13-14 September 2011 Speaker Biographies Joe Almaguer is the Global Energy Efficiency and Conservation Leader for the Dow Chemical Company In this role, Joe is responsible for leading Dow’s energy efficiency and conservation efforts globally through an established network of focal points Joe holds a Bachelor of Science degree in electrical engineering from the University of Houston He has 33 years of experience in the petrochemical industry, with a significant portion in the management of energy systems operations, projects implementation, and energy conservation He is the recent past Chairman of the Texas Industries of the Future Industrial Energy Efficiency Program Advisory Board, a founding member of the US Council for Energy Efficient Manufacturing, a member US TAG and delegate to PCP 242 Management System for Energy In his career with Dow, Joe has also worked and lived in the Middle East and Asia and has extensive experience in the start-up of major grass roots facilities S Joe Bhatia began his tenure as president and chief executive officer of the American National Standards Institute (ANSI) on January 1, 2006 Prior to joining ANSI, Mr Bhatia held the position of executive vice president and chief operating officer of the international group at Underwriters Laboratories Inc (UL) During his 30-plus-year tenure with the organization Mr Bhatia assumed positions of progressive leadership in global business operations His areas of responsibility included engineering, governmental and congressional liaisons, external affairs, follow-up (certification) services and direction of UL’s $300+ million international operations In 2009, Mr Bhatia was elected to serve as vice president for the Pan American Standards Commission (COPANT) for a two-year term He also serves as vice chairman of the Industry Trade Advisory Committee on Standards and Technical Trade Barriers (ITAC 16), a joint program of the U.S Department of Commerce and U.S Trade Representative A member of the International Organization for Standardization (ISO) Council and its Standing Committee on Strategies, Mr Bhatia also holds a seat on the Oakton Community College Education Foundation Board and recently retired as a member of the National Fire Protection Association Board of Directors In addition to his numerous professional affiliations, Mr Bhatia is a frequent lecturer in the U.S and around the world on topics such as international trade, technical developments, commercial market access, and health, safety and environmental concerns Mr Bhatia holds a Bachelor of Science in electrical engineering and a Master of Science in business management He and his wife, Punita, have two sons ANSI is a not-for-profit membership organization that brings together organizations from both the private and public sectors dedicated to furthering U.S and international voluntary consensus standards and conformity assessments ANSI accredits national standards developing organizations and approves American National Standards It is the sole U.S representative to the International Organization for Standardization (ISO) and, via the U.S National Committee, the International Electrotechnical Commission (IEC) ANSI is also a member of the International Accreditation Forum, the Pacific Area Standards Congress, and the Pan American Standards Commission Tanya Moreno Coronado is the Director of the Center of Training, Research, and Technological Development in Energy and Sustainability (CCIDTES) She is an investigator and professor of National Autonomous University of México (UNAM) in themes of energy, electric energy, energetic efficiency, renewable energy sources, sustainable energy and Standards of energy She is the Coordinator for the group of energy saving in PAE-UNAM and academic coordinator for Diploma and Specialization in Energy Efficiency, Clean and Renewable Energy Sources, and Sustainable Development Consulting and research work for other consulting businesses, commercial centers, housing complexes, sport clubs, and the commercial and industry sector on the areas related to energetic efficiency, renewable energy sources, and sustainable development Collaborator with CFE and CONUEE in training and the elaboration of Standards related to energy efficiency Consultant for the government in research projects related climate change Member of ISO 50001 Energy Management Systems Technical Committee—TC 242 in Mexico Michel de Laire is the head of the Industry and Mining Area of the Chilean Energy Efficiency Agency In this role, he has led the implementation of an ISO 50001 pilot program in Chile as well as other projects aiming to enhance energy efficiency in Chilean industry Mr de Laire was also involved in the development of ISO 50001 and has extensive experience in the public and private sectors as well as in academia relating to energy efficiency and energy management Mr de Laire holds an International MBA from the Universitat Politècnica de Catalunya, an MBA and a degree in Industrial Engineering from Universidad Federico Santa María and a degree in Electrical Engineering from the Universidad de Santiago Randy A Dougherty is Vice President, ANAB for the ANSI-ASQ National Accreditation Board in Milwaukee, Wisconsin Dougherty oversees the activities of a staff of five and 25 contract auditors Dougherty holds a master’s degree in public health administration from the University of Michigan in Ann Arbor, and earned his bachelor’s degree from Lake Superior State College The ANSI-ASQ National Accreditation Board is jointly owned by the American National Standards Institute (ANSI) and the American Society for Quality (ASQ) It has two brands, ACLASS and ANAB ACLASS accredits testing and calibration laboratories, proficiency testing providers, reference material producers, and inspection bodies ANAB accredits management systems certification bodies ANAB is the recognized national accreditation body for management systems certification bodies (CBs) in the in the US ANAB is a member of the International Accreditation Forum and a signatory of the IAF MLA with the main scope being Management Systems accrediting certification bodies for conformance to ISO/IEC 17021, and the sub-scopes being QMS and EMS, accrediting certification bodies to certify organizations to ISO 9001 and ISO 14001 ANAB is a member of the Inter American Accreditation