system that is required to comply with the European Directive 94/63/EC on Volatile Organic Compounds (VOC) [1] The vapour transfer valve, subject of this European Standard, governs the transfer of vapour between the vehicle compartment, the gantry equipment and the service-station tank storage during loading and unloading operations BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) Scope This European Standard covers the vapour transfer valve, used for the transfer of vapour between the tank compartment and the pipework connecting to the vapour collection adaptor This European Standard specifies the performance requirements and the critical dimensions of the vapour transfer valve It also specifies the tests necessary to verify the compliance of the equipment with this European Standard The equipment specified by this standard is suitable for use with liquid petroleum products and other dangerous substances of Class of ADR [2] which have a vapour pressure not exceeding 110 kPa at 50 °C and petrol, and which have no sub-classification as toxic or corrosive Normative references The following referenced documents are indispensable for the application of this document For inspection Terms and definitions For the purposes of this European Standard, the following terms and definitions apply 3.1 vapour collection manifold volume into which each vapour transfer valve from each compartment is connected and which connects to the vapour collection adaptor 3.2 Maximum Working Pressure (MWP) (gauge pressure) maximum pressure to which the equipment is designed to operate, being the highest of the following three pressures: a) highest effective pressure allowed in the tank during filling (maximum filling pressure allowed) b) highest effective pressure allowed in the tank during discharge (maximum discharge pressure allowed) c) effective gauge pressure to which the tank is subjected by its contents (including such extraneous gases as it may contain) at the maximum working temperature 3.3 sequential function ability to provide a ‘valve open’ signal BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) Functions The vapour transfer valve shall: when opened, allow the transfer of vapour between the tank compartment and the vapour collection manifold; ! be provided with a means to indicate that it is open;" when closed, ensure the confinement of the transported vapour and/or liquid in any orientation When open, the vapour transfer valve may prevent the transfer of liquid between tank compartments via the vapour collection manifold 5.1 Design characteristics General If the vapour transfer valve incorporates other functionalities, such as the pressure and vacuum breather vent, they shall not jeopardize or modify the requirements of this European Standard 5.2 Performance characteristics The manufacturer shall provide the pressure drop curve at the following conditions: 5.3 3 flow rate up to 300 standard m /h of air at 20 °C (300 standard m /h of air corresponds to the bottom loading of the compartment at 150 m /h flow of substances) Temperature range Unless otherwise specified, the design temperature range shall be − 20 °C to + 50 °C Where the vapour transfer valve is subjected to more severe conditions, the design temperature range shall be extended to − 40 °C or + 70 °C as applicable 5.4 Actuation The vapour transfer valve may be operated by remote means The vapour transfer valve may have a sequential function In case of failure of the operating devices, the valve shall return automatically to its closed position 5.5 Materials of construction The manufacturer shall provide with the equipment a full material specification for those parts that may come into contact with the substances described by Clause BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) 5.6 Dimensional characteristics 5.6.1 Maximum height The design of the valve shall ensure that no part of the valve assembly extends more than 150 mm above the valve's mounting face (see Annex B, Figure B.1) 5.6.2 Flanged connection type The mounting flange of the vapour transfer valve shall have the following dimensions and the holes shall straddle valve centre line: flange size : 80 spigot diameter (maximum) : 106 mm 122 mm; pitch circle diameter : 130 mm 150 mm; number of equispaced holes (minimum) : (4) (4); hole diameter : 12 mm 14 mm; tolerances : ± mm ± mm 5.6.3 100; Through hole connection type This shall have a threaded spigot of 98 millimetres maximum diameter with lock nut, to suit a clamping thickness range of millimetres to 15 millimetres Tests 6.1 General Two classes of tests are required: production tests and type tests Testing methods and procedures shall conform to EN 12266-1 and EN 12266-2 except as specified within this European Standard Unless otherwise specified, test fluids shall be air or other suitable gas The choice of the fluid is the responsibility of the manufacturer NOTE tests 6.2 Where the obturator forms part of the pressure containing shell, it may be closed during strength and tightness Production tests 6.2.1 General The number, frequency and sampling methods of production test samples shall not be less than those specified within ISO 2859-1 (AQL of 2,5) Production tests shall comprise the following: shell tightness test; BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) internal seat tightness test; and operability test 6.2.2 Shell tightness test 6.2.2.1 Test pressure The test pressure shall conform to A.3.2.2 of EN 12266-1:2003 6.2.2.2 Test duration The test duration shall conform to A.3.2.3 of EN 12266-1:2003 6.2.2.3 Acceptance criteria The acceptance criteria shall conform to A.3.3 of EN 12266-1:2003 6.2.3 Internal seat tightness test 6.2.3.1 Valve classification type (for test method selection only) The valve classification type shall be a check valve as in EN 12266-1:2003, Table A.3 6.2.3.2 Test pressure The test pressure shall be 5,5 kPa 6.2.3.3 Test duration The test duration shall conform to Table A.4 of EN 12266-1:2003 6.2.3.4 Acceptance criteria The acceptance criteria shall conform to rate A of EN 12266-1:2003, Table A.5 6.2.4 Operability test The operability test shall conform to B.1 of EN 12266-2:2002 6.2.5 Test results Test results shall be recorded and maintained in accordance with the manufacturer’s procedures 6.3 6.3.1 Type tests General A minimum of production samples of each model type shall be type tested to demonstrate the performance and mechanical strength of the design NOTE Devices having one design, size and set pressure are considered to be of one model type Unless otherwise noted, all type tests shall be performed at maximum and minimum design temperatures BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) Type test shall comprise the following: shell strength test; shell tightness test; internal seat tightness test; mechanical endurance test; and drop test 6.3.2 6.3.2.1 Shell strength test Test pressure The test pressure shall be 500 kPa or 1,5 times the maximum working pressure (MWP) of the equipment, whichever is the higher 6.3.2.2 Test duration The test duration shall conform to Table A.2 of EN 12266-1:2003 6.3.2.3 Acceptance criteria The acceptance criteria shall conform to A.2.3 of EN 12266-1:2003 The test shall be carried out only under ambient conditions 6.3.3 Shell tightness test The shell tightness test shall be performed in accordance with the requirements of the production test The test shall be carried out only under ambient conditions 6.3.4 Internal seat tightness test The internal seat tightness test shall be performed in accordance with the requirements of the production test at the following two test pressures: 5,5 kPa; and 25 kPa 6.3.5 Mechanical endurance test The mechanical endurance test shall be performed in accordance with the requirements of the production operability test with the following additions: the endurance test shall be considered satisfactory if the device under test is operable and passes the internal seat tightness test (with an acceptance criteria of Rate B of EN 12266-1:2003, Table A.5) after 25 000 unlubricated opening and closing operations without any of its parts having been changed The test shall be carried out only at ambient conditions 10 BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) 6.3.6 6.3.6.1 Drop test General The function of the drop test is to subject tank top equipment to the dynamic forces that may result if the tank rolls onto its side The test shall be carried out under ambient conditions 6.3.6.2 Test apparatus The drop test apparatus comprises a vessel having on one side a mounting flange to which the device under test can be mounted It shall have all the following characteristics: a) the dimensions, tolerances and characteristics of the drop test apparatus shall be in accordance with Annex A; b) the stops shall be of steel and shall not incorporate a material or design feature that would tend to cushion the impact; c) the impact zone for the stops shall be as specified in Annex A (see detail of sand box); d) the lifting and release equipment shall permit hoisting to, and dropping from, the test height; e) the guides and the hoisting equipment shall not restrain free fall; f) the design of the lifting apparatus and the operating procedures shall be in accordance with local safety regulations and shall be such as to prevent accidental dropping of the test apparatus 6.3.6.3 Test procedure The test procedure shall be carried out in the following sequence: a) mount the complete device under test to the mounting flange of the drop test apparatus The centreline of the device shall be positioned on the centreline of the securing flange; b) fill the vessel with water to a level of 1,3 m above the centreline of the securing flange Plug the level indication hole; c) hoist the apparatus to the release point, 1,2 m above rest position; d) stir and smooth to an even consistency the sand of the sand boxes and replace the rubber pad; e) release the apparatus and allow to drop through a vertical distance of 1,2 m; f) within one minute of dropping, wipe off the device under test and securing flange assembly and observe for leaks 6.3.6.4 Re-test Where a leak is caused by maladjustment, the fault may be rectified and the test repeated 6.3.6.5 Acceptance criteria Leakage, from any source, shall not exceed rate B of EN 12266-1:2003, Table A.5 11 BS EN 13082:2008+A1:2012 EN 13082:2008+A1:2012 (E) 6.3.7 Test results Test results shall be recorded and maintained for a time period which shall be not less than the manufactured life of the product Marking The vapour transfer valves shall have all the following permanent identification markings: reference to this standard; manufacturer's name and/or logo; manufacturer's type or assembly number; serial number and/or date of manufacture; MWP; any special operating conditions Installation, operation and maintenance instructions The equipment shall
