essential safety requirements of the Machinery Directive and associated EFTA regulations This standard covers single-track two-wheel motor vehicles not intended to be used on public roads These vehicles are ridden by both adults and children Vehicles within the scope of this standard and intended to be used by children are specifically designed and manufactured for young users Specific requirements are given in this standard for these vehicles This standard defines specific requirements for the marking of small vehicles intended for use only by adults which, because of their size, can be ridden by children The importance of providing vehicles which are safe when used by children is recognised The safety of children is dependent on the design of the vehicle and the information provided with it However, no matter how good the design and information is, safe use will always be reliant on suitable training, experience, maturity of the rider, assessment of ability and supervision by carers, especially for novice riders To reflect the importance of child safety, further research will be started immediately after publication of the standard to enable the standard to be revised as soon as additional design measures and guidance have been established The structure of safety standards in the field of machinery is as follows: a) Type-A standards (basis standards) give basic concepts, principles for design, and general aspects that can be applied to machinery b) Type-B standards (generic safety standards) deal with one or more safety aspect(s) or one or more type(s) of safeguards that can be used across a wide range of machinery: c) 1) type-B1 standards on particular safety aspects (e.g safety distances, surface temperature, noise); 2) type-B2 standards European Standard specifies the safety requirements and the test methods for single-track two-wheel motor vehicles, driven by a rider sitting astride This European Standard deals with all significant hazards, hazardous situations and events relevant to single-track two-wheel motor vehicles propelled by a spark ignited internal combustion engine (hereinafter referred to as "vehicles"), when they are used as intended and under the conditions of misuse which are reasonably foreseeable by the manufacturer The vehicles covered by this European Standard are not intended to be used on public roads The vehicles covered by this European Standard are intended only for the rider and not for passengers This European Standard does not cover vehicles propelled with gaseous fuels This European Standard specifies the appropriate measures to eliminate or reduce the risks arising from the significant hazards, hazardous situations and events (see Clause 4) during commissioning, operation and maintenance 16029:2012 (E) k) Instructions on the tyres: 1) Instructions including the fitting, removal, inflation pressure, maintenance and ageing (an example of such a text can be found below) 2) General: Tyres are the only contact between the vehicle and the road Safety in all conditions of riding depends on a relatively small area of road contact It is therefore of paramount importance that tyres be maintained in good condition at all times and that, when the time comes to change them, the correct replacements are fitted 3) Instructions on use: i) Fitting and removal of tyres: It is recommended that these operations be entrusted to a specialist who has the necessary equipment and expertise ii) Inflation pressure: Correct inflation pressures are of the highest importance for safety Check tyre pressures and inflate tyres only when tyres are cold 4) Tyre and wheel maintenance Tyre tread depth shall be checked regularly It has to be taken into consideration that the shallower is the tread, the lower is the tyre grip It is essential to stop as soon as possible after a puncture and have the tyre removed and examined Tyre repairs shall be entrusted to a tyre specialist Distorted or damaged wheels shall be replaced 5) Tyre replacement Replacement tyres and wheels shall be of the same size designations and type as those specified by the vehicle manufacturer Changes in tyre type should not be made without first seeking advice from the tyre or vehicle manufacturer as the effect on safety, vehicle behaviour and clearance shall be considered Used tyres should not be fitted if their previous history is unknown 6) Tyre ageing Tyres age, even if they have not been used or have only been used occasionally Cracking of the tread and sidewall rubber, sometimes accompanied by carcass deformation, is an evidence of ageing Old and aged tyres shall be checked by tyre specialists to ascertain their suitability for further use 7.3.2.7 Information on assembly and pre-delivery checks a) A recommendation that the purchaser obtains from the dealer the pre-delivery document given in 7.3.3 54 BS EN 16029:2012 EN 16029:2012 (E) b) For vehicles supplied partly disassembled to facilitate transportation prior to putting into service, the vehicle shall be accompanied by instructions (including drawings and diagrams) sufficient to allow the correct assembly The necessary tools, the essential special competence to achieve this and the adjustments and verifications to be made shall be described The assembly instructions should make reference to the pre-delivery certificate (see 7.3.3) and explain the necessity to perform a pre-delivery check 7.3.2.8 Information on noise The following information on airborne noise emissions: a) the A-weighted emission sound pressure level at workstations, where this exceeds 70 dB(A); where this level does not exceed 70 dB(A), this fact shall be indicated; b) the A-weighted sound power level emitted by the vehicle, where the A-weighted emission sound pressure level at workstations exceeds 80 dB(A); c) the uncertainty of measurement; d) a reference to the measurement method that describes the operating conditions during the measurement These values shall be measured as defined in Annex A 7.3.3 Pre-delivery certificate form Each vehicle shall be accompanied with a pre-delivery certificate form The text of this form shall contain at least the following: a) The dealer’s declaration that: 1) all inspections and adjustments have been carried out, in particular those concerning: i) the presence of warnings, ii) the