Cooperation (IAAC) and a signatory of the IAAC MLA for QMS and EMS Dougherty has 30 years of experience in third-party conformity assessment He was the president and CEO of NSF-ISR, Ltd, an ANAB accredited QMS and EMS registrar, from 1996 to 2000 He was employed by NSF International, an ANSI-accredited standards development organization and thirdparty product certifier, from 1975 to 1996, in numerous capacities the last being as Vice President Steve Dunning is Vice President of DEKRA Certification, Inc (DCI) and manages the new business and product development operations for DCI These efforts include, LEED Green Building Certification, and Greenhouse Gas Verification operations, SEP and ISO 50001 Energy Management Certifications With 35+ years of Systems Engineering and General Management experience he has expertise in the fields of chemical products and processing, plastics, textiles, metal fabrication, machinery, medical and electro-medical equipment and instrumentation, project management, and environmental engineering He has extensive experience with compliance audits in industrial facilities, and with ISO and related management system standards He has managed the development and deployment of advanced assessment programs, focused on advanced management systems, contract due diligence, and risk based supplier assessments for utility companies He is a Lead Auditor for ISO 9001, ISO 14001, OHSAS 18001, is a CARB accredited Lead GHG Verifier, and a LEED He has also been heavily involved in the development of the Superior Energy Performance Program as well as the US TAG to TC 242 since 2008 Lane Hallenbeck is Vice President for Accreditation Services at the American National Standards Institute (ANSI - headquartered in Washington, DC), responsible for the direction of internationally recognized accreditation services In this role he has had led multiple accreditation program development efforts, creating and expanding public-private partnerships between industry and government which have increased awareness and demonstrated the value of conformity assessment methods This collaborative work with the government includes advising congressional committees crafting legislation as well as executive agencies fulfilling mandates for programs ranging from emergency preparedness and energy efficiency to toy and food safety Lane also has a strong record of customer service in conformity assessment process and system implementation He has been actively involved in conformity assessment fora at the international level for many years, including the International Accreditation Forum (IAF), Pacific Accreditation Cooperation (PAC), InterAmerican Accreditation Cooperation (IAAC) and in ISO, with CASCO Lane’s prior experience includes many years of technical leadership, including Vice President of the management systems registrar affiliate of the American Bureau of Shipping, and Program Manager for the TRW Space & Electronics Group Lane was president of the Independent Association of Accredited Registrars (IAAR) from 1997 to 1999 He holds an MS in Technology Management from Pepperdine University and a BA in Life Sciences from the University of Colorado at Boulder, and has also been certified as a Quality Systems Lead Auditor Ken Hamilton is Director of Data Center Synergy and Cloud Computing for HP Critical Facilities Services He is responsible for strategy, development and sales of cross business unit data center and cloud consulting initiatives Mr Hamilton led the development of HP Technology Services (TS) Cloud consulting services, is the lead inventor of the Multi-Tier Hybrid data center design approach, a certified IT Service Manager, certified ISO 20000 consultant and contributing author to the IT Infrastructure Library (ITIL) Mr Hamilton is the Founder and Past-Chairman of itSMF USA He was founder and President of ManageOne, a leading ITIL and IT service management consulting and training company acquired by HP in 2004 Mr Hamilton was recognized for his contributions to the IT industry with the first itSMF USA Life-time Achievement award in 2004 Gary W Kushnier is vice president of international policy at the American National Standards Institute In this position, he has primary responsibility for overall liaison and policy coordination of ANSI’s activities with international and regional organizations such as the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), the three European Standards Organizations, the Pacific Area Standards Congress (PASC), and the Pan American Standards Commission (COPANT), as well as their national member bodies He served as Chair of the PASC Executive Committee from 2001-2009, receiving the PASC Meritorious Service Award in 2009, and as staff liaison to the ANSI International Policy Committee Prior to his current appointment in January 1995, Mr Kushnier served as vice president of ANSI’s Brussels Office where he worked closely with various European standards organizations during the early years of the formation of the European Union Mr Kushnier received his Bachelor of Science degree from Kean College of New Jersey He and his wife, Judy, live in the Washington, DC, metropolitan area ANSI is a not-for-profit membership American Standards Commission Tienan Li is the General Manager of China Quality Mark Certification Group Product Certification at China Certification and Vice-Chair of APEC Expert Group on Energy Efficiency and Conservation (EGEE&C) Mr Li has been working in the field of standardization for over 20 years with both solid theoretical foundation and practical experience He participated in the establishment of more than 30 national standards and the authoring more than 20 publications He was awarded the National Science and Technology Progress 2nd Prize and AQSIQ Outstanding Young Experts title which represents the highest honor in the field Mr Li is one of the initiators who introduced the ISO9000 series international standards to China He participated in the development of many national standards on quality management He was committed to the promotion of the application of standards for quality management systems and had been served as Vice President of ISO/TC176 Quality Management Technical Committee Mr Li proposed firstly in China to apply the management concepts and methods of ISO9000 standard to energy management and