Candidate Information for North Texas INCOSE Chapter Elections for 2017 President –Long S Dong Bio: Long Dong is a Systems Engineering PhD Candidate at Southern Methodist University (SMU) He conducts research in systems engineering with focuses in systems design maturity assessment, systems engineering capabilities maturity, program management and systems affordability and systems effectiveness He has a Bachelor degree in Electronics Engineering and Technology, Master of Business Administration (MBA), and a Master of Science in Systems Engineering from SMU He has worked at Lockheed Martin Aeronautics for 17 years He served as Technical Development Vice President of INCOSE, North Texas Chapter in 2016 Vision: Long’s mission is to expand the chapter by involving systems engineering practitioners and apprentices and corporate engineering organizations with the chapter’s systems engineering activities, including but not limited to workshops, seminars, trainings, systems engineering certification, lessons learned amongst corporations, utilize social media and available technology to reach out to future systems engineers Vice President of Technical Development – Anthony Blow Bio: Anthony Blow is a Senior Systems Engineer at Raytheon He has worked 15 years in a variety of roles in engineering, operations, strategy, finance, business development, supply chain, and logistics for Shell, the Department of Defense, and other companies in energy, infrastructure, technology, and analytics He has traveled to nearly 60 countries and worked on projects in Africa, Europe, and the Middle East He earned his BA in International Relations from Morehouse College, his MS in International Transportation Management and U.S Coast Guard Officer’s License from the State University of New York, Maritime College, his MBA from IESE Business School in Spain, and is currently finishing his MS in Systems Engineering at George Washington University Vision: Anthony’s plan for serving as the VP of Technical Development is to ensure that INCOSE North Texas has a wide array of quality speakers around the Dallas-Ft Worth area speak with the group and build positive professional connections between the North Texas chapter and the Metroplex As result of the relocations of many businesses over the past decade, DFW has grown exponentially He plans to work to ensure that INCOSE NT becomes known to leaders in the business community; and also plans to provide our chapter members exposure to various people in manufacturing, defense, technology, construction, software, and a variety of other businesses of 4 Candidate Information for North Texas INCOSE Chapter Elections for 2017 Vice President of Chapter Development – Yvonne Bijan Bio: Yvonne Bijan has worked for Lockheed Martin for over seventeen years and has a Doctor of Philosophy in System Engineering from Southern Methodist University She has worked on numerous aeronautic programs including F-35 and C-130J Dr Bijan has worked on the Space Based Infrared System She is a Certified Enterprise Architect, Certified Systems Engineering Professional, Certified SysML Model Builder Advanced, and holds a QFD Greenbelt She has a B.S in Physics with a minor in Math and an M.S in Computer Science with a concentration in Software Engineering Vision: Yvonne wants to be on the board to energize the North Texas Chapter There are many companies within the area that perform system engineering and she believes the INCOSE chapter is a great way to provide networking and learning opportunities If elected, she will attempt to find ways to increase participation by seeking ways to advertise in local conferences, businesses within the chapter, INCOSE newsletter, STEM activities, remote access, and rotation locations with satellite hosts for meetings Secretary – George Borovina Bio: George Borovina has over 15 years' experience managing multiple projects in complex and rapidly changing environments He has expertise in acquisition, sales, operations, logistics planning and information technology management, currently working for Raytheon in Richardson He is a trained Six Sigma Black Belt, a Certified Scrum Manager and a Program Management Professional After graduating with a BS in Computer Science from Texas A&M, he spent just over 20 years in the Navy as a Naval Flight Officer While in active service, he earned an MA from the Naval War College and an MBA from the University of Maryland Vision: George’s goals for INCOSE include extending membership and attendance to events, as well as enhancing networking and career growth opportunities Treasurer –Julian Parker Bio: Julian Parker is a military veteran with over 20 years of engineering experience (e.g Lockheed Martin, Raytheon, and DCS Corporation) His technical expertise is in the areas of systems engineering, project/product life cycle, military airborne and groundbased platforms, and medical diagnostics automation systems Held various leadership positions during his career such as Program Manager, Engineer Manager, and F-35 Systems Verification Lead during my career His military experience involved Army intelligence operations, reconnaissance, and intelligence preparation of the battlespace (IPB) He is currently a rehire with Raytheon as a principal systems engineer with a focus on Requirements/Verification Management Julian possesses a Masters in Systems Engineering and a Bachelors of Electrical Engineering of 4 Candidate Information for North Texas INCOSE Chapter Elections for 2017 Board Member, Far North Dallas – Barry Papke Barry Papke is the Director of Professional Services for No Magic Inc and actively teaches and consults worldwide on Model Based Systems Engineering (MBSE), system design with SysML and enterprise architecture development with DODAF/UPDM Prior to joining No Magic, he spent thirty-two years as a systems engineer, operations analyst and program manager with L-3 Communication, Raytheon and Lockheed Martin Barry is an active member of the INCOSE Agile and Security Working Groups and participates each year in the International Workshop and International Symposium He also works with other INCOSE chapters around the US supporting/participating in local chapter workshops and events Barry has a Bachelor of Science in Mechanical Engineering from Texas A&M University and a Master of Science in Systems Engineering from Steven’s Institute of Technology Board Member, SMU Systems Engineering Program – Jerrell Stracener Dr Stracener is Professor of Practice and founding Director of SMU’s Systems Engineering Program He teaches graduate-level courses in systems analysis methods and applications, and directs and conducts engineering of systems research He is the SMU Lead Senior Researcher in the DoD-sponsored Systems Engineering Research Center Previously Dr Stracener was employed by LTV/Vought/Northrop Grumman He conducted and directed systems engineering studies and analysis, and directed systems reliability and supportability programs on advanced military aircraft Jerrell was cofounder and leader of the SAE Reliability, Maintainability and Supportability Division He is an SAE Fellow and AIAA Associate Fellow Dr Stracener earned PhD and MS degrees in Mathematical Statistics from SMU and a BS in Math from Arlington State College (now the University of Texas at Arlington) Director at Large – Mike Dietz Mike Dietz is the 2010 Past President of the INCOSE North Texas chapter and currently serves as a Director-at-Large Under Mike's leadership, the North Texas Chapter received the Gold Circle Award for being an outstanding chapter Mike has served on the board for several years and has helped get INCOSE involved in programs like Future City He is a Systems Engineer at Raytheon with cost, schedule, and leadership of over $20M (annual) of program efforts He is Program Management certified by Raytheon, and has worked there for 18 years at all levels of integration from chip level to mission level and everything in between across multiple disciplines and product lines Mike currently works 2017 Director at Large – Don Boyer Don was the NT Chapter President in 2006 and currently works with Keys to Effective Chapters for INCOSE Don has over twenty-five years of successes in project and line roles as Engineering Manager and Systems Engineer on DoD projects Retired from Raytheon, he served as a Six Sigma Expert and Champion He has extensive experience in systems engineering, project management, proposals, planning, scheduling and earned value methodology, integrated product teams, and training/coaching in these areas Currently consultant and coach for small businesses through his