battery, iii) the oil/coolant levels, iv) the brakes/wheels/tires, v) the frame/accessories, vi) the electric equipment: lighting/safety, vii) start up/engine operation check, viii) the road test, ix) the final inspection/cleaning; 2) the vehicle is in working order; 3) the purchaser has received: i) the operation handbook, ii) information concerning the possibilities for riding tuition; 55 BS EN 16029:2012 EN 16029:2012 (E) 4) the purchaser has been informed of: i) the risks and of the safety instructions, ii) the need to follow riding tuition, iii) the operation of the controls, iv) the importance of reading the operation handbook, v) the importance of maintenance, vi) the warranty conditions b) The purchaser’s declaration that: 1) he/she has made himself/herself acquainted with: i) the risks and the safety instructions, ii) the need to follow riding tuition, iii) the operation of the controls, iv) the importance of reading the operation handbook, v) the importance of maintenance, vi) the warranty conditions; 2) he/she has received the operation handbook 7.4 Marking All vehicles shall be marked permanently, legibly and comprehensibly with the following minimum information: the business name and full address of the manufacturer and, where applicable, his authorised representative; mandatory marking2); reference to this European Standard, i.e EN 16029; the year of construction, that is the year in which the manufacturing process is completed; designation or model; serial or identification number; NOTE It is recommended that the identification number is in accordance with ISO 3779 2) For machines and their related products intended to be put on the market in the EEA, CE marking as defined in the applicable European directive(s), e.g Machinery The CE the mass in running order of the vehicle, expressed in kg 57 BS EN 16029:2012 EN 16029:2012 (E) Annex A (normative) Noise test A.1 General The global noise emitted by the vehicle included in this standard considers only the static noise of the vehicle The noise emission values determined according to this noise test code may underestimate the actual emission during normal use of the vehicle, in particular when the vehicle is in motion A.2 Operating and mounting conditions The test vehicle shall be new and be fitted with any attachment affecting noise properties as well as with those recommended by the manufacturer Whenever the vehicle attachments are optional, testing is carried out with those that give the least favourable noise results Before beginning the test, the vehicle shall be brought to the normal operating temperature The test is conducted with the fuel tank at over 50 % of capacity The vehicle shall be in a stationary position in a stable condition of support, using the devices fitted (prop, stand or similar) in line with the manufacturer's instructions for safe usage The riders shall not position themselves directly between any microphone and the vehicle The tests shall be performed with the engine running under the following conditions and with the rider in riding position gearbox in neutral gear; if it is impossible to disconnect the transmission, the drive wheel shall not touch the ground; and the engine speed shall be held steady at the following value: S/2 ± % (with a minimum value of -1 000 ), where S is the speed corresponding to the maximum output of the engine (indicate standard used): (kW) at r/min A.3 Noise measurements The time-averaged A-weighted sound pressure level is determined using the following equation: Lp , Aeq,T T p pressure of the sound signal, in µPa; p0 is the reference sound pressure (20 µPa) BS EN 16029:2012 EN 16029:2012 (E) A.4 Test environment The acoustic environment shall include a test surface which consists of a hard reflecting plane, such as concrete or sealed asphalt, and with no sound-reflecting obstacles within a distance from the source equal to 25 m Within these conditions, it may be assumed that the environmental correction K2 is less than or equal to 0,5 dB It is therefore, negligible and it is disregarded At each measurement position, background noise shall be at least 10 dB lower than the noise emitted by the vehicle tested In addition, the following shall be considered: Measurements shall not be carried out when precipitation is falling or when the ground surface is covered with snow, water or hail The admissible ambient temperature during measurement is from -10 ºC to 35 ºC No vehicle auditory warning device shall be activated during the test, such as a horn The measurements shall not be considered valid for wind speeds above m/s For wind speeds greater than m/s an anti-wind screen for the microphones shall be used, and calibration corrections should be considered appropriate by the use of such screens Humidity, air temperature, barometric pressure, the vibratory state and the intensity of the magnetic fields shall remain within the limits specified by the test equipment manufacturer A.5 Determination of A-weighted emission sound pressure level at rider’s ear A.5.1 Microphone position The microphone shall be supported independently from the equipment being tested Two measurement positions shall be used: the microphone shall be located 760 mm above the laden seat, and 250 mm to the right and to the left of the centreline of the rider's position, defined by the manufacturer The instruments to be used during the test and the calibration requirements are specified in EN ISO 11201 A.5.2 Measurements The measurement time for each reading at each measurement position shall be in the range of s to s This measurement is realised in the range of s to s because it is not possible to maintain the engine speed at constant value for a longer period To compensate for that, the following procedure shall be used Measurements shall be repeated and only those measurement results that not differ by more than dB(A) in three consecutive tests shall be used Thus, the average of the three measurements for each position shall be taken Finally, the higher value of the results for the two positions constitutes the A-weighted emission sound pressure level at rider's ear, which shall be rounded to the nearest whole number (< 0,5, use lower number; ≥ 0,5, use higher number) In the absence of specific knowledge of uncertainty for