skills of the staff
Enhance the pay and welfare systems for employees to retain talent and raise the caliber of the human resource management team within the organization As a result, there will be plenty of incentives to encourage the growth of human resources.
Realizing that human resources at the company are currently young human resources, it is essential to raise the level of professional training provided to employees through initiatives like conference planning and participation attending fairs to study and develop ties with clients, and attending specialized seminars on the subject of forwarding To increase the staff's working skills, it is also vital to invest in their education.
3.2.3 Complete equipment and facilities of the company
By making further investments in or replacing outdated machineries like copiers, fax machines, and scanners with modern ones, the document department will be able to work more swiftly and with less time lost Improve phone and email systems to reduce glitches that can affect how papers are sent and how work is exchanged.
The issue of facilities should be focused on investment, such as preparing to extend the workspace, and attract new personnel, to achieve the main aim of increasing the business market Also, arrange and reorganize the working and resting areas to maximize employee comfort while they are working, with the ultimate goal of boosting productivity.
Invest in and build a dedicated truck fleet, this will boost the company's ability to compete on price in the long run and ensure prompt problem-solving Take charge of the transportation process to avoid mishaps.
3.2.4 Increase investment in promotional marketing
Currently, Glotrans has also been investing in the image and brand of Glotrans in many different forms, but it has not been really effective As a result, it's essential to combine traditional and internet marketing to broaden the customer base and raise brand awareness Encourage attendance at trade shows and exhibits The main objective remains to raise consumer awareness of the brand.
Recommendations
3.3.1.1 For the Ministry of Justice
In the government's decrees and circulars, the State needs to review legal documents to be consistent, adjust, amend and supplement in order to build a clear and relatable legal environment competition in international freight forwarding activities in our country.
The State needs to develop solutions to support businesses in the process of international economic integration, helping to remove enterprises' obstacles in terms of policies and free trade agreements such as EVFTA, CPTPP and especially upcoming agreements such as the Comprehensive Regional Partnership Agreement of ASEAN and partner countries (RCEP).
Accelerate the digital transformation process, promote the application of information technology into the state operating system, help speed up information processing, save time and effort for enterprises and the State.
3.3.1.2 For the Ministry of Transport
For any country, infrastructure plays an important role in trade The transport system plays a great role in connecting production and consumption between one region and another, between one country and another The construction of an inter- country and inter-regional road system will create a transport corridor between countries, regions and continents, contributing to expanding economic and cultural exchanges with other countries So the state needs to take the following measures to improve the quality of transport infrastructure.
Firstly, invest in developing and perfecting the infrastructure of communication systems and warehouses to connect economic centers into a complete transport network to meet the minimum transit time the best.
Second, at the same time, upgrade the seaport infrastructure to facilitate the circulation of international goods in and out of Vietnam's territory If the State reform and innovate customs activities, it will facilitate foreign trade activities, create a premise for the easy circulation of international goods in and out of Vietnam's territory to accelerate the process of liberalization trade and quickly integrate Vietnam into international economies.
Third, conditions for connection with other localities: in the context of strengthening linkages with different economic regions in the country, especially in the Mekong River Delta with Ho Chi Minh City In Ho Chi Minh City, it is necessary to build more routes to solve the problem of congestion, reduce the time and cost of transporting goods between areas.
Customs sub-departments should use software systems or websites for businesses to declare instead of having to go to the customs office to carry out procedures This not only helps businesses reduce time, reduce costs, but also makes it easier forCustoms to control information.
It is necessary to improve and improve technical facilities, increase transmission speed and manage the network system to receive Customs data in a more scientific way Out-of-hours customs procedures can be applied to businesses in need because this helps businesses reduce warehousing costs and solves the backlog of documents.
Guide and help businesses understand the declaration steps, avoid errors and mistakes that waste time, regularly update new regulations for businesses.
Continue to keep using information technology to business steps as the goals have been completed such as E-Declaration, E-Payment, EC/O, E-Permit, E-Manifest. This makes the state management of customs easier, and at the same time helps businesses save time and significant costs.
3.3.2 For Vietnam Logistics Business Association (VLA)
To promote the delivery activities of members and safeguard their interests in many domains connected to the field of international freight forwarding, circumstances must be created for the development of relationships of cooperation, association, support, and mutual assistance.
The association should organize seminars to help members improve quality in the field of forwarding and timely grasping the increasing requirements of customers and partners.
The association needs to represent the interests of the Vietnamese business community in the field of logistics in business relations and international cooperation.
The association needs to help its members in training and improving their professional qualifications in logistics activities to meet the requirements of customer partners around the world.
The freight forwarding sector is crucial to advancing international trade across nations and regions in the era of global economic integration Vietnam is a developing nation that, through its efforts and successes, has consistently maintained its status as a nation with a trade surplus for many years As a result, the process of exporting goods is constantly focused on investment, streamlining the procedure to save time and resources during the implementation of transportation However, this also makes the level of competition among these service businesses facing many difficulties and challenges Like other businesses operating in the industry, Global Transport and Logistics Co., Ltd Da Nang branch is also facing great challenges in the market.