led the development of national standards for "Energy Management System Requirements" (GB/T23331: 2009); developed energy management system implementation guidance for cement, thermal power, ammonia and other key energy-using industries; promoted and participated in the formulation of energy management system international standard ISO50001; carried out development and application research of energy conservation evaluation system (ECES), and developed ECES models and application methods, including a set of energy performance evaluation procedures in enterprises and public institutions; carried out research on energy performance evaluation system in industrial enterprises, including evaluation criteria, methods, procedures, guidelines and related training programs, assessment procedures, staff qualifications; carried out low-carbon property management of existing buildings, and applied the energy management system to the property management industry He actively promoted the application of energy management system standards in developing countries as a UNIDO and ISO technical expert, and participated in the relevant international training activities as the trainer Since 2009, he has led the development and implementation of MIIT/WB/GEF China Energy Efficiency Promotion in Industry project, which is the first international cooperation project of MIIT in the field of energy efficiency, and he is now the Executive Director of Project Management Office Aimee McKane is a Deputy Group Leader of Industrial Energy Analysis at Lawrence Berkeley National Laboratory with more than 25 years of experience in commercial and industrial energy efficiency Ms McKane works with the US Department of Energy (USDOE) on several initiatives, including Superior Energy Performance, a program to certify industrial plants and commercial buildings for energy efficiency that is now in demonstration phase, which includes conformance to ISO 50001 Energy Management Systems She also has collaborated extensively with the United Nations Industrial Development Organization (UNIDO) on the design and implementation of international projects in many countries, including China, Southeast Asia, South Africa to promote energy management and system energy efficiency An issues paper she prepared for UNIDO in 2007 became the impetus in developing support for ISO 50001 She is the lead for the Demand Response Research Center’s Industrial, Agriculture, and Water program, researching the relationship between industrial energy efficiency, load management, and demand response Ms McKane represents the US on the ISO Strategic Advisory Group for Energy and as the Vice-Chair of the Technical Advisory Group for the ISO Project Committee - PC 242 responsible for the development of ISO 50001: Energy management system standard She has authored a number of industrial energy efficiency policy studies She helped initiate and continues to engage with the Compressed Air Challenge™, a public/private partnership since 1997 to Senior Research Scientist at AIST, the National Institute of Advanced Industrial Science and Technology, a public research institution funded by the government of Japan Mr Nishio holds the Doctorate degree in Chemical Engineering Kyung Soon Park is the Lead Energy Management Systems Auditor in the Demand Side Management Division of the Korea Energy Management Corporation In this position, he has worked on the development of the Korean energy management standard, KSA 50001, and in pilot projects of the standard KSA 4001 He has over 13 years experience working with energy efficiency and energy management standards with the Korea Energy Management Corporation Mr Park received his Bachelor of Science in Physics from Pulsan National University and a Master of Business Administration from the Hult International Business School He is currently pursuing a Master of Arts in Sustainability from Harvard University Brian Philips is the Manager, Standards and Conformance Policy, Department of Innovation, Industry, Science and Research (Innovation) Mr Phillips has extensive policy experience in the area of standards and conformance He has managed the Standards and Conformance Policy Section with the Australian Government Department of Innovation since 2005 and has been the Australian representative on the APEC SCSC since 2003 Mr Phillips oversees the Australian Government’s policy in relation to the Australian standards and conformance infrastructure, plays a key role in the negotiation of TBT chapters in Australia's free trade agreements, maintains Australia's mutual recognition agreements with New Zealand, Europe, and Singapore and is a member of Australia's IEC National Committee Mr Phillips is a trained economist and prior to joining the Department of Innovation he held various positions in key economic research organizations including the Australian Bureau of Agricultural and Resource Economics, the Bureau of Industry Economics and Tourism Council Australia Jeff Skeer is the Coordinator for APEC Activities at the U.S Department of Energy, Office of Policy and International Affairs He is DOE’s delegate to the Energy Working Group of APEC and chairs the APEC Biofuels Task Force, which is studying biofuel resource potential, economics, infrastructure strategies, and sustainable development practices At the Asia Pacific Energy Research Centre in Tokyo from 2002-2004, Mr Skeer led studies on Natural Gas Market Reform in the APEC Region and Electric Power Grid Interconnections in the APEC Region and contributed to a study of Energy in China Related articles on China’s power and transport sectors have appeared in Energy Policy From 1996-2002, he served as a U.S delegate to the Standing Group on Long-Term Cooperation of the International Energy Agency (IEA) At DOE, he has organized three IEA reviews of U.S energy policies and programs From 1989-1996, he worked at IEA in Paris, catalyzing multilateral agreements on electric demand side management, hybrid vehicles, hydropower and the environment, and photovoltaic power systems Skeer began his career at the DOE’s Office of Electricity Policy, from 1980 through 1989 He holds a Bachelors degree in Public Administration from the Woodrow Wilson School of Public and International Affairs at Princeton University (1978) and a Masters in Public Policy from the Kennedy School of