vehicles, the uncertainty shall be considered equal to KA = dB The actual uncertainty may be larger if the noise emission of the vehicle is unstable A.6 Determining if further measurements are necessary If the test result (A-weighted emission sound pressure level) at rider’s ear is 80 dB(A) or less than 80 dB(A), the noise test shall be finished 59 BS EN 16029:2012 EN 16029:2012 (E) If the test result at rider’s ear is higher than 80 dB(A), the vehicle shall be tested according to A.7 and the sound power shall be calculated according to A.8 A.7 Determining the time averaged A-weighted sound pressure levels A.7.1 General The instruments to be used during the test and the calibration requirements are specified in EN ISO 3744 A.7.2 Size of the measurement surface Measurement surface is a hemisphere of radius r, where r is function of the distance between back and front of the vehicle The radius shall be: m, when length between back and front is less than 1,5 m; 10 m when length between back and front is equal or greater than 1,5 m A.7.3 Microphone positions on the measurement surface of the hemisphere Six measurement positions shall be used in the test, corresponding to the microphone centre of the hemisphere shall coincide with the geometric centre of the vehicle The segment joining the front and rear ends of the vehicle shall be aligned with the x-axle defined in Figure A.1 The measurement time for each reading at each measurement position shall be in the range of s to s This measurement is realised in the range of s to s because it is not possible to maintain the engine speed at constant value for a longer period To compensate for that, the following procedure shall be used A minimum of three series of measurements at all microphone positions shall be carried out In order to meet the next requirement, additional series of measurements may be necessary: Three values of the sound power levels shall be calculated separately from the three series of values obtained for each microphone position, according to A.8 If two of the three values of the sound power thus obtained not differ by more than dB, no more measurements are necessary If this is not the case, the measurements shall continue until two of the values are within a dB range of each other In the absence of specific knowledge of uncertainty for vehicles, the uncertainty shall be considered equal to KA = dB The actual uncertainty may be larger if the noise emission of the vehicles is unstable A.8 Determining the time averaged A-weighted sound power level using the time averaged A-weighted sound pressure levels over the measurement surface A.8.1 Determination of the time averaged A-weighted measured sound pressure levels over the measurement surface The sound pressure calculation shall be determined using the series of equations that are shown below The time-averaged A-weighted sound pressure level, averaged over the measurement surface, L p, Aeq,T , in decibels (reference 20 µPa), correction has been ignored in line with A.4 The results of the series of measurements indicated in A.7 are used to determine the corresponding results for the A-weighted sound power level, LWA The arithmetic mean of the two highest sound power levels that are within a dB range of each other is taken A.9 Information to be recorded A.9.1 Vehicle under test The following information shall be compiled: a) vehicle manufacturer; b) model; c) serial number; d) vehicle arrangement, including major attachments A.9.2 Acoustic environment The following information shall be noted down: a) description of the test site and the type of the test site surface or surfaces used, including a sketch showing the position of the vehicle; b) air temperature, barometric pressure, relative humidity and wind velocity at the test site A.9.3 Instrumentation The following information shall be noted down: a) equipment used for the acoustical measurements, including name, type, serial number and manufacturer; b) method used to calibrate the instrumentation system; c) data and place of calibration of the sound calibrator and the instrumentation system A.9.4 Acoustical data The following information shall be noted down: a) location of the microphones; b) time-averaged A-weighted sound pressure level at each microphone position for each measurement; 62 BS EN 16029:2012 EN 16029:2012 (E) c) time-averaged A-weighted sound pressure level of the background noise at the microphone positions; d) the measurement time for each microphone position All intermediate results, such as sound pressure or area calculation, shall be expressed to one decimal place A.10 Information to be reported The test report shall give at least all the information the manufacturer needs in order to prepare the noise declaration A.11 Declaration and verification of noise emission values The following information shall be declared: a) vehicle manufacturer, model number, serial number, net power in kilowatts, vehicle arrangement, including major attachments and the type of the test site surface or surfaces used; b) A-weighted emission sound pressure level at rider’s ear and associated measurement uncertainty; c) if A-weighted emission sound pressure level at rider’s ear is above 80 dB, A-weighted sound power level calculated shall be indicated, rounded to the nearest whole number (< 0,5, use lower number; ≥ 0,5, use higher number), together with the associated measurement uncertainty For both the A-weighted sound power level and the A-weighted emission sound pressure level, the format of the noise declaration shall be a dual-number format as defined in EN ISO 4871:2009, i.e the measured value and the associated uncertainty shall be given separately The noise declaration shall state that the noise emission values have been obtained in compliance with the test method set out in this standard Any deviation whatsoever in respect of this method and the technical justification of such deviations shall be clearly indicated Any verification of declared noise emission values shall be done using this noise test code If the value measured during verification is less than or equal to the sum of the declared value and the associated measurement uncertainty, the declared value is verified 63 BS EN 16029:2012 EN 16029:2012 (E) Annex ZA (informative) Relationship